目前各新区围绕各自的战略定位,普遍采用政府—市场合作开发模式,均以开发公司为主体,具有经济功能导向的特点.不同之处在于浦东新区与滨海新区的开发公司由市府或新区管委会作为独立出资人,两江新区、舟山群岛新区等则逐渐出现新区管委会与片区行政区政府、企业合作出资的形式.通过比较,分析其异同点及其利弊,分析其对福州新区的借鉴意义.

Due to objective reasons,potential risks of large projects are more obvious than small ones.A single comprehensive evaluation method can not fully and accurately evaluate the risks.This paper demonstrates the applicability of DHGF method in evaluating risks of large-scale project,and on this basis taking the Ro-Ro wharf project of Tianxialu Island in Yutou Island,Pingtan,Fujian as an example,validates the DHGF method,and analyzes potential risks of the logistic project based on the validation data.
