The likelihood of rescuing people caught in emergencies of natural or technological origin depends on the speed with which they are provided the necessary information. In conditions where normal communication means (radio, television, Internet) are disrupted, unmanned aerial vehicles (drones) can serve as an alternative means of notification, providing information to the population through built-in audio broadcasting systems or by dropping instructions on paper, plastic, and other carriers. Similarly, essential cargo such as rescue equipment, food, water, etc., can be dropped. In the context of the rapid flow of dangerous processes and the limited number of drones available, optimizing the flight route for time becomes crucial. This work analyses existing methods of constructing flight routes through a given set of waypoints: exhaustive search methods, Bellman’s discrete dynamic programming method, greedy algorithms (nearest neighbor method), and anytime algorithms. To save onboard computer resources, a method for improving the reference trajectory, which was initially found using the nearest neighbor method, was chosen. Improving the reference trajectory is done by varying the sequence of waypoints. The advantage of this approach is that at each step of the iterative improvement of the trajectory, new information that has become available at the current time can be taken into account. Changes to the set of necessary waypoints can occur due to changes in the emergency, the completion of tasks by other drones, or the failure of other drones. The workability of the algorithm with low computational time costs onboard computers was tested for routes that include from 8 to 200 points.
The object of the study is to evaluate the quality of the frequency distribution of aircraft, which characterizes the effectiveness of radar surveillance of aircraft and determines the effectiveness of their control using radio signals. The frequency resolution of an aircraft is usually studied using the frequency ambiguity function for a coherent packet of radio pulses. However, there is a problem of estimating phase fluctuations, which is caused by the heterogeneity of the propagation of radio pulses, which affects the functioning of radar stations under different atmospheric conditions. A feature of the study is the development of theoretical provisions for the process of detection and radio control of single aircraft under the organized action of swarms. A normalized frequency ambiguity function is obtained, which takes into account the transformations caused by the radial motion of the aircraft. The calculations made it possible to estimate the range of changes in the frequency distribution under the condition of the additive effect of the internal noise of the radar receiver and the multiplicative effect of the cartelized phase fluctuations of the control radio signal. The statistical characteristics of phase fluctuations of radio pulses were obtained, under which their influence on the operation of radio technical control and radar systems is the most significant. Such statistical characteristics are important for the theory of radar location and of practical importance for the improvement of radio control of objects. Method is proposed for numerical evaluation of the influence of atmospheric disturbances on the frequency distribution function of aircraft during flight. This method is a convenient tool for analyzing the quality of the frequency distribution of a radar station in various conditions of radar surveillance of single aircraft in their organized swarm action.
Specific problems of the National Academy of Sciences (NAS) of Ukraine Scientific Institutions’ administrative-managerial activity (AMA) informatization is analyzed. Seven reference AMA Information Technologies (IT) are proposed for scientific-organizational, progress, staffing and accounting Institutions’ services. Industrially tested tools are investigated for AMA IT automated support. National software platform UnityBase with A5 SYSTEMS Application is substantiated as a tool for first stage of informatization. Approach for managing NAS of Ukraine Scientific Institutions informatization based on UnityBase platform is proposed. It is based on innovative management methodology, namely Appreciative Inquiry, – to cope with organizational resistance concerning informatization and elaborate its effective strategy.
