The present review deals with a collective monograph "The World Economy in a Period of Great Turmoil" edited by L. Grigoriev, I. Makarov, A. Kurdin. The book investigates complicated and controversial processes taking place in the modern world economy. The authors identify its major persistent trends and formulate, on this basis, forecasts for long-term development. The monograph contains a number of debating points.
Current geopolitical shifts of tectonic scale generate a set of new challenges for global economic leaders all around the world testing their abilities to adjust fast enough to radically changing environment and finding the appropriate commercial solutions. Country’s global leadership refers to its ability to influence the global economy through its policies, trade agreements, and military power. Rising economic powers are challenging the dominance of traditional ones. Taking under consideration the fact that Russia nowadays is in the center of geopolitical tension with enormous number of various sanctions imposed on it and being actually forced to take a set of retaliatory measures, the authors focus on future prospects of the country’s commercial interaction with international counterparts on the basis of “BANI framework”, introduced by Jamais. The Russian case fits into it well. It is brittle in terms of existing economic links; anxious regarding the future prospects of country’s involvement into international economic transactions; nonlinear as there is a disconnection between cause and effect of all measures recently taken by the government and its opponents; and incomprehensible in terms of the future impact of existing situation to the world. The authors argue that current geopolitical tensions will inevitably change the entire sphere of international business in general, its geographical composition in particular. Active interaction with these or that international partners for the companies and their leaders all around the globe gradually seems to be more of strategic imperative, rather than an issue of willingness and choice.
Korean Abstract: 본 연구의 핵심 목표는 푸틴 4기 한국과 러시아 간 투자협력을 위한 정책적 시사점 도출과 투자 활성화 방안 모색에 있다. 특히 4차 산업혁명 시기 다른 나라의 다양한 대러시아 투자협력 사례 연구를 통해 보다 실제적인 한국의 대러시아 투자 증진방안을 제시하고자 했다. 제2장에서는 푸틴 3기(2012~18년)와 4기(2018년~) 러시아의 투자환경 및 해외투자 패턴의 주요 내용과 특징을 고찰하는 데 초점을 맞추었다. 푸틴 3기와 4기 동안의 투자 동향을 분석해보면, 2014년 우크라이나 사태를 기점으로 외국인직접투자(2012년 505억 8,800만 달러, 2013년 692억 1,900만 달러에서 2015년 68억 5,300만 달러)가 감소하는 추세를 보였다. 권역별로 보면 전통적으로 러시아와 투자협력을 진행했던 유럽 국가의 경우 연도별 투자 규모가 감소했음에도 불구하고 2012년부터 2019년 사이에도 여전히 러시아의 상위투자국이며, 유럽을 제외한 나머지 국가의 투자는 전반적으로 이전과 비슷한 패턴을 보이고 있다. 한편 러시아의 해외직접투자(ODI)도 2014년 우크라이나 사태와 2018년 푸틴 4기 정부 출범 이후 감소하는 모습을 나타냈다. 앞서 살펴본 대러시아 외국인직접투자(FDI)와 동일하게 유럽지역을 제외하고는 비슷한 패턴을 보였다. 결국 서방의 대러시아 경제제재, 국제 원자재 가격 하락, 루블화 가치 하락 등으로 인해 러시아 경제환경이 악화되고 있는 상황에서 전체 외국인직접투자(FDI) 규모는 축소되었으나, 국가별로 살펴보면 기존의 투자협력이 활발했던 일부 유럽 국가를 제외하고는 비슷한 수준으로 유지되고 있음을 파악할 수 있었다. 제3장에서는 최근 한국의 해외직접투자 동향과 주요 특징을 살펴보고 대러시아 직접투자의 동향과 특징을 주요 신흥국과 비교하여 고찰해 보았다. 최근 5년간 한국의 해외직접투자는 △M&A 비중 증가 △중소기업 비중 증가 △제3국 진출 급증을 통한 시장 진출 목적 투자 증가 △중소기업의 수출 촉진 및 저임활용 투자 급감 △금융 및 보험업 비중 급증 등의 특징을 보였다. 주요 신흥국에 대한 직접투자도 이런 추세와 유사한 움직임을 보였으나, 국가별 편차가 관찰되었다. 전체 해외직접투자와 신흥국 직접투자의 가장 뚜렷한 차이점은 제3국 진출 확대 기조가 신흥국에서는 관찰되지 않았다는 점이다. 그러나 현지시장 진출 및 확대 목적의 수평적 투자가 증가하는 경향은 동일하게 나타났다. 러시아의 경우 절대적인 투자 규모 감소로 유의미한 결론을 내리는 데 한계가 있었으나, 시장 진출 투자 비중이 크게 확대된 점은 동일했다. 그러나 중소기업의 비중이 소폭이지만 감소했고, 주요 신흥국 가운데서도 중소기업 비중이 낮은 수준인 점에 비춰볼 때 대러시아 투자 진출에서 중소기업이 느끼는 부담감이 매우 큰 것으로 해석된다. 한국의 대러시아 투자 정체를 극복하기 위해서는 기진출 제조업의 산업생태계 고도화와 혁신 분야 및 내수형 유통ㆍ소비재ㆍ서비스 분야 등에서의 새로운 시장 창출이 필요하다. 이를 위해서는 기존 대기업 위주의 투자에서 벗어나 중소기업의 역할 강화가 뒷받침되어야 한다. 