The article presents the concept of an anti-crisis adaptive digital model of higher education institution management in the context of sustainable development of the smart economy. The proposed model combines tools of digital transformation, logical-linguistic analysis and cybernetic modeling to create a functionally reliable, flexible and institutionally stable management system. Particular attention is paid to the analysis of modern challenges, such as digitalization, demographic crisis, financial instability, as well as political and environmental factors. The study proves that the use of the fuzzy set method allows you to effectively take into account the uncertainty and dynamics of the external environment, which contributes to making strategic decisions in conditions of complexity and multifactoriality. The model is focused on strengthening the role of higher education as a driver of sustainable development, as well as on increasing its competitiveness in the global space.
Ukrainian higher education institutions operate in a highly volatile environment shaped by digitalization, economic instability, demographic decline, and persistent external threats. Ensuring their sustainable development therefore requires systematic strategic analysis that captures environmental complexity, institutional constraints, and long-term transformation challenges, rather than relying on linear planning models. This chapter aims to provide a comprehensive strategic assessment of HEIs’ sustainable development in Ukraine by identifying key external factors, examining their interactions, and substantiating adaptive development strategies under uncertainty. The methodological framework combines PEST analysis of the macroenvironment, cognitive modelling with fuzzy cognitive maps, expert evaluation with consensus testing via Kendall’s coefficient of concordance, and SWOT analysis. The empirical base includes expert surveys involving representatives of academia, university management, and public administration, supplemented by case studies of universities with different ownership forms. The results show that political and economic factors exert the strongest influence, particularly regulatory instability, funding constraints, inflationary pressures, and demographic trends. At the same time, technological and socio-cultural factors, especially digital transformation, internationalization, and changing educational demand, provide notable development potential. Cognitive modelling confirms that external drivers interact in complex, mutually reinforcing ways, with combined effects outweighing isolated influences. SWOT analysis reveals substantial differentiation in institutional capacities and supports differentiated strategies, including integration-oriented growth, diversification, vertical integration, and crisis-adaptation pathways. Overall, sustainable development of Ukrainian HEIs depends on integrating digital transformation with institutional adaptation, strategic flexibility, and alignment with the European Higher Education Area.

The article considers the value of forecasting the net income from the sale of products in innovative eco-projects through the lens of modern mathematical models. The obtained data demonstrate a significant influence of social and technological factors on the economic results of enterprises in the sector of ecological products. The use of mathematical models emphasizes the importance of an adaptive approach in project management, which allows more accurate consideration of the specifics of market conditions. The forecasting results indicate a significant potential for sustainable development of entrepreneurial potential, where innovative technologies become a catalyst for economic growth. The proposed approach emphasizes the need for science-based solutions in the field of innovation management and promotes the integration of smart technologies into the bioeconomy, which is critical for ensuring environmental responsibility in the modern business environment.

Introduction and purpose of the study. Solving the problem of ensuring the compliance of Ukrainian higher education with the current and future needs of the development of the national economy and society involves solving a number of interrelated tasks: assessing the state of Ukrainian higher education and science at the current stage; management problems of education institutions, marketing activities and increasing the competitiveness of Ukrainian institutions of higher education, which would allow to enter the world market of educational services; analysis of state management and regulation of the education system and innovative development of the field of higher education; outline of theoretical issues of modeling the processes of using the potential of the knowledge economy of society as a whole. The center of the development of innovations and the implementation of scientific research is the system of higher education of the state. According to the systemic approach, scientific activity in higher education is a system consisting of the following subsystems: carrying out scientific research, training academic staff, creative activity of participants in educational activity, publicizing the results of scientific research and implementing the obtained results in the educational process. It is the use of a systemic approach that will help improve the quality of higher education and increase the competitiveness of domestic institutions of higher education at the international and national levels. The aforementioned outlines the relevance of this study and reflects the purpose of this article as determining the effectiveness of the scientific potential of the higher education system of Ukraine and determining the impact of factors on this effectiveness. Research methods used: the method of induction in the implementation of formal-logical generalizations; deduction method for obtaining intermediate (partial) conclusions based on the analysis of the nature of the general process; method of abstraction to locate and identify significant trends in economic processes; correlation analysis to determine the most significant factors affecting the level of GDP formation from professional, scientific and technical