现阶段,由于各级政府的权责不清和非均衡的制度安排等原因,使得农村公共产品未能实现有效供给。分析了农村公共产品供给失衡的原因,提出完善农村公共产品的思路和配套措施。

在节约型社会视角下,社会资源配置中起主导作用的政府本身的成本问题广受关注。由于政府机构的膨胀、不合理的行政行为及财政体制方面存在不足,导致政府成本居高,因此降低政府成本在转变政府职能、倡导节用意识及建立法治的公共财政方面都是可行的路径选择。

Post-related consumption is the cost for the government's normal operation.Like a double-edged sword,the consumption is good for the sound running of the society if properly managed.If not,it may lead to the great loss of financial fund.Thus,the reformation of the post-related consumption system waits no time.To effectively constrain the consumption of public servants,so that the administrative cost can be lowered while efficiency improved, the reformation needs systemization,monetization and standardization.

In this paper, the forms of the marketized reformation of state-owned hospitals have been concluded. The main problem is that both the government and the market haven't give a full play to respective function. The solutions are on the basis of strengthening the responsibility of the government, readjusting its position and promoting the zeal of the market.