즉 중소기업이 러시아 내 신 시장 확대 및 신규 투자수요에 대응함으로써 투자 활성화를 위한 새로운 동력으로 성장해야 하는 것이다. 이런 점에서 대러시아 협력 활성화를 촉진할 수 있는 제도적 환경 구축이 긴요한 과제다. 제4장에서는 한국의 대러시아 FDI 결정요인에 대한 실증분석을 토대로 한국의 대러시아 FDI가 상대적으로 빈약했던 이유를 도출하고 이를 개선하기 위한 정책 대안을 모색했다. 주요 분석 결과에 따르면, 분석 기간(2000~20년) 동안 우리나라의 대러시아 FDI에는 경제적 변수 이외에도 문화ㆍ제도 변수가 중요한 결정요인으로 작용했다. 또한 총계적인 관점에서 대러 경제제재가 우리나라의 전체 대러시아 FDI에 미친 부정적인 영향은 예상보다 뚜렷하지 않았다. 아울러 FDI 결정요인은 투자동기, 투자대상 업종 및 투자기업의 규모에 따라 매우 다른 모습을 보였다. 이러한 점을 바탕으로 다음의 시사점을 도출할 수 있다. 첫째, 문화ㆍ제도적 여건 개선이 필요하다. 특히 앞으로 협력이 절실한 고부가가치 산업으로의 대러 FDI를 늘리기 위해서는 재산권 보호제도의 개선도 중요한 과제다. 둘째, 대러 경제제재가 장기화될 것으로 보이는 현실에서, 대러 경제제재 우회수단 확보도 중요하다. 이와 동시에 대러시아 FDI를 확대할 수 있는 보다 근본적인 방안을 모색할 필요가 있다. 따라서 대러 제재 우회수단을 강구함과 동시에 △거버넌스 개선을 통한 제도적 여건 보완 △EAEU 체결을 통한 공동시장 확대 △인적교류 확대를 통한 인적자본 확충 등의 구조적 대응방안을 마련하는 데 노력을 기울여야 할 것이다. 제5장에서는 푸틴 4기 한국과 러시아 간 투자협력을 위한 정책적 시사점을 도출함과 동시에 고부가가치 산업을 중심으로 투자 활성화 방안을 제시했다. 한국기업들의 대러 투자는 자동차, 가전, 식품(소비재)을 중심으로 이루어졌다. 하지만 유럽계 기업이나 다른 외국 기업의 대러시아 투자 1위 분야는 에너지나 금속 등 천연자원이었다. 유럽, 미국뿐 아니라 일본, 중국, 인도 등의 기업들이 러시아의 에너지 및 자원에 대한 대규모 투자를 진행해 협력 장기화와 전략적 구조화 노력을 기울인 데 비해, 한국의 경우는 아주 대조적인 모습을 보여주었던 것이다. 한국과 러시아는 향후 투자협력을 증대시킬 여지를 충분히 가지고 있다고 볼 수 있다. 이는 다음과 같이 정리할 수 있다. 첫째, 러시아 기업 및 해외 기업이 전통적으로 관심을 가지는 투자 분야인 에너지, 물류, 통신 등에서의 협력 확대를 모색하는 것이다. 중국기업이 석유, 가스를 중심으로 한 에너지 기업의 지분에 투자하는 경우 이들은 업스트림 분야에 대한 참여뿐만 아니라 생산기술 협력까지 심화시키고자 한다는 것에 주목할 필요가 있다. 둘째, 새롭게 등장하는 혁신 산업 분야에서의 협력을 모색하는 것이다. 이 경우 단순히 기술협력 차원이 아니라 시장 진출을 염두에 두고 협력을 진행하는 것이 더욱 중요하다. 미국 DXC와 남아공의 Avito에 대한 투자 등이 이러한 협력의 좋은 사례가 될 수 있을 것이다. 셋째, 러시아가 세계적 경쟁력을 확보하고 있는 전략산업 분야에서 적극적으로 협력하는 것이다. 러시아가 비교우위를 가지고 있고 경쟁력이 압도적인 분야를 선정하여 관련 산업체와 적극적인 협력 분야를 개척하자는 전략이다. 미국 보잉(Boeing)의 러시아 티타늄(Titanium) 공장 투자가 대표적 사례이다. 넷째, 한국 중소기업 및 중견기업의 해외투자를 활성화하기 위해 수출입은행의 투자 지원 프로그램을 융자가 아닌 투자를 중심으로 운용할 수 있도록 펀드를 활용하는 것이다. 아울러 필요하다면 기존의 유명무실한 러시아 및 북방 관련 기금을 통폐합하면서 새로운 형태의 지원 기금으로 전환시키는 방식을 고려해 볼 수 있다. 다섯째, 한국과 러시아가 다른 제3국 시장에 공동으로 진출하는 것이다. 이와 관련해서는 2018년 사우디아라비아의 국가 프로그램인 ‘Vision 2030’ 실현을 위한 ‘러시아–사우디-중국’ 3자 펀드를 참고할 수 있다. 러시아와 중국, 그리고 사우디아라비아 3개국의 국부펀드는 사우디 ‘Vision 2030’ 실현을 위한 공동펀드 설립에 합의했다. 여섯째, 서방의 대러 경제제재를 우회하는 방법에 대한 구체적인 방안 모색이다. 이는 개별 투자 및 경협 사안마다 해법이 다를 수 있다. 따라서 이를 지원할 상설 자문기구를 설립할 필요가 있다. 특히 중소ㆍ중견 기업의 경우 진출을 희망하더라도 정보 입수나 종합적인 판단 비용이 과다하게 소요될 수 있기 때문에 사안마다 맞춤형으로 지원하는 방식이 보다 유용할 수 있다.English Abstract: The main goal of this study is to identify policy implications for investment cooperation between Korea and Russia in the 4th presidential period of Putin and to seek ways to increase mutual investment. In particular, case studies were conducted of various investment cooperation projects by Russia with other countries during the 4th Industrial Revolution, aiming to suggest a more practical way to increase Korean investment in Russia. Chapter 2 focuses on the main characteristics of Russia’s investment environment and overseas investment patterns during Putin’s 3rd (2012‒18) and 4th (2018‒) presidential period. The foreign direct investment to Russia decreased starting from the Ukraine crisis in 2014 (50.5 billion dollars in 2012, 69.2 billion dollars in 2013 to 6.8 billion dollars in 2015). When analyzing the same period by region, European countries are still top-investing countries, although the size of their investments decreased year by year. Other countries except for Europe have similar patterns. Russia’s overseas direct investment also declined after the Ukraine crisis in 2014 and in 2018, when Putin’s 4th presidential period started. Eventually, the total amount of foreign direct investment (FDI) decreased due to economic sanctions against Russia, low international raw material prices, and