This paper investigates how the intensity of competitive grant funding in public research labs affects the type of knowledge produced. The empirical analysis is conducted on 349 French research labs observed over 2011- 2015. To assess the type of knowledge produced by labs, we look at the lab publications’ distance from the technological frontier: the closer a publication to the technological frontier, the more applied its knowledge content. To measure grant funding intensity within labs, we calculate the number of national and European grants per researcher. We also identify grants in partnership with private companies. We find that a higher intensity of national grants within the lab is associated with fewer publications close to the technological frontier, while European grant intensity has the opposite effect. We also find that companies being partners in the grant increase the share of lab publications at the technological frontier. 1 ■ La France est excedentaire dans les secteurs de la pharmacie et de la chimie. Elle est plus a la peine dans celui du materiel medical et partage avec les autres pays riches un fort deficit dans le secteur du textile. Les importations de produits chimiques et pharmaceutiques proviennent plus d'Europe que d'Asie. 2 ■ Les intrants necessaires a la production dans ces secteurs proviennent egale-ment plus d'Europe que d'Asie mais la part des intrants chinois a fortement augmente, notamment dans l'industrie chimique. 3 ■ La crise de la COVID-19 a declenche de fortes tensions sur l'approvisionnement de produits specifiques comme les ventilateurs, les masques et tout autre equi-pement de protection. En l'espece, la part importee de ces produits est tres elevee, en particulier en France. Les prix de ces produits ont fortement augmente, surtout quand l'offreur etait en situation de monopole comme la Chine dans le textile. 4 ■ L'identification des produits critiques depend du niveau d'observation mais meme un niveau tres desagrege peut se montrer insuffisant a reveler les strate-gies des acteurs commerciaux qui importent pour reexporter. 5 ■ La France est vulnerable aux tensions d'approvisionnement sur les produits et equipements medicaux et notamment sur les reactifs pour realiser les tests sero-logiques. Elle a interet, ainsi que les autres Etats europeens, a anticiper une reponse europeenne a de possibles tensions sur ce produit, principalement fourni par les Etats-Unis.
The note presents the computation of industry foreign inputs dependency using input-output tables. It gives details on each level of dependency and finish with the infinite computation using the Leontief inverse matrix. It ends with some evidence by using WIOT data from 2000 to 2014 which shows the high growth of the technical dependency to Chinese inputs over the past 15 years. Construction, Telecommunications and Chemicals are Chinese-dependent sectors among the 20 first which also contribute a lot to the French economy. Nevertheless, for France and European countries, the dependency to Chinese inputs is well behind the dependency to European inputs.
The objective of this paper is to show that part of the fixed cost of a firm’s trade expansion is due to the acquisition of new internal capabilities (e.g., technology, production processes or skills), which implies a costly change in the firm’s internal labor organization. We investigate the relationship between a firm’s labor structure, in terms of the relative number of managers, and the scope of its export portfolio, in terms of its product–destination varieties. The empirical analysis is based on a matched employer–employee dataset covering the population of French firms from tradable sectors over the period 2009–2015. Our analysis suggests that market expansion, both through export entry and export diversification, is associated with a change in the firm’s workforce composition, namely an increase in the number of managerial layers. These results are generally confirmed with the use of an instrumental variable approach to control for reverse causality. We show how these results are consistent with a simple model, where the complexity of a firm’s operations increases with the number of product–destination couples exported and the manager’s role is to address the unsolved problems arising from such increased operational complexity.
A la veille des elections europeennes, il est utile d’abonder le debat en reflexions et point de vue sur l’utilite de l’Union europeenne pour l’industrie, sujet qui replace l’UE dans l’histoire de la reussite du Marche unique mais qui questionne l’existence des politiques europeennes pour soutenir la competitivite de l’industrie mise a mal par les Etats-Unis et la Chine. Le 10 avril 2019, l’OFCE organisait une conference-debat sur la question de savoir si l’industrie avait besoin de l’Union europeenne (UE), ce texte rassemble les contributions des intervenants. Il apparait que la question peut etre abordee sous differents angles, ce qui complique la definition d’une politique europeenne pour l’industrie mais en meme temps lui donne une etendue d’ambitions sans egale avec la realite passee de la pratique europeenne. De la politique de la concurrence a la politique commerciale en passant par les politiques industrielle et environnementale, tous les angles ont ete abordes par les auteurs mais peu d’articulation ni d’emboitement ne semblent s’imposer pour decrire la politique europeenne recente sauf a reconnaitre la primaute de la politique de concurrence. Finalement, il ressort de cette collection de contributions une imperieuse necessite de trouver une coherence entre ces politiques par l’etablissement d’une ligne politique pour l’industrie europeenne qui hierarchiserait les objectifs pour mieux mobiliser les outils politiques disponibles. Les defis industriels que rencontre l’UE imposent a la future Commission europeenne qu’elle definisse cette ligne.
