[目的/意义]为ISO术语国际标准实现语义Web化服务提供可行的方案和系统验证.[方法/过程]针对ISO 5127(Information and Documentation-Foundation and Vocabulary)的整体信息和第3部分的术语款目结构特征,提出了相应的SKOS语义描述方案.利用计算机程序自动判断其Word格式或HTML格式文本中每一个术语的唯一代码、首选标签、替代标签、定义、来源、示例等,将所有术语款目转换为相应的SKOS文件,并采用分类法共享服务系统CLSS的解决方案,实现了ISO 5127的共享服务系统ISO 5127_CLSS,包含Web版、Linked Data服务和Web Service服务功能.[结果/结论]采用Dublin Core和SKOS对ISO 5127术语国际标准进行语义描述,并采用CNKOS的支持系统CLSS解决方案快速实现其广泛共享服务是切实可行的.其他分类法类型的知识组织系统(如分类法、范畴表、规范代码表等)均可依此方法快速完成语义描述方案的设计和共享系统的实现.

At present, the national e-pub deposit standards are object-specific, stage-specific and lack of systematic and strategic design. In order to ensure the high efficiency, longevity, sharing and interoperability of national e-pub deposit system, this article makes an in-depth analysis on the technology environment, key technologies and real practices of worldwide e-pub deposit, and constructs a standard system for domestic e-pub deposit. It suggests the system shall be based on long-term preservation with the interoperability between content code and metadata, statistics and performance management as the core of technical standard sys-tem. The best practice research is an important guarantee for the construction of the standard system of e-pub in China.

This paper briefly introduced the significance of ISO 5127 ”Information and documentation—foundation and vocabulary”, the technical scheme of Chinese new work item proposal for revision ISO 5127, and the progress of the revision of this international standard. Then, this research compared the technical features of database pattern and semantic web pattern in terminology maintenance. Accordingly, this paper analyzed the structured semantic relationship of ISO 5127 vocabulary standard, and preliminary studied the future online semantic maintenance of ISO 5127.

By taking the three influential factors into consideration together via AHP, quantifying the qualitative factors and making a paired comparison between terms for the same concept, the optimum word or the preferred term for that concept is then chosen. The data of architecture and water conservancy project are used to conduct an experiment, whose results are then compared with the optimum word in Chinese Thesaurus ( Engineering) , The Water Conservancy and Hydroelectric Power Thesaurus, and The Yellow River Water Conser-vancy Science and Technology Thesaurus, and with the preferred terms selected by experts. That the optimum word or the preferred terms selected by the method proposed in the research is in consistent with the other the sauri or the experts' idea concerning preferred terms is verified by the experiment.

This paper mainly surveys the operation foundation and circumstance of NITS, the collection and service pattern for American technical report, and analyses current situation on multi-way report access and value-added service carried by NTIS facing above challenge in recent years. Accordingly, on our domestic on-going technical report construction movement, five proposals are offered as follows, sort technical report access, open and interoperability metadata development, diversity digital service of national technical report, performance indicator on national technical report, digital preservation of national technical report.

Chinese national standard GB/T3179-2009 Presentation of periodicals was issued on September 30th,2009.This paper briefly introduces the process and principles of the development of the standard.For the purposes of correctly understanding and implementing the standard,some provisions,such as the periodical,periodical title,change of title,China Standard Serial Numbering,cover,presentation of articles,supplements,are explained.

The paper summarizes the Chinese and ISO standards on construction of thesauri, labors and compares in detail the technical content about ISO 25964-1, ISO 2788 and ISO 5964, tables several proposals about the revision of national construction of thesauri standard as follows, merging GB/T 13190-1991 and GB/T 15417-1994 into one national standard, absorbing rational parts from related standards, founding an extensible concept relationship tags system, enhancing technical content on web thesauri, adding data model and exchange formats for thesauri interoperability, etc.

The paper gives a comprehensive analysis of ISO 3166 code system and code construction, introduces its application in international domain names and international codes for the representation of currencies and funds.
