This study aims to analyze the influence of work-life balance and meaningful work on intention to stay, with career adaptability as a mediating variable. The study used a quantitative approach with a survey method of 250 service sector employees in Indonesia. The data analysis technique used Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results showed that work-life balance and meaningful work had a positive and significant effect on career adaptability and intention to stay. β = 0.25 (WLB → ITS) β = 0.30 (MW → ITS) β = 0.40 (WLB → CA) β = 0.35 (MW → CA) In addition, career adaptability also has a significant effect on intention to stay β = 0.28 CA → ITS and it is proven that career adaptability mediates work-life balance on intention to stay β indirect = 0.40 × 0.28 = 0.112 (WLB → CA → ITS) and meaningful work on intention to stay β indirect = 0.35 × 0.28 = 0.098 MW → CA → ITS The coefficient of determination (R² = 0.71) shows that the model has strong explanatory power, while the predictive relevance value (Q² > 0) indicates the model has good predictive ability. This finding confirms that work-life balance and job meaning are important factors in increasing employee retention by strengthening career adaptability.
Meningkatnya perkembangan digitalisasi pada bidang administrasi publik dalam penyelenggaraan pemerintahan mendorong pemerintah menghadirkan pelayanan publik yang lebih efektif, transparan, dan adaptif terhadap kebutuhan masyarakat. Pada sektor ketenagakerjaan, transformasi tersebut diwujudkan melalui inovasi layanan berbasis teknologi informasi yang berorientasi pada kepentingan masyarakat. Sejalan dengan paradigma New Public Service (NPS), Pemerintah Kabupaten Banyuwangi mengembangkan Goker Wangi (Golongan Pencari Kerja Banyuwangi) sebagai platform digital yang memfasilitasi akses informasi lowongan kerja dan mempertemukan pencari kerja dengan dunia usaha. Penelitian ini bertujuan menganalisis implementasi Goker Wangi dalam perspektif New Public Service. Hasil penelitian menunjukkan bahwa Goker Wangi mampu meningkatkan akses masyarakat terhadap informasi ketenagakerjaan, memperkuat kolaborasi dengan dunia usaha, serta mendorong pelayanan yang lebih responsif. Namun, implementasi nilai-nilai New Public Service belum sepenuhnya optimal, terutama pada aspek partisipasi masyarakat dalam evaluasi layanan, akuntabilitas yang berorientasi pada outcome, dan mekanisme penilaian kinerja berbasis pengalaman pengguna. Keberhasilan transformasi layanan ketenagakerjaan digital bergantung pada kemampuan pemerintah mengintegrasikan prinsip-prinsip New Public Service untuk menciptakan public value yang berkelanjutan.
Notwithstanding that digital transformation has been mandated at local government levels in developing nations, too little is understood about how policy capacity shapes implementation outcomes in rural contexts, undermining policy effectiveness. This qualitative study examines how policy capacity - encompassing institutional, operational, and social dimensions - shapes the implementation of mandated e-governance in rural Indonesian village administration. Drawing on 23 semi-structured interviews with government officials and citizens across five high-performing villages in Banyuwangi Regency, East Java, this paper contextualises current debates with the lived experiences of those mediating digital transformation. Our analysis brings out how policy capacity manifests through three interconnected dimensions: institutional frameworks, implementation approaches, and social integration mechanisms. The findings make clear a multidimensional understanding where institutional resilience, implementation adaptability, and social embeddedness reciprocally determine villages' ability to sustainably transform public service delivery. We challenge prevailing orthodoxies that privilege technocratic solutions, arguing instead how sustainable e-governance grows from blending institutional stability, adaptive implementation, and authentic community participation.
Currently, bureaucracy is under scrutiny due to the increasing use of social media and the increasing political literacy of young people and the general public. Bureaucratic reform provides a strong foundation for managing regional government. This reform effort encourages the formation of a professional and efficient public administration system, where changes can occur starting from the institutional structure and work culture. The focus of this research is how the budget implementation has shifted to using electronic technology. Does it still use a clear hierarchy of authority to the national government or the city of Surabaya, which fully controls this application? This research uses a descriptive qualitative approach that aims to understand and describe the implementation of e-Budgeting Innovation in the Surabaya City Government. The results of this study indicate that the bureaucratic hierarchy in the digital budget system essentially still follows the existing government organizational structure, but the process has become more efficient, transparent, and automated through the use of digital technology. In Surabaya, e-budgeting has been running for quite some time, and the bureaucratic hierarchy is already functioning well. Digitalization tends to reduce slow procedures and high transaction costs, rather than eliminating the hierarchy itself. Overall, the implementation of e-Budgeting in Surabaya is a successful example of financial governance. Public services often fail persons with disabilities due to persistent structural barriers. This study examines the navigation of these challenges in Lamongan Regency, Indonesia, through collaboration between state policy and disability community capacity. By drawing on 27 semi-structured interviews with government and community representatives, this research analyzes inclusive services development at the Lamongan Public Service Mall. The findings demonstrate that critical government capacities, including analytical, operational, and political capacities, are contingent upon an organized disability community possessing strong advocacy skills. This research extends policy capacity theory by demonstrating that state capacity is not a self-contained attribute but realized through a symbiotic relationship with community capacity, thereby challenging state-centric models. Based on these insights, the study recommends that local governments institutionalize participatory design channels to overcome operational blind spots. Furthermore, it suggests that civil society organizations should evolve advocacy strategies from raising visibility to technical service monitoring.
