新型工业化是基于我国国情提出的、为实现高质量发展的中国式工业化,也是我国在全球价值链中发挥更大影响、提升国际竞争力的崛起式工业化.准确衡量我国新型工业化发展现状,把握不同阶段特征,明确当前发展重点难点,是我国制定新型工业化战略方针的关键核心.为客观准确评价我国当前新型工业化发展水平,本文提出了新型工业化评价指标体系,并基于该评价指标体系测算得出2020-2022年我国新型工业化发展指数,绘制出近3年新型工业化发展全景图.同时,通过分析 2022 年 31 个省市的新型工业化发展指数,洞悉不同地区、不同梯队新型工业化发展态势及关键影响因素.最后,总结归纳上述分析结果,进而提出推动我国新型工业化发展的对策建议.

政企数据共享的实质是政府与企业两大市场主体之间数据的双向流通,目的是通过双方数据的共享融合,释放更大的数据价值,达到1+1>2的效果.当前我国政企数据共享开展了诸多实践探索,在数据流向、技术手段、运行模式和应用效果等方面呈现四大积极转变,整体上发展态势较好,为进一步激发全社会数据要素活力发挥了重要的作用.
2020年上半年,突如其来的新冠肺炎疫情让生产、生活受阻,数字经济以其线上化的优势,在疫情中展现出极强的发展韧性,强劲支撑了疫情期间经济增长和疫后经济复苏.疫情终将过去,但数字经济快速发展的步伐不会停歇.未来,制造"无人化"将成为生产新方式,服务线上化将成为生活新风尚,就业灵活化将成为用工新模式,多方共治化将成为治理新态势.下一步,我们要以政企合作模式推进新型基础设施建设,以数字化服务加快推进数字化转型步伐,建立健全数据要素市场化配置体制机制,以数字化推进治理体系和治理能力现代化,构建数字经济国际国内互促双循环新格局.
为全面了解我国科技工作者对学术不端行为的认知状况,本文利用第三、四次全国科技工作者状况调查数据进行统计对比分析,结果表明近三分之一的科技工作者认为学术不端行为普遍存在,超过八成的科技工作者对学术不端行为表示不同情和不能原谅;处罚力度不足、自律不够、体制机制等因素导致科技工作者很容易产生不端行为.根据调查结果,提出应加大对学术不端行为的惩罚力度、实施分类评价考核办法等加强学术不端行为治理的政策建议.
本文基于有限理性,构建创新型企业与模仿型企业的产量竞争博弈模型,分析博弈模型均衡点的稳定性以及创新行为在博弈模型中的作用,并对理论分析结果进行数值模拟.分析发现,Nash均衡点的稳定性与所有参数都紧密相关,创新行为的相关参数对均衡点的存在性、 值与稳定性都产生重要影响.模拟表明,两类企业的产量调整速度对Nash均衡点的稳定性至关重要,创新行为的相关参数确实对两类企业的均衡产量产生不同的影响效应,其中知识产权保护水平有利于创新型企业的均衡产量增加,造成模仿型企业的均衡产量下降.
在创新变革的快速发展下,知识产权制度也面临深刻调整与变革,新技术、新业态等创新成果对知识产权保护提出更高的要求.为强化知识产权保护,本文分析了我国知识产权保护在创新变革下面临的新问题,发现不仅知识产权保护的客体范围呈现逐渐扩大趋势,开放式创新中不同的创新成果也存在保护方式的选择问题.针对新问题,提出应逐步增强互联网等领域的知识产权保护,同时把利益相关方都纳入政策制定的框架之中,不断完善知识产权保护体系.
In this paper, total factor productivity and its factors of China's 31 provinces were firstly calculated by using DEA-Malmquist index approach.Then China's provincial data was used to empirically research for the impact of population aging on total factor productivity.The calculation of total factor productivity showed that annual growth rate of China's total factor productivity from 2000 to 2013 was 2.5%, and technological progress was the main drive improving total factor productivity while the effect of technological efficiency was limited.The results of empirical research found that population aging had a negative effect on total factor productivity, namely, population aging would restrict the improvement of total factor productivity.In addition, the results of empirical research indicated that GDP growth rate, factor inputs ratio, R&D inputs and openness had negative effects on total factor productivity, while industrial structure had a positive effect on total factor productivity.
由于大量省际流动人口的存在,改变了各省份的人口老龄化发展趋势,使得中国区域人口老龄化与经济增长的关系复杂化.人口老龄化与经济增长的关系在不同地区表现出不同的关系:在零流动区,两者呈显著的对数线性关系;在净流入区,两者呈显著的双对数关系,其关系的密切程度要低于零流动区;在净流入区,两者也呈显著的对数线性关系,其关系的密切程度要高于零流动区.
针对碳排放权交易中有限理性企业的减排行为的策略选择问题,基于演化博弈理论和方法,建立了有限理性企业的减排行为的演化博弈模型,并进行了求解分析.结果表明,企业的减排行为的策略选择与其单位碳减排成本密切相关,当两企业的单位碳减排成本不断变化时,会出现多种演化稳定均衡.政府对进行自行减排的企业给予适当的补贴,会激励企业进行自行减排,减少二氧化碳的排放.
Based on the mechanism of carbon emission trading , a quantity game model with heterogeneous players and nonlinear cost function was established . Through stability analysis and numerical simulation , the model was discussed . The analysis found that the stabil-ity of system was concerned with all its parameters , and the price of carbon emission trading played an important role in the existence and stability of equilibrium points and their values . The simulations showed that the stability of system depended on the speed of quantity adjust-ment of bounded rational player and the speed of quantity adjustment of adaptive rational player . In addition , the rise of the price of carbon emission trading would result in the increasing of system's stability , and with the rise of the price of carbon emission , the equilibrium quan-tities of players would be reduced because of their higher cost .
In this paper, a price competition model with two heterogeneous players participating in carbon emission trading is formulated. The stable conditions of the equilibrium points of this system are discussed. Numerical simulations are used to show bifurcation diagrams, strange attractors, and sensitive dependence on initial conditions. We observe that the speed of adjustment of bounded rational player may change the stability of the Nash equilibrium and cause the system to behave chaotically. In addition, we find that the price of emission permits plays an important role in the duopoly game. The chaotic behavior of the system has been stabilized on the Nash equilibrium point by applying delay feedback control method.
Bounded rationality is more consistent with social and economic reality than complete rationality.Based on review of relevant literatures,this paper,by using a qualitative method,discussed four impact factors of bounded rationality of individual decisionmaker: cognition,cost of intelligence,uncertainty and cost of information.The complex relations between bounded rationality and the four impact factors were analyzed,and then the interactive effect of the four impact factors was studied.
