
The regulation of climate change risk is an important measure for China to achieve the goal of"carbon neutrality and carbon peak".Although China has built a legal regulation system for environmental risk at the macro level,and normative and functionalism have constructed different paths for regulating climate change risk,it is necessary to analysis the two paths at the micro level,in order to examine its adaptability to climate change risk.The normative mode of climate change risk regulation emphasizes the clarity of the legal regulation system,controls the regulatory subject formally,and pays attention to the role of judicial review;The functionalist mode of climate change risk regulation emphasizes the authorization of regulatory subjects,and identifies and manages climate change risks in the way of administrative self-control.In order to regulate climate change risk,in addition to the traditional way of solving the problem of"normalization"and"functionalism",there is also a third regulatory mode,that is,to overcome the inherent shortcomings and defects of both functionalism and normalization,and to integrate the two necessary:not only pay attention to the legal normative requirements of the normative mode,but also mobilize the initiative of administrative regulation under functionalism,and strengthen the judicial prevention function,and then improve the effectiveness of China's participation in global climate change governance.
The overall NDVI characteristics and precipitation sensitivity in the study area from 2000 to 2018 were investigated using NDVI images of urban agglomeration in central Shanxi basin in 2000,2005,2010,and 2018 as well as the climate data of China's surface cumulative annual value data set(1981-2010)in accordance with the method such as the geographically weighted regression model.As can be seen from the results,first,the overall NDVI pattern of urban agglomeration in central Shanxi basin,China has been changed and distributed along the topography in the shape of strip.Second,the spatial evolution of NDVI in the study area is varied significantly with the trend of expansion as a whole and a shrinking trend in some areas.Third,the overall precipitation in the study area presents a declining trend from the west to the east,while the NDVI precipitation sensitivity shows a decreasing trend from west to east.To be specific,the west and the east have a positive value of 1.3129 with strong sensitivity and a negative value of-1.0908 with weak sensitivity,respectively.The study results are expected to provide a scientific basis for restoring vegetation and formulating disaster prevention policies for urban agglomeration in Central Shanxi Basin.
Due to the late start of China's forest health industry,related research is lagging behind,which results in the inability to propose a corresponding path to enhance competitiveness.Based on this,the evaluation index system of provincial forest health industry competitiveness was constructed by using the Porter diamond model,and the Entropy-TOPSIS model is used to evaluate the competitiveness of China's provincial forest health industry,and the key influencing factors of the forest health industry competitiveness are identified by using the grey correlation analysis method,and the specific promotion path was designed.The empirical results show that the grey correlation degree between related and supporting industries and the competitiveness score of the forest health industry is the highest,which confirms that it is the key influencing factor of the competitiveness of the forest health industry.Therefore,government departments should vigorously promote the integration of cultural tourism,medical care,pension and other related industries with the forest health care industry;enterprises should strengthen the construction of forest health infrastructure and supporting facilities to improve the level of forest health services.
With China entering the stage of high-quality development,the issue of carbon emission has become a hot research topic.This paper analyzes the different temporal and spatial effects of per capita income on household indirect carbon emissions in western China.Based on the data of Chinese Family Panel Studies(CFPS)in 2016 and 2018 in the western China,this paper uses Regression analysis and Bayesian correlation analysis to study the relationship between per capita income and household indirect carbon emissions.The results showed that the indirect carbon emissions generated by the expenditure on food,housing and household equipment in the household consumption structure in the western China were relatively high.In 2016-2018,the per capita income and per capita household consumption indirect carbon emissions in the western China showed an increasing trend.There was a positive correlation between per capita income and indirect carbon emissions of per capita household consumption,and its correlation was gradually enhanced in time dimension.In the spatial dimension,the household indirect carbon emissions in Yunnan,Qinghai,Guangxi Zhuang and Ningxia in the western China were greatly affected by per capita income,while the household indirect carbon emissions in Guizhou was least affected by per capita income.Finally,the paper puts forward some problems that we should consider in the process of facing the per capita income growth and climate change:the collection of carbon tax,the optimization of household consumption structure,the research and development of low-carbon products,and the differentiated carbon reduction.