Digital platforms have reconfigured labor economies in Indonesia, reframing intersections between technological affordances and established gender constructs that have historically circumscribed women’s spatial mobility and economic agency. Contemporary scholarship on technological embodiment offers limited analytical depth of technological integration within cultural contexts where gendered boundaries remain a highly contentious issue. This paper examines how women ride-hailing drivers in Surabaya negotiate and redefine Javanese womanhood through digital platform labor, proposing technological embodiment as cultural negotiation rather than technological adoption – a framework that questions prevailing Western theoretical perspectives. We further point out how women contest economic imperatives through technological appropriations, collective resistance strategies, and identity reformulations that subsequently problematize familial and communal gender dynamics. We extend embodiment theory by interrogating technological integration into gendered corporeality in non-Western contexts; disrupt binary frameworks positioning technology in opposition to tradition; and introduce a critical approach to gender reconstruction as movement from ‘kodrat’ (natural destiny) to code (technological self-determination). This theoretical reframing fundamentally ruptures conventional understandings of how digital technologies both preserve and reconfigure gender relations across contrasting cultural formations.
Penelitian ini dilatarbelakangi oleh meningkatnya kasus kekerasan terhadap perempuan dan anak di Kabupaten Bima serta belum optimalnya penempatan strategis polisi wanita (Polwan) pada Unit Perlindungan Perempuan dan Anak (PPA) Polres Bima. Penelitian ini bertujuan untuk menganalisis pertimbangan strategis dalam penempatan Polwan serta implikasinya terhadap efektivitas kinerja Unit PPA. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan studi kasus dan fenomenologi. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan analisis dokumen dengan melibatkan pejabat kepolisian, anggota Polwan, dan pihak eksternal terkait. Hasil penelitian menunjukkan bahwa pertimbangan strategis dipengaruhi oleh aspek psikologis dan sosiologis korban, kompetensi personel, kebijakan internal, serta ketersediaan dan distribusi Polwan. Kehadiran Polwan terbukti meningkatkan kualitas pelayanan, kepercayaan korban, efektivitas penanganan kasus, serta perlindungan psikologis. Namun, masih terdapat kendala seperti keterbatasan jumlah personel, distribusi yang belum merata, beban kerja tinggi, dan kurangnya dukungan organisasi. Kesimpulannya, penempatan Polwan memiliki peran penting dalam mewujudkan pelayanan kepolisian yang responsif gender, namun diperlukan model penempatan yang lebih strategis dan komprehensif agar efektivitas pelayanan dan perlindungan korban dapat ditingkatkan secara optimal.
Batu Tourism Information System Creative Economy Development is an e-government initiative created by Batu City to encourage tourism and local creative industries. However, more inclusive methods are needed due to technical constraints and low community participation. This article looks at how BANGET SIP was implemented through an NPS framework that emphasizes community participation, transparency, and social accountability. The government can increase community trust and optimize application performance by applying NPS principles, such as citizens as partners and government as facilitators. In addition, cross-sector collaboration is essential to develop a sustainable creative economy and tourism. The research method is descriptive qualitative with literature study and observation. The results of the analysis show that the application of NPS can help BANGET SIP become a more inclusive, responsive, and sustainable development-oriented public service, while the application of NPS can help strengthen more transparent and open governance.
SIPRAJA (Sistem Pelayanan Rakyat Sidoarjo), developed by the Sidoarjo district government, emerged as a digital solution designed to simplify bureaucratic processes and increase citizen engagement. This study analyzes SIPRAJA through a New Public Governance (NPG) perspective, emphasizing a collaborative and citizen-centered approach to promoting inclusive and responsive governance. By integrating various stakeholders, including government agencies, private actors, and communities, SIPRAJA reflects NPG principles that prioritize co-creation and shared responsibility. This article begins by discussing challenges in traditional public administration that impede efficient service delivery. It then introduces SIPRAJA as an innovative response and explores its conceptual basis within the NPG theoretical framework. Through qualitative analysis and secondary data, this study highlights the impact of SIPRAJA in reducing administrative burden, increasing transparency, and building trust among stakeholders. However, challenges such as digital literacy gaps and infrastructure limitations were also identified, emphasizing the need for adaptive strategies. Findings show that SIPRAJA significantly contributed to the transformation of Sidoarjo's public services by promoting participatory governance, improving service accessibility and conforming to global standards for e-governance. Recommendations include increasing digital inclusion, strengthening public-private partnerships and adopting continuous monitoring mechanisms to ensure ongoing success. This research contributes to the discourse on public sector innovation by showing how NPG principles can be operationalized through technology-based initiatives such as SIPRAJA.
