Part-time teachers become an important part of teaching staff in higher vocational colleges,and play an indispensable role in talent training target.This paper is to study on the main problems existing in construction of part-time teachers from view of effective management,and put forward of corresponding countermeasures and suggestions in order to optimize the structure of teachers,deepen the teaching reforms and to improve the teaching quality in higher vocational colleges.

The paper presents an artificial fish swarm algorithm based on K-Means clustering.The algorithm uses the feature of having artificial fish swarm algorithm’s strong robustness and being not easy to fall into local optimum value,and hence dynamically determines the number of clusters and center,overcoming the defects of K-Means clustering initial point selected unstable.The image segmentation is processed based on the fusion of two algorithms.The test proves the algorithm is ideal.

The paper describes the necessity of asynchronous tasks handling on complicated web application.To solve the contradiction of the short system response time and the long task executing time on web application,the paper analyzes and designs a task scheduling method using java execution framework based on thread pool,implements asynchronous scheduling to handle complex tasks.The practice shows that it can improve the reliability of the system.

The author of the present paper conducts an investigation on 203 class psychological commissioners who are freshmen and sophomores in a higher vocational college in Guangzhou using UPI with a view to obtaining some statistics concerning the comprehensive mental health status of the above-mentioned psychological commissioners.Furthermore,with the statistics obtained from the investigation,the author intends to provide the empirical evidence for the selecting and the subsequent training of the psychological commissioners.