Carbon emission trading pilot policies were launched in seven provinces and cities,including Beijing,Shanghai,Tianjin and Chongqing in 2013.Carbon emission trading is of great significance to the development of green economy.Taking China's carbon emission trading pilot as a natural experiment,the dual difference method was used to explore the carbon emission reduction effect of the pilot carbon emission trading policy on the pilot areas in China based on the panel data of 30 provinces,autonomous regions and municipalities in China from 2000 to 2019.Propensity score matching,parallel trend test and placebo test were conducted to improve the robustness of the empirical results.It is found that carbon emission trading pilot policies significantly promote carbon emission reduction in pilot areas compared with non-pilot areas.This conclusion from the benchmark regression passed the robustness test,and the carbon reduction effect showed an increasing trend year by year.With the mediation effect test,the carbon emission reduction mechanism of the pilot policy was studied.The results show that the carbon trading pilot policy reduces the carbon dioxide emission in the pilot area by promoting the upgrading of industrial structure and technological progress.
The Beijing-Tianjin-Hebei region is the vanguard of economic development in northern China.Its manufacturing industry is more and more developed,but environmental pollution is also more serious.Based on the data of 13 cities in Beijing-Tianjin-Hebei region from 2017 to 2021,the paper verifies the impact of manufacturing agglomeration on environmental pollution.Both manufacturing agglomeration and environmental pollution are dependent on spatial distribution.Therefore,the paper selects spatial econometric model to study.First,the spatial lag model and spatial error model are constructed,and then the spatial lag model is selected through the results of OLS regression,LM Test and Hausman test,and the empirical process is carried out.Finally,the empirical results are analyzed and the conclusion is drawn.
Industry is the main industry of the real economy, the main body of scientific and technological innovation, and essential support for improving the quality and efficiency of the regional economy. In recent years, Guizhou's industry has achieved efficiency, motivation, and change by relying on three strategic actions:big data, significant poverty alleviation, and big ecology, which has promoted the development of Guizhou's s industrial economy. Guided by the ideas and concepts of high-quality development, this paper intends to construct the evaluation index system and evaluation model for the high-quality development of the industrial economy. This paper evaluates the high-quality development of the industrial economy in Guizhou Province from both vertical and horizontal aspects. Vertically, Guizhou in recent years in terms of big data, big ecology, and poverty alleviation strategy under the development trend is good;horizontally, among the four provinces and cities in southwestern China, Guizhou Province has the lowest average score in the past five years, and it is urgent to improve the talent policy and promote the upgrading of industrial structure. Finally, combined with relevant policies, countermeasures and suggestions are put forward for the shortboard of industrial development in Guizhou to promote the high-quality development of Guizhou's industry.
In the era of the digital economy, great changes have taken place in the production and trading of enterprises. The emergence of digital technology has brought new impetus to optimize the layout of industrial structures and transform the old and new kinetic energy. Combined with the 14th Five-Year Plan and the requirements of domestic and international dual-cycle development, we construct an evaluation index system for the efficiency of industrial supply-side structural reform from the five dimensions of benefit improvement, innovation-driven, structural optimization, ECO development, and people's liveli-hood benefit. Based on the data of Guizhou and Sichuan province from 2010 to 2019, the efficiency of industrial supply-side structural reform in Guizhou from the horizontal and vertical perspectives is evaluated by using the entropy weight TOPSISI model, and policy suggestions for industrial development in Guizhou are put forward. Results show that:(1) the level of industrial supply-side structural reform in Guizhou was on the rise since 2015, but the development rate had slowed in the past two years, and the gap was obvious with Sichuan;(2) there is a problem of insufficient development imbalance in Guizhou, which is lagging in four aspects, including benefit improvement, innovation-driven, ECO development, and people's livelihood benefit.