Rural Indonesian villages are defined by unique institutional dynamics in public service innovation, one of which manifests in juvenile justice administration where traditional governance meets modern legal structures. These institutional arrangements position villages as sites of public service innovation at the intersection of competing normative orders, especially regarding youth protection standards and cultural practice maintenance. We address patterns of public service innovation and institutional adaptation in rural juvenile justice systems through the systematic analysis of practices across five villages in East Java. Through consolidating stakeholder interviews and justice proceeding observations, our analysis shows how communities innovate in public service delivery by negotiating between formal requirements and informal mechanisms while integrating distinctive legal traditions and maintaining institutional legitimacy across multiple domains. The examination identifies two central patterns in public service development. First, processes of normative integration emerge through systematic institutional synthesis where communities innovate service delivery approaches while preserving cultural coherence. Second, these innovation processes correspond to variations in resource distribution, traditional authority configurations, and state presence across geographic and social contexts. We document how unspoken institutional practices and innovative service arrangements shape justice negotiations between community and state spheres, particularly in mediating youth protection within traditional normative frameworks of public service delivery.
In the era of rapidly developing digital business, understanding the relationship between Customer Satisfaction Management Strategy (CSMS) and Brand Loyalty (BL) is crucial for a company success. Digital business platforms present unique opportunities and challenges, making it essential to explore strategies that foster strong customer relationships and loyalty. This research aims to investigate the impact of CSMS on BL in a digital business context using the SmartPLS approach. The study seeks to provide both theoretical and practical insights into the dynamics of customer satisfaction and loyalty in digital environments. Data was collected through online surveys of customers from various digital business platforms. The analysis was conducted using Structural Equation Modeling (SEM) with SmartPLS, which is particularly suited for examining complex relationships between latent variables. The results of the analysis show that there is a significant relationship between CSMS and BL. These findings highlight the importance of fostering meaningful interactions between brands and customers to enhance loyalty in digital business environments. The practical implication of this research is the necessity for companies to design marketing strategies that prioritize meeting customer needs and preferences. This approach not only strengthens customer loyalty but also equips businesses to navigate the challenges of competitive digital markets. The study contributes valuable insights for business practitioners and adds to the literature on marketing management in the ever-evolving digital era.
Many large-scale development projects, including Indonesia’s new capital relocation, face challenges in ensuring inclusive and participatory governance. The development of Nusantara Capital City (IKN) has been marked by limited public consultation, rapid policy formulation, and marginalization of local communities, leading to recurring resistance at various levels. These issues threaten the achievement of SDG 11 (Sustainable Cities and Communities) and SDG 16 (Peace, Justice, and Strong Institutions), both of which emphasize inclusive and transparent governance. This study explores co-production as a governance approach to enhance citizen engagement in the context of IKN’s development. Employing a qualitative literature review, it examines how co-production is conceptualized and practiced in the planning of IKN. The findings indicate that while co-production is recognized in official discourse, its implementation remains limited and fragmented. Key barriers include weak legal frameworks, lack of institutional mechanisms, and absence of a formal oversight body. Strengthening co-production is crucial for ensuring transparency, inclusivity, and accountability in IKN’s governance. The study proposes a comprehensive framework involving legal reforms, institutionalization of participatory mechanisms, and enhanced accountability tools. These efforts are vital to transform IKN from a top-down megaproject into a model of inclusive urban governance.
