The Alliance for a Green Revolution in Africa (AGRA) is the latest in a series of initiatives aimed at modernizing small-scale farming to address food insecurity and poverty, yet AGRA has fallen short of its goals. This study explores whether these shortcomings might stem from flawed assumptions in AGRA's theory of change-assumptions long embedded in top-down agricultural modernization efforts. We situate AGRA within broader debates on the agrarian question, especially the Chayanov-Lenin debate, and draw historical parallels with United States agricultural industrialization, the Green Revolution, and Soviet collectivization, as well as Tanzania's villagization program. Tanzania is an instructive case, having undergone both collectivist and market-based modernization. Using Chayanov's theory of peasant household decision-making, we analyze panel survey data from the Tanzania National Panel Survey (TNPS), part of the World Bank Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) program, to examine how household demographic factors relate to labor and land use decisions. Our findings show that household composition is significantly associated with agricultural labor allocation choices and land use. We also address Chayanov's gender blind spot, finding that men and women plot managers and men- and women-headed households often pursue different labor allocation and land use strategies. These results suggest that AGRA's model may make questionable assumptions about the decision-making of small-scale farmers. We conclude by considering the implications of this modernization logic and argue that a pragmatic approach to agricultural development, one rooted in the actual priorities and preferences of small-scale farmers, offers an alternative.
Food system sustainability, and ways of measuring it, are widely explored and discussed in academic literature.Measurement efforts are challenging because food systems are inherently complex and multifaceted, spanning diverse components, indus-tries, sectors, and scales.Several systems of indica-tors and metrics have been proposed to measure sustainability;however,most existing research focuses either on narrow scales (e.g.,farm level or within a single supply chain), expansive scales that can gloss over complexity (e.g.,national or global assessments), or limited scopes (e.g.,only consider-ing environmental factors).A gap in the literature is a holistic local or regional approach to food sys-tem sustainability that integrates components across the system at a regional scale.In this reflec-tive essay,we describe our development of a framework to measure and track sustainability in such systems.We use a tiered framework that includes five sustainability dimensions and a system of indices, indicators, and metrics that allows for the measurement of important food system charac-teristics in a feasible and reproducible way.We employ a collaborative, transdisciplinary, facilitated team science process to first propose, and then refine,a sustainability assessment framework, using the U.S. state of Vermont as a case study.This paper details our processand progress, as well as reflections on challenges and recommendations for other team scientists.We further propose a plan to implement the framework, collect data, and engage with community members.The experiences and findings described here serve as a foundation for our own team's continued work, as well as a springboard for other similar research efforts.
Societal Impact Statement Crop genetic resources, particularly seeds held in ex situ germplasm collections, have enormous value in breeding climate‐resilient crops. Much of this value accrues from information associated with germplasm accessions. Here, we argue that flavor, culinary attributes, and other traditional ecological knowledge (TEK) are important characteristics alongside genomic information and high‐throughput phenotypes. We explore both the value of this information and the potential risks of exploitation of sensitive TEK. We also examine the potential of in situ conservation to preserve not just the genetic diversity of crops, but the TEK associated with them. Summary Crop genetic diversity is essential for meeting the challenges posed to agriculture by a rapidly changing climate. Harnessing that diversity requires well‐organized information, often held by ex situ genebanks and associated databases. However, the characterization of crop germplasm often lacks information on its cultural and culinary background, specifically its flavor or taste. For most crops, characterization data is lacking, but when it is present it is more likely to include whole genome information, high‐throughput estimation of growth characteristics, and chemical profiles indicating flavor rather than details on the dishes for which particular varieties are favored or how smallholder farms have grown particular accessions. This loss of cultural and culinary information, and the broader loss of traditional ecological knowledge (TEK), is more than just missing information. It is a loss of legacy when landraces are no longer grown by the communities that developed them. In the face of climate change, TEK has great value for developing more sustainable or resilient practices. And with increasingly global palettes, we must balance consumers enjoying dishes from new crops with the appropriation of culturally meaningful foods. Our aim here is to explore this flavor gap, to understand the risks in sharing data and the benefits of honoring long‐established uses. We emphasize the importance of ensuring the fair representation of diverse peoples in genebanks and consider both ex situ and in situ conservation approaches. Finally, we analyze the impact of modern breeding choices on culinary diversity, emphasizing the preservation of ancestral knowledge and flavor profiles.