This paper analyzes the interactive process of the integration of ecological agriculture and cultural tourism industry from the aspects of rural tourism products, technology and market, and points out that the integration of tourism products constitutes the basis of industrial integration;The integration of technology plays a role in the whole process of industrial integration development;Market level integration is the core goal of industrial integration development. Then, it explains the driving factors of the integrated development of the two industries from two aspects:the relevance of the two industries, the diversification of demand and the diversity of investment constitute the internal driving force of the integration of cultural tourism industry and ecological agriculture under the background of rural revitalization;Multiple factors, such as policy guidance, economic drive and technological innovation, together constitute the external driving force for the integration of cultural tourism industry and ecological agriculture under the background of rural revitalization. On this basis, it puts forward the path of the integrated development of innovative cultural tourism industry and ecological agriculture from six aspects:first, the government actively guides and constructs a perfect policy support system;Second, the development of industrial projects create basic conditions for industrial integration;Third, to strengthen publicity and promotion, strengthen industrial integration and form brand effect;Fourth, to encourage scientific and technological innovation and provide technical support for industrial integration;Fifth, to build industrial alliance and help industrial integration through multi-dimensional cooperation;Sixth, to promote the construction of legal system and build a perfect market access system.
Under the background of public-private cooperation in environmental governance, there are conflicts in the value of governance subjects based on differences in objectives and behavior heterogeneity. From the perspective of value co-creation theory, the questionnaire data and correlation structure measurement linked list are used to investigate the internal mechanism of value co-creation behavior affecting government performance. The results of the study show that value co-creation behavior has a significant positive impact on government performance, and partnership plays a mediating role in value co-creation behavior and government performance. The study reveals that whether value co-creation behavior can affect government performance depends on the partnership among the government, enterprises and the public, and the participants realize the interest demands to form value co-creation behavior, and innovate the realization path to improve government performance. This paper expands the research perspective of the influencing factors of value co-creation behavior, deepens the value cognition of multi-subject behavior, and provides a theoretical reference for environmental governance and improving government performance.
Based on the comparative analysis of the coupling mechanism between finance, economy and ecological environment, this paper uses the coupling coordination degree and grey prediction model to measure the comprehensive evaluation value and coupling coordination degree of the financial, economic and ecological environment composite system of five provinces along the Silk Road in China from 2010 to 2019, and analyzes the evolution law of the coupling and coordinated development of finance, economy and ecological environment from the perspective of system coordinated development.The results show that:(1) The development of the financial and economic systems of the provinces along the Silk Road shows a relatively continuous and stable good trend, while the development of the ecosystem shows more obvious fluctuations.(2) In general, the overall level of the comprehensive evaluation of each system in the provinces along the route has shown a trend of improvement, but the level is not high.(3) During the investigation by provinces, it is found that the coordination level of the coupling coordination degree of finance, economy and ecological environment of each province is in three stages: moderate disorder, mild disorder, and imminent imbalance. However, Shaanxi Province has changed from imminent imbalance to barely coordination earlier, which indicates that there is regional heterogeneity in the three coupling coordination relationships among regions.(4) According to the calculation of the gray GM(1,1) model,the coupling coordination degree in Shaanxi Province will maintain a good upward trend and reach a intermediate coordination stage in 2023, while the other provinces will enter the barely coordination and primary coordination stages respectively with a slightly slower growth rate. Finally, based on the research conclusions, this paper puts forward some effective policy recommendations for the coordinated development of regional finance, economy and ecological environment, such as dredging the diffusion channels of regional financial resources, guiding market funds to participate in ecological project construction, and advocating the development of circular economy.
On the first anniversary of the implementation of the new regulations of Beijing Municipality on the management of domestic waste, to understand residents' views on the waste classification policy, the project conducted relevant investigation of the satisfaction of residents with the domestic waste classification policy in Daxing District of Beijing, China. Based on the analysis of the survey, this study uses the binary logistic regression model to explore the residents' satisfaction with the new domestic waste classification policy in Beijing and its influencing factors. The data from 398 valid questionnaires involve the demographic characteristics of residents, residents' cognition and views on Beijing municipal solid waste classification policy, and residents' satisfaction with Beijing domestic waste classification policy. The data show that the comprehensive satisfaction level of residents with the domestic waste classification policy in Beijing is quite high, up to 84.7%. Among them, the satisfaction level of residents with the details of the classification standards, the allocation of garbage cans, the publicity and supervision of the policy, incentive measures and the implementation process and effect of the policy is very high, exceeding 80% or even more than 90%. Through binary logistic regression analysis, we come to the conclusion that six factors significantly affect residents' satisfaction with Beijing municipal solid waste classification policy, such as residents' monthly income, household daily average domestic waste production, publicity of waste classification policy, supervisors' better understanding of waste classification standards, guidance of waste delivery by community classification supervisors, and convenience of waste classification process.
