Sea-air joint search and rescue(SAR)is an effective way for saving pilots in distress. This paper explores the characteristics and requirements of joint SAR for pilots in distress at sea,and in view of the existing problems of maritime SAR,it puts forward countermeasures to improve the sea-air joint SAR capabilities,including establishing a more efficient sea-air joint SAR mechanism,strengthening training in real combat conditions of sea-air joint SAR,and improving the capacity building of SAR special equipment.
近年来,我军大型水面舰艇在多样化军事行动中肩负着重要使命,其任务范围从近海延伸至远海,海上环境更为复杂,安全形势更为严峻.因此,提升大型水面舰艇医务人员应急医学救援能力尤为重要.本研究基于对大型水面舰艇批量伤员应急医学救援训练现状及需求的调研,分析存在问题并提出对策建议.
In light of the practical difficulties in setting up a training environment for the search and rescue (SAR) of man overboard, the paper constructed a simulation platform for the SAR training based on refined modeling and high-precision virtual simulation technology. Then, the paper illustrated the details of the platform, namely, responsibility of each post, technical design, functions, and key technologies, which, therefore, provided technical support for scientifically and rationally carrying out SAR trainings at sea.
Equipment for maritime joint search and rescue (SAR) is the hardware basis for joint SAR operations at sea, and its level of development is a decisive factor of the joint SAR capability. This paper introduced the maritime SAR equipment systems in the US, UK, and other major maritime powers, and analyzed the present situation and the existing problems of China’s maritime joint SAR equipment system. The paper also put forward suggestions for the future construction of China’s system, namely, developing new SAR equipment, enhancing the SAR capability in the middle and high seas under complex meteorological conditions, which could be of some reference value to the construction of China’s SAR equipment system.
按照我军发展战略,为进一步提高远海作战能力,大力发展以核动力航母为代表的新质作战平台,打造以核动力航母为核心的新型海上作战群是必然趋势.通过分析核动力航母编队卫勤保障特点及美军核动力航母编队卫勤保障对象、力量构成和保障能力,对未来我海军核动力航母编队卫勤力量建设提出思考和建议,有利于我军新质作战力量卫勤保障能力的发展和提高.
随着军事任务的拓展和军事行动样式的变化,海上机动卫勤力量要求同时具备军事斗争及非战争军事行动的卫勤保障能力,以应对多种安全威胁、完成多样化军事任务。兵棋推演是在室内进行的一种模拟推演,在国外已广泛应用于灾难救援训练中,而国内对此方面的研究还不够深入。基于此,本文对应用兵棋推演进行灾难救援训练的现状进行综合介绍,并对我军海上机动卫勤分队的模拟训练前景进行展望。
Major maritime countries regard the joint maritime search and rescue (SAR) system as a complex systematic project and have been building it in that way. This paper analyzed region-based joint maritime SAR systems at home and abroad, pointed out existing problems in China’s current maritime SAR system, and put forward five suggestions for building a joint air-sea SAR system based on maritime region division in China, namely, optimizing division of maritime SAR region, straightening out chain of SAR command and coordination, strengthening professional SAR forces, enhancing air-sea SAR trainings, and perfecting laws and regulations for maritime SAR.
The emergency medical rescue for nuclear accidents in nuclear submarine is a major challenge to Chinese navy. In this article, we studied the construction demands for nuclear submarine emergency medical rescue, compared the development of equipment technology and the current status of nuclear submarine emergency medical rescue training in China and other countries, analyzed the unsolved problems in China and the gap between China and the countries with more advanced development in terms of nuclear submarine emergency medical rescue, and put forward suggestions for the future construction goals and plans for the rescue system.
The search and rescue system for the person in distress in deep sea operations has the characteristics of high efficiency of joint command, flexible and diverse methods, systematic equipment, and highly targeted training. This article focused on the operation platform of deep sea operations, analyzed the characteristics of accidents in deep sea operations and the requirements of the joint rescue from the aspects of recue force, command, equipment, technology, etc., and put forward a preliminary action plan for constructing the search and rescue system for person in distress in deep sea operations, so as to contribute to the construction of search and rescue system for people in distress in deep sea operations.