Food insecurity is rising across sub-Saharan Africa (SSA), where undernourishment continues to affect a large portion of the population, particularly young children. Studies examining the associations between crop diversity and childhood nutrition have recently proliferated but are characterized by inconsistent results and two key limitations. First, many studies focus only on the household level, overlooking the prospect that more diverse crops at village and regional levels may contribute to household food security. Second, many studies pool data from multiple countries, which may obscure important context-specific aspects of nutrition outcomes. Drawing on Demographic and Health Survey (DHS) data from 10 SSA countries, in combination with agricultural production estimates for 112 crop species, this study explores the associations between crop diversity at multiple scales (10-, 25-, and 50-kilometer radii) and children’s dietary diversity (HDDS). In addition to producing overall estimates across our sample, we measure country-specific associations to account for spatial heterogeneity. Results of the overall model show a negative association between crop diversity and dietary diversity. However, the country-specific analyses uncover extensive variability in these associations: in some cases, diversity is highly positively correlated with HDDS, while in others the estimated effect is negative or nonexistent. Our findings suggest that country-level analyses provide important nuance that may be masked in pooled analyses. Moreover, these findings foreground the importance of looking beyond household-level analyses to understand the dynamic role that local crop diversity, and its exchange across space, can play in supporting children’s dietary diversity.
Conservation of maize landraces in the Mexico center of origin is critical for sustainable agriculture. However, farmers in many regions of Mexico are reducing landraces for more modern maize varieties, particularly hybrid maize. The reasons why farmers choose to maintain maize landraces have been recently recognized to be strongly linked to their specific values (i.e., intrinsic, instrumental, and relational values). However, there is a lack of studies that empirically investigate the nuances of farmers' specific values and how these values are adequately considered in broad agricultural policies. Using a mixed-methods case study based in indigenous and mestizo communities in Chiapas, Mexico, we analyzed farmers' maize production strategies, how those strategies connect to farmers’ value orientations, and the limitations that they confront in enacting such values. We found that households within both indigenous and mestizo communities fell into one of three categories regarding their maize production: 1) hybrid maize production for market sales, 2) landrace production for household consumption, and 3) a combination of these two strategies. All farmers hold a diversity of values in which mostly instrumental and relational values were mentioned among the three groups of farmers, who emphasized the livelihood and subsistence value of maize. Value differences for farmers who prioritize the cultivation of maize landraces were related to the strength of relational values, such as the biocultural diversity and heritage value of maize. In contrast, the farmers relying on hybrid varieties were the ones confronting the most limitations to their maize production, particularly economic limitations. Based on our empirical findings, we conclude that policies aimed at promoting the conservation of landraces must extend beyond a purely economic and market-oriented approach. The current policy emphasis on instrumental values is likely to fall short in achieving the desired outcomes since it does not sufficiently foster plural values that underpin the continued production of maize landraces.
Despite the robust literature base that has explored links between household crop diversity and children’s dietary diversity, evidence continues to yield mixed results regarding the efficacy of crop diversity in improving childhood dietary outcomes. Given the variance in the association between agrobiodiversity and dietary diversity, we identified wealth and distance to markets as potential factors that may impact these relationships. Through a series of Ordinary Least Square (OLS) regressions, this study examines the associations between crop diversity and dietary diversity among households at different levels of wealth in 10 sub-Saharan African countries. Drawing on the Integrated Public Use Microdata Series and Demographic and Health Surveys system, we find that the significance and direction of the association between crop diversity (as proxied using the Simpsons Diversity Index) and children’s dietary diversity (as measured using the Household Dietary Diversity Score) vary by wealth quintile across countries and households: in richer households, crop diversity has a negative effect on dietary diversity, and in poorer households, there is no significant effect. This study indicates the need to understand contextual factors that impact the relationship between agricultural diversity and dietary diversity to inform development policies.

