With the development of industry and urban expansion,the coastal,suburban excellent fishing areas and beaches has ben occupied in large quantities.The traditional culture areas are squeezing out.The development of industries which are near to port or sea,the tourism,the shipping building industry are increasingly conflicting with fishery in sea use.These contradictions directly affect the fishermen's production and livelihood;even affect the society harmony and stability.In order to reduce the disputes of sea use,we must reasonably arrange the sea use for various industries,and further improve a implement the special plan of sea use for aquaculture industry,and optimize the coast use and the beach resources We suggest to create a student fund to support fishermen's children to remove fishermen worries;we should audit strictly with the industry which can produce pollution,so as to ensure that the sea and fishery waters and ecological environment were used safely and without pollution,maintain social stability.
Based on the data of fishing gear and methods surveys during August to December in 2009,this paper analyzed and classified these survey data of current fishing gear and methods in Fujian inland fishery.The results showed that there were gillnets,hook and line,cage and pot,trawl,stow net,traps,rakes and prickes,beach seine,lift net,falling gear,dip net and miscellaneous fishing gears belonging to 12 classes,21 types,and the total number amounted to 123,204.By classing of fishing gears,the numbers of gillnets,hook and line,cage and pot were the largest which occupied 32.70%,32.64% and 32.22% respectively;According to the number of fishing gears of geographical distribution,the number of Sanming city was the most with 60.99%,Nanping city was the second with 22.57% and Longyan city was the third with 16.44%.The quantity structure of fishing gear in Fujian inland was reasonable that benefited to use the fishery resources in natural waters;the majority of fishing gear was stow net belonging to the energy-saving gear.
The area of freshwater aquaculture in Quanzhou city in 2007 was 6180hm2,decreasing by 11.9% than 1995,and the total yield in 2007 was 14253t.increasing by 87.3%.The freshwater aquaculture in Quanzhou area has a certain development in recent years,but a series of problems has been still existing,such as the lack of aquaculture species diversity,the low level of fisheries industry,the weakness of fry rearing facilities,the pollution of partial aquaculture waters and the lag of aquaculture planning.In order to ensure the sustainable development of freshwater aquaculture in Quanzhou,aquatic organisms resources must be utilized scientifically and reasonably,meanwhile,the freshwater aquaculture should rely on resources,bring fishery prosperity by science and education,by law,and pay attention to potential resource and exploitation,yield and quality,conventional and special aquaculture simultaneously;focus on improving products quality and increasing the introduction and extension of new freshwater aquatic species and reform the mode of aquaculture;implement the inland waters aquatic planning and develop regional characteristic fishery to extent the chain of industry and make great efforts to promote the freshwater fishery industrial process.
The planning makes scientific use of inland waters resources,standardizes aquaculture management,and increases of utilization ratio of aquaculture waters;its reasonable exploitation and utilization can effectively protect ecological environment of aquaculture waters,and accelerate the aquaculture management system to perfection.The planning can advance harmonious development of fishing area,make sure that fisheries raise efficiency,fishermen increase incomings,and breed aquaculture of inland waters develop sustainably.After executing the planning,the total inland waters aquaculture yield will reach above 2.5×104t by 2015,increase by 6313t than 2006,with an average annual growth rate of 3.75%,and the net income per capita of inland waters aquaculture fishermen will attain more than 10000 yuan.

The project of shallow sea beach aquiculture in Quanzhou city had been judged by experts of Fujian ocean and fishery organization in March,2006.The conclusions are: the programming principles are the embodiment of resource exploitation in reason and protection ecosystem,which have scientificity and maneuverability in accordance with the continuable development request and Quanzhou ocean functional programming.The programming has instructional action on the continuable development of Quanzhou aquiculture.Compiling the aquiculture programming must include: first,colleting a mass of correlative information and data;the second,base on aquiculture capability;the third,obey the ocean function programming;the last,pay attention to the consistency and harmony.