changes in the ruble value. However, when analyzing the investment trend by country, except for some Europe countries, the investment volume was maintained at a similar level. Chapter 3 examines the recent trends and main characteristics of Korea’s foreign direct investment, and Korea’s direct investment to Russia. Over the past five years, Korea’s foreign direct investment has increased the proportion of M&A and SMEs, market entry via third countries, SMEs’ export promotion and low-wage investment, and the proportion of finance and insurance. Direct investment to major emerging countries also showed similar trends. In the case of Russia, it proved difficult to obtain meaningful results due to the absolute reduction in investment size, but the share of investments for entering the market expanded. However, considering that the proportion of SMEs has slightly decreased, and the proportion of SMEs remains low among the major emerging countries, it will be necessary to advance the industrial ecosystem of existing manufacturing industries and create new markets in the fields of innovation and domestic distribution, consumer goods and services, in order to overcome the stagnation of Korean investment to Russia. SMEs must play a stronger role in this process. In Chapter 4 we conduct an empirical analysis of the determinants of Korea’s FDI with Russia, determining why Korea’s FDI with Russia has been relatively poor and offering policy suggestions to improve the situation. According to the main results, in addition to economic variables, cultural and institutional variables acted as important determinants in Korea’s FDI to Russia during the analyzing period (2000-20). In addition, from an aggregate perspective, the negative impact of economic sanctions against Russia on Korea’s total FDI to Russia was less than expected. Also, the factors that determine FDI were very different depending on the investment motive, the type of business, and the size of the investment company. Based on these points, the following implications can be made. First, it is necessary to improve cultural and institutional conditions. Second, as the economic sanctions against Russia are likely to be prolonged, it is important to find ways to cooperate under these conditions. At the same time, it is necessary to identify more fundamental ways to expand FDI to Russia. Chapter 5 proposes policy implications for investment cooperation between Korea and Russia in the 4th presidential period of Putin, and suggests measures to revitalize investment focusing on high value-added industries. Korean investment in Russia is focused on automobiles, home appliances, and food (consumer goods). However, the biggest sector within Russia for investment by European and other foreign companies is natural resources such as energy and metals. To sum up, Korea and Russia have the potential to increase investment cooperation in the future. First, cooperation should be expanded in investment fields (energy, logistics, telecommunications, etc.) that Russian and foreign companies are traditionally interested in. Second, it will be necessary to cooperate in the emerging innovative industries. Third, active cooperation plans must be formulated in the strategic industries where Russia has global competitiveness. Fourth, it is necessary to allow management of the Export-Import Bank of Korea investment support program fund by investment rather than loans. Fifth, joint investment should be considered by Korea and Russia for entry into third-country markets. And sixth, it will be necessary to seek ways to bypass Western economic sanctions against Russia. The solution may be different for each individual investment and economic negotiation issue. Therefore, a permanent advisory body for support will be needed.
