Non-formale Bildungsangebote von Migrant:innenselbstorganisationen werden im vorliegenden Beitrag in ihrem Verhältnis zur Institution Schule zum Gegenstand explorativer Analysen. Ausgehend von Einblicken in den disparaten Forschungsstand zum Thema non-formale Bildung im Kontext der Migrationsgesellschaft und der Beobachtung einer Leerstelle in der deutschsprachigen Forschung zeigt der Beitrag, dass non-formale Bildungsangebote in ihrer gesellschaftlichen Positionierung und Organisation eng an der Institution Schule orientiert sind.
Languages are subjects in schools. Schools offer opportunities to learn and develop languages beyond the dominant language of instruction. In Germany, the Standing Conference of Ministers of Education and Cultural Affairs (KMK) defines the least common denominator in this regard. The article portrays the development of educational policy positioning on teaching of languages as subjects in Germany, using resolutions of the KMK and sketching current implementation in selected states. It is shown that while acknowledging multilingualism as a relevant feature of the population and appreciating it symbolically, teaching of languages as subjects is still dominated by a monolingual ideology. So far, school laws distinguish sharply between obligatory foreign languages relevant for school leaving certificates and heritage languages that can be developed voluntarily outside regular schedules with no or limited relevance. This begs the questions as to whether this divide is still adequate in a multilingual society.(c) 2022 Elsevier Inc. All rights reserved.

International law obliges states to consider the reduction of demand that fosters exploitation and leads to trafficking in human beings, without defining what such a demand could be. Demand is used in many lexical meanings in the anti-trafficking debate, rarely consistently and often in a market context. In a market context, demand means the willingness and capacity to purchase a good or service. This contribution describes how demand is used in anti-trafficking debates and explores what a consistent use of demand could contribute to the understanding of trafficking in human beings.
In der methodischen Literatur zu qualitativen Interviews wird als Standardverfahren oft die Aufzeichnung mit einem Aufnahmegerät und anschließende wortgetreue Verschriftlichung (Transkription) empfohlen. Protokolle werden als Mittel der Interviewdokumentation zumeist als zweitbeste Lösung für den Fall dargestellt, dass Mitschnitte nicht möglich sind. Diese Position stellen wir in diesem Beitrag aufgrund theoretischer Überlegungen und empirischer Erfahrungen infrage. Vor- und Nachteile der Dokumentationsformen "Audiomitschnitt + Transkription" und "Notizen + Protokollierung" werden systematisch gegenübergestellt. Anschließend wird anhand von zwei Studien exemplarisch verdeutlicht, dass die Protokollierung die beste Lösung zur Dokumentation der Interviewdaten sein kann. In beiden Studien wurden in Interviews sensible Themen behandelt und die Erhebung grundlegender Informationen über Prozesse und Routinen bezweckt. Grundsätzlich kann Protokollierung angezeigt sein, wenn weniger die Interpretation des Gesagten als vielmehr dessen Intention im Fokus der Forschung ist. Außerdem sollte eine Protokollierung erwogen werden, wenn eine Aufnahme besonders interessante InterviewpartnerInnen von der Teilnahme abhalten oder ein offenes Gespräch verhindern könnte. Mit diesem Beitrag wollen wir zu einer Auseinandersetzung darüber anregen, wann Protokollieren angemessen ist und wie es methodisch angelegt sein sollte.
