This study evaluates the implementation of Bali Governor Regulation No. 55/2019 on Balinese Traditional Medicine (BTM) across traditional healers (pengusada), community health centers (Puskesmas), and hospitals. A quantitative descriptive survey was conducted in 2023 using structured online questionnaires distributed to 64 pengusada, 111 Puskesmas leaders, and 38 hospital directors. Data were analyzed using descriptive statistics. The regulation strengthened pengusada legitimacy, with 70% reporting improved recognition. While 91% of Puskesmas have integrated BTM services, hospital utilization remains low, with 70.6% reporting fewer than ten monthly visits. Key barriers include shortages of certified personnel, limited funding, weak infrastructure, and exclusion from National Health Insurance (BPJS) coverage. Nevertheless, 98.2% of facility leaders support integration with conventional healthcare and wellness tourism. Strengthening certification, financing mechanisms, and reimbursement inclusion is essential for sustainable integration within Bali’s healthcare system
Data pelanggaran Peraturan Daerah Nomor 13 tahun 2002 menunjukkan selama periode tahun 2020 sampai 2022 penyalahgunaan terhadap minuman beralkohol masih cukup marak terjadi di Malinau, bahkan cenderung mengalami peningkatan mulai dari pelanggaran mengkonsumsi sampai dengan pelanggaran memasukkan, mengedarkan dan menjual minuman beralkohol. Tulisan ini ingin mengungkap Data pelanggaran Peraturan Daerah Nomor 13 tahun 2002 menunjukkan selama periode tahun 2020 sampai 2022 penyalahgunaan terhadap minuman beralkohol masih cukup marak terjadi di Malinau, bahkan cenderung mengalami peningkatan mulai dari pelanggaran mengkonsumsi sampai dengan pelanggaran memasukkan, mengedarkan dan menjual minuman beralkohol. Jenis penelitian ini kualitatif, dengan menggunakan dasar teori pengawasan yang terdiri dari lima dimensi. Hasil temuannya Faktor penyebab masyarakat sering mengkonsumsi miras antara lain, faktor keluarga, faktor lingkungan tempat tinggal, faktor pengaruh teman, faktor pengaruh globalisasi, sehingga pengawasan perda di Kabupaten Malinau berjalan kurang optimal. Oleh karena itu, pemerintah Kabuapten Malinau melalui penegak Perda yakni Satpol PP dan Damkar bekerjasama dengan pihak terkait lainnya seperti Polisi sebagai penegak hukum dan Disperindag sebagai pihak yang berwenang atas perizinan, pencabutan izin, dan sebagainya mengawasi dan mengurangi perizinan, penjualan, perdagangan minuman beralkohol.
Penelitian ini bertujuan untuk mengetahui bagaimana tren kinerja pemerintahan Kabupaten Tana Toraja periode 2020-2024 dan periode sebelumnya 2016-2020 dan factor pendukung dan penghambat pada kedua periode pemerintahan tersebut. Penelitian ini dilakukan di kabupaten tana toraja, pengumplan data dilakukan dengan studi pustaka dan interview. Teknik analisis data dalam penelitian dilakukan dalam proses komparasi data yaitu data yang diperoleh di lapangan dari observasi dan dari berbagai data atau keterangan ilmiah yang relevan dibandingkan dan diuji kembali dengan data berdasarkan hasil wawancara yang dilakukan. Hasil penelitian menunjukan bahwa pada aspek kompetensi kedua kepala daerah mempunyai kompetensi yang mampuni karena kedua kepala daerah berlatar belakang birokrasi, pada aspek komunikasi dalam lingkum pemerintahan daerah dan dengan mitra kerja baik secara lisan maupun dinilai baik dan efektif serta responsive jika terjadi permasalahan. Factor pendukung dan factor penghambat terdiri dari factor politik dimana konsistensi partai pendukung dan penempatan ASN pada posisi jabatan pratama atau administrator terkait dengan peran dan andil mereka ketika pemilukada diselenggarakan.