The development of Internet technologies together with mobile and computer technologies have formed smart technologies that allow the formation of both cyber-physical and socio-cyber-physical systems. The basis of smart technologies is the integration of wireless channel standards with mobile and computer protocols. 4G/5G technologies are integrated with various web platforms, taking into account the digitalization of services in cyberspace. But the SSL/TLS protocol, based on the hybridization of symmetric encryption algorithms with hashing algorithms (AEAD mode), which is supposed to provide security services, is vulnerable to “Meet in the middle”, POODLE, BEAST, CRIME, BREACH attacks. In addition, with the advent of a full-scale quantum computer, symmetric and asymmetric cryptography algorithms that provide security services can also be hacked. To increase the level of security, an improved protocol based on post-quantum algorithms – crypto-code constructions is proposed, which will ensure not only resistance to current attacks, but also stability in the post-quantum period. To ensure the “hybridity” of services, it is proposed to use the McEliece and Niederreiter crypto-code constructions (confidentiality and integrity are ensured) and the improved UMAC algorithm on the McEliece crypto-code construction. Taking into account the level of “secrecy” of information, it is suggested to use various combinations of crypto-code constructions on different algebraic geometric and/or flawed codes. The use of crypto-code constructions not only provides resistance to attacks, but also simplifies the formation of a connection – the parameters of elliptic curves are used to transmit a common key. This approach significantly reduces the connection time of mobile gadgets and simplifies the procedure of agreement before data transfer
The paper depicts and analyzes Expert-Analytical Methodology named EAM DMDU to support Proactive Anti-crisis Decisions within Organizational Systems under deep uncertainty. Complex tools are proposed for Decisions Domain Knowledge analytical operation. The Benefit is no essential resource demands while keeping the basic principles to deal with deep uncertainty (uncertainties and inconsisten- cies eliciting; Decision vulnerabilities searching instead prediction; threats resilience priority over effectiveness). EAM DMDU enables Deliberative multi-staged Process for Adaptive Decision forming aimed at expected future conflict situation solving. The Process stages are: Problem situation Analysis, Impact on Problem Situation Goal Proposition, Goal proposals Assessment; Efforts for Goal achieving Proposals; Effort Proposals Assessment; reference Proposal option Selection and Decision adaptations accordingly to Decision Frame changes Recommendation. Knowledge operation is enabled with the procedures such as: formal analysis, individual expert assessment, Decision elements deliberative forming. EAM DMDU common information space of is based on Domain Ontology and ensures equal participants’ awareness, expert judgments with their arguments constructive representation and knowledge reuse. Expert-analytical Selection of Proposals uses their Perspectivity Model. It is a sub-goals hierarchy to achieve the goal being formed over previous Process stages. Hierarchy knot is represented with ontologically formalized definition for State of the Art corresponding sub-goal achievement. Leaf node depicts State of the Art with explicit expert Estimates of Certainty factor (from the Stanford model) being provided concerning its implementation through Decision element Proposal being assessed. The Estimate’s arguments are elements of information space used by expert. Under incomplete certainty of element expert provides its boundary values and State of the Art estimates both pessimistic and optimistic. Perspectivity Model contains also conditions for goal achievement violation being caused with environmental threats. Procedures for Estimates formal integration up to Model provide extreme estimates of Proposals Perspectivity and Robustness regarding current uncertainty. Under unsatisfactory properties of integrated Estimates their deliberative adjustment is carried out using Uncertainty Map and arguments provided. The final reference Decision contains selected Goal-Means option and guides to adapt it when decision frame changes. Further research is carried out for EAM DMDU instrumental tools development and its usage for defense resource management.
With the great increase of population movement, caused either by temporarily needs due to travelling or by long-term ones due to work, etc., there appears a need to improve the processes of movement control and identification of groups of people. The primary need is to identify if a person belongs to a certain nationality or territory of primary residence. In addition, it can be useful for scientific social and political researches, as well as for the field of tourism and entertainment. Such identification of people by language environment can also help to find out more about the cultural environment, which will make possible to predict the preferences of entire groups of customers better. The analysis of the audio recording of the speaker’s speech was divided into 3 stages, each of which contains a defined step-by-step instruction for the processes of data preparation and handling. Firstly, the sound itself was analyzed, because voice and pronunciation are one of the fastest and most effective tools for identifying a person or a group of people. Then the audio recording was converted into text and an analysis of the lexical composition of the studied fragment of the conversation was done. At the end, the results of the program, got in the previous two stages, were compared and the complex evaluations were done according to the criterias determined in the theoretical researches. The mentioned criterias were used with weighting factors assigned to them. As a result, an assumption about the speech environment of the speaker was given by the program. The work also describes the factors which affects the formation of pronunciation and the change of various intonations, the relationship between text and sound. Some dependencies between sound parameters and the pronunciation of sounds in the Russian and Ukrainian languages were mathematically formalized. The topic of the work is wide, as it considers not only lexical, but also acoustic features of speech. In this way, not only changeable or situational qualities are taken into account, for example, the vocabulary of the conversation, but also those ones that are related to the person regardless of the context of the conversation, his or her emotional state or what language he or she is speaking at the very moment. The criterias considered in the work can help to make assumptions about the speaker’s «natural», most familiar language, in other words the language he or she uses most of the time in life.
