The purpose of the article is to study the key factors and conditions affecting the state and spatial development of territories (based on the materials on social and economic situation of the constituent entities of the Russian Federation in the Far Eastern macroregion). The research methodology is based on the theoretical provisions of regional economic science, dialectical and systemic approaches, economic and statistical, specifically comparative, comparative and content analysis, the use of methods of logical comparison and expert assessments. The features of spatial development, which are typical for the regional level and affect not only the state and prospects of the constituent entities of the Russian Federation and federal districts, but also the entire national economy of Russia, are analyzed. The Far Eastern Federal District is a dynamically developing macroregion with a potential for economic development, which was chosen as the object of research. Based on specific material, the reasons for the differences in the social and economic situation of its constituent regions are revealed, their key macroeconomic indicators are analyzed. The starting point for the analysis is the assumption that the transformational changes in the national economic system of Russia caused by the consequences of the global pandemic crisis naturally affect the functioning of industries and territories in a spatial aspect. The expediency of application of a systematic approach to the analysis of all components of the economic subsystem of the Far Eastern Federal District is substantiated. The factors affecting the territorial and sectoral structure of the economy of the constituent entities of the Russian Federation within the Far Eastern Federal District were identified. This made it possible to present the drivers of economic growth and make suggestions in the optimization of the relationship of all economic entities within the administrative and territorial entities that have distinctive characteristics and essential features. Recommendations for the improvement of the economic and financial condition of the Far Eastern regions, achievement of a balance of subnational budgets were formulated. Productive vectors for further research can be quantitative and qualitative assessment of factors affecting the rates of economic growth, volume and structure of the GRP of these constituent entities of the Russian Federation, substantive analysis of possible areas of international cooperation in the Eurasian space.
The development in the sphere of science and the results of scientific activity are determined by a complex of factors, where a prominent role belongs to scientific personnel. There was intensive development in the field of science and improvement of scientific organizations activities results. In Russia, on the contrary, a reduction in the number of scientific organizations, and the number of scientists was observed. The purpose of the study is to determine the priorities of personnel policy in the field of science based on an analysis of scientific personnel state in Russia in comparison with large developing countries that are members of the BRICS coalition; search for funds to strengthen the financial position, increase the efficiency of research organizations and the effectiveness of scientific personnel. The influence of science personnel potential on the country’s position in global rankings has been proven. The need to revise the priorities for the development of science and the expediency of adjusting the state scientific and technical policy is justified. Conclusions about the need for further transformations in the field of scientific activity, the urgency of finding innovative forms of financial incentives for scientific research to strengthen the material and technical base and human resources of science are made. Further research is recommended to focus on finding innovative ways of state and public regulation, updating the applied economic instruments, and creating attractive working conditions for workers in the field of science.
The purpose of the article is to identify areas for improving budgetary planning tools as an integral part of public finance management. The level of quality of budgetary planning is an important factor in balancing budgets at different levels of the budget system at the time of increasing global instability. Effective measures are taken under conditions of permanent improvement of financial management, based on the use of advanced information technologies, innovative methods for assessing the socio-economic situation of public-law entities. Theoretical and methodological bases of functioning of the budgetary planning system, the possible ways of its improvement in the context of institutional transformations are identified. During the period of actualization of strategic goal-setting in the economy, for the development of the financial management system in terms of improving the budget process, a detailed analysis and assessment of the impact of internal and external factors on the financial and economic environment is required. Opportunities to identify certain patterns and objective trends in the dynamics of macroeconomic indicators and parameters of budgets of the budgetary system are created on this basis. The timeliness of the use of such financial tools as budgeting, result orientation and program-targeted planning, the use of which allows to link the expenditures of public-law entities with the current financial policy, as well as to increase the degree of openness and transparency of the budgetary process, has been proved. Conclusions on the advisability of applying best foreign practices in the activities of financial management bodies at the subnational level are drawn. The key areas of further research in the spatial aspect are the development of multivariate forecasts and econometric models that make it possible to assess the possibilities of economic development of the country and the tax potential of administrative-territorial units.
