行政案件的快速办理对于基层民警提高办案效率,节约办案资源,提升群众满意度具有重要作用.在全国公安机关积极推动行政案件快速办理,提高警务工作效率的号召下,Y市公安局积极探索,运用“互联网+”等技术手段,研发推广了行政案件快速办理的“速裁APP”软件,为使用行政简易程序快速办理案件提供了现实范本.快速办理在适用范围、处罚种类、程序实施方面都有严格限制,这也是在实践中应用较少的原因.构建行政案件快速办理制度,应该注重研究其适用的条件、对当事人权利的保障、救济制度等问题,维护好公民利益,也使公安工作得到提高.

The public research institutions are an important part of national science and technology innovation system, and a scientiifc performance evaluation method will contribute to the healthy development of the public research institution and organizational efifciency improvement. The choice of evaluation methods is the foundation of the objective performance evaluation. Based on the analysis of evaluation on public research institutions in main countries, this paper explores four types of performance evaluation methods which were most frequently used in public research institutions, in the hope of providing reference of methods to the implementation of performance evaluation in China’s public research institutions.
