在界定高校网络舆情发生的空间、主体、客体、传播模式范围的基础上,提出了高校网络舆情的定义;总结了高校网络舆情引发的群体性事件的四个特点,即舆情更易快速集结,舆情体现出大学生日益增强的公民意识,与公众舆情相比更易治理,舆情相对比较理性等;对已有网络舆情管理研究提出的治理发展模式及其可行性和困境等成果进行了综述,借鉴西方治理理论提出了高校网络舆情引发群体性事件的综合治理模型,即建立以"信息公开、对话、事后分析、决策"为流程的治理体系,对于信息不透明、制度缺失和政府不作为等类型的网络群体性事件,信息公开和对话可以增进政府与社会的相互了解,分析和决策能够化解社会矛盾,从而从根本上预防或平息群体性事件。
通过访谈整理了我国高校网络舆情管理机制现状,推动高校网络舆情管理有章可循.目前,高校网络舆情管理主要由党委宣传部及其下属的网络舆情监控部门负责,学生工作部门和保卫部门参与,管理末端至宿舍、社团、班级等.管理策略为技术监控和人力引导两种主要手段.文章在现实基础上提出高校网络舆情管理可引进合作治理理论,倡导高校网络舆情管理从传统管理转变为合作治理,即高校管理者主导,以监控、引导、教育、协调等综合手段实现学生网民有序参与的网络舆情治理模式.
Although traditional environment monitoring indicators refer to a variety of aspects of environment,they are in lack of subjective indicators such as environment satisfaction and life satisfaction.In this study,11 689 citizens conducted a questionnaire called Satisfaction with Green Environment(SWGE)and Satisfaction with Life Scale(SWLS)in 10 representative cities in China.Results show that environment satisfaction rankings of the 10 cities from highest to lowest are: Kunming,Chengdu,Beijing,Shanghai,Wuhan,Xi'an,Urumqi,Harbin,Lanzhou,Guangzhou.Life satisfaction rankings of the cities from high to low are: Chengdu,Harbin,Kunming,Urumqi,Beijing,Xi'an,Shanghai,Lanzhou,Wuhan,Guangzhou.Different groups of people show differences in environment satisfaction and life satisfaction.Generally,females are more satisfied in environment and life than males.Older people are more satisfied with environment and life.Workers and peasants are the most satisfied groups in environment and life.Higher educated people feel less satisfied with environment and life.Majority(Han Nationality) people are a little bit higher than minorities in environment and life.The longer a person lives in a city,the higher satisfaction he(she)has in environment and life.In general,environment satisfaction and life satisfaction are low in 10 cities.There is still much room for improvement in green environment in China.Kunming and Chengdu are at the head of the 10 cities in green environment satisfaction and life satisfaction whereas Lanzhou and Guangzhou drop behind.Present study indicates that Chinese city residents are not sufficiently satisfied with their green environment.Scores of the 10 cities are all lower than 70(out of a full mark of 100).
A capacitor mismatch auto-compensation circuit has been designed and implemented for MEMS gyroscope differential capacitive sensing circuit. An in-chip capacitor array that controlled by the 7-bit SAR is selected to be connected in parallel with one of the gyroscope capacitor, making the two differential capacitors of the gyroscope equal. The compensation progress only takes eight periods of the clock at the start and will be turned off afterward automatically. The chip is fabricated in a 0.35um CMOS process. The test of the chip is performed with a vibratory gyroscope on the condition of a closed-loop control in the drive mode, and the measurement shows that the minimum capacitive compensation is 3.5fF.
