在乡村振兴战略背景下,土地流转与资本下乡相结合为外出务工困难的农村居民提供了就地就近转移就业的机会,降低了农村劳动力的转移成本,对农村居民收入分配产生重要影响.使用CFPS数据进行实证分析的结果表明,土地流转通过促进就地非农就业,使低收入农村居民获得比高收入农村居民更多的收入回报,从而缩小农村居民收入差距.据此,本文提出完善土地流转市场、支持资本下乡、增加就地非农就业机会等政策建议,以缩小农村居民收入差距,促进共同富裕.

Six upper leaves in individual plants of tobacco variety Yunyan 97 were harvested and modulated at the same time in the study,and the following results were revealed.After continuous irrigation,the upper leaves opened more with the increasing maturity;the looseness of tissue structure was improved;leaves density decreased significantly;total sugar,reduced sugar,starch,total N and nicotine content were lower than that in normally irrigated tobacco leaves;K content was increased by 0.115%;nicotine content was decreased by 0.104%;internal quality became harmonious;yield,output value and the high class leaf proportion were all increased;economic characters were upgraded.

Among the research of modern tobacco agriculture,the comprehensive utilization of flue-cured tobacco seedling workshop is a hot issue nowadays.As the relatively developed economic areas are relatively good for implementing comprehensive utilization of workshop,and if these areas get success first,it can affords important reference for practicing comprehensive utilization in other areas.Taking the Ningxiang town in Hunan as an example,the advantages and management models of comprehensive utilization of flue-cured tobacco seedling workshop in relatively developed economic areas were introduced.The feasibility,cost and effect,successful experience and shortage of comprehensive utilization was systematically analyzed.Corresponding optimizing suggestions for promoting the development of modern tobacco agriculture were put forwarded,such as boosting commercially operating level and strengthening special techniques,etc.

Seedling workshop of flue-cured tobacco is a new thing which be induced by development of modern tobacco agriculture.How to manage and operate it for realizing maximum benefit and efficiency and how to handle the related new problems are still explored.Ningxiang county,Hunan province was took as an example to analyze the operating ways of industrial seed culture about flue-cured tobacco.According to the analysis,the form of industrial seed culture from professional group or single specialist run relatively well,and it was appropriate in Ningxiang tobacco region.Then five noteworthy problems during the large-scale promotion of industrial seed culture were discussed,such as strengthening comprehensive utilization study on seedling workshop,implementing the separation of property rights about workshop facilities,sharing the cost of materiel,selecting matching apparatus reasonably,and strengthening training about the apparatus skills,and the corresponding solutions were proposed as well.

Carrying out the professional services about flue-cured tobacco is of great realistic significance for the better economics areas.However,the current job has shown up weaknesses in three aspects: service organizations remain to be supported,service scope remains to be enlarged,and quality of service personnel remains to be improved.Based on the observation from Ningxiang county in Hunan,six aspects can be done to optimize professional services about flue-cured tobacco: increasing the support for the professional service organizations,determining professional service cost,setting professional service price,normalizing professional service process,controlling professional service quality and strengthening professional service training.Furthermore,the professional services should grasp the following points: to make the service-type cooperative main supporting institution,to make the service link and service standard being practical for local tobacco production,to make the service price and service quality meeting the need of farmers,and to promote the market-based operation ability of service.

Take the Dali Bai Minority Autonomous Prefecture in Yunnan as an example,the influential factors on the flue-cured tobacco planting distribution were analyzed by using the principal components regression.The result indicates that,the planting area of average per household,the variety difference,the cost of production material on tobacco leaf,the labor force quantity and the output value of unit area are all the key factors which affects the flue-cured tobacco distribution in each tobacco planting area of Binchuan County,in the other hand it also reflects the problems about the dispersive planting,the high cost,the low benefit as well as to the high dependency on manpower in the traditional tobacco leaf production.Therefore,in order to layout flue-cured tobacco producing place scientifically,promote the transformation from traditional tobacco agriculture to the modern one and enhance the tobacco leaf income,the tobacco department should enhance the concentration ratio and mechanization level of tobacco leaf production,optimize the production link and increase the planting area in dominant variety region moderately.