During last couple of years, the academic community, national civil servants in charge of trade policies, and employees of international economic organizations have intensively discussed reforming the World Trade Organization. All participants of the debate tend to agree that the system of multilateral trade regulation in its present form does not match expectations and requirements. There is less unanimity regarding the reasons that have resulted in the poor performance of the institution under review. As for possible ways to solve the problem, existing opinions differ dramatically. Both expert views and official proposals of WTO members (Canada, EU, Japan, China and some others) deal with prospects for the Doha round, modalities of future agreements, decision-making process, and a range of other questions waiting for uneasy answers.
The main goal of this study is to identify policy implications for investment cooperation between Korea and Russia in the 4th term of President Putin and to seek ways to increase mutual investment. In particular, case studies were conducted of various investment cooperation projects by Russia with other countries amid the ongoing fourth industrial revolution, aiming to suggest more practical approaches to increase Korean investment in Russia. Marking the 30 years since establishment of diplomatic relations between Korea and Russia, we need to look back on economic cooperation between the two countries and seek ways to develop cooperation one step further. We are seeing fundamental changes in the industrial structure due to reorganization of the international order and digital transformation – such as competition be-tween the United States and China, the establishment of strategic cooperative relations between China and Russia (the so-called fourth industrial revolution), ecosystem disturbances due to climate change and the COVID-19 pandemic, etc. It is necessary to prepare a new type of cooperation strategy in consideration of the fundamental change of paradigm.
This paper aims to evaluate an "external component" in the performance of Russian shipbuilding as one of the key national "strategic industries." After the post-Soviet collapse and a series of economic crises, the situation in the industry, in general, and export performance, in particular, remains unstable. In assessing the major factors influencing the development of Russian shipbuilding, in addition to economic and market drivers and constraints, attention should be paid to the political and geopolitical considerations that have the potential to play a significant role. The authors investigate whether the export orientation of Russian shipbuilding focusing on the high-tech niches of specialized civil vessels and warships (a) has a good chance of success and (b) could substantially contribute to the industry's steady and robust growth. The paper concludes that non-economic factors have a significant role in the development of Russian shipbuilding, insofar as they hamper the assessment of the cluster's general performance and its foreign trade component.
The article deals with the issues of international monetary system reforming. The paper regards an adoption of a new exchange rate system as the key element of the reforming process. This adoption requires not only economic backgrounds but also political will in the countries involved.

