随着我国城镇化进度的加快,建设项目的规模和数量不断增多,复杂度和难度加大,对施工安全管理的要求也越来越高.因此在建设项目施工安全管理工作中,必须要始终坚持"预防为主、安全第一"的思想,从安全管理细节出发,积极落实安全保障措施,做到全过程和全员的管控,进一步提高项目的安全管理水平,避免出现安全事故.本文就对建设项目施工安全管理进行分析和探讨.
To carry out coal and gas outburst mine gas accident risk management research,first of all,the list of "coal mine gas accident risk catalog" was obtained by using "coal mine gas accident risk collection table";secondly," coal mine gas accident risk damage consequences" and "coal mine gas accident risk possibility" were the calculated,and the coal mine gas accident risk matrix was drawn,the risk level value was gained for the gas accident risk of coal mine.According to the summary results of risk assessment for the gas accident risk of coal mine,the dynamic monitoring mechanism of dynamic risk of coal mine gas accident was established,management standards,technical measures,management measures and emergency preparedness of gas accident risk were also drawn up.Through this research,the paper has provided an application example for gas accident risk assessment of typical coal and gas outburst mine.
近年来,随着各级矿山应急救援队的大力建设,带动应急救援装备研发和生产制造企业加大了投入和研发力度,我国的应急救援技术装备性能有了很大的提高,已拥有一大批高精尖矿山应急救援装备.但在事故救援过程中暴露出,还有不少困扰应急救援实施的技术装备难点和薄弱环节没有攻克,其成套性、适应性方面还有所欠缺,救援效果离要求还有一定差距,特别是在处理重特大、复杂矿山事故灾害时,难以迅速控制灾情.
In order to solve the problem involving whether the gas after ground gasification of liquid carbon dioxide can be transported from mine floor to underground with the existing pipeline of the mine,concentration supply system of the nonpressurized ground fixed carbon dioxide gas composed of the low temperature liquid storage tank,the gasifier,the voltage regulator device and the auxiliary pipe valves is constructed.The mathematical model is established based on the technical principle of additivity for the energy loss of fluid in simple piping fluid,which includes the loss along the pipeline,the local resistance of pipe entrance,elbow,valves,and other factors,the useful work of gas itself pressure as the power and the total resistance in the process of transport is obtained and compared by the calculation of the fluid mechanics to prove that the length of the pipeline does not exceed 5 km,the total resistance does not exceed 3.539×105 J/kg,gas from the end of the pipeline can be successfully discharged into the confined space of underground fire area,the maximum length of the pipeline is not lower than 19 km in order to ensure transport feasibility.
Aiming at the frequent occurrence of coal mine roof accidents,by adopting the method of blasting accident risk identification acquisition,risk assessment,risk prevention and control methods,and the "six tables and one chart" of Chongqing Municipality Emergency Management Guidelines for Risk Management(Trial Implementation) are taken as the core framework to carry out coal mine accident risk evaluation.First,make a list of risk about coal mine accidents,and make a table of collected imformation of coal mine accident risk;secondly,calculate the risk of and its possibility of coal mine accident,draw a matrix of accident risk in coal mine,and the risk degree value of coal mine roof accident risk was obtained;third,according to the summary results of risk assessment for coal mine roof accident,the dynamic monitoring mechanism of dynamic risk of coal mine roof accident is formed,management standards,technical measures,management measures and emergency preparedness measures are also put forward.This paper provides a demonstration case for roof accident risk management of typical medium-sized coal mines with more types of disasters.
In order to avoid fire accidents in underground coal mine effectively, a piece of the mobile fire extinguishing equipment of liquid carbon dioxide for use in disaster areas was developed.An insulated storage tank embed in the equipment can reduce the influence of environment temperature on the low gas temperature condition.A self-pressure control system in the equipment can fill the equipment with the gas automatically or manually according to the under-pressure level during the drainage process.The characteristics of effective storage and large flow delivery of carbon dioxide, physical state transition in and out the pipeline, and the performance of covering and extinguishing the fire source were studied experimentally.The results show that for a vacuum degree of storage tank of 1.6 Pa, the effective volume of the liquid inside the 2 m3 tank is not less than 1.6 m3 after 48 days and the time of liquid discharge for a single tank is about 10.5 min, and that continuous gasification jet without ice blocking after a 100 m liquid horizontal delivery can be realized by using the nitrogen self-compensating pressurization technology.
