低碳经济作为一种新的经济发展模式，关键是利用新能源技术和制度的创新，达到温室气体减少排放的目标，促进经济社会和环境的可持续发展。中国旅游研究院（2011）对浙江旅游业特别是近30年发展历程作了系统性梳理和总结，认为浙江已走出一条具有自身特色的旅游业发展之路，形成了旅游产业发展的“浙江模式”，其基本内涵为“一好二强三高”：“一好”指协调性好“、二强”指内生性强和创新性强“、三高”指市场化程度高、融合度高和开放度高。