In the last decades, considerable efforts have been made to eradicate trafficking in human beings. In this context, the role of “demand” has gained prominence in public and political debates. The term originates from economics. This article therefore rehearses economic understandings of demand and the key terms to which it relates: supply, price and market. This understanding is then used to reflect on the way the idea of demand and related concepts are used within discussions of trafficking. These reflections include qualitative content analysis of the use of terms in the context of migration, prostitution and labor policy. The analysis shows that in anti-trafficking debates, market contexts are referred to. Demand is often used in the sense of “the willingness and ability to purchase a good or service,” but actors exercising and factors influencing this demand are often also called “the demand.” In these debates demand is also used for coercive relations, although this is not compatible with the understandings indicated above. Three cases of empirical economic studies on trafficking in human beings with widely diverging results are analyzed. As they all use demand and supply in their theoretical argumentation they all seem to deal with the same issue. However, because they situate their analysis in different reference markets and policy contexts, it is not simply that they do not measure the same issue differently, but in fact these studies observe agents on different markets that deserve separate attention. These terminological ambiguities relating demand as it is currently used within trafficking hampers progress in generating understanding of the mechanisms that lead to criminal forms of exploitation. It is suggested to use demand only in a market context when it is possible to specify who wants to buy what. “Demand for trafficking” or for “demand for exploitation” should be avoided. The gap between immigration policy aims and outcomes is addressed by migration control policies. A brief sketch of major developments in these policies indicates that external policies seeking to prevent irregular (undocumented) migration outside the destination country have gained prominence over internal policies. Furthermore, gatekeeping policies seeking to prevent seemingly legal access have gained prominence over fencing policies.
Das Recht auf Lohn fur geleistete Arbeit und einige weitere arbeitsrechtliche Mindeststandards gelten prinzipiell fur alle Beschaftigten unabhangig vom Beschaftigungsverhaltnis und vom Aufenthaltsstatus. Arbeitgeber, die von diesen Mindeststandards deutlich abweichen, verletzen nicht nur die Beschaftigten in ihren Rechten. Sie verschaffen sich auch einen Wettbewerbsvorteil gegenuber regelkonformen Arbeitgebern und verringern die Beschaftigungschancen von Personen, die ein regulares Beschaftigungsverhaltnis suchen. Daher dienen Masnahmen zur Durchsetzung von Mindeststandards allen gesetzestreuen Beschaftigten und Arbeitgebern. Bisherige Studien haben den Schluss nahegelegt, dass es in Berlin einen grosen Informationsbedarf uber Mindeststandards bei Arbeitsbedingungen und Arbeitsentgelten zu geben scheint, vor allem unter zugewanderten Beschaftigten. Der Berliner Senat informiert uber arbeitsrechtliche Mindeststandards und will seine Informationsstrategien weiter verbessern. Daher hat der Berliner Integrationsbeauftragte eine Studie in Auftrag gegeben, die fur ausgewahlte Zuwanderergruppen exemplarisch zeigen soll, in welchem Umfang sie von der Verletzung von Mindeststandards betroffen sind, welchen Informationsbedarf sie haben, welche Informationswege sie nutzen und welche Herausforderungen sich fur die Informationspolitik identifizieren lassen. Die Ergebnisse dieser Studie werden hier vorgestellt.
Since the start of the global economic downturn, Germany and Spain have experienced highly-divergent impacts of the crisis on the labour market in general and on immigrant workers in particular. This can be mainly explained by looking at the economic growth patterns prior to the crisis. Spain's higher, more la- bour-intensive growth was enabled by growth in the labour supply that was fuelled by immigration and fostered by a de facto permissive immigration policy, while re- strictive migration policy prevented growth in labour supply in Germany and en- couraged more capital-intensive growth in which both Germans with a low level of skills, and immigrants in particular, found it diffi cult to integrate. We therefore argue that institutional features of the labour market promoted these patterns. The high level of importance of the temporary and informal labour market segments in Spain which were hit hardest by the crisis placed immigrant workers and young workers in a vulnerable position. The economic crisis has made parts of the population more sceptical about im- migration in both countries. However, there appear to be no links between the se- verity of the crisis and public debates on migration. Although Spain was defi nitely hit harder by the crisis than Germany, and immigrants were affected more severely, public debates on migration and integration issues seem to be at least as fi erce in Germany as in Spain. The legacy of past migrations and migration policies exerts a more signifi cant infl uence on the public perception of migration as a risk than eco- nomic factors do.