Due to the widespread use of sensors in data collection and processing, one of the key criteria is the amount of information accumulated and energy efficiency. While monitoring the territory, the movement of research objects is common. As a result there is a change in the probability of their detection in the segment of the territory. Also, segments may be of varying importance. Taking these factors into account will significantly increase the amount of information accumulated. The article presents a method of constructing the optimal trajectory of sensors motion taking into account the importance of territory segments and the probability of detection of objects. The method is based on the representation of distribution of the probability of detection of objects and the importance of territory segments in the form of layers and their integration into a layer of the probable value of detected objects. Seven classes of the probable value of detected objects with corresponding numerical and graphical equivalents are considered. As optimal trajectory of sensors motion the trajectory which provides minimum energy expenditure is meant. Energy efficiency is achieved by constructing a trajectory of minimum length as a solution to the salesman’s problem. The set of points at which the trajectory is built is formed on the basis of the layer of the probable value of the detected objects after the procedure of replacing the nodes. A separate node replacement class, or superposition of node replacement classes, is proposed for each class of probable value of detected objects. Replacement of five, three and two nodes is described. A genetic algorithm with modification of crossing and selection rules was used to find a solution to this problem. A set of trajectories is constructed using the proposed algorithm. The analysis of the obtained results confirmed the efficiency of the developed method and allowed to increase the energy efficiency when covering a given area by 76 %.
The paper considers methods of mathematical modeling based on the use of the theory of cellular automata as the main tool for modeling the processes of public opinion formation. As the object of modeling was chosen social behavior in the context of the acceptance of educational material in the science-centered approach in education. The theory of cellular automata was chosen as a modeling tool because it is a relatively simple and at the same time effective method for modeling the interaction of single-type objects. The developed basic cellular automata of the model has extended rules of determination of cell state and determination of cell vicinity. It has also been derived the dependence of the information perception coefficient on the difference between the state of the cell and its surroundings. These improvements allow the model to be used to predict changes in social group preferences. At the same time, the model was implemented in two programming languages Python and MatLab, which allows to choose the simulation environment when the peculiarities of the problem statement change.
The urgency of the work is determined by the need to transfer confidential information through open communication channels. Such information can be of two types: symmetric encryption keys and directly informational messages that are encrypted with encryption keys. The article deals with the problem of improving the transmission of closed information over open channels using the Diffie- Hellman algorithm. The improvement is due to the introduction of a new type of one-sided function based on the numerical solution of the system of ordinary differential equations describing the dynamics of the phase coordinate movement of the strange attractor. For this purpose, the classic Diffie-Hellman algorithm based on the one-sided function of the discrete logarithm was considered. The required properties of one-sided functions in the general case were considered. Next, the peculiarities of algorithm modification in the case of transition to a one-sided function based on the use of a strange attractor were considered. It is assumed that at the beginning of the operation of the modified algorithm, through a secret channel, the exchange parties (agents) exchange information regarding the properties of the strange attractor to be used, namely, the definition of the differential equations describing the dynamics of a strange attractor, the values of the parameters of the equations, the initial integration conditions and the integration step (for methods with a constant step of integration). After that, all exchanges are conducted exclusively through open channels. The paper also considers the case of information exchange between more than two agents, in particular, the approach of hiding the number of agents participating in the exchange. Approbation of the method is carried out and intermediate and final results of the one-sided function based on strange attractors are given. Possibilities regarding partial disclosure by agents of certain parameters of the use of one-way functions are discussed. But at the same time, the safety of revealing such information is justified in the general case (both in the classical and in the modified Diffie-Hellman method). It was determined that depending on the needs of users, the complexity of the encryption keys can be increased by changing the initial parameters of the attractor, which will also allow controlling speed of key generation and encryption in general. The software that implements the proposed modified algorithm is implemented in three programming languages, C#, Python, and MatLab. This made it possible to perform a comparative analysis of the results and consciously choose the programming language of individual parts of the software to optimize the encryption key generation process for specific conditions.
One of the needs of music business is a quick classification of the song genre by means of widely available tools. This work focuses on improving the accuracy of the song genre determination based on its lyrics through the development of software that uses new factors, namely the rhythm of the text and its morpho-syntactic structure. In the research Bayes Classifier and Logistic Regression were used to classify song genres, a systematic approach and principles of invention theory were used to summarize and analyze the results. New features were proposed in the paper to improve the accuracy of the classification, namely the features to indicate rhythm and parts of speec h in the song.
