目前,非营利性民办高校内部治理机制存在董事会成员结构不合理、校长负责制形式大于实质、非营利性民办高校的监督机制不完善等问题,制约非营利性民办高校进一步发展.对此,非营利性民办高校应完善董事会领导的治理体系,保障校长行政事务的决策权,确保监事会能够独立发挥作用,从而优化其内部治理机制.

我国智能手机市场逐渐饱和,企业之间竞争激烈.而随着中国-东盟自由贸易区深入发展,双边地区形成一个巨大的市场,且东南亚手机市场渗透率低,研究我国智能手机企业打入东南亚市场的市场环境和战略分析,有利于我国手机制造企业加快"走出去"步伐,增加其自身的经济盈利空间.

以海峡西岸经济区20个城市的经济水平作为研究对象,将主成分分析的原理运用到海西城市评价与分析的过程中,建立更加科学的海西城市经济水平的综合评价指标体系,并对海西20个城市进行综合对比分析.研究结果表明,海西城市经济发展并未打破沿海强、内陆弱的不均衡格局,其中漳州市经济结构调整的效果良好,经济水平在海西城市群中的地位有所提升.另外,较落后的海西城市在接下来的发展中,应当把发展外向型经济放在最重要的位置.

Intricate and profound changes are taking place in the current world, and the deep-level impact of in-ternational financial crisis continues to emerge. Against this backdrop, China advocates building"the 21st-Cen-tury Maritime Silk Road", thus offering a good prospect to the economic cooperation and mutual learning among civilizations of countries along the road. By analyzing the status quo of the logistics development in the countries along the road, the present paper holds that the imbalance of the development is the major factor which hinders the logistics industry from gaining its economic and social benefits. On this basis, this paper illustrates the neces-sity of logistics resources planning integration, puts forward the idea of resources integration planning based on the flexible decision making, and comes up with several countermeasures.

Under the Background of transformation of the application technical college in ordinary universities, how to build virtual simulation experiment center in newly built local undergraduate colleges is very important to improving the quality of talent training. This paper, taking as the point of departure the limitations of relying on cooperative enterprises to implement undergraduate comprehensive teaching practice, analyzes the advanced experience of school running in Taiwan technology universities. 《海峡西岸经济区发展规划》和《关于支持福建省加快建设海峡西岸经济区的若干意见》的相继出台,明确了平潭综合试验区"在现有海关特殊监管区域政策的基础上,进一步探索在福建沿海有条件的岛屿设立两岸合作的海关特殊监管区域,实施更加优惠的政策,探索进行两岸区域合作的试点",也对该地区的物流服务体系构建提出了新的要求。结合物流行业税费改革的热点税种,对如何利用税费相关优惠政策的杠杆作用,促进平潭综合试验区物流服务体系发展,提出若干建设思路。

With the promotion of national income,cold-chain logistics in China has been booming and is of great potentialities.The competition in the market of cold-chain logistics is increasing.However,the cost control system of third party cold chain logistics has not fully developed yet and the cost accounting is irrational.This article describes status quo of the operating costs of domestic and international cold chain logistics management and related national standards.It analyzes problems arising from management of cost of current cold chain logistics and the reasons for these problems.It discusses the composition and characteristics of the logistics costs,summarizes research results of logistics cost management and puts forward the problems in current logistics cost accounting as well as logistics performance evaluation.Besides,it studies the characteristics of the cold chain logistics costs and discusses the applicability of the application of cold chain logistics operating costs.

人类在开发自然资源的同时也严重破坏了地球的生态环境,导致每年自然灾害无数。就我国台湾地区而言,该区域的自然环境深具特性,因此常发生各种自然灾害。近年来随着两岸关系的缓和,每当台湾地区发生自然灾害,一衣带水的福建省总是临时采取了许多紧急方案援助,但由于应急管理体系建设不完善的原因,严重影响救援工作的有效执行。本文从闽台间应急物流联动体系的构建的基本原则和构建要素入手,分析了两地应急流动物流体系构建的可行性。
