First Nations’ values are frequently overlooked in public and private sector decision-making. Natural Capital Accounting is increasingly promoted for decision-making but overlooks First Nations’ values, limiting its potential. Here, we present three Australian case studies highlighting the approaches, challenges, and progress made towards integrating First Nations’ values into accounting, aiming to distil lessons and help realize accounting’s potential to achieve transformative change in how decisions affecting First Nations people are made globally. We conclude that collaboration, respecting data sovereignty, and prioritizing First Nations’ voices are needed for comprehensive accounting. We recommend establishing an international working group under the auspices of the United Nations to include recognition of these values in accounting and how this recognition can inform decision-making. Recognizing First Nations’ values in Natural Capital Accounting benefits all by making these values visible and providing First Nations people, literally and figuratively, a “seat at the table” in the decisions affecting them. Including First Nations’ cultural and ecological values in natural capital accounting by engaging with land and sea managers helps bridge the gap between Indigenous and Western knowledge and enables inclusive decision making, as discussed through three Australian case studies in this Perspective.
The UN System of Environmental-Economic Accounting-Ecosystem Accounting (SEEA-EA) provides a framework for integrating information about the environment and the economy, organising information about ecosystems, measuring ecosystem services, and tracking change. We explore how SEEA-EA can incorporate First Nations’ conceptualisation of nature and cultural connections to traditional lands. We identify multiple entry avenues, propose key principles and suggest steps to enhance relevance of the SEEA-EA to First Nations, principally: stock accounts should reflect aspects of Country that First Nations deem important; flow accounts should depict services they consider the most significant; and, stocks and flows should be measured using physical, subjective and monetary metrics that they deem appropriate. Respectful partnership with First Nations group(s) whose Country is being accounted for—centred on their priorities and values—would yield multiple benefits. We recommend that these ideas, alongside other possible approaches, be developed and tested with First Nations groups across diverse geographic and cultural contexts.
The spatial clustering of life satisfaction scores noted in recent empirical research suggests that ‘happier’ people may live in specific neighbourhoods or regions. This prompts the questions: Do ‘happier’ people choose to move to specific places? Does living in specific places make people ‘happier’? To answer these questions, this paper explores possible occurrences of selective mobility, and social and ecological influence. Using panel data collected in Australia from 2013 to 2021, we examine the association between life satisfaction scores and selective geographic mobility, and the possible influence that living at specific locations may have on individual life satisfaction trajectory, while controlling for individual personality traits and socio-demographic factors. Our results indicate that urban residents reporting lower life satisfaction scores before the move have a higher probability of moving to a rural area. Similarly, lower life satisfaction scores are associated with a higher probability of moving to a region with a different climate. We also find evidence that moving from the city to the country is associated with an uplift of the life satisfaction trajectory for the individual. A similar conclusion is reached for people who moved to a warmer climate, but not for a move to a cooler climate. To our knowledge, this is the first time the concepts of selective mobility and social and ecological influence have been applied in life satisfaction research. Our work provides an indicator that can be important to demographers predicting population movements. It can also inform policy development around assisting regional and rural areas attract/ retain residents to support regional sustainability.
The role of social capital, the social networks that influence human wellbeing has been explored by empirical research in the US and Europe, however no study so far has undertaken a systematic investigation of the impact of the various dimensions of social capital in metropolitan areas. Addressing this gap in knowledge can have practical and policy-oriented implications by contributing to more informed decision-making processes in metro areas, better targeted interventions and ultimately an improved quality of life for residents. This study adopts a multi-level modelling approach to investigate life satisfaction and social capital heterogeneity within metropolitan areas in Australia. Our dataset was collected by the Household Income and Labour Dynamics in Australia survey and includes almost 4,000 individual respondents. Our results show that social trust, social engagement and connection, and a psychological sense of community measured at an individual level have a strong positive influence on individual life satisfaction. Conversely negative individual perceptions about neighbourhood criminality and shabbiness are associated with a lower level of life satisfaction. The application of a model using random slope coefficients for social capital variables suggests that most of the spatial heterogeneity between census districts is explained by between-individual (compositional) variations, rather than contextual differences. Only social connection and engagement appeared to have a distinctive contextual influence. These findings confirm the importance of social inclusion in enhancing wellbeing for everyone and may inform social policy on how to promote social networks in urban areas by all levels of government.
A dynamic model is constructed that generalises the Hartwick and Van Long (2020) endogenous discounting setup by introducing externalities and asks what implications this has for optimal natural resource extraction with constant consumption. It is shown that a modified form of the Hotelling and Hartwick rule holds in which the externality component of price is a specific function of the instantaneous user costs and cross price elasticities. It is demonstrated that the externality adjusted marginal user cost of remaining natural reserves is equal to the marginal user cost of extracted resources invested in human-made reproducible capital. This lends itself to a discrete form with a readily intuitive economic interpretation that illuminates the stepwise impact of externality pricing on optimal extraction schedules.
