This paper introduces three typical foreign service frameworks, at the same time, based on the reality in China, proposes the service framework for the national digital library of China and analyses the six elements of the framework. Digital library service framework is the key point of organizing, sharing and reusing library services between different information agencies. This paper aims to organize multiple information systems and reuse library services by providing consistency of definitions and terminology normative expression.

With the development of digital technology and the Internet, open access resources have an even lager impact on the research and study. How to preserve the open access resources permanently is not only important for today, but also for future use. On a base of analyzing the preservation models of digital resources in other countries, the authors discuss the problems related to Chinese open access resources long-term preservation, including the frameworks, rights and duties, principles and so on.
