In this article, the results of the study on the physicochemical characteristics of some liquid organic matters on the kinetics of their high-temperature oxidation (combustion) were presented for the first time. These results were obtained by the method of acoustic emission spectrum from heat source. The research results of the amplitude-time characteristics (until cessation of combustion completely) and the frequency response functions (in a given frequency range) of oxidation (combustion) process of liquid organic matters showed that there are following unambiguous dependences: 1) the dependences of the number of the amplitude maximum of the frequency and time spectrum in a given frequency range, as well as of the fractal dimension of the received acoustic signal on the number of carbon atoms in the carbon frame of organic matters and their molar mass; and 2) the dependences of the time of beginning of the combustion (ignition) of primary cloud of organic matters vapors and the final combustion time of the primary cloud of organic matters vapors on the number of carbon atoms in the carbon frame of the organic matters and their partial vapor pressures. The practical aspect of using the results obtained is dictated by the need to develop standard samples of amplitude-time and amplitude-frequency characteristics, depending on the physicochemical and combustible properties of the organic matters. This is necessary for the data bank of the acoustic emission monitoring system to establish a fire hazardous state and make anti-crisis decisions at critical infrastructure facilities.
In order to develop a scientific-technical basis for creating an automatically controlled seismic monitoring system, this paper studies angular characteristics peculiarities of the seismic signal components resulting from the events with foci in the regional zone. Based on the angular characteristics analysis, the approaches are proposed for detecting and identifying automatically of the seismic signal bulk waves arising as a result of high potential events of technogenic and natural origin with foci in the regional zone. The proposed approaches implementation makes it possible to reduce the time of seismic record processing with appropriate reliability.
In conditions of uneven distribution of sources of danger across the territory of the state, each territory has its own levels of natural, technogenic, social and military loads, which influence on the composition of forces, tactical and technical characteristics of the means of the functioning geoinformation security system, namely the national security system. In Ukraine the civil defense system is functioning to ensure the implementation of state policy in the field of civil defense for protection of the population, territories, environment and property from emergencies by preventing such situations, eliminating their consequences and providing assistance to victims in peacetime and during a special period. The system consists of functional and territorial subsystems and is aimed to solving the issues of ensuring the necessary level of security of the state in the conditions of emergency. At the same time, the issues of implementation of the monitoring function and development of effective decisions by all local subsystems, which aimed at prevention and localization of different emergencies, remain completely open to the state. In order to further develop the scientific and technical bases for the implementation of the subsystem of the civil defense system of Ukraine on operative monitoring of changes the boundaries of radiation pollution zone, the level of danger in the zone and the prediction of new hazards, a dynamic model of the combined use of unmanned aerial vehicles and ground control of radiation hazard factors, where the delivery of ground control devices to the danger zone is performed by unmanned aerial vehicles, is developed.

In this paper in order to further develop the scientific and technical foundations for creating an artificial intelligence system for monitoring emergencies of tectonic origin have been presented the results of a mathematical description of the hierarchical clustering local territories of the globe in terms of the amount and of destructive energy of tectonic origin emergency situations. The results have been obtained by discriminant and canonical multivariate statistical analysis of the Earth's seismic activity in the Sun – Earth – Moon nonlinear energy interaction system. The discriminant and canonical analyzes of the results of hierarchical clustering (zoning) of the local territories of the globe according to the level of seismic activity were carried out using the statistical packages STATISTICA 6.1 and SPSS 2.0. The results obtained in this work are the basis for further comprehensive assessment of the interconnections between the main parameters of the Earth’s movement in the Sun – Earth – Moon system and the main parameters of the tectonic hazard of seismically active local territories of the Earth, aimed at developing the scientific and technical foundations for creating an artificial intelligence system for monitoring emergencies of tectonic origin.
With the aim of further developing the scientific and technical foundations for creating an artificial intelligence system to perform tasks on monitoring emergencies of tectonic origin, in work, based on ideas about the dynamics of physical processes in the Sun–Earth–Moon nonlinear energy system and affecting the level of seismic hazard of the functioning of the local territory of planet Earth, the results of regression modeling of the dependence of the number of occurrence of earthquakes are presented phenomena in the local territory of the total number of earthquakes on the Globe. The results formed the basis for the development of an information and technical method for monitoring and predicting emergencies of tectonic origin (earthquakes). The implementation of the information and technical method involves complex execution of the following five functions in a single-time system: 1) continuous monitoring of the parameters of the motion of the globe in the system of nonlinear energy interactions of the Sun–Earth–Moon and seismic activity of the Globe; 2) continuous monitoring of seismic activity of the local territory; 3) forecasting, according to the results of monitoring observations, seismic activity of the local territory; 4) implementation on the local territory, according to the results of its seismic activity forecast, the regime of high readiness between the authorities, power structures, as well as communal and other services; 5) implementation on the local territory, by the results of continuous monitoring of its seismic activity, the regime of emergency of tectonic origin (earthquake).
На основі аналізу динаміки кластеризації регіонів України за рівнем пожежної небезпеки (кількість пожеж та загиблих) дана оцінка ефективності функціонування Єдиної державної системи цивільного захисту (ЄДСЦЗ). З урахуванням невизначеності параметрів, які впливають на умови нормального функціонування території держави, запропоновано створення ефективної інформаційно-аналітичної підсистеми управління процесами попередження й локалізації наслідків надзвичайних ситуацій (НС) при комплексному включені в діючу ЄДСЦЗ по вертикалі від об ’актового до державного рівнів, різних функціональних елементів територіальної системи моніторингу НС та системи ситуаційних центрів.