Tujuan penelitian ini untuk mengeksplorasi dinamika tata kelola kolaboratif dalam literasi data kesejahteraan di Kabupaten Sleman menggunakan Model Collaborative Governance Rezime (CGR) dari Emerson. Penelitian ini menggunakan metode kualitatif dan wawancara mendalam dengan analis kebijakan pemerintah daerah, studi ini mengidentifikasi tiga komponen inti: principled engagement, shared motivation, and capacity for joint action. Hasil penelitian ini mengungkapkan bahwa sudah terbangun infrastruktur literasi statistik dan kemitraan antar pemangku kepentingan, namun ada keterbatasan kelembagaan dan sumber daya manusia dalam integrasi data sektoral dan koordinasi lintas lembaga. Penelitian ini memberikan kontribusi kebaruan kontekstual dengan menyoroti bagaimana kolaborasi berbasis kepercayaan dari tingkat nasional hingga lokal dapat mendorong kebijakan publik berbasis data. Dari hasil penelitian dapat disimpulkan merekomendasikan penguatan kapasitas teknis dan kelembagaan, partisipasi pemangku kepentingan yang inklusif, dan platform data terintegrasi untuk meningkatkan tata kelola kesejahteraan berbasis bukti. Purpose: Madiun City's development intertwines with evolving community needs and technology. Evaluating its smart city policy is vital. Policy functions include assessment, value clarification, and method application. This research aims to create a robust model by studying formulation, implementation, impact, and actors of smart city policies, addressing pandemic challenges for sustainable progress. It strives to construct an ideal evaluation model, enriching Madiun's journey toward a tech-empowered urban landscape. Method: This study evaluates the policy using the Smart City Policy Evaluation Model, finding success in improving citizens' quality of life, economic growth, and environmental sustainability. Challenges faced by urban administrators include funding, stakeholder coordination, and effective communication strategies for citizen engagement. Results and conclusions: This study comprehensively evaluates Madiun City's Smart City Policy, highlighting successes and challenges. It offers insights for policymakers and planners navigating their own cities' smart policies. Implications: Through a thorough evaluation of Madiun City's Smart City Policy, this study offers valuable insights for policymakers and planners navigating the complexities of implementing smart policies in their respective cities. Originality/value: The originality and value of this journal lies in the holistic approach to evaluating smart city policies, the development of a comprehensive evaluation model, the emphasis on pandemic challenges, and the practical implications for policy makers. This journal not only considers technological aspects, but also social, economic, and environmental aspects in evaluating the success of smart city policies.
This research investigates the effect of implementing the Risk-based Online Single Submission System (OSS RBA) on the quality of licensing services in South Jakarta. This research aims to evaluate policy implementation factors that influence the quality of licensing services and identify the implications of these findings. The research method used is Structural Equation Modeling (SEM) Partial Least Squares (PLS), with a population of business actors in South Jakarta and a sample of 100 respondents using the OSS RBA System. The results of the analysis show that the factors of Communication, Resources, Disposition, and Bureaucratic Structure positively and significantly influence the quality of licensing services. Even though the Public Factor does not show a statistically significant influence, its contribution still has an overall effect on service quality. These findings imply that greater attention should be paid to these aspects in designing policies and strategies to improve the effectiveness of public services. Thus, this research provides valuable insights for the development of practices and policies in digital technology-based public services.
