Relevance. The study of problematic aspects in the process of training civil servants in the post-Soviet countries is extremely relevant today. This is, of course, due to an active policy of retraining workers according to the European approaches. Thus, an examination of the problems currently impeding the effective training of civil servants will make it possible to find ways to address and improve them.Purpose. The aim of the work is to analyze the main approaches and tools that are used by post-Soviet higher education institutions in the process of training civil servants.Methodology. In the article used various scientific and methodical means, among which functional and system approaches, as well as the method of analysis and synthesis, comparison, deduction, generalization.Results. As a result of the research, both the theoretical and practical part of the question was revealed. Accordingly, in the first half of the work the essential content of the basic concepts and terms related to the studied topic has been determined, as well as their features and features have been disclosed. In addition, the methods and approaches underlying the training of civil servants in the post-Soviet countries were digging more into and their main disadvantages were identified accordingly.Conclusions. The practical value of the work lies in the fact that it can be used as methodical material for higher education institutions, and for the personal development of individual educational workers. Perspective direction for future research is consideration of modern programs, including remote ones, to improve the professional competence of civil servants and identify their main disadvantages.
The article shows that digitalization has changed every sphere of human life and reformed the social order in society, but at the same time, this process has contradictory consequences -digital inequality, an increase in the share of a new social class of the precariat, deprived of most social guarantees within the traditional institutional structure of state social policy. The purpose of the article is to comprehensively study the role of social policy in the process of digital transformation of society in Western countries and to identify, on this basis, the general and specific patterns of formation and implementation of social policy, changes in the political approaches of the state to the development of the social sphere, including in the context of globalization processes.
In a welfare state, an important role is played by the activities of municipalities in the provision of services in the field of social services. At the same time, the system of social services is partially or completely based on local structures, various models of organization of which have received practical implementation. Such models are based on various approaches determined by the features of the social support system inherent in a given country, the system of municipal government, and the territorial organization of the state. In recent years, in economically developed countries, the so-called transformational approach has been formed, which implies social work in the local community, that contributes to the empowerment of citizens with greater powers and the possibility of real influence, development and liberalization. Since this term is applied to most countries that are developing a model of the welfare state, it can be used both in theoretical developments and in the practice of social work in the community. It emphasizes the importance of democratic methods and tasks in the development of the local community, as well as the forms and methods of social work itself.
The article is devoted to the statistical analysis of tools, used for the assessment of the international competitiveness of higher education institutions. The analysis has been made based on the Webometric ranking of universities. The aim of the study is to review in details of one of the most important and widely recognized global rankings - Ranking Web of World Universities, determine the place of Ukrainian institutions of higher education in it, identify perspectives for further development and appropriate adjustment of their Web policy.University rankings as a modern information tool for education management have been studied. An analysis of the role of rankings as a mechanism for assessment of universities as educational and research centers has been made. The specifics of Webometric indicators and their impact on the global ranking of the world's leading universities have been analyzed using the professional statistical data processing program STATGRAPHICS Centurion XV.I and the principal components analysis. Based on statistical assessment, the reasons for insufficiently high rating positions of Ukrainian universities in the Webometrics system have been identified. Suggestions on improvement of the presentation indicators of Ukrainian universities in the Internet space, their lifting in the international rating according to Webometric criteria and the qualitative development of domestic scientific and educational school in the context of world trends have been developed. The results of the research can be used by the governing bodies and management of Ukrainian higher education institutions during the creation and adjustment of development strategies, as well as by other specialists who develop, implement and evaluate the state policy of Ukraine in the sphere of higher education.
The research highlights the peculiarities of the decentralization of power in Ukraine in the political and legal implementation aspect of the principle of subsidiarity. The objective of the study was to determine compliance with the political and legal aspects of the decentralization process in Ukraine based on global standards of the use of the principle of subsidiarity, during the implementation of decentralization reform. The research methodology is because the principle of subsidiarity is the main feature of the interaction of all levels of power. This premise is recognized in the European Charter of Local Self-Government and therefore means an urgent task in modern Ukraine. Financial decentralization, district consolidation, the creation of different but united territorial communities, changes in the administrative-territorial structure, ensuring the capacities of communities, the provision of public services in accordance with national standards must be based on the principle of subsidiarity. The information gathered makes it possible to conclude that the principle of subsidiarity is a barrier to the overly profound centralization of the state body and the separation of power.
The article summarizes the research for methodological approaches to the formation of a new system of regional public administration. The main purpose of this article is to study the current state of innovation in regional public administration, identify and overcome the problems of strategic plans implementation in the public sector of Ukraine. The systematization of literary sources and approaches to solving the problem of strategic plans implementation has shown that understanding of the continuous development of the system, as a supreme management function, still remains methodologically unfounded. The urgency of solving this scientific problem lies in the fact that the implementation of strategic plans for economic and social development of the regions remains poorly prepared at the tactical level, both within individual territorial units and the state as a whole. At the tactical level of regions strategy implementation, the project approach is used, but in many authorities the methodology of project management is not supported by professional application. The research of this issue is based on the identification of powerful capabilities of methodological support of project management and its actual application in the implementation of local government reform in Ukraine. Methodical tools of the research were methods of content analysis of legal acts, available reports and statistics in the field of local public administration, during 2015-2019. The object of the research is the All-Ukrainian competition of projects and programs of local self-government development, which is held annually by the State Fund for Regional Development of Ukraine. The article presents the results of the empirical analysis of the projects, which are the winners of the Regional Development Competition and financed by the state budget. The study empirically confirms and theoretically proves that there is an urgent need to increase the project competence of persons involved in the working-out of the program-target documents for the development of regions, especially in newly formed united territorial communities. The findings of the research may be useful to local governments and newly formed united territorial communities.
The article is devoted to the study of digital society's development in developing economy, on the example of Ukraine. The aim of the article is to research the real situation and to identify further ways of digital development in Ukraine as a developing economy, on the basis of the Foresight technology and opportunities of the Foresight technology to optimize the interaction of public authorities with business and civil society in the digital society. The scientific originality of the article is in the fact that the opportunities of the Foresight use for analyzing and estimating the digital development in conditions of social transformation have been identified. The practical significance of the article is that specific mechanisms and methods for the implementation of the Foresight projects, which can be applied in Ukraine at the regional level, have been determined. The identification of main priorities for the development of digital society in Dnipropetrovsk region of Ukraine became the result of the study.