This study evaluates the ecosystem service value of Qingdao Luhaifeng Sea Ranch artificial reef area through the established meta-analysis value transfer model, and the results show that the total value will be 150 million yuan in 2022. According to the regression results of the meta-analysis, the types of ecosystem services, the types of pasture sediment, the population density of the pasture area, and the economic level all have a significant impact on the wetland value. The model in this paper passes the validity test, and the conclusions are the same as many current empirical studies. This shows that the benefit transfer method meta-analysis can save assessment labor, time and capital, and the decision-makers can make judgments quickly. Meta-analysis is an effective and fast ex ante evaluation tool. The reliability of the value transfer method of meta-analysis largely depends on the quantity and quality of existing studies and the establishment of mathematical models. It is necessary to expand the number of literature searches.However, the current evaluation method of ecosystem services in China has just started, so the government needs to encourage research institutions to evaluate the value of ecosystem services to provide more effective and abundant research literature.
SDA (Structural Decomposition Analysis) model was applied to analyze the driving factors of embodied carbon and SO 2 emissions transferred in Shanxi during 2007-2012 based on the input-output model from the perspectives of region and industry.The results showed that the change of embodied carbon emissions and embodied SO 2 emissions of Shanxi and other regions were hindered by the carbon (sulfur) emissions strength effect,but promoted by the intermediate (final) demand scale effect,the intermediate (final) structure effect and the input-output structure effect.The carbon emissions strength effect had a significant contribution to reducing the embodied carbon emissions transferred from industries in Shanxi to other regions.The intermediate (final) demand scale effect was the driving factor to increase the embodied carbon emissions transferred from industries in Shanxi to other regions.The sulfur emissions strength effect was the only factor that reduced the embodied SO 2 emissions transferred from Shanxi to other industries.The change of embodied carbon emissions from industries in other regions to Shanxi was hindered by the carbon emissions strength effect,but the input-output structure effect and final demand scale effect both increased the embodied carbon emissions from industries in other regions to Shanxi.The change of the embodied SO 2 emissions transferred from industries in other regions to Shanxi was inhibited by the sulfur emissions strength effect,but the input-output structure effect,the intermediate demand structure effect and the final demand scale effect were both the driving force effect of increasing the embodied SO 2 emissions transferred from industries in other regions to Shanxi.The corresponding suggestions and measures were put forward.
With the rapid development of the timber industry, illegal logging of timber and its trade have become an important issue for world sustainable development. Many governmental and private sectors have taken measures to ensure the legality of wood, and wood legality verification is becoming more and more common. Chinese wood processing industries are mainly centralized in the region of Jiangsu and Zhejiang. In this paper, a questionnaire survey is used to investigate the status of legality verification of wood processing enterprises in Jiangsu and Zhejiang. The results show that applying for timber legality verification is conducive to the increase in enterprise benefits, but due to different levels of management and technology application rate, enterprises have deviations in their understanding of different legality certification systems. High certification costs and insufficient awareness of legality verification have become the main obstacles to applying for timber legality verification of wood processing enterprises in Jiangsu and Zhejiang. Based on this conclusion, this paper suggests some policies to promote the legality verification of Chinese wood processing enterprises.

According to the essential features of urban economic strips, this paper is intended to point out that Chengdu-Chongqing strip has so far been an urban area in geographic or spatial sense, but not an urban economic strip in economic sense. On further basis of analyzing several problems existing in the development of Chengdu-Chongqing economic strip, some countermeasures are correspondingly put forward hereafter.

And after that, governments should make policies to spread construction of ecological enterprises, to construct ecological enterprises in legal system and conforming to the standard as soon as possibly. So that, the basic units of ecological economy that fit to the conditions of China will be set up.