Based on initial observations related to the organisational performance of the Pamong Praja Police and Fire Fighting Unit in Malinau Regency is still not optimal, due to a decrease in employee income and limited activity budgets. This study aims to determine the effect of leadership and motivation on employee performance in the agency. This research belongs to the category of explanatory research to explain the causal relationship and test the relationship that occurs between leadership and motivation factors on employee performance. The instrument used is a questionnaire which is then analysed using the OLS (Ordinary Least Squares) method. The research results are as follows (1) leadership has a positive influence on employee performance but the effect is not significant, meaning that when leadership increases performance will also increase, and vice versa. This is because in carrying out their duties and responsibilities they are still faced with limited competencies, facilities, and dynamic and difficult to predict situations in the field (2) motivation has a positive influence on employee performance and the effect is significant, meaning that when motivation increases, performance also increases, and vice versa; This is because carrying out their duties and responsibilities according to the rules (3) leadership and motivation simultaneously have a positive influence on employee performance and the effect is significant. Together, leadership as the ability to influence and direct individuals or groups to achieve pre-determined organisational goals and motivation as the power within a person that influences the direction, intensity and persistence of their own chosen behaviour are able to significantly influence the quality and quantity of something produced by the State Civil Apparatus of the Malinau Regency Pamong Praja Police and Fire Department in carrying out their duties and responsibilities.
Tujuan dari penelitian ini adalah untuk melihat bagaimana kinerja Pegawai Negeri Sipil (PNS) di Universitas Borneo Tarakan terpengaruh oleh ketidakoptimalan implementasi penyetaraan jabatan pengawas ke jabatan fungsional. Penelitian ini dilakukan melalui pendekatan studi kasus kualitatif deskriptif. Wawancara mendalam dilakukan dengan PNS dan pimpinan institusi yang relevan. Analisis data dilakukan secara tematik, fokus pada tiga dimensi utama: komunikasi yaitu konsistensi, sumber daya yang mencakup sumber daya manusia dan peralatan. Hasil penelitian menunjukkan bahwa komunikasi yaitu konsistensi, dan sumber daya yang mencakup sumber daya manusia dan peralatan kurang optimal dalam implementasi kebijakan penyetaraan jabatan yaitu tugas yang diberikan oleh atasan tidak sesuai dengan Jabatan Fungsional. Kesimpulannya, penyetaraan jabatan di Universitas Borneo Tarakan memerlukan perbaikan dalam proses komunikasi dan penyesuaian kompetensi pegawai agar efektif dalam meningkatkan kinerja dan kualitas pelayanan publik.
The provisions of Law No.11 of 2020 concerning Job Creation stipulate the use of the Risk-Based Business Licensing Service System (OSS RBA), which regulates licensing based on the level of business risk. However, its implementation in the Investment Management Unit and One-Stop Integrated Services of the South Jakarta Administrative City is still experiencing obstacles so that the goal of improving service quality has not been achieved. The purpose of this study was to analyze the influence of electronic-based licensing service implementation factors on the quality of public services at UP PMPTSP South Jakarta Administrative City. This study uses an explanatory method with a quantitative approach to analyze the relationship between the implementation of risk-based electronic licensing services (RBA OSS) and public service quality at UP PMPTSP South Jakarta Administrative City. Using purposive sampling, 100 respondents who utilized the RBA OSS system in 2023 were selected. Data collection involved a 5-point Likert scale-based questionnaire, observations, and interviews, with validity and reliability confirmed through factor loading, AVE, Cronbach's Alpha, and Composite Reliability. SEM-PLS analysis revealed that communication, resources, disposition, and bureaucratic structure significantly enhance service quality, while the community role, though positive, was not significant. The study concludes that communication, resources, disposition, and bureaucratic structure significantly improve the quality of licensing services at UP PMPTSP South Jakarta Administrative City, with a collective influence of 91.3%. However, the public's role, while positive, does not significantly affect service quality. Future research should explore ways to increase community engagement and examine the long-term effects of these reforms on public satisfaction and business growth.
