The total volume of water resources in China is small and we cannot basically solve problems by building reservoirs and constructing water transfer projects.To construct a water-conserving society and improve the use efficiency and performance of water resources is the most fundamental and effective strategic measure for solving the shortage of water in China,especially in North China.The rich coal resources in North China ill match the distribution of water resources.Therefore,to strengthen the comprehensive utilization of water resources and ac- tively adopt advanced and mature water-conserving technologies is the most effective approach for reconciling the conflict between the development of the power industry and the shortage of water resources.
The difficulty of water resource and the strategic meaning of water saving at area of rich coal and short water were illustrated through analyzing the basic instance and distribution character of national coal,water resource and power developing.The measures to intensify water synthetical use,enhance water use efficiency,and decrease the water use index at present and afterward were discussed particularly,so that the fossil fuel power industry would develop harmoniously with the nature,society and other sectors of national economy.

An overview of the development situation andtendency of IGCC power generation technology was proposed in this paper. The necessity of constructing IGCC power plant in China was discussed from the viewpoints,such as the feature of energy structure, the requirement of environmental protection,the water shortage and the capacity enlarging of predominant units.Based on the key technologies break—through and penetration of IGCC into the chemical industry,combined with the equipment localization and IGCC application potential in domestic power market,a comprehensive analysis on the basic conditions for building IGCC power plants in China was analyzed in detail.It shows that the development conditions for IGCC technology are mature,and it’S time to rapid the application and development of this technology in China.
