This study employs a conjoint experimental design to systematically examine the impact of three dimensions of energy justice-sustainability, affordability, and accessibility-on the investment preferences of Chinese urban and rural residents for residential photovoltaic (PV) systems, as well as the moderating effect of policy transparency. The results indicate that, within the sustainability dimension, environmental value significantly and positively drives willingness to invest and investment amount. In the accessibility dimension, clear property rights significantly enhance residents' willingness to invest, while commercial loans and policy-based low-interest loans do not show significant effects compared to own funds for investment amount. In the affordability dimension, the cost-to-income ratio exhibits an asymmetric effect: a reduction in cost significantly increases the likelihood of investment, whereas an increase in cost leads to a strong aversion. Further analysis reveals that policy transparency dynamically amplifies the positive synergistic effects of environmental value and financing instruments, yet its direction is significantly moderated by cost burden contexts. The realization of energy justice requires coordinated institutional design to bridge the preference gap between urban and rural residents. This study provides theoretical underpinnings and empirical support for encouraging resident participation in value co-creation and just energy transitions.
Community renewable energy is gaining popularity globally, and private investment in photovoltaic is considered a promising path toward energy transition. This study attempts to explore which attributes are more attractive for the public to invest in community photovoltaics, especially in the context of the increasing popularity of photovoltaics in China. Based on a conjoint experiment with urban and rural residents (N = 973), this study finds that the public values (economic, environmental, social) generated by the photovoltaic project and the project's attributes are important factors of investment decisions. The results of the conjoint experiment confirm previous findings in the literature, particularly the positive effect of the economic value of increased local employment on citizen investment. In addition, this study finds that government regulation plays the most critical role in facilitating citizen investment. The findings can contribute to more effective photovoltaic diffusion, transcending the role of the citizen as a single consumer and achieving substantial public participation and value co-creation.
Bien que les gouvernements investissent continuellement dans la construction de l’administration en ligne (ou gouvernement électronique, e-gouvernement), les performances varient en la matière. Cette étude vise à examiner la mesure dans laquelle l’attention des pouvoirs publics influence les performances de l’administration en ligne par le biais de l’effet médiateur de l’allocation des ressources et de l’effet modérateur de la collaboration public-privé. L’analyse de données de panel provenant de 333 administrations préfectorales en Chine confirme que l’attention des pouvoirs publics peut accroître les performances de l’administration en ligne, mais que l’ampleur de l’effet diminue en raison du rôle médiateur des ressources financières et humaines. En outre, une plus grande collaboration entre les secteurs public et privé affaiblit l’effet positif des ressources gouvernementales sur les performances de l’administration en ligne et de l’attention des pouvoirs publics sur les performances de l’administration en ligne. Remarques à l’intention des praticiens Cet article peut aider les praticiens à reconnaître l’importance de l’attention des pouvoirs publics dans l’orientation de la mise en œuvre de l’administration en ligne en vérifiant le lien entre l’attention des pouvoirs publics, l’allocation des ressources et les performances de l’administration en ligne. En outre, cette étude fournit également quelques suggestions aux praticiens qui cherchent à collaborer avec des organisations privées en confirmant le rôle négatif de la collaboration public-privé entre les ressources gouvernementales et les performances de l’administration en ligne.
Although governments are continually investing in e-government construction, differences in e-government performance exist. This study aims to examine how policy attention affects e-government performance through the mediating effect of resource allocation and the moderating effect of public–private collaboration. Analysis of panel data from 333 prefectural governments in China confirms that policy attention can increase e-government performance, but the effect size decreases under the mediating role of financial and human resources. Furthermore, higher public–private collaboration weakens the positive effect of government resources on e-government performance and policy attention on e-government performance. Points for practitioners This article can help practitioners recognize the importance of policy attention in guiding e-government implementation by verifying policy attention–resource allocation–e-government performance association. Moreover, this study also provides some suggestions for practitioners seeking to collaborate with private organizations by confirming the negative role of public–private collaboration between government resources and e-government performance.
Public service logic (PSL) acknowledges the pivotal role of citizen participation in value creation, yet the effect of citizens' conscious engagement on public service delivery and co-creation of value with public service organizations (PSOs) remains underexplored. This study addresses this issue through empirical research on the interactional text data between users and PSOs on an online responsive service platform in Beijing, China. The study contributes by unveiling evidence of users' conscious engagement and input and examines its influence on PSOs' responsiveness and service outcomes. Furthermore, it extends the research on value co-creation within digital platforms.