A low power high speed Readout Integrated Circuit(ROIC) design for 320 × 320 IRFPA is proposed in this paper. The ROIC operates as follows: after integration phase, voltages on column bus of odd rows and even rows are read out alternately. And the results are sampled and stored alternately on two sample capacitors added at the output point of column CSA. When sample capacitor for odd row samples and holds data, sample capacitor for even row works as feedback capacitor of output buffer so that voltage stored on sample capacitor can be read out directly. In this design, each column has one low power charge amplifier, and output buffer's power is optimized. Besides, capacitance of sample capacitor is much larger than that of CSA's feedback capacitor, so the KTC noise is lower and the charge injection is suppressed while the output range is not impaired. This design is also applicable to window readout. The readout speed can reach 8MHz with power consumption lower than 50mW. A 320 × 320 ROIC with pixel size of 30 × 30 μm2 has been designed and fabricated with a 0.35 μm DPTM CMOS process under 5v supply voltage.
The paper presents a low-noise high voltage (HV) CMOS Interface ASIC designed for MEMS vibratory gyroscopes. A closed-loop control is realized in the driving mode. An in-chip level shifter is designed in the loop to achieve a high DC voltage level of 5V which can excite the gyroscope. A DC biasing method is adopted in the interface circuit to convert the amplitude-modulated capacitive signal into voltage. The chip occupies 2.5 × 2.0 mm2 in a 0.35 μm 2P3M BCD HV process, which offers buried layer and high voltage N-well isolation to block out the potential coupling noise. Simulation results show that the drive axis can accomplish a closed-loop self-oscillation of the MEMS gyroscope.

中国公民政治参与在中外学术界广受关注。关注公民的态度、情感等心理倾向,对于理解公民在既定制度与政策背景下参与或不参与尤为重要。基于全国范围的调查,运用逻辑斯蒂回归和序列变量逻辑斯蒂回归分析方法,对影响中国公民投票和政治参与行为的诸多心理因素进行分析,发现并验证政治效能感、信任、权威人格等政治心理因素在中国公民政治参与特别是在投票和其它政治参与行为中的作用差异,以期探索和发现政治参与的中国命题。
A highly efficient approach to improve PSRR behavior of Kuijk BGR topology is derived though small signal transfer function analysis and, a BGR circuit has been designed and fabricated on standard 0.5μm CMOS technology to verify this method. This thought greatly relieves the trade-offs of BGR circuit design among power consumption, PSRR performance, area and etc. This BGR circuit consumes 3μA current at 5V single power supply, with >130 dB DC PSRR performance, occupies an area of 350μm×100μm, and is of self-biased characteristic with 2~6 V work supply voltage range.
A CMOS ASIC has been designed and implemented for readout and control of MEMS vibratory gyroscopes. A low noise design is achieved by using the technique of sinusoidal chopper stabilization with a chopping frequency of 2MHz, which will effectively suppress the low frequency noise. A closed loop control method in driving mode is presented. The Chip is fabricated in a 0.35µm standard CMOS process with an area of 2.5×2.5mm2. The test is performed with a vibratory gyroscope on the condition of closed-loop control, and the measurement result shows a detecting resolution of 6aF in 100Hz bandwidth from a single 5V supply.
本文通过对全国四级地方政府公务员的实证调查,运用统计学分析方法得到结论:电子政务水平与决策民主程度之间的相关性显著。即在实际工作中,电子政务的应用对于决策程序的民主化有着确实的推动作用。数据也显示出电子政务发展中存在的问题,主要是形同虚设、使用率低,没有真正发挥电子政务扩大公众参与和信息公开的作用,只有半数的地方政府部门在决策程序中有效实施公众参与和信息公开。因此,需要进一步提高我国电子政务的使用率,为地方政府的民主决策程序提供一个有效的途径。
Based on the data of Survey Research on Situation and Reformation of Administration System in China by the National Philosophy and Social Sciences Foundation Monumental Project,this article builds a Logistic Regression Model between local government behavior and policy interest orientation.The model verifies that local governments will realize their own interest and protect some special interests as well to maximize the public interest.When not satisfying the higher assignments,the local governments who regard public interest as first are more likely to reflect their problems and difficulties to the higher level government according to law.On the verification,the article reaches the conclusion that it will contribute to prevent unfair policies and protect public interest if we standardize the coordination function and build an interest expression institution between governments at higher level and at lower level.