activities; regression analysis to construct a linear multiple regression. Special software and technical tools were used for modeling: MS Excel, Statistika10. Results. It has been proven that the effectiveness of using the scientific potential of the higher education system depends on the effectiveness of training academic staff, the level of financing scientific and technical activities of the higher education system, the publication activity of scientists and the number of patented inventions. In the process of analysis, it was proven that the level of GDP from professional, scientific and technical activities depends on changes in such factors as: the number of graduate students who completed graduate studies with the defense of theses; the number of doctoral students at IHE at the end of the year; the number of scientific and technical works performed by institutions of higher education; publishing activity of higher education: printed monographs and articles in scientific journals published in the Scopus scientometric database; the number of received patents for inventions. The obtained multiple regression equation makes it possible to predict the size of GDP from professional, scientific and technical activities at the specified sizes of the specified factor characteristics. Conclusions. The development of the scientific potential of the higher education system largely depends on balanced state, regional and domestic policies. Currently, in the conditions of a full-scale war, institutions of higher education receive smaller amounts of real funding for scientific activities, therefore it is important to develop a strategy for the development of the higher education system of Ukraine, which would be aimed at ensuring the development and competitiveness of domestic institutions of higher education in the conditions of globalization. The article considers the specifics of the organisational and managerial design of financial and human resource support of innovative agribusiness. It is established that the scientific literature does not sufficiently cover this issue. The tools, methods, principles and models of such design need to be clarified. It is emphasised that the forecasting of the level of security of financial and human resources in the organisation is an important aspect of strategic management, risk diversification and socio-economic development of both a single subject of entrepreneurial activity and the state as a whole. It is proposed to carry out the above forecasting using a combination of quantitative forecasting methods. The results of forecasting the security level of organisational and managerial design of financial and human resources of innovative agribusiness obtained in the article showed almost positive dynamics of the phenomenon under study, but we should not expect stability and permanence of this trend due to significant fluctuations in the external environment.
The dynamic development of modern pedagogical science is characterized by the search for basic approaches to building the educational process in higher education. It is aimed at educating and training a professionally competent, proactive, creative specialist with highly developed personal and creative skills. Such a specialist should be endowed with a sense of duty and responsibility to society. Moreover, he or she must be able to quickly adapt to the modern world, characterized by an increased role of the individual, and intellectualization of his or her activities in the face of rapid changes in the development of science and information technology. The article aims to identify the patterns and clarify the main vectors of higher education development, given the conditions and current requirements. In the course of the study, the analytical method was applied to study the scientific literature on the development of HEIs. To study and process the data, the authors employed such methods as analysis, synthesis of information, induction, deduction, systemic and structural, comparative, logical, and linguistic methods, abstraction, and idealization. Moreover, the authors of the study conducted an online survey to clarify the most important issues related to the peculiarities of the development of HEIs practically. Based on the results of the study, the main most important vectors of higher education development were identified, and the opinion of scientists and heads of HEIs on key practical aspects of higher education development was investigated.
To ensure the economic security of companies, it is necessary to introduce a risk management system based on the use of various tools, especially financial ones. The purpose of the article is to scientifically substantiate the paradigm of integration of the risk management mechanism into the system of economic security in companies on the basis of risk-oriented management. The main study method was an online survey of 50 Polish companies in January–April 2021 using a developed questionnaire consisting of 40 questions. According to the results of the expert survey, it is determined that regardless of the type of economic activity of the enterprise, the main goal of introducing risk-oriented management is to preserve assets and increase the efficiency of financial and economic processes. The introduction of risk-oriented management is perceived as a tool to increase the value of the company and ensure the achievement of strategic goals. Fraud is a significant risk to the state of economic security for modern enterprises. To prevent the fact of fraud, taking into account the specifics of the operation of companies, it is suggested to conduct an annual examination. As a result, the suggested procedure should include an audit (audit of financial statements, forensics, transition to international financial reporting standards, audit of systems and processes), assessment (assessment for audit and reporting in accordance with international financial reporting standards, risk management assessment in accordance with international standards, assessment of the effectiveness of economic security), tax analytics (identification of tax risks, analysis of compliance with tax legislation, tax audit), and a due diligence procedure for investment objects.

