During the COVID-19 pandemic, healthcare providers faced many challenges and were loaded with heavy psychological burdens. This paper focuses on a moral dilemma between the duty of healthcare providers and the overall well-being of the providers and their families during the medical crisis of the pandemic in Huhan, China. Based on interviews, the paper takes a Confucian perspective to explicate the duties and supererogatory acts of those who volunteered to help and the balance between the moral duties of loyalty and filial piety.
This chapter introduces the background to organ donation and transplantation in mainland China. First, it briefly describes China’s current healthcare system and the development of organ transplantation. Then it introduces some important legislation and landmark policies regarding organ donation in recent years. Finally, it presents the organ donation operation system and its relevant features in mainland China.
China is facing a shortage of human organs for transplantations and is also in the process of reforming its system of incentives for human organ donation. We conducted a two-year research project in two big Chinese cities (Beijing and Tianjin) with three primary objectives: (1) to review the institutional progress of policy reform for organ donation in mainland China; (2) to understand how China’s current three prevailing organ donation incentive methods (namely honorary, compensationalist, and familist) have been run in practice; and (3) to clarify what particular incentives should be adopted in mainland China as part of our policy recommendations for improving organ donation rates. In-depth interviews with eighteen persons familiar with organ donation were conducted. Our main findings were that, according to our interviewees, while honorary, compensationalist, and familist incentives have coexisted in the current Chinese practice of organ donation, no one type of incentive has shown significant advantages over others. The effectiveness and suitability of these different types of incentives for organ donation should therefore be subject to long-term observation and ethical evaluation.

Extensive conflicts of interest (COI) at both individual and institutional levels are identifiable in scientific research and healthcare in China, as in many other parts of the world. A prominent new case from China is He Jiankui's experiment that produced the world's first gene-edited babies and that raises numerous ethical, political, socio-cultural, and transnational questions. Serious financial and other COI were involved in He's genetic adventure. Using He's infamous experiment as a case study, this paper explores the wider issue of financial and other COI in scientific research and healthcare in China, especially institutional conflict of interest (ICOI) and policy-related COI. Taking a socio-ethical perspective, it examines China's state policies and its massive efforts to transform and commercialize scientific research, the lack of policies and oversight mechanisms for regulating COI, as well as major ethical issues arising from COI including the undermining of public trust. Some practical suggestions are offered for institutional reform and institutional development so that COI, particularly ICOI, can be avoided or more effectively managed in scientific research in China.

Research & Occasional Paper Series: CSHE.11.13 UNIVERSITY OF CALIFORNIA, BERKELEY http://cshe.berkeley.edu/ SEEKING A ROADMAP TO BECOMING WORLD CLASS: Strategic Planning at Peking University June 2013 Xie Guangkuan * Peking University ABSTRACT Copyright 2013 Xie Guangkuan, all rights reserved. Strategic planning plays an important but sometimes controversial role in higher education. This paper examines how strategic planning works in Chinese universities, using Peking University as a case study. This essay discusses the rationale for why Peking University (PKU) decided to pursue status as a world-class university along with objectives and value of its various strategic plans beginning in the 1990s. These plans have had four main roles at Peking University: as a means to periodically alter the development path or “roadmap” of the university; as a method to gain or “accelerate resources” largely from government; as a way to communicate with the business community, alumni and other stakeholders regarding the aspirations and needs of the university; and as a tool to engage central government leaders in the future of the university. Keywords: Chinese Higher Education, Peking University, Strategic Planning, World Class Universities Strategic planning in higher education is usually defined as a “formal process designed to help an organization identify and maintain an optimal alignment with the most elements of its environment” (Rowley, Lujan and Dolence 1997:15). It is intended to create a foundation for decision-making and to help create a vision for the future with actual objectives. It also implies some form of significant institutional change – in its mission, the structure of its operation, and perhaps most importantly in the productivity of its academic activities. But does strategic planning really result in concrete examples of institutional improvement? In short, does it “work” in the context of higher education? This paper examines how strategic planning has worked thus far in Chinese universities, using Peking University as a case study. The discussion begins with Peking University’s aspirations on to join the ranks of world-class universities and the role of strategic plans in the 1990s. It goes on to describe how Peking University developed, implemented, and evaluated its strategic plans. It concludes with an examination of the current role of strategic planning at Peking University. A. CONTROVERSIAL ROLES: PANACEA, POISON OR PLACEBO Panacea In late 1970s, universities in America sought a means to confront serious financial, demographical, technical and social environmental changes. Traditional university management methods appeared inadequate to the task. George Keller studied this relatively new trend in higher education and declared that strategic planning was a needed, “management revolution in American higher education” (Keller, 1983). According to one survey, 88 percent of postsecondary institutions in USA professed using some form of strategic planning in 1985 (Cope, 1987). It was to be a panacea. Many books and papers were published related to this topic, and many examples of success were reported by various universities (Cope, 1981). Xie Guangkuan is Director of Academic Planning Division, Peking University Office of Planning and Policy Research, Ph.D. candidate of Peking University Graduate School of Education and a recent Visiting Scholar at the Center for Studies in Higher Education, UC Berkeley.
