Yellow-label truck of the road transport industry in Zhejiang province possesses 98 , 000 through statis-tics.The governance and elimination of Yellow-label truck has the great significance to reduce the motor vehicle emis-sions and improve air quality in our province.Therefore ,the study of the introduction of effective governance measures and long-term mechanism is very necessary.Through analyzing the actuality of surrounding provinces and the Zhejiang province ,this paper discovered problems of elimination work of Yellow -label truck of the road transport industry in Zhe-jiang province ,proposed governance and elimination measures for Yellow-label truck in Zhejiang province.Meanwhile , the long-term mechanism of governance for the old and high-polluting vehicles is explored.

Semi-iterative Method is a normal and effective method of solving the linear algebra equation.It can often achieve a large improvement of the convergence.Convergence of semi-iterative method was discussed by Varga,Young and HU Jia-gan when iterative matrix is symmetric.In this paper,using Chebyshev polynomial and its properties,we obtain the convergence of semi-iterative method for a class of antisymmetric iterative matrix.Thus we extend the usual convergence condition to a new situation.
