105Rh is one of the promising beta-emitters for therapeutic purposes in nuclear medicine, but its use is limited, due to in part its low availability, which dictates the search for new effective ways to produce it. In this work, the radionuclide composition of a PdCl2 target irradiated by bremsstrahlung photons is determined and a method is proposed for recovery carrier free 105Rh from it using a commercial DGA sorbent, which ensures a high degree of purification of the target isotope. In future, the studies carried out may contribute to the practical application of 105Rh to nuclear medicine.
This article is dedicated to the role and significance of the Iranian proxy-groups in the system of international relations in the Middle East and national security structures of the Islamic Republic of Iran. The relevance of this work stems from significant increase of the Iranian influence in the region over the past ten years. The article includes research of the activity of Iranian proxies in specific countries (Lebanon, Syria, Iraq); analysis of their genesis and increasing political activity; research of their influence on the augment of conflict potential between Iran and Israel; analysis of these groups’ functions in the system of national security of Iran. The author of the article points out, among other factors, that the Hezbollah movement in Lebanon has considerably strengthened its positions in the recent years due to a number of reasons, first of all, the movement’s victory in the military conflict with Israel in 2006. The second reason is various political alliances and coalitions with other Lebanese parliamentary parties; the third one is considerable military experience obtained by Hezbollah in the civil war in Syria (2013–2019). The author also emphasizes Hezbollah’s significant influence in the military and political spheres of Iraq, which are held by the pro-Iranian “Al Khashd al Shaabi” created by Shi‘a parties. In conclusion, the author provides a review of these groups’s relations with Iran and their prospects. The Iranian proxy groups play a significant role in the national security of Iran. Taking Iran’s confrontation with the US, Israel and Saudi Arabia into account, these groups are providing deterrence against probable aggression of the US and Israel towards Iran.
The paper presents the results of a comparative legal study of the texts from the constitutions belonging to the member countries of the Commonwealth of Independent States to identify guarantees of legal voting right in them. The study was built based on a dialectical approach to disclosing legal phenomena and processes using general scientific (systemic, logical, analysis, and synthesis) and particular scientific methods. Based on the classification method, the sought guarantees were identified, named, and characterized in the following varieties: constitutional sovereign, electoral constitutional with a subdivision into the material (general and particular) and procedural (restrictive and technical) types, and institutional guarantees implemented by special and constitutional control entities as well as standardizing constitutional types. Within this working framework, the authors present the results of the comparative study devoted to the constitutions of the CIS member states in connection with the identification of guarantees of legal voting right in them. So far, no such comparative study has been conducted to identify the securities of the right to vote in the member states of the Commonwealth of Independent States.
The results of one-sided treatment of polyvinyltrimethylsilane (PVTMS) films using low-temperature air plasma are presented. The treatment was carried out at 25 degrees C in air at a pressure in the reaction chamber of 10-25 Pa and a processing time of 10-60 s. The surface of the plasma-treated PVTMS films was analyzed by X-ray photoelectron spectroscopy and atomic force microscopy and the contact angle values determined. The effect of the plasma conditions, such as the treatment time and the pressure in the reactor chamber, on the transport properties of the modified membrane for He, O-2, N-2, CO2, and CH4 were investigated in detail. The permeability of all plasma-treated PVTMS films for the studied gases except for He was found to decrease depending on the modification conditions, leading to an increase in selectivity for such pairs as He/CH4, CO2/CH4, and O-2/N-2. The selectivity of the modified PVTMS achieved a maximum value when the films were treated with plasma for 20-40 s at a chamber pressure of 15-20 Pa. The effective diffusion coefficients of the studied gases were obtained experimentally. It was shown that the volumetric diffusion of gases, particularly O-2 and N-2, in PVTMS before as after plasma treatment is described by the classical diffusion equations. The theoretical approaches to the influence of boundary conditions on selective gas transfer through polymeric membrane are considered. To estimate the prospects for the long-term use of membranes based on modified PVTMS, the stability of the parameters gas permeability and selectivity of the modified samples was investigated over 9 months. It was shown that the modification of PVTMS by the method of low-temperature plasma in air is a promising method for expanding the spectrum of membrane processes based on existing commercial membranes.
The article is devoted to current issues of lesson design based on student expected learning outcomes. One of the distinctive features of recently approved new Federal State Educational Standards for primary and basic general education is refined and detailed requirements for the expected educational outcomes. In this regard, tools for the teacher to develop those outcomes in order to plan a lesson or a study course in a logical way taking into account the educational interests of students are in dire need. The authors of the article consider the Understanding by Design model as such a tool, since this framework makes it possible to design learning outcomes (distinguishing between understanding, acquisition and transfer goals) and direct the learning process towards desired results. The article provides theoretical foundations for the development of an instructional design model, examines the stages of the design of learning outcomes, the selection of study activities and the identification of teaching strategies. A description of the first stage of design — the design of the expected learning outcomes according to different facets of understanding and of the acquisition and transfer goals — is given in detail.