Studies of reactive transparency argue that organizational resources are crucial for government responses to freedom of information requests but ignore the fact that governments may be reluctant to actively allocate resources because of the information control preference of the bureaucracy. Combining the resource-based view with the inherent preference for bureaucracy, this study examines the influence of organizational resources on multifaceted dimensions of reactive transparency by sending freedom of information requests to 949 provincial agencies in China. The analysis of multilevel logistic and ordinal logistic regressions of response results revealed that platform capacity significantly increased agency replies and compliance with requests, financial capacity significantly increased the likelihood of agencies providing additional information, and data availability is significantly associated with agency replies. Additionally, a significant relationship between agency orientation and compliance was confirmed. These findings enrich our understanding of the crucial role of various organizational resources in explaining the practice of developing reactive transparency.
Open government data has become an important movement for government administrations in numerous countries. Previous studies have paid less attention to the complex relationship among the historical performance gap, the readiness of government (including policy and action dimensions), and open data quality. Therefore, on the basis of performance feedback theory, a theoretical model has been developed and tested to analyze the impact of the historical performance gap on the readiness of government and open data quality. The model is empirically tested by the partial least squares method using sample data from 115 countries. The results show that the historical performance gap could indirectly contribute to a country's open data quality by promoting the readiness of government. In addition, the impact of this gap on the readiness of government and open data quality shows a U-shaped curve. In other words, a greater change in the effect of open data utilization in a country in the previous year entails a more significant promotion of readiness of government and open data quality in the next year. These findings drive governments to pay more attention to performance evaluation in open data and improve the readiness of government to improve their respective country's open data quality.
Governments can benefit from social media usage in crisis management, but the amplified public scrutiny facilitated by social media may also impede crisis management and damage reputations. How governments balance such benefits and risks when using social media for crisis communication remains an open question. With a data set of epidemic statistics and social media posts of local governments across China during the first wave of COVID-19, we quantitatively investigate how the local crisis situations and coping resources influenced government usage of social media. Our analysis reveals that the first confirmed case in a city leads to a significant increase in government social media use. This effect is stronger in cities with more medical resources. In addition, the number of cumulative cases has an inverted U-shaped influence on government social media use. These findings suggest that governments value the importance of social media for crisis handling and reputation protection, adapting their communication strategies based on the crisis severity and their own capacities.
Emergency supply reserves are indispensable material bases in relief supply chain management. However, limited in-kind relief resources stockpiled in government-managed depositories may fail to meet the surging demand following the disaster. This paper develops an optimal pre-positioning strategy for emergency supplies with pre-purchasing contracts between local governments (LGs) and emergency supply manufacturers (ESMs) to properly address demand uncertainty in different disaster scenarios. Physical materials and production capacity are integrated into a holistic and hybrid reserve model to mitigate overstock or stock-out risks. Applying an evolutionary game-theoretic framework, contract enforcement has been extensively analyzed to avoid LGs dereliction of duty and ESMs’ breach of contract. A novel dynamic penalty mechanism is proposed to control the fluctuations in strategy choices and effectively improve ESMs’ compliance without LGs’ excessive inputs on supervision. The numerical simulation results, along with sensitivity analyses on major cost-accounting, demand characteristics, and environmental parameters, show that safety stock is the primary guarantee in most cases, while reactive stock acts as an important supplement for disasters with long-term consequences. The joint reserve policy (except for no action strategy) outperforms the price-only contract on the total reserved quantity of emergency supplies at a lower long-term average cost. The initial state and cost-benefit structures dominate the complex interplay and periodical fluctuations in the supervision-compliance game. The doomed cycle of order, disorder, and reorder in contract performance management can be well managed under the proposed dynamic penalty mechanism, which appears much more efficient and incentive-compatible in promoting both parties to fulfill their obligations.
随着政府数字化转型的不断发展,政务微博已成为地方政府推动政务公开和加强政民互动的重要工具.虽然政务微博数量呈爆炸式增长趋势,但是各城市政务微博存在效果参差不齐、发展差距大等问题.在政务微博绩效的影响因素方面,现有研究忽略了政府注意力分配这一关键因素的影响.基于政府注意力视角和资源基础理论,收集了全国229个地级市政务微博数据和政策发布、会议召开数据,使用多元线性回归和子样本多元线性回归分析了政府注意力、政府资源和政府能力对政务微博投入绩效和政务微博产出绩效的影响.结果表明政府注意力分配程度、财政健康水平和资源汲取能力对当地政务微博的投入绩效和产出绩效有显著正向影响.在数字化能力较弱的城市,政务微博的发展水平更多取决于地方政府财政资源丰富度和财政健康水平.