Societal Impact Statement Agricultural sustainability depends on the adaptation of crops to their local environment. Smallholder farmers who save seed provide an essential “evosystem” service by growing locally adapted seed varieties that can recruit biodiversity to enhance their growth and defense. While professional plant breeding has diverted evolutionary processes away from local adaptation, smallholder farmers, particularly those in centers of origin for crops, benefit society by selecting and propagating diverse crop varieties that allow local adaptation processes to perpetuate. Given that smallholders support society through the generation of evosystem services, changes in policy and practice are needed to support the livelihoods of smallholder farmers in ways that mitigate risk and recognize their important contributions to agricultural sustainability. [Correction added on 18 June 2024, after first online publication: The preceding sentence has been added in this version.] Summary Long‐term food security and agricultural sustainability depend on protecting the eco‐evolutionary processes that select for local adaptation in crops. Since seed systems structure how people acquire seed, institutional and social changes influence evolutionary processes within agroecosystems. Since World War II, the rise of professional breeding has bifurcated seed systems into traditional and formal systems, which has negatively affected agrobiodiversity, crop evolution, and agricultural sustainability. In traditional seed systems, farmers often save seed from plants that best provide desired qualities, selecting landrace crop varieties to adapt to local environmental conditions. In formal or centralized seed systems, farmers buy seeds bred primarily for maximizing yield under ideal conditions. When farmers source seeds externally, evolutionary processes underlying local adaptation are disrupted. Here, we argue that traditional seed systems provide important evosystem services , or the evolutionary processes resulting from the maintenance and use of genetic diversity that benefit society. We present a framework on how seed systems influence the evolutionary processes that enable local adaptation, which is necessary for sustainable agriculture. We discuss how changes in human values underlying traditional and formal seed systems can alter evolutionary processes that underlie local adaptation. We conclude that developing policies that support people in managing ecological and evolutionary processes within seed systems is needed to address current and future challenges of global food security and agricultural sustainability.
Despite the importance of seed availability to food and agriculture, seed systems have received scant attention within Extension research and practice. To address this gap, we designed a participatory needs assessment revolving around the 2021 Northeast Organic Seed Conference to assess individuals’ experiences within Northeastern organic seed systems and their opinions concerning their resource access, challenges, and sense of empowerment. Based on a post-conference survey, our findings suggest that Extension’s future efforts should focus on facilitating partnerships between and among community-based/non-profit seed groups, at-home gardeners, seed companies, university researchers, and legal scholars to promote equity and inclusion.
Over the last century seed systems have undergone a process of commercialization, resulting in the transformation of seed from a common good into a commodity. Countries such as the United States are dominated by the private seed industry, which has succeeded in reducing crop diversity and increasing farmer dependency on commodity seed (i.e., seed that is bought and sold) through such mechanisms as seed hybridization, intellectual property protections, and the proliferation of genetically engineered crop varieties. Commodity seed has become necessary to support food production, but concurrently has created a positive feedback loop that solidifies corporate control within the seed industry while concurrently disincentivizing traditional agricultural practices such as seed saving. In contestation, growers nationally and globally have called for change both within and outside of market structures - advocating for the revalorization of the vast array of social, cultural, and environmental benefits that seeds have that are not being properly protected by those with the most power in the seed industry. Using insight from 31 semi-structured interviews with growers involved in Vermont's farmer seed systems, this study elucidates some of the non-commodity values that growers hold for the seeds they source from both non-commercial and commercial sources. Our results highlight how growers appreciate such non-commodity values as provenance and diversity and are working to provide a social and environmental safeguard for seeds through seed saving. At the same time, many growers also acknowledge the convenience and modern necessity of commodity seed, highlighting the importance of supporting alternative seed industry structures that are more socially and environmentally responsible. These findings stress the importance of acknowledging the multidimensionality of US farmer seed systems, whereby market and non-market exchanges can coexist and work toward creating more just and sustainable seed systems without ceding to complete commodification devoid of social import.