The tasks of modelling and the components of the basic model of applied task protection of a distributed information system have been considered. The measurement and relationship of security parameters, protection, new and reference attacks, anomalies, and threat environments have been proposed. The conditions of threats, attacks and, consequently, inconsistencies in the results of applied tasks are proved. At the beginning of the article the concept of a distributed information system, system of applied tasks, modern trends of zero-trust architecture in building information security systems are discussed. Further, it gives an overview of existing methods of detection and counteraction to attacks based on reference knowledge bases. To improve the level of security it is proposed to analyze the causes of attacks, namely hazards and threats to the system. Attacks, hazards and threats are considered as structured processes that affect the internal and external environment of the system of the applied tasks with a further impact on the output of these tasks. The concepts of security level and security level of a distributed information system are introduced, as well as the concepts of applied task, environment, and user contradictions. As the logical metrics of discrepancy detection the apparatus of semantic analysis is proposed, which (based on the reference knowledge base, the apparatus of text transformations) should be applied at the stage of loading of applied task and describe the input and output data, requirements to the environment of the task solution. The result of the research is the proposed method for identifying additional data about hazards, threats, attacks, countermeasures to attacks, applied task-solving. This data is generated from the reference and augmented textual descriptions derived from the proposed contradictions. By building additional reference images of threats, attacks, countermeasures, it becomes possible to prevent the activation of new attacks on the distributed information system.
In the modern technological world, sensors and sensor networks are widely used in the all spheres of human activity. One of the key engineering tasks in the design of sensor networks is to ensure the survivability of the network. The article presents algorithms for ensuring the survivability of sensor networks based on a preliminary assessment of this property. Estimation of survivability depends on the network topology. Increasing the survivability of the sensor network is achieved by including additional sensors in the network. An algorithm for finding the position of additional sensors in the stationary sensor network is proposed. Proposed approach takes into account the radius of coverage of the sensors and the need for the intersection of the coverage areas of the sensors to ensure the exchange of information. An iterative algorithm for ensuring the survivability of the network in the presence and consideration of dynamic sensors is presented. The results of computer simulation experiments presented in the paper confirm the effectiveness of the proposed approaches.

In this paper we proposed a system for automated search of cellular automata that can be used as a one-way function in the Diffie-Hellman algorithm. In the paper a new type of cellular automata with modified behavior rules was created, which allows to use it as a hard-to-predict one-way function. Methods for statistical evaluation of the quality of cellular automata have also been developed.
New Roles of Cost Estimates of Computer Systems (CS) Applied Software (AS) development and usage within CS successful development (modernization) are identified. These roles are Rationales and Means for Decisions coordination concerning CS Value and life cycle (LC) Cost balancing that satisfies all CS stakeholders. To enable these Roles Methods for AS Cost estimating unification is substantiated under CS LC specifics (LC evolutionary models diversity, (non)developmental ready-to-use items usage, CS and AS requirements volatility, their tightening for efficiency, reliability and security). Within the expert-analytical approach for AS Cost Estimation initiated by the authors the unification tool, named as an Information Technology for formalized Cost estimation Problem multiple informed solving over LC with AS expert assessments within their common information environment, is provided. The Technology unifies the authors' techniques for AS development/ annual maintenance Cost evaluating with COCOMO II.2000.4 model and approved methods (universal and special for defense CS) within the author's methodology of Diagnostic Expertise. Technology components are described: open AS and AS LC models Classifiers; mathematical Methods (for expert assessing, AS efforts evaluating, its transforming into cost up to regulations, forming/refining efforts regression models); Methods Applicability to AS Function; Sub-models of AS Cost expert assessing and experts selecting Processes. Elaborated Technology accelerates and cheapens AS Cost estimation due improving its methods based on their results and unifying procedures. The problem of implementation of Logistics information system (IS) for Ukrainian Armed Forces (UAF), which meets NATO standards, is considered. Analysis of existing NATO logistics information systems and their applicability in Ukraine is performed. Science-intensive issues of logistics IS implementation are identified. The new approach to the computer support of the organization decision making processes is presented. It is based on the relevant results of the authors` earlier works and is aimed at a goal of integration of a new decision into the actual organization decisions system. There are three factors of the organization decisions field heterogeneity that manifest themselves in today organization. They are connected with coexistence of the different decisions classes (programmed and unprogrammed ones), with the organization and stakeholders goals system incoherence and with difference of expert viewpoints to be used. The special ontological model of organization decisions area with the formal technique of decisions interrelations analysis is created as a base for the decision field harmonization. Its application to the intelligent information technology for organization decision making support is considered. The expert analytic processes for different decisions making stages based on the Diagnostic Value Tree Model are defined. The methods of the conceptualy compromise models and contexts forming for the expert decision making under the multiview expert groups are created.