Fastovets Kyiv National University of Technologies and Design, Ukraine SELECTED ISSUES OF ASSURING QUALITY IN HIGHER EDUCATION IN UKRAINE IN MODERN REALIA The article seeks to discuss important implications of higher education quality in various society areas of – politics, management, pedagogy, economics, etc. Insights on international best practice convincingly demonstrate that assuring high quality of education and enhancing its further development are the key governance and public administration priorities in all developed countries. It is argued that the quality of life is greatly affected by the level and quality of education. Moreover, it is highlighted that Ukraine has built a robust institutional paradigm of the education system and its governing bodies which focuses on retaining and accumulating strong human capital and research potential. Among the shortcomings in the implementation of the education quality assurance process, the study has identified the following: weak links in the relationships between higher education institutions and business; immaturity of monetization system for university students in the context of their cooperation with private companies; lack of university involvement in promoting the creation of business incubators, science & technology parks, technocities, etc. Apart from that, the findings have revealed significant imbalances in the national economy that translate into the supply shortage in certain occupations and labor market surplus in other professionals, along with displaying another negative trends associated with the processes of skilled workforce migration from rural areas to more developed cities and regions, or the outflow of the working-age population abroad. In turn, labor migration challenges drastic demographic changes that according to statistics, negatively affect the number of higher education applicants. A special emphasis is placed that the national higher education system is facing serious competition from higher education institutions of economically developed neighbouring countries that offer educational services in prestigious high ranked universities, as well as create ample scholarship and grant opportunities to international students. Thus, from the tuition fee perspective, domestic HEIs are often far behind their European counterparts, too. The study presents an in-depth analysis of the range of various impact factors affecting the education quality, the most essential of them are reported to be the legal and regulatory framework for higher education; government policy for higher education management; higher education funding rates; labor market saturation; the effectiveness of quality management tools in rendering educational services, etc.
Introduction. The special role of strategic management of human capital in the implementation of the mission of the enterprise is proven. Human capital is the driver of the company's development, the main alpha-stacker of business processes, which creates additional value at the micro-level of the economy. It is the strategic management of capital, first of all, human capital, that allows the enterprise to achieve the strategic mission of the enterprise's functioning. The purpose of the paper is critical evaluation of existing methods of evaluating human capital in the system of strategic management of the enterprise. Results. The elements of the structure of human capital are considered: abilities, deployment, development, skills. Existing traditional methods of evaluating human capital at the enterprise are analyzed. A model for evaluating the human capital of the enterprise was built, taking into account the elements of human capital and age. It was determined that it is the combination of quantitative and qualitative assessment that makes it possible to eliminate the shortcomings of traditional assessments of human capital. Conclusion. Numerous studies and publications pay attention to the evolution of human capital, its evaluation in the strategic management system of the enterprise. From a conceptual standpoint, human capital does not have sufficient explanatory power, the assumption that the effectiveness of economic and social development largely depends on human capital is almost unanimously accepted in scientific circles. Hence, there are also corresponding concerns of the academic, business and public business community regarding the assessment of human capital and the impact on enterprise development. In this context, it is necessary to evaluate human capital at all levels of the life cycle of an individual.
and will be improved at the level both of theory and practice of economics.There is no doubt that the provisions of sustainable development have influenced the accounting system and were offered as fundamental in the development and implementation of modern concepts of its development in the world.The result of the influence of the provisions of sustainable development in the national accounting system is the introduction of a new mechanism for the disclosure of information about the activities of enterprises -sustainable development reporting.Its place in the modern accounting system is not defined, therefore, in some cases, these statements are beyond the scope of the accounting system, and in others -they are considered to be one of the types of financial statements.However, in all cases, sustainability reporting and the accounting system are interrelated.It is these interrelationships that have been little studied and require theoretical substantiation and the development of organizational and methodological provisions.