Small-scale farmers make up the majority of farmers worldwide yet experience particularly high rates of food insecurity. A growing body of literature explores pathways to food and nutrition security among small-scale farmers but has yet to reach consensus on the most effective pathways (e.g., crop specialization for market sale versus on-farm crop diversification for home consumption) to improve livelihoods. Using structural equation modelling (SEM) based on data drawn from the 2015/16 Uganda National Panel Survey, this study considers how farm and household characteristics including gender, age, education, farm size, region, and off-farm income relate to market engagement (farm sales, market purchases) and on-farm crop diversity (Simpson’s diversity). We then further examine how market engagement and on-farm crop diversity relate to household livelihood outcomes including dietary diversity and food security (number of food secure months). Findings suggest that both higher levels of market engagement and on-farm crop diversity are associated with increased dietary diversity. Higher levels of crop diversity—whether for market sale or for self-consumption—are strongly associated with improved food security. Market engagement is positively associated with increased dietary diversity, and this association is particularly strong for market purchases. Together, these findings highlight the potential for both market-based strategies and on-farm crop diversity to contribute to food security goals in Uganda, providing further evidence that these strategies can be complementary.
The effects of the COVID-19 pandemic have rippled across the United States’ (US) agri-food system, illuminating considerable issues. US seed systems, which form the foundation of food production, were particularly marked by panic-buying and heightened safety precautions in seed fulfillment facilities which precipitated a commercial seed sector overwhelmed and unprepared to meet consumer demand for seed, especially for non-commercial growers. In response, prominent scholars have emphasized the need to support both formal (commercial) and informal (farmer- and gardener-managed) seed systems to holistically aid growers across various contexts. However, limited attention to non-commercial seed systems in the US, coupled with a lack of consensus surrounding what exactly a resilient seed system looks like, first warrants an exploration into the strengths and vulnerabilities of existing seed systems. This paper seeks to examine how growers navigated challenges in seed sourcing and how this may reflect the resilience of the seed systems to which they belong. Using a mixed-methods approach which includes data from online surveys (n = 158) and semi-structured interviews (n = 31) with farmers and gardeners in Vermont, findings suggest that growers were able to adapt – albeit through different mechanisms depending on their positionality (commercial or non-commercial) within the agri-food system. However, systemic challenges emerged including a lack of access to diverse, locally adapted, and organic seeds. Insights from this study illuminate the importance of creating linkages between formal and informal seed systems in the US to help growers respond to manifold challenges, as well as promote a robust and sustainable stock of planting material.
As the world grapples with how to support the millions fleeing the ongoing war in Ukraine, attention must be extended to how these individuals, and the many others who are forcibly displaced in other parts of the world, can be welcomed to new lands. Research indicates that creating foodways through gardening can provide cultural connections for diasporic communities. However, few studies have addressed how necessary inputs, such as seeds, affect refugees’ abilities to reconstruct culturally significant foodways. Drawing on placemaking theory, this article explores if and how access to seeds and seed systems enables refugee gardeners to grow essential crops, which might be otherwise difficult to obtain, to produce foods reminiscent of their homelands. Focusing on Nepali Bhutanese refugee gardeners in Chittenden County, Vermont, we present findings from 30 semi-structured interviews demonstrating how refugee gardeners draw upon known practices and preferences to make a new land less foreign. Seed systems offer refugee gardeners the opportunity to access, plant, and save familiar crops and experiment with new planting techniques and crop varieties. This study indicates that seed systems are an important way through which people make place, both physically and symbolically.