E-governments have become a popular topic in recent decades and have attracted widespread attention on a global scale. Previous research mainly investigating the direct impact of IT infrastructure on e-government performance lacks in the context of other organizational resources and contingency factors. This study uses a panel data from Chinese prefectural cities and further exams the effect of interaction between IT infrastructure and other organizational resources (financial and human resources) on e-government performance through the moderating role of environmental uncertainty (environmental turbulence and complexity) based on resource-based and contingency views. Interaction between IT infrastructure and financial resources has a positive effect on e-government, while the interaction between IT infrastructure and human resources has a negative effect on e-government performance. Additionally, the effect of the interaction between IT infrastructure and organizational resources (financial and human resources) on e-government performance increases with a decrease in environmental turbulence and with an increase in environmental complexity. This article helps practitioners recognize the importance of IT infrastructure in developing e-government performance and provide actionable insights on financial and human resource allocation, while considering IT infrastructure. The paper offers evidences for government managers seeking resource combination to address turbulent and complex environments.

Large-scale water distribution networks (WDNs) are vulnerable to internal faults and external attacks. When exposed to various types of natural or artificial disasters, a glitch may trigger cascading failures and even paralyze the entire WDN. An improved load-based cascading failure model is proposed to analyze both structural and functional properties in a unified framework. The load-capacity relationship, load redistribution principle, and nodal breakdown probability are key factors needed to determine the evolvement of cascading failures. Different attack strategies that represent the scenarios of random failures, intermediate-level attacks, and catastrophic disasters are performed separately. The single-node attacks are repeated on each node to locate stricken components and identify weak points. Several novel metrics, such as node vulnerability, service level, and damage size, are adopted to characterize the spatiotemporal vulnerability of WDN. The simulation results illustrate that the traditional degree-based method inevitably results in the underestimation of potential losses in disaster scenarios. The improved load-based model that stresses network topology and physical significance can better reflect the reality. spatiotemporal vulnerability analysis is proven to be a powerful tool for optimizing system design and balancing the time-cost-reliability triad.
Open government data (OGD) has great potential to produce political, social and economic values, but its utilization is far from expectations. This paper intends to study the factors and mechanisms that affect open data utilization. Drawing from the resource complementarity perspective of the resource-based theory, this study examines the moderating effect of the six dimensions of governance on open data quality and open data utilization. The model is empirically tested by the partial least squares (PLS) method using sample data from 115 countries. The results show that the five dimensions of governance (including voice and accountability, government effectiveness, rule of law, regulatory quality and control of corruption) moderated the relationship of open data quality with open data utilization in a positive direction. In addition, the impact of open data quality on open data utilization still holds true at the global level. The conclusion is that governance, as an important complementary resource to promote open data activities, can better promote open data utilization and value generation when combined with open data resources of various countries. Different governance levels are an important explanatory variable for the large differences of open data utilization among countries. In open data practice, governments should not only improve open data quality, but also improve the national governance level to provide complementary resource support for the utilization and value generation of open data in their countries.
Unrestrained human industrial and agricultural production activities exacerbate climate change and environmental pollution. Climate change leads to an increase in flood risks and the spread of water and soil pollution, resulting in challenges in urban stormwater management. Institutional adaptation to climate change is vital for realizing effective local urban stormwater management. However, the accumulated knowledge on climate adaptation over the past decade has been concentrated at the technical and economic levels, with limited research on institutional adaptation. The Sponge City Program in China selects 30 pilot cities to promote a novel stormwater management approach that combines the reliability of traditional gray infrastructures made of concrete materials with the adaptability and sustainability of green-blue infrastructures based on natural-based solutions, but the extent of institutional adaptation in this process varies considerably across pilot cities. To explain what drives institutional adaptation, a configurational analysis of pilot cities is conducted using the fuzzy-set qualitative comparative analysis method. Based on data from 628 official reports and 36 interviews, we demonstrate local governments are significant institutional entrepreneurs, and high institutional adaptation occurs with the combined effects of institutional capacity, financial resources, and reputational incentives. There are three types of paths driving institutional adaptation: "strong institutional capacity-strong financial resource-low reputational reserve," "strong institutional capacity-strong financial resource-high reputational competition," and "strong institutional capacity-weak financial resource-low reputational reserve." These three paths account for 72% of the instances of high institutional adaptation outcomes, and 90% of cases share a given configuration of conditions associated with an outcome. Our conclusion advances a theoretical understanding of the drivers of institutional adaptation and provides guidelines for future climate adaptation practices.