In the present study we draw attention to the urgency of the problem related to the formation of tourism clusters. Then we describe the current state and the specific features of the object of study. We expand upon the scientific basis of the proposed research methodology. Finally we offer recommendations on the practical application of the expected results. The organizational model of the regional tourist cluster based on a two-element core, in the case of its practicalapplication will improve the efficiency of the formation and development of clusters in a variety of service industries, and adapt them to the high variability of the environment. The improvement of scientific and methodological tools, the connection of economic and administrative resources provide a solid foundation for the development of the tourism sector, increase the investment activity of economic entities and increase the investment attractiveness of the economy at the regional level of government.

In point of view of labour market the immigration has become the major factor in recent times. The main tasks of immigration policy: compensation of labour shortages in relation with demographic and aging population problems; to satisfy the long-term demand for labour in some business sectors; to ensure the labor supply of innovation-qualified investment processes; organizing of preparation of experts from requested profession; to limit the short-term unskilledlabor immigration; creating the necessary conditions and broaden the opportunities for immigration for business use.
Topic. The problem of functioning of the financial system in the face of uncertainty is complicated by the entered by Western countries anti-Russian economic sanctions. We discussed the peculiarities of functioning of the financial system in a “new normality” from the point of view of systemic and institutional approaches. We analyse sources of financial resources and financial instruments, the practical application of which allows overcoming the negative effects from the introduction of anti-Russian economic sanctions.Purpose. Author’s study of the national financial system under conditions of new economic reality and the existing approaches to its build up. Grounding the benefits of forming the structure of the financial system using the sectoral approach based on the methodology of the national accounts system.Methodology. The study is based on the dialectical method. In the study were applied the system and institutional approaches, analytical, expert and statistical methods.Results. The passivity of the financial institutions, nonfinancial organizations and population complicates the development of financial relations of economic agents. Russia’s financial system as a whole and its structural elements are experiencing a shortage of financial resources, which hampers the functioning of the national economy and the fulfillment of national obligations. Actualization of tasks of financial policy and the adoption of non-standard management decisions should be aimed at mobilizing financial resources and upgrading the stability of the financial system.Conclusions. Despite the difficult economic situation, it is necessary to rebuild the financial system of Russia based on the needs of innovation-oriented market economy, in the direction of overcoming the consequences associated with the introduction of anti-Russian economic sanctions. Strategic vectors for increasing the financial resources should be investment in innovations and creation of new technological order. A balanced financial policy, efficient management and coordination of all stakeholders will contribute to improving institutions’ performance of the national financial system and meeting the needs in the financial resources of all economic agents.
It should be mentioned that the creation and development of resort and tourist space crafters is limited by the presence of a number of socio-political and economic problems, which are aggravated by macroeconomic instability. Resource potential recreational areas today is underutilized and poorly understood. The poor quality of the services provided, the price uncompetitive in comparison with foreign resorts, obsolete and outlived a main fund, the weak diversification of services in the recreational area, a long stagnation in the development of inbound and domestic tourism, low development of recreational infrastructure, etc. are signs that the recreational sector requires more attention. Improving the efficiency and quality of recreational services in the resort and tourist cluster in the region is an urgent and difficult problem of the region's economy. One of the main directions in improving the efficiency and quality of recreational services we can assume formation and rational use of the recreational potential of the region. Formation of the defining trends of resort and tourist activities based mainly on the development of economic space in the region, which is a rich area, which includes a set of objects that interact with each other. Activities of the resort and tourism cluster is the entire socio-economic system, which are exposed to various factors, the role and influence of which can be under certain conditions, varying in strength, direction and pro-expectancy. Identification, analysis and classification of the factors of increasing the efficiency of recreational service deserve special attention in the development of resort and tourist cluster in the region.