Agricultural systems are deeply enmeshed in complex social processes and institutions, something Polanyi called embeddedness. Designing policy for sustainable agricultural activity requires understanding and measuring such embeddedness. Due to the difficulty of measuring complex social dynamics, however, most policy is aimed at measurable metrics such as price and production. The focus on these metrics imports the rational actor conceptualization of economic activity and fails to incorporate the values, motivations, and socio-cultural components of agricultural decision-making. This paper develops a tool for measuring embeddedness called the Embeddedness Type Matrix (ETM). The tool utilizes survey responses to elucidate economic actors' instrumentalism (decisions motivated by self-interest) and marketness (decisions motivated by market factors). Instrumentalism and marketness are considered together along perpendicular axes to determine the embeddedness quadrant of economic actors. The ETM allows researchers and policy-makers to better understand producers and consumers and design sustainability policies that are aligned with their values and motivations.
The conceptual promise of relational values, theorized as the principles and virtues of human relationships (with other humans and nature), to motivate sustainability may be observed in its rapid uptake in theoretical and policy domains. Both relying on and impacting nature, agriculture has garnered attention among efforts to apply relational values. However, quantitative measures have received little focus in efforts to operationalize relational values. Guided by the assertion that sustainable agriculture is embedded with both relational and instrumental values (i.e., self-interested ends), this study considers theoretical and methodological challenges and offers a pathway to quantitatively measuring relational values within agriculture, focusing specifically on seeds—an agricultural input embedded with plural values. Drawing on 151 survey responses from seed growers in Vermont, this study assesses how relational and instrumental values are reflected among commercial and non-commercial seed growers and are associated with the presence of crop diversity in their farms and gardens. The findings show that those who sell seeds for income have significantly higher relational values, instrumental values, and crop diversity than those who do not sell seeds. Should these findings be confirmed in future studies, potential exists for policy initiatives encouraging market behavior and its governance to express a range of values beyond instrumental ones exclusively. This paper concludes by arguing that all economic exchange is likely embedded with both relational and instrumental values, meaning that policies and programs that activate a range of values will most likely maximize the impacts of the myriad initiatives pursuing sustainable agriculture.
Crop diversity is fundamental to the sustainability of agricultural and ecological systems. However, there has been relatively little attention to crop diversity in the US, despite its continued decline. Moreover, most past research on crops in the US has principally focused on crops grown commercially, neglecting the crop diversity that occurs through non-commercial activities. In this paper, we explore the influence of various motivations on the decision to maintain crop diversity among commercial and non-commercial seed producers in the US state of Vermont. Drawing on an original online survey of seed producers (n = 151), we consider who is producing seed, the crop diversity these seed producers maintain, and their motivations for doing so. Findings suggest that seed producers maintain crop diversity for myriad reasons beyond profit accumulation, including environmental, social, and cultural motives - indicating that the avenues through which crop diversity conservation can be encouraged within the US are numerous. Our findings also suggest that motivations for crop diversification can be understood through a variety of theoretical lenses - many of which are not being widely considered by scholars - suggesting that research, policies, and programs focused on monetary incentives alone may miss important opportunities to encourage the maintenance of crop diversity.
Value chain development (VCD) has emerged as one pro-poor market-oriented strategy targeting smallholder farmers. Emphasis has been placed on women smallholders, but few studies examine intra-household dynamics related to VCD opportunities. Through a case study on native potato value chains in the central highlands of Peru, this study draws on semi-structured interviews to explore intra-household decisions to participate in VCD, how household agricultural labour is organised, and barriers to women's involvement. Despite efforts encouraging women to participate, men dominated all aspects of the initiative. Thus, proactive efforts by development organisations need to address resource discrepancies and entrenched gender norms.
First paragraph: This special issue draws attention to the diverse values applied to, embedded in, and emerging from food systems. Although scholarship has long recognized that a range of values is at play in food systems—and the Journal of Agriculture, Food Systems, and Community Development has been paramount to showcasing this type of research—the dominant perspective continues to elevate a highly centralized model that prioritizes the values of maximization (of yield and profit) above all else. Yield and profit are no doubt important, but the unparalleled emphasis they receive obscures the other important social and environmental values that inform how and why people engage in food systems. As so many food system scholars have previously articulated, what we need for relevant, inclusive, and effective policies are accurate representations of food systems and the actors who construct and maintain them.