Today, employee performance is not only determined by organizational culture, but also competency skills. Speaking of institutional progress, the key internal aspect that must be developed is HR competency. Then, another internal pillar is the strategy to create a harmonious organizational culture climate. This paper serves to determine the causality between HR competence and organizational culture on employee performance. Quantitative models by path analysis are implemented to investigate direct as well as indirect linkages. The study motif focuses on a survey approach that digs up information about variable items to employees at the Regional Financial and Asset Board of Paser Regency. A total of 66 respondents were invited to be interviewed openly. The sample is sampling in nature, where the population size is <100 informants. Supporting equipment uses questionnaires and documentation sessions. Empirical results found that HR competence and organizational culture have a significant effect on employee performance, where the statistical output explains that ρ <0.05. Then, the SPSS output also concludes that HR competencies play a role in a pattern of significant linkages between HR competencies and employee performance (ρ <0.05). Finally, this paper contributes to a theoretical and practical extension to the stakeholders. Expectations on the future agenda need to consider other elements outside the model discussed, which have implications for the performance of government officials.
The Mental Revolution Program was carried out to get to know the local culture of the Indonesian nation so that it does not become extinct and eroded by developments and changing times that have entered the digital era and the industrial era 4.0. Presidential Instruction No. 12 of 2017 concerning the National Movement for the Mental Revolution of the Open University called upon to implement it at elementary schools in Leuwi Damar District, Lebak Regency, Banten Province. The method used is the lecture and discussion method. The results of this campus experience are expected to provide positive value to the affected community in their environment and develop a spirit of nationalism among the younger generation.
Health services at the poly elderly puskesmas need to be considered and the quality of service is still often questioned, especially at UPTD Puskesmas Emparu. This quantitative study aims to obtain information on the quality of service satisfaction of the elderly who visit the Puskesmas. This study involved 75 elderly (men 23 elderly, women 52 elderly) as research subjects. Data on service quality and satisfaction of the elderly were collected by filling out questionnaires. The collected data was analyzed using classical assumption tests, simple regression analysis, validity tests, reliability tests, and t (partial) tests with the help of SPSS application version 30. Information was obtained that the dimensions of direct evidence (tangibles) and responsiveness (responsiveness) affect elderly satisfaction with services in the elderly poly. The follow-up that needs to be done for the elderly at the UPTD Puskesmas Emparu elderly poly is to update facilities and infrastructure as needed and respond quickly in serving
Women's empowerment is a movement to improve the quality of women's lives in the economic, educational, social, communication and information fields in order to be free from the cycle of poverty and underdevelopment. This study explores the capacity of participatory governance in Indonesia with a focus on CBOs in participatory action. The object of this qualitative research is the second-class community who interacts with government programs, formulating and implementing food diversification policies. The results reveal three roles of participatory governance for poverty reduction: information-based policies at the grassroots level, ensuring all actors are committed to avoiding participatory non-governmental arrangements, and making policy implementation more effective and efficient. The implications of participatory governance for developing countries are positive synergies for designing and implementing poverty alleviation strategies.
Objective. This study aims to examine the implementation and optimization of subjective well-being as a constituent of policymaking. Background. Subjective well-being, frequently considered in policymaking, has not been widely used and optimally implemented in Indonesia. Most of the policymaking processes only consider economic indicators and ignore immaterial aspects. Study design. This study employed a qualitative and case study approach. It involves the Statistics Indonesia and the Provincial Government of the Special Region of Yogyakarta as the data collection bases. In addition, it investigated the policy implementation and the factual application of subjective well-being. Measurements. The researchers collected the data through interviews, documentation, and focus group discussion. All the data were validated through triangulation. Result. The issue of happiness is rarely highlighted in policymaking. In fact, happiness is a component that is able to meet the psychological and spiritual needs of society. At the same time, this is supported by the existence of a GDP indicator that does not really represent the welfare of a region, and even is able to control people's satisfaction through policymaking. The Special Region of Yogyakarta is one of the areas that is suitable for pilots in implementing the issue of happiness in policymaking, although in practice there are still variables that are not in line with the planning process document. This pilot pays attention to immaterial supporting elements such as policymaker agreements, social inclusivity, cultural capital, and social capital. The Special Region of Yogyakarta, which has also implemented considerations on the issue of happiness, has shown positive significance in the aspects of people's lives. Conclusions. This study concludes that the variables on the happiness index are not affiliated with several planning documents in the Province of the Special Region of Yogyakarta. Therefore, studies regarding the happiness aspect, for example, welcoming inclusiveness in the Special Region of Yogyakarta, are essential. In addition, the cultural aspect, especially the society’s acceptance of material aspects (life satisfaction), has contributed to the establishment of subjective well-being in the province. This study recommends further study of obstacles in applying the happiness index and subjective well-being in policy formulation.