Original approach to assessment and evaluation of financial effectiveness of an investment project in state area via the life-cycle cost has been proposed. For long-term and capital-intensive projects, such as the construction of social infrastructure facilities with mixed public-private capital, the cost of the project life cycle, which expresses the material assessment of the costs of participants during the cycle of creation and maintenance of the construction object, is a complete and objective financial assessment of the project results, the effectiveness of which is determined by compliance with the target level. Knowledge of the full life-cycle cost in absolute and relative form, as well as its structure, enables execution of the project in the lowest cost form, thus ensuring the most effective investment decision. An economic and mathematical model for calculating the cost of life cycle costs in base and current prices, as well as an analysis of the factors forming it have been presented in the paper.

In this study, we investigated the effectiveness of lithium citrate in the prevention of stress conditions in chickens and chicken breeders cross Hubbard F15 with different levels of stress sensitivity of the stimulus threshold and suprathreshold strength. To determine individual stress sensitivity of chickens and hens used method is to model the local adaptation syndrome by intradermal 70% solution of turpentine in the area barbs at a dose of 0.1 ml and evaluation of response to the severity of symptoms of acute aseptic inflammation 24 hours after placement tests. Turpentine test in addition to the prognostic value used as a model to study the stimulus threshold of stress on the chickens. As a result, found that the cost-effectiveness of lithium citrate for stress-sensitive chicken is 2570.75 rubles or 17.6 rubles per 1 ruble invested costs for stress-resistant chickens 366.75 rubles or 2.5 rubles per 1 ruble of embedded costs. Lithium citrate at five times the introduction into the body has no effect on egg weight, which confirms the lack of impact on the processes of lithium citrate, egg formation and mineral metabolism during short-term use of chickens in prophylactic doses. Transportation is a powerful suprathreshold stimulus for chickens, as indicated by the observed clinical signs, changes in leukocyte profile. Pronounced anti-stress effect of lithium citrate appear within days after shipment.
At the BINP, a pilot epithermal neutron source is now in use. It is based on a compact Vacuum Insulation Tandem Accelerator (VITA) and uses neutron generation from the reaction 7 Li(p,n) 7 Be. The parameters of the generated radiation allow us to carry out in vitro and in vivo investigations of BNCT. At the present moment the modernization of the facility elements is carried out to meet the parameters required for clinical usage. As the first modernization step the stripping target was optimized. The experiments on fine beam injection were carried out as well as experiments on high current transportation. The output current in the range 1.5-2.5 mA with proton beam energy of 1 – 2 MeV was obtained in the routine regimes of generation. In presented work the results of the experiments and possible way to raise the proton current higher then 3 mA level with energy 2 MeV are discussed.
Представлена детекторная система телескопаспектрометра высокоэнергичных заряженных частиц для космического эксперимента, планируемого к проведению на внешней поверхности Российского сегмента Международной космической станции и других космических аппаратов, включая малые спутники. Детекторная система спектрометра представляет собой многослойный сцинтилляционный детектор (МСД), выполненный на основе пластин из полистирола, просматриваемых фотоумножителями. МСД позволяет измерять интенсивные потоки электронов (до 105 см-2 · с-1) с энергиями 330 МэВ и продолжительностью несколько миллисекунд, временные профили и эволюцию энергетических спектров частиц с погрешностью 1 мкс. МСД обладает следующими основными характеристиками: энергетическое разрешение не хуже 10%, угловое разрешение 10 градусов, геометрический фактор 40 см2 · ср, временное разрешение триггерной системы 20 нс.
One of the approaches, to preventive maintenance of a stressful state of auks selection on degree of order to stresses can be promoting. For an assessment of stressful sensitivity it is offered turpentine the test allowing by modelling of a local adaptation syndrome to divide auks on two bunches – steady and sensitive to stresses. For studying of physiological features of meat hens with different stressful sensitivity the assessment of a representativeness of the separate indexes reflecting a state stress-realising of systems of an organism and the general strain has been made. For an assessment of stressful sensitivity the greatest value has interrelation G/L defined in 30 minutes after intradermal introduction of solution of turpentine. Depending on number of auks in bunch and tasks in view on the basis of this sign it is possible to range indexes and on the basis of it to define subtotals of stressful sensitivity of hens. As specifying indexes it is possible to use concentration definition in blood of stressful hormones and time of tonic immobility of hens.