[目的/意义]探讨府际关系对政府数据开放政策创新扩散的影响,并将成本—收益理论和外部压力理论作为竞争性理论,揭示创新扩散的具体机理,为我国大数据发展战略提供可行的政策建议.[方法/过程]选取2014-2018年中国293个地级市的面板数据进行事件史分析,考察成本—收益和外部压力变量的调节效应.[结果/结论]研究结果表明:府际学习和府际竞争对政策采纳具有显著促进作用;相比于"成本—收益"理论,外部压力理论对于政策创新扩散机制的解释力更强,上级政府和社会舆论压力催化了同级政府互动所产生的水平方向上的政策扩散.
应急管理是多方协同应对突发事件以保障城市安全的重要管理活动,然而政府条块间的信息与资源壁垒成为制约城市应急管理效能的主要障碍,如何提升政府条块协同水平是城市应急管理数字化转型中的重要研究问题.为准确把握数字化转型中政府应急管理条块协同行为的衍生逻辑和发展路径,选取我国超大城市S市进行案例研究,分析目标、初始条件、驱动力、结构、过程等关键理论组件,构建应急管理数字协同理论模型.研究发现:(1)在内外部驱动力双向驱动下,初始"软硬件"直接影响数字协同的初期效果和发展速率.(2)数据、制度与技术三要素的交互支撑能够削弱协同结构的复杂、僵化并促进协同模式多样化.(3)一个可持续发展的应急管理数字协同体系有赖于机制的灵活性、结构的稳健性和过程的动态适应性3个重要特征.在实践层面,结合S市的实践探索,提炼出推动应急管理数字协同过程的关键对策组合(赋能+服务、问责+共识、合规+自主).研究成果对应急管理数字化转型和跨部门协同形成理论深化,并为我国其他省市应急管理突破数字壁垒实现数字协同提供管理启示与借鉴意义.
The complex situations and chain effects of urban risk factors have resulted in a focus on improving emergency capability based on the importance of the collaborative governance network. This study constructed an integrated analysis framework to adapt to China's emergency governance situation. This study aimed to contribute to the literature on collaborative emergency governance based on the framework of target capability by exploring the combination of risk warning, organization embedding, information sharing, resource integration, and business function as major influencing factors in the capability of collaborative emergency governance. Through a qualitative comparative analysis based on 50 contingency plans in Shanghai, China, and followup interviews, the study explored the multistructure equivalent causality and equivalent cause-and-effect chain in detail. The findings reveal three configuration paths for the generation of collaborative emergency capability: business-chain resource optimization, precontrol embedded system overlay, and balanced organizational embedding types. This research provides a theoretical reference and practical understanding of using "different routes to the same goal" in urban collaborative emergency governance.

Emergency material reserve plays a key role in risk prevention and control, as well as in emergency response. Building emergency material reserve coordinated by government and enterprises is an inevitable choice to improve the efficiency of emergency management. However, under the circumstances of information asymmetry and conflicting goals, how the government and enterprises can work together and achieve win-win results is a real dilemma. From the perspective of social capital, trust, norms, and network relations form the psychological basis, institutional basis, and organizational basis of government-enterprise coordinated emergency material reserve. Considering the obstacles caused by insufficient social capital for cooperative emergency material reserve between government and enterprise, it is necessary to cultivate social capital through the comprehensive development of government-enterprise trust system, scientific design of standardized emergency material management system, construction and coordination of social network relations, and other measures. At the same time, it is also necessary to be vigilant and break the rigid social capital. Put it into the practice of government-enterprise cooperative emergency material reserve, combined with the theory of emergency management cycle, it is necessary to build a government-enterprise cooperative emergency material reserve platform including "Enterprise access-Reserve scheme-Resource scheduling-Platform optimization" as the key link.