В статье рассматриваются вопросы, затрагивающие процесс интернационализации валюты в Восточной Азии на примере японской йены и китайского юаня. Правительство Японии начало целенаправленно осуществлять поддержку процесса интернационализации йены в 1980-е годы. Главным препятствием для полномасштабной интернационализации йены был недостаточно развитый финансовый рынок. Вопреки первоначальному успеху, либерализация японской финансовой системы в конечном итоге не привела ни к усилению позиций Японии в глобальной экономике, ни к укреплению позиций йены на зарубежных рынках. Главная причина неудачи состояла в чрезмерно ускоренном открытии финансовых рынков под политическим давлением США, в связи с чем возможности Японии противостоять притоку спекулятивного капитала из-за границы были значительно снижены. Тем не менее в настоящее время японская национальная валюта по совокупности внутренних и внешних причин так и не смогла превратиться в реального конкурента доллара США. Китайское правительство инициировало подобный процесс в 2009 г. Интернационализация юаня в основном осуществлялась на основе тщательно проработанной стратегии. В настоящее время китайская экономика не в полной мере соответствует критериям готовности национальной валюты для интернационализации, но руководство страны, продолжая двигаться к заявленной цели, одновременно реализует меры, призванные снизить возникающие риски. Несмотря на достигнутые успехи решение, принятое руководством МВФ о включении юаня в корзину валют СПЗ с 1 октября 2016 г., на практике юань все ещё не приобрел полноценный статус международной резервной валюты. Между японским и китайским опытом много общего, однако имеется и принципиальное отличие, которое отражено в разных подходах к формированию финансового рынка. Эффективное функционирование последнего является ключевым условием для успешной интернационализации национальной валюты. Библиогр. 47 назв. Ил. 8.
The authors examine the ongoing transformation of international economic relations, namely its reasons, the most important manifestations, possible development path and mechanisms by which may be achieved maximum approaching of actual trajectory of the transformation process to that required by the society. They deduce that in order to make real progress towards a multipolar and at the same time more equitable world economy, you need to gradually implement deep reform of the globalization management system
The authors analyze first outcomes of the project “Development of the Centre of Excellence in trade and trade policy issues in SPSU”. Main activities of the Center include education, research, interaction with government authorities as well as with representatives of business society and general public. The authors discuss key achievements and challenges of the project.Among the first key results of the projects there are: further development of International Trading System MA program, curriculum development, establishment of short-term practice-oriented trainings, and conduction of applied research. Russia’s accession to the WTO has increased the interest to the activities of the Center.Key challenges of the project are connected with the choice of working language for the MA program (English or Russian), mode of study process, proper balance between the creative side of educational process and the Procrustean bed of existing administrative requirements, Economic Faculty international accreditation, imperfection of current marketing system, and many others.
A steady stream of literature observes the business internationalization phenomenon from various perspectives. This article aims to contribute by highlighting the fact that success and failure in foreign market entry often depends on the company's intangible assets such as knowledge and skills. This is especially true for Small- and Medium-Size Enterprises (SMEs) due to their limited capabilities in utilizing the few tangible resources they might have. The focus of this paper is on the experience of thirty Finnish SMEs that in 2005-08 attempted market entry in Russia. The authors come to the conclusion that in most cases the success or failure of these attempts have clearly depended upon the level of knowledge and skills demonstrated by the people involved in the process. Furthermore, the article suggests a set of consecutive steps that might constitute the basis of an SME's successful entry strategy for the Russian market. This article could be of use for both companies and business support policy makers as it sheds light on the bottlenecks and challenges in supporting SMEs' internationalization.
During the last decades, economic sanctions were intensively used by different countries and international organisations as a tool of their foreign and economic policy. At the same time, there is no unanimity among experts concerning the eff ectiveness of sanctions. Within the framework of this article, the authors make an attempt to give their vision for some aspects of this problem through the analysis of punitive measures adopted against Iran. As a result, they come to a conclusion that, to certain extent, sanctions represent the only (or, at least, most preferable) alternative to the military settlement of international conflicts. As a result, despite all existing drawbacks of economic sanctions, they could not be excluded from the list of tools used by the international community to pursue its economic and political goals. The effectiveness of sanctions, in turn, depends on a number of reasons. International consensus concerning their implementation or, at least, support of major international players is considered by the authors to be one of the main factors determining the success of sanctions. Sutyrin and Kozhanov argue that it is also important to what degree real reasons for the implementation of sanctions correspond to the declared goals of their adoption. Subsequently, the authors put a question: whether economic means could be appropriate for the achievement of political goals.
