信用时代,高校图书馆作为文化集散地有必要将用户信用与用户权益结合起来,构建信用时代图书馆.主要研究高校图书馆用户信用管理的特点、优势与目标,以探索性的思路推动信用知识环境的建设.

实施用户信用管理是促进我国图书馆事业的新举措，对高校图书馆不同层次用户进行信用分级，赋予不同权限，不仅可以优化用户管理，灵活服务，促进馆藏资源利用，更能协助图书馆行业及国家个人信用体系的健全与完善。但对图书馆用户进行分级操作时，必须确保“独立、客观、严谨、公正”的原则，充分维护用户权益。

通过对高校图书馆用户信用管理系统的简要介绍,构建了高校图书馆用户信用管理运行机制,详细阐述了其应具备的3项基本功能,以期保障图书馆与用户之间正常稳定的合作关系。
