The present study analyzed the dynamics of the formation and disposal of construction waste in the Russian Federation and Sverdlovsk region in 2016–2021. A comparative assessment of the amount of construction waste at ownerless facilities in the Sverdlovsk region was performed. It was established that the amount of accumulated construction waste at ownerless facilities significantly exceeds the amount reported annually at the end of the year. An album of standard technological solutions for the implementation of "pilot" construction and municipal projects in Russian regions was proposed. Accordingly, as part of the album, a territorial scheme for construction and municipal waste management, as well as disposal technologies that have passed the ecological and hygienic safety assessment were presented. Recycling products include building materials (sand-gravel mixture), soils, ecological black earth. The approach to the assessment of waste disposal technologies is characterized, taking into account not only an environmental perspective, but also human health safety. The findings can be used by regional and local authorities, investors in the field of cleaning of populated areas.
Analysis of RF settlement improvement state with regard to water supply facilities and water disposal systems as well as objects with waste disposal in the unsewered areas has been carried out. It has been found that legal control of such waste treatment in RF is performed by more than twenty laws and other regulatory legal acts of the federal and regional level. It has been noted that modern environmental and health legislation does not have “liquid wastes” phrase. It has been stated that in most cases regulations for liquid wastes treatment approved in some municipal formations mean domestic wastewater treatment. Necessity of distinguishing “domestic wastewater” and “wastewater” phrases has been discussed. Authors have firstly developed uniform “Rules for treatment liquid wastes and domestic wastewaters” by the example of RF subject. Uniform rules can form areal plans of refuse disposal, water disposal plans, and waste treatment by the different municipal formations. This article is intended for the regional and local authorities, investors in the field of refuse disposal.
Production activities of oil and gas industry plants are related to technogenic impact on the environment, which has a high environmental risk. This is associated with low levels of environmental orientation of sheer technological processes of exploration and exploitation of hydrocarbons and also used in this technical means, materials and chemical reagents. The main pollutants that deteriorate the toxic characteristics of drilling waste, are the most likely drilling fluids, mud flush agents and chemicals, which enter into their composition. Existing methods of disposal of drilling wastes are not effective, the technology of their use is often violated. Dumping drilling waste into water bodies and burying toxic waste in water protection areas under the guise of processed waste has been observed. In the region there are significantly exceeded the national average values rate of morbidity of allergic, cardiovascular, pulmonary and cancer diseases, mediated by environmental factors and new monofactorial and multifactorial diseases appear.
Promising application of nanoparticles and nanomaterials is the creation of sanitary hygienic means of new generation used for disinfection of water and indoor surfaces of mass use, furniture, sanitary technical equipment by virtue of modifying traditional materials to bring them effective biocidal properties, and for the development of methods in vitro for assessment their toxicity. The possibility of using 12 heterogeneous sensitizers (HS) based on phthalocyanines covalently grafted to aminopropyl silicagel for disinfection of water from bacteria has been studied. For reliable water quality control the technique of performing bacteriological analysis in the presence of HS beads in the sample has been elaborated. The conditions increasing the efficiency of photo disinfection in the presence of HS were studied. Algorithm for estimation of photo disinfectant effect of HS against bacteria was substantiated. Obtained data confirm the perspective of further studies on the substantiation of the possibility of the application of HS for water disinfection.
Water samples and surface swabs from 15 Moscow public indoor swimming pools (SP), where disinfection was carried with the ту of chlorine reagents, were studied and excess of bacteriological indicators standards was revealed, infestants of fungous skin and nails diseases were allocated. The research results showed both the absence of epidemic significant information value of bacteriological indicators in relation to infestants of fungous diseases and discrepancy of efficiency of existing recommendations for disinfection actions to requirements on providing sanitary-and-epidemiologic safety of SP visitors.
Variability in the cultural and biochemical properties of indicator, opportunistic, and pathogenic bacteria and possibilities of their reactivation after exposure to chlorine-containing reagents and during photo-activated disinfection processes in the presence of photosensitizes were experimentally studied to enhance the epidemic reliability and adequacy of microbiological monitoring in the evaluation of the decontamination efficiency of water of its various use types. Reactivation of coliform bacteria, enterococci, salmonellas, and the total number of microbes were estimated after exposure to the bacteriostatic doses of sodium hypochlorite and chlorine dioxide when the river and waste waters were decontaminated. During photo-activated disinfection under the action of the photosensitizers methylene blue and proflavin acetate given in the bacteriostatic doses, there was transition into the uncultivated state, followed by 1-5-day reactivation of both museum strains and strains isolated from waste waters, such as Salmonella infantis spp, Salmonella enteritidis spp, Salmonella enteritidis 5765 ATCC, Pseudomonas aeruginosa 10145, Pseudomonas aeruginosa spp, Escherichia coli 1257, Staphylococcus aureus 906, and Enterococcus faecalis 29212. Moreover, Pseudomonas and Salmonellas not only regained their viability, but also multiplied up to the control level. Recommendations are given how to improve methods for monitoring the efficiency of disinfection, by taking into account a possible variability in the cultural and biochemical properties of bacteria and for reactivation by monitoring the trend in the process during 5 days.