In article, the interrelation between energy parameters of Globe moving in a system Sun-Earth-Moon has been established. It includes features of a seasonal energy condition of an internal core of Earth and the key energy parameters of tectonic activity of seismically dangerous local territories of the planet. These parameters have been systematized by means of a clustering method hierarchical. The mechanism of energy influence of core Earth fluctuations on variations of axial rotation speed of the Globe and level of seismic activity has been grounded. The phenomenon of a periodic oscillation of planet condition seismic and effect of asymmetric distribution of the emergency situations (ES) of tectonic origin on the Earth's surface has been established. For the first time, ranging of the seismically fissile local territories of the Globe in the parameters determining the level of seismic activity and ranges of magnitudes was carried out. Based on these results the effect of division of the seismically fissile local territories into three main clusters that characterized by rather high, average and low degrees of seismic activity was established. Join of the ranged seismically fissile local territories of the Globe permit to establish zones with various degree of seismic activity along the section of various geophysical plates. The results received in article are a basis for further carrying out complex assessment of interrelations between key parameters of moving Globe in a system Sun-Earth-Moon and key parameters of tectonic danger of the seismically fissile local territories of Earth. It is base for further increase in effectiveness of monitoring of origin tectonic emergency by development of neural network prognostic models.
З метою подальшого розвитку науково-технічних основ створення системи штучного інтелекту для моніторингу надзвичайних ситуацій (НС) тектонічного походження, в роботі представлені результати будови дерев класифікації сейсмічно активних локальних територій Земної кулі в залежності від показників, які визначають географічні показники землетрусів, що виникли, ступеню небезпеки цих землетрусів, а також умов синхронізації цих землетрусів з процесами, що протікають в системі нелінійних енергетичних взаємодій Сонце-Земля-Місяць.
The multifactorial model of the national security of Ukraine and the main components of the state's economic security has been presented in this paper. An assessment of the economic stability of the state life and the possibility of its falling into a state of chaos has been carried out. Scientific and technical directions of development of the civil defense system as a component of the state's economic security have been proposed.
В работе проведено выделение уровней иерархии информационных связей, отдельных задач комплексной оценки очагов ядерного поражения и связывающих их информационных потоков. Анализируются причинно-следственные связи множества основных параметров, характер зависимости между уровнем ценности необходимой информации и ее количеством в системе радиационного мониторинга. Апробированаметодология количественной оценки полного и точного учета необходимых параметров в задаче комплексной оценки очагов ядерного поражения. Авторами предлагается методология комплексной оценки очаговядерного поражения на основе регистрации и учета необходимых и достаточных параметров ядерноговзрыва, параметров среды и параметров объекта в зоне чрезвычайной ситуации.
В роботі запропоновано підхід для оцінки середнього значення коефіцієнта якості гамма-випромінювання, оснований на методі послаблення енергії гамма-випромінювання, який дозволяє врахувати вплив низькоенергетичного випромінювання на рівень біологічних наслідків живих організмів. Запропонований підхід використано при розвитку науковотехнічних основ створення радіаційного моніторингу – складової комплексної системи моніторингу надзвичайних ситуацій в Україні.
Разработка эффективных мероприятий по обеспечению: раннего мониторинга (уже на этапе разработки планов строительства потенциально опасных объектов (ПОО)); противодействия и ликвидации чрезвычайных ситуаций (катастроф) техногенного происхождения; предотвращения распространения этих катастроф и их взаимного влияния (взаимной генерации) в условиях существования взаимосвязей типа: стационарный ПОО – подвижный ПОО; подвижный ПОО – подвижный ПОО; стационарный ПОО – подвижный ПОО – стационарный ПОО; подвижный ПОО – стационарный ПОО – подвижный ПОО. Разработан математический подход для оценки уровня техногенной опасности функционирования природно-техногенно-социальной системы (ПТС системы) в условиях: случайного территориального распределения стационарных ПОО; случайных маршрутов движения (динамики местоположений) подвижных ПОО; взаимного наложения энергетических зон повышенного риска, которые радиально формируются вокруг этих объектов в результате возможного проявления чрезвычайных ситуаций (ЧС), связанных с пожарами, взрывами и другими процессами быстрого выделения большого количества разрушающей энергии.
The chemical reduction of single-charged ions of metal (Ar+) under the conditions of a hydrodynamic mode on a rotating cylindrical dielectric (D) specimen is first studied. The partial manifestation of the effect of the hydrodynamical rate limitation (HDRL) of silver deposition has been determined. It has been established that the complete manifestation of the HDRL (V Ag = 0) effect is blocked by the development of the process of the concentration increasing of the electro-active particles in the reactionary zone due to the increase of the amount of collisions of the noncompact silver deposit (growing in the reactor volume) and the oxidation products of the reducer (inverted sugar) with a surface of a compact Ag layer on the D specimen. The results of this research confirm the conceptions concerning the mechanism of the HDRL phenomenondue to the repulsion of electro-active particles of silver from the reactionary layer at high speeds of rotation.
