我国已基本形成以"风险评估——风险管理——风险沟通"为体系的外来物种入侵风险防控机制.然而,该机制却存在风险评估过程独立性不足、风险管理过程缺乏整体性、风险沟通过程具有形式性的问题.为有效防控外来物种入侵风险,应当明确与界定风险评估主体的构成与性质,强化对引进物种的监测以及实现对引进物种的类型化管理,并在风险沟通过程中保障社会公众知情权与决策参与权.

China is one of the natural disasters in the world.In the United Nations "safe community" concept,chinese scholars have put forward the "community disaster mitigation" idea.On the basis of the situation of rural community disaster reduction work in China,discusses the main problems and contradictions existing in China's rural community disaster prevention and reduction.In view of these problems,the researchers combined the actual status of rural community put forward feasible suggestions.
