В первую очередь интерес представляют случаи Украины, Грузии и Молдовы. Прекращение торгово-экономического сотрудничества, нарушение цепочек добавленной стоимости и т.д. влечет за собой серьезную опасность для промышленного развития для российских отраслей и отдельных предприятий. Кризисные явления, к примеру, такие как пандемия коронавируса, только усиливают данные тенденции. Исследовательский интерес также представляет факт выхода Великобритании из ЕС (Brexit) в конце января 2020 г.Тематика стран постсоветского пространства и их торгово-экономического сотрудничества с разными странами изучается различными авторами с момента развала СССР. В последние десять лет наблюдается рост активности изучения данных проблем, в связи с развитием европейской политики соседства с одной стороны и евразийской интеграции с другой. In the past ten years, there has been an increase in the activity of studying these problems, in connection with the development of the European Neighborhood Policy on the one hand and Eurasian integration on the other. Research by foreign and domestic authors can be distinguished into the following groups:1) Analysis, including quantitative analysis, of various integration scenarios for the CIS+ countries.2) The confrontation between European and Eurasian integrations, as well as the problems of the EAEU.3) Problems of cooperation between Russia and the post-Soviet countries, including at the level of individual enterprises.However, the issue of assessing the risks and possible consequences at the enterprise level for the EAEU countries from the implementation of the agreements of the CIS member states remains insufficiently studied, especially taking into account the participation in value chains and the importance of industrial recovery after the COVID-19 pandemic, etc.

Against the background of high turbulence of the commodity market, the outpacing growth of non-primary non-energy exports and high-tech products reflects the adaptation of the Russian economy to the changing situation on the world market when implementing systemic measures of state support.

Amid prolonged trade tensions, high political uncertainties and the COVID-19 pandemic, the global growth outlook has become much worse. In the past year, in global economic growth rates there was a dramatic slowdown both of international trade flows and global production activities. The growing tariffs and rapid changes in the trade policy led to the decline of business confidence and, consequently, restrained investment growth in most regions. In November 2018, the Organization for Economic Development and Cooperation (OECD) presented its updated forecasts2, according to which global economic growth would slow down from the current 3.7 percent (the OECD’s estimate as of 2018) to 3.5 percent in 2019–2020. Earlier, the OECD’s experts expected a 3.7 percent growth in global GDP in 2019. But growth in trade and investments slowed down on the back of the US protectionist policy. Growth in interest rates and appreciation of the US dollar exchange rate resulted in the capital outflow from developing countries and depreciation of their currencies. In the OECD zone, monetary stimulation measures are gradually scaled down. Trade conflicts between the US and China constitute a separate negative factor. According to the OECD’s estimate, imposition by the US of a 25 percent duty on Chinese imports and adoption by China of similar measures may cost the global economy, US economy and Chinese economy 0.5 percent of GDP, 0.8 percent of GDP and 1 percent of GDP, respectively.