The policy tools for implementing services for citizens to increase capacity, competence, and qualifications through distance higher education (DHE) are widely accessible. It is however unclear which methods the Government uses and can use to implement these DHE policies operationally for citizens to immediately obtain the benefits. Furthermore, the opportunities for citizens to continue to higher education are limited, as evidenced by the low gross participation rate (APK). This rate is around 34.5% due to factors such as policymakers’ commitment, policy implementers’ ability, inequality of access, and public knowledge about DHE. Information technology is a tool for implementing distance education that has a substantial systemic and constructive impact on dedicated students. Artikel ini terkait proses pengambilan keputusan kolaboratif dalam vertical collaborative governance dalam rangka meningkatkan kualitas pelayanan publik pada fungsi keimigrasian bagi masyarakat dan pemangku kepentingan lainnya disekitar area Tembagapura, pelayanan ini dalam rangka mempercepat kesejahteraan masyarakat serta kapasitas masyarakat setempat. Fokus didalam pembahasan terkait dengan tuntutan dan tantangan organisasi publik menjadi organisasi birokrasi yang lebih agile, akuntabel serta transparan ditengah era revolusi industri 4.0 dengan kompleksitas dan perubahan yang cepat terhadap tata kelola organisasi publik baru menjadi lebih kuat dengan penekanan pada pengambilan keputusan kolaboratif pada collaborative governance untuk pengguna layanan publik tersebut. Menjawab tuntutan dan tantangan terhadap perkembangan tersebut maka diperlukan suatu keputusan kolaboratif sebagai jawaban atas aspirasi publik terkait dengan kegiatan pelayanan publiknya melalui penerapan praktik vertical collaborative governance dengan kemampuan menciptakan iklim kepercayaan serta fasilitasi hubungan. Sebagai bagian dari pelaksanaan collaborative governance yang tertuang pada protap dan juknis pada Kementerian Hukum dan HAM RI serta perkembangan ditengah masyarakat terhadap keterbatasan pelayanan keimigrasian yang dihadapi maka pengambilan keputusan kolaboratif antara pemerintah dengan pemangku kepentingan didalam vertical collaborative governance untuk mencapai tujuan dari kolaborasi meningkatkan pelayanan keimigrasian di wilayah Tembagapura dan sekitarnya yang efektif, efisien dan akuntabel.Kata kunci: Keputusan Kolaboratif; Vertical Collaborative Governance; Pelayanan Keimigrasian; Fungsi Keimigrasian.
Abstract SIM-Siluhtan is website-based information system used as a media for reporting the implementing of the deconcentration program of agriculture extention (PDPP) in North Kalimantan Province since 2017. The research wasconducted in three districts, Bulungan, Nunukan, Malinau using data from 2018-2019 to decribe and analyze SIM-Siluhtan implementation policies in the implementing at the deconcentration program activities, as well as the factors that support and hinder the implementation and also the effort made in implementing. This study uses a descriptive qualitative method based on Edward III’s theory to describe and explore the fact that the implementation of public policy can be effective, depending on the four factors thae influence its success, namely communication, resources, disposition, and bureaucratic structure. The results showed that overall the stage of the SIM-Siluhtan implementation process with a span of control involving the provincial, distric and subdistrict /BPP levels were successful in achieving the performance target and by prioritizing the principles of transparency and publication in the policy implementation which is intensive with support of human resource capabilities of the implementer in carrying out their duties and aothorities so that collaboration and communication are build out which supported by publication of media communication, namely Facebook, WhatsApp, as well as adequate budged support and infrastructure, althouh not maximized due to technical contraints in the field.
