抗战时期,周恩来领导的中共中央南方局面对国统区严峻形势,积极整顿党组织,加强基层党组织建设,其主要内容包括五个方面:一是以"抗战、团结、进步"为方针;二是以质重于量为原则;三是以思想政治教育为杠杆;四是以群众工作为中心;五是以灵活的策略为手段.通过以上措施,稳固了党的基层组织,保证了党组织工作的顺利开展,为抗战胜利奠定了群众根基.本文通过结合历史背景,梳理抗战时期中共中央南方局基层党组织建设的主要内容,总结其经验启示,为基层党组织建设提供借鉴,促进基层党组织发挥其战斗堡垒作用.

抗战初期,重庆城市用水量大增,重庆自来水公司也进行了股份制改革,公司迎来了发展的“黄金时期”.但随之而来的日机“大轰炸”使公司遭受了重大损失.为此,公司采取了积极有效的措施进行应对:作好防空准备,应对日机空袭；调整奖惩条例,激励员工抢险；寻求政府的补贴和政策优待,努力争取银行贷款；适当提高水价,缩小特价售水范围；完善规章制度,防止“窃水”.这些措施使自来水公司不仅成功解决了经营困难,在经营规模上有较大发展,而且在很大程度上缓解了战时工业和生活用水剧增的压力,维护了社会的稳定,促进了城市工业和社会的发展.

This paper analyzes the present situation of water resources shortage, and puts forward the concept of urban wastewater reuse strategies. For the purpose of effectively recycling water resources, the paper suggests a more concrete realization of wastewater reuse policy.

During 1936-1937,Chongqing region which included Chongqing city,Ba country and Jiangbei county,had broken out a serious drought which had made serious damage to Chongqing city and countryside. the Government and the Demos carried on the disaster relief of Worshiping the deities. The government's Worshi ping the deities disaster relief had maintained social order as it catered to the psychology which the people were ea ger for the rain on the backward social and economical conditions. It also took effects on people's panic psychologi cal counseling. The existing "Eco-city" idea is idealize and its construction has realistic disparity obviously.The essence of "Eco-city" is that the energy and the resource is of low consumption,regenerative and creative;that the environment and the ecology could decontaminate,circulate and renew itself;that the naturalizal condition in city is fused and unif ied with the ecological modern city.Besides,the certain harmony of the economy,the society,the humanities,the geography,the climate,the environment and the resource are the foundation,the condition or the premise,and the benign feedback objects of the eco-city construction.Constructing and managing the "the new forest city" by intensifi cation and "agricultural type",which utilizes the superior resources(light,hot,water,carbon-dioxide,soil and fertilizer) in the "Man-made climate" city environment,is a realistic approach of the eco-city construction.

Generally speaking,county-level bureaucratic is the most grass-roots level of local administrative settings to the control of local communities of the Qing states.The author studies the setting-up and its function of the executive power under the county administration,states that the county administration was not the terminal point of the imperial rule,and that the basic political power,such as Department Patrol Division,was the important basic political power which was situated between the county administration and the local village.However,whatever the political power of the county or below the county,the number of them was not increased with the increasing of the population and the complication of the management of the local society till the late Qing Dynasty,on the contrary,the number of the positions of Department Patrol Division decreased.The reason should be interpreted from the complicated relations between the imperial power and the local gentlemen's power which not only were interdependent,but also competed and contained with each other.Since the Taiping Rebellion,as the rising of Tuanlian(a kind of local army organized by the local gentlemen themselves),the local gentlemen depended on the non-official organizations like Tuanlian that gradually replaced the official grassroots' political power and became the main controller in the local society of the late Qing Dynasty.Making the grassroots' political power decreased.

当前中国正处于全面的社会转型期,随着改革与发展的深入,出现了不可避免的社会冲突事件。处理转型期社会冲突的瓶颈主要是制度因素,而影响事件处理则包括文化认同感缺失、公众身份意识和政府部门内在缺陷等方面的因素。解决转型期社会冲突问题的根本途径是坚持发展的思路,协调和缓解当前各种群体利益冲突。具体对策应包括加强公民身份意识的培养与引导;加强制度的创新与改进;创新社会利益的整合机制;健全社会矛盾调节的公共机制等方面内容。