Russian Abstract: Региональная экономическая интеграция проявила себя в мировой практике как успешная модель стратегического развития. Либерализация таможенных тарифов, а также унификация и снятие нетарифных ограничений в рамках интеграционных объединений осуществляются быстрее, чем в рамках всей мировой торговой системы. В настоящее время подписано 419 региональных торговых соглашений (РТС), из которых более половины составляют соглашения о зонах свободной торговли (ЗСТ). В условиях определенного снижения интенсивности взаимодействия России с западными партнерами особое значение для Евразийского экономического союза (ЕАЭС) приобретает наращивание активности в Азиатско-Тихоокеанском регионе (наиболее динамично растущем мировом регионе). Ключевым направлением международного сотрудничества для ЕАЭС является реализация форматов современных всеобъемлющих соглашений о зонах свободной торговли. Страны АСЕАН имеют богатый опыт заключения региональных торговых соглашений. В общей сложности ими заключено более 80 двусторонних и многосторонних РТС. Так, в настоящее время функционируют многосторонние РТС (так называемые АСЕАН 1) АСЕАН-Китай, АСЕАН-Индия, АСЕАН-Республика Корея и АСЕАН-Австралия-Новая Зеландия.
Russian Abstract: С момента образования в 1995 году Всемирной торговой организации (ВТО) ставки таможенных тарифов постоянно снижаются. Договоренность стран-участниц ВТО продолжить курс ГАТТ на дальнейшее снижение и частичную отмену таможенных пошлин стала важным результатом Уругвайского раунда многосторонних торговых переговоров в части тарифной либерализации. В результате средневзвешенный уровень таможенных пошлин на промышленные товары снизился во всех странах. Дальнейшая тарифная либерализация проходила благодаря растущему числу многосторонних, региональных и двусторонних торговых соглашений. Невозможность регулировать объемы импорта за счет повышения импортных пошлин стимулировала поиск практически всеми странами других эффективных инструментов защиты национальных рынков. В результате по мере сокращения общего уровня таможенных тарифов возросла протекционистская роль нетарифных методов (НТМ) регулирования внешней торговли.
In early 2017, international financial organizations adjusted their short- and medium-term forecasts. The World Bank report Global Economic Prospects[1], released in January 2017, and estimated global growth in 2016 at a post-crisis low of 2.3%. It was noted that growth in emerging markets and developing economies (EMDEs) is projected to rise in 2017 to 2.7%, reflecting receding obstacles to activity in commodity exporters and continued solid domestic demand in commodity importers. An increase in commodity prices will trigger the bottoming out in the largest emerging markets, including Russia and Brazil.
In 2015, the Bank of Russia faced global challenges while implementing measures as part of its monetary policy. The economic situation in 2015 was marked by the following: Western sanctions and Russia’s countersanctions remained in effect, prices of Russia’s key export commodities continued to fall, economic agents’ expectations for high inflation remained intact. The sweeping depreciation of the Russian ruble in late 2014/early 2015 resulted in an inflation shock which kept the year-end inflation at high level: the Consumer Price Index (CPI) stood at 12.9% at the 2015 year-end, much higher than the 2017 mid-term target level (4%) set forth in the central bank’s Guidelines for the Single State Monetary Policy for 2015–2017. In its official 2015 forecast, Russia’s Ministry of Economic Development predicted inflation will not move beyond 6.3% in late 2014/early 2015, and Russia’s central bank expected it to stay at 8.2–8.7% under the baseline scenario and 9.3–9.8% under the risk scenario. At the same time, the Bank of Russia cut its key rate gradually from 17% in January down to 11% in December 2015 as inflation slowed down over the course of the year.
Russian Abstract: В настоящее время в РФ создано 30 ОЭЗ. Кроме того, в соответствии со специальными федеральными законами функционируют особые экономические зоны в Калининградской области, в Магаданской области, в Крыму, предусматривается возможность использования таможенной процедуры свободной таможенной зоны в зонах опережающего развития. Готовятся законопроекты о внедрении свободных складов, создании региональных особых экономических зон. Такое разнообразие организационных форм позволяет оказывать государственную поддержку широкому спектру экономических субъектов. Однако при проведении оценки эффективности функционирования ОЭЗ по конкретным типам Счетная палата в конце 2013 г. отметила, что условно эффективной можно признать только деятельность ОЭЗ промышленно-производственного и технико-внедренческого типа. Инструменты специальных мер государственной поддержки в рамках отдельных территорий набирают популярность. В то же время, в условиях Евразийского экономического союза регулирование вопросов создания СЭЗ, управления ими, применения отдельных видов государственной поддержки регулируется законодательством Союза.
Russian Abstract: Для России развитие связей с Ассоциацией стран Юго-Восточной Азии (АСЕАН) имеет особое политическое и экономическое значение. Они призваны способствовать созданию благоприятных условий как для обеспечения безопасности РФ и её важнейших коммуникаций, так и для модернизации всего региона Восточной Сибири и Дальнего Востока.
Глобальный кризис, начавшийся в 2007–2008 гг., оставался определяющим фактором социально-экономического развития ведущих стран мира, включая Россию. Мы рассматриваем кризис в данном случае не как циклическое колебание от роста к спаду (или от ускорения к торможению) в развитии страны или группы стран. Речь идет о достаточно длительном периоде турбулентности, когда в результате глубинных сдвигов формируется новая модель экономического роста, оказывающая существенное влияние на социально-экономическую ситуацию, на глобальные экономические и политические балансы.