This article provides an assessment of the staffing level in Ukraine’s education system by the following criteria: number of academic and teaching staff dynamics for higher education institutions of Ukraine (III–IV accreditation levels) and their concentration by regions; the dynamics of postgraduate and doctoral programs performance indicators and research degree students concentration by regions; the structure (the ratio) of full-time employees in the area of education against the overall employment structure by types of business activity; employee movement indicators in Ukraine’s education system. A comprehensive integrated assessment of quantitative and qualitative dimensions of human resources is critical in terms of reflecting the current state and trends in the education system development. Based on the evaluation results, it is revealed that the number of academic and teaching staff in education institutions tends to decrease over the years, as well as the number of employees having research degrees and academic ranks. The negative downward trend has also been observed in the number of postgraduate students in the analyzed period. It is reported that the highest concentration of personnel engaged in higher education is observed in the city of Kyiv, Kharkiv, Lviv, Dnipropetrovsk and Odessa regions. The Analysis of employee movement in the education sector showed that in 2018, the intensity of education staff inflow exceeded the intensity of its outflow, which is a positive trend that contributes to reducing the load per vacancy. To retain and enhance the staffing capacity, it is recommended to reduce the academic workload for University teaching staff as an incentive to facilitate their further realization as researches; create sectoral clusters with the involvement of education entities that will contribute to increasing funding for research and technological development; to motivate more active participation of higher education institutions in a range of international research programs, grant and scholarship schemes and competitions which will help to boost academic staff mobility and exchange of best practice among international partners.
The proposed grade in the entrepreneurship education system of professional activity assessment of the corporate staff consists of the following steps: preparative step; carrying out the questionnaire and processing the results; ranking and reporting. The constructed matrix of paired comparisons of positions allows to determine descriptive levels for the factor of employee management. Based on ABC-analysis the ranking of the corporate staff department and measures for the professional development of the personality of each group are determined.
As a part of the study of the social component of sustainable development reporting, the mechanism for recording of its indicators were improved. On the basis of this, directions for accounting support were outlined and a classification of social activity expenses was given, dividing them according to reporting objects in the context of indicators of sustainable development reporting. This allowed us to identify the objects of accounting for the social activity of the company. Improvement of reporting as the basis for information support of the process of formation of indicators of the social aspects of sustainable development reporting took place as the proposed form of an internal report (Report on social activities), which is reasonably prepared to summarize the social aspects of business entities. This allows the assessment of social activities on positive and negative impacts on society, labor relations, human rights, as well as to obtain reliable and timely information for the formation of indicators of sustainable development reporting. The proposed procedure for carrying out the procedure for the reporting of sustainable development verification can be adjusted in accordance with the main strategic indicators of the company development, current policies, as well as the guidelines approved by the social reporting indicators.
A new paradigm for economic development of higher educational institutions of Ukraine requires appropriate institutional support.The reality of domestic transients is the imperfection of institutions, which corresponds to the mixed economy of market type and adequately represents the norms and stereotypes of behavior in the spheres of income distribution regulation, employment, social security, health, education.The purpose of the paper is to study the role of educational production as a determining factor in economic development of society.Methodology.In the researching process general scientific and special methods of the studying processes and facts were used in their correlation and development.Among them: monographic -in the forming of the research subject and object; induction and deduction -in the determining of the means, objects of the labour and factor of educational production; the method of the systematic studying the business processes -in the determining of the interaction of the main components of the educational production.Results.The cause of any production is needs availability.To meet his needs the person should enter into business relations with other people that is the basis of market relations.A key resource of the economy, the main engine of development perform is the knowledge which is also an important criterion for successful adaptation of a man in society.Accordingly, in society, the role of education as a sphere of production, exchange, consumption of knowledge is increasing.The received knowledge, skills and other competences by the individual is the end result of educational process.Knowledge is one of the main elements of intellectual property and intellectual capital, and it contributes to the development of the macroenvironment, namely, labor and scientific potential of the state.Each high school, its scientific and innovative activity, its financial bases of development, depends on the efficiency of using new knowledge.Value/originality.It is established that the main components of educational process are: at the macro level -the needs of society, state, educational environment and resources; at the micro level -activities in the field of education and science, individual, scientific and pedagogical workers, the interaction of whom leads to the transmission, assimilation, augmentation and use of knowledge, skills and other competencies.