This study analyzes the impact of the Digital Public Service Mall (D-PSM) innovation in Bangkalan Regency on improving responsiveness, neutrality, accountability, and legal compliance as a representation of the Neo-Weberian State (NWS). This innovation aims to modernize and streamline public services through digitalization by integrating various administrative services into a single, efficient digital platform. The study reveals that while D-PSM has improved accessibility and efficiency, its implementation still faces challenges related to internet connectivity and unequal access to services in remote areas. However, based on internal evaluations and official reports, D-PSM Bangkalan has achieved an “active” category in the Kemenpan-RB assessment and has positively impacted service speed and transparency. The study recommends strengthening digital infrastructure and enhancing technical capacity to achieve a more responsive and accountable government in line with NWS principles
Kabupaten Mojokerto memiliki kasus cedera sebesar 14,74%. Cedera yang mengakibatkan kegiatan sehari-hari terganggu, ditemukan pada kelompok umur 5 - 14 tahun sebesar 13,04%. Pemahaman remaja akan keselamatan dirinya penting untuk dimiliki, sehingga perlu pengembangan SDM yang handal melalui pendidikan yang berkualitas. Pendidikan dan pelatihan kesehatan yang berkualitas tidak hanya dilakukan secara formal namun bisa dilakukan secara informal dengan pendidikan dan pelatihan kesehatan tanggap gawat darurat pertolongan pertama (first aid) di sekolah baik melalui pendidikan berupa ceramah dan tanya jawab serta pelatihan berupa Simulasi Dokter Remaja (SIDORA). Peserta program pengabdian masyarakat ini adalah siswa-siswi SMP Negeri 3 Gondang Kabupaten Mojokerto. Selain meningkatkan pemahaman dan kesadaran terhadap risiko cedera, program pengabdian masyakarat ini membentuk SDM yang handal sekaligus meningkatkan kualitas kesehatan terutama pada anak, sehingga mampu mencapai derajat kesehatan yang setinggi-tingginya.
The demand to reconstruct the image and function of public libraries in the digital age has driven the emergence of transformative initiatives. This descriptive qualitative research aims to analyze the implementation of the Surabaya Library Data Bank (BANPUSBOYO) application by the Surabaya City Library and Archives Office as a strategy to change the service paradigm. By focusing on the internal perspective of organizers, this study reveals how digital innovation is constructed, mobilized, and operationalized to go beyond mere instrumental functions and touch the level of paradigmatic change in viewing the relationship between the state and citizens. Data was collected through semi-structured interviews with five key informants, in-depth observations at three service points, as well as analysis of policy documents and performance reports for the 2021-2025 period. The findings of the study show that BANPUSBOYO functions as a boundary object that brings together the logic of conventional bureaucracy with the demands of the digital society. The implementation of this application triggered a philosophical shift from the custodial paradigm to the paradigm of curatorial access to knowledge. However, this transformation faces a tension between innovation ambition and the realities of existing institutional and regulatory capacity. Based on the analysis, the research concludes that the success of the transformation of the public service paradigm depends on the ability to create narrative alignment between digital vision, institutional structure, and regulatory ecosystem. This research aims to examine trust building and share understanding in the development of Ijen Merapi Ungup-ungup Crater Nature Park. There are allegations of corporate interests behind the expansion of Ijen Merapi Crater Nature Park. This research method is qualitatively descriptive approach through interviews from government, public and private. The results showed in 2020, the Minister of Environment and Forestry changed the main functions of forest areas into nature parks, leading to the formation of trust for the development of this nature park. But not yet formed due to constructive conflicts between stakeholders, egocentric interests, and lack of collaboration.
This study explores the symbolic use of language in Surabaya's cultural heritage preservation policies using the Interpretive Policy Analysis (IPA) approach. It analyzes policy documents and interviews with stakeholders and communities related to Hotel Majapahit, Tugu Pahlawan, and Tanjung Perak Main Harbormaster Building. The findings highlight how language in policy is not merely communicative but symbolic, reflecting community values, beliefs, and emotional ties to heritage. The paradigm shift in policy, from conservative to progressive and localistic approaches, is reflected in the change from "object" to "area", which expands the meaning of cultural heritage from physical aspects to social and environmental contexts. This study contributes theoretically to public policy and practically recommends inclusive language strategies for heritage policy.
This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.
This study investigates the adoption of digital technology in Indonesian village governance, specifically through the "Desaku Pintar" program aimed at digitizing Population Data Administration. It addresses the existing challenges of low public adoption rates and declining satisfaction indicators, aiming to explore how Digital Leadership and Information Technology Capability influence technology acceptance and usage within the public sector, and the moderating role of Readiness for Change. Utilizing the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, this study employed a quantitative survey method involving 270 village government staff members. Data were analyzed through Structural Equation Modeling (SEM) using the AMOS software to test the proposed relationships and moderating effects. The study finds that Digital Leadership and IT Capability have a significant positive impact on Acceptance and Use of Technology. Specifically, Digital Leadership (β=0.724, p<0.001) and IT Capability (β=0.200, p=0.025) substantially enhance technology acceptance when moderated by Readiness for Change. The moderating effect of Readiness for Change was also confirmed, strengthening the relationship between Digital Leadership (β=0.116, p=0.041) and IT Capability (β=0.132, p=0.035) on technology acceptance. This research makes a novel contribution by integrating Readiness for Change into the UTAUT framework, contextualized within Indonesian village governance. Practically, the findings offer valuable insights for policymakers to enhance digital leadership and IT capabilities, facilitating effective technology adoption and improved public service delivery. Future research should employ longitudinal designs, mixed methods, and multilevel analyses, incorporating theories like Diffusion of Innovation (DOI) for deeper insights.