PurposeThis paper aims to present the findings of a government-initiated project that sought to explore the possibility of incorporating cultural connections to land within the federal national accounting system using the United Nations Systems of Environmental-Economic Accounting (UN-SEEA) framework as a basis.Design/methodology/approachAdopting a critical dialogic approach and responding to the calls for critical accountants to engage with stakeholders, the authors worked with two Indigenous groups of Australia to develop a system of accounts that incorporates their cultural connections to "Country". The two groups were clans from the Mungguy Country in the Kakadu region of Northern Territory and the Ewamian Aboriginal Corporation of Northern Queensland. Conducting two-day workshops on separate occasions with both groups, the authors attempted to meld the Indigenous worldviews with the worldviews embodied within national accounting systems and the UN-SEEA framework.FindingsThe models developed highlight significant differences between the ontological foundations of Indigenous and Western-worldviews and the authors reflect on the tensions created between these competing worldviews. The authors also offer pragmatic solutions that could be implemented by the Indigenous Traditional Owners and the government in terms of developing such an accounting system that incorporates connections to Country.Originality/valueThe paper contributes to providing a contemporary case study of engagement with Indigenous peoples in the co-development of a system of accounting for and by Indigenous peoples; it also contributes to the ongoing debate on bridging the divide between critique and praxis; and finally, the paper delves into an area that is largely unexplored within accounting research which is national accounting.
It is now widely acknowledged that climate change will have a considerable impact on various aspects of human existence, and this includes happiness and satisfaction with life. This study adds to the existing literature on the contribution of climate to well-being by exploring the interaction of various climate variables at the national and local levels while controlling for socioeconomic factors. Using climate data covering a 20-yr period and demographic data from the Household Income Labor Dynamics in Australia surveys, several ordinary least squares (OLS) models of interaction are developed to test the proposition that climate does influence life satisfaction. Geographically weighted regression is then applied to explore how the relationship between explanatory variables and life satisfaction varies across different regions of Australia. We find that overall rainfall, temperature, and sunshine have a small but significant effect on individual life satisfaction. The spatial analysis reveals a high level of nonstationarity in the way climate variables impact life satisfaction, suggesting that regional climate type may be an important element influencing the relationship. The understanding of this relationship may assist policy makers who develop resilience and adaptation strategies as we face the impacts of climate change.
The Millennium Ecosystem Assessment focused attention on benefit flows from ecosystems to humans, although nowadays, ecosystem service (ES) researchers typically acknowledge reciprocal flows from humans to nature and there is growing recognition of the need to better incorporate insights from other cultures. We set out to do this, giving primacy to the voice of an Australian Aboriginal group during a workshop that developed an (Aboriginal) model of the nature-people relationship. ES were a component of the model, but the Aboriginal model was not 'atomistic' (with separable parcels of land, separable ES, or separable individuals who are not part of community); it focused primarily on connections between and within the human and natural systems. Temporal dimensions were considerably longer than those commonly considered by Western scientists, feelings and spirituality were central, and stewardship activities were highlighted as not only improving the environment but also directly improving wellbeing. Evidently, Country needs to be looked after the 'right way'; it is not enough to simply account for the ES values that are generated or the stewardship activities that are undertaken (e.g. controlling weeds); one also needs to record how this is done (e.g. with respect) and by whom (e.g. traditional owners).
The critical role that Indigenous people play in natural resource management is globally recognized, with such endeavors frequently supported by Government and non-government funded programs. We explore the perceived impact of the knowledge-exchange opportunities arising from these programs, using data from a survey of Indigenous people from northern Australian communities involved in Indigenous land and sea management programs (ILSMPs). We find that ILSMPs are perceived as opportunities for exchange of both western and Indigenous-generated knowledge, with more people reporting opportunities to learn and share traditional rather than western generated knowledge. Aspects of life perceived as improved by learning and sharing were in relation to self, to others (community and family) and the Indigenous culture overall. Learning is having a positive impact on wellbeing; sharing is predominantly positive, but survey responses also reveal some negatives: mostly related to examples of sharing undertaken in culturally inappropriate exchanges, which not only impacts wellbeing, but also erodes the quality of the information exchanged. Reducing the negative sentiments related to sharing will not only improve the wellbeing of Indigenous people, but will also improve the quality of knowledge exchanged with consequent positive outcomes for the environment and society as a whole.
Conservation and environmental management have been reported as offering opportunities to substantially improve the wellbeing of Indigenous people. Using the holistic wellbeing impact evaluation (W-IE) approach—well suited for use in Indigenous communities—we interviewed 190 Indigenous Australians across four communities. All communities were involved in the Indigenous land and sea management programs (ILSMPs). Our study explored the conceptualisation of ‘wellbeing’ by participants. In particular, we were interested in the aspects of wellbeing perceived to be affected by ILSMPs. Out of the 26 wellbeing factors explored, ‘Health centres’; ‘Language’; ‘Schools’; and ‘Safe community’ emerged as being of highest importance to the largest percentage of the respondents. When grouped using principle components analysis (PCA), the ‘Community and society’ domain emerged as the most important; accounting for 52% of the overall importance of all wellbeing factors. The second most important domain was the ‘Country and culture’, contributing 31%. Lastly, ‘Economic aspects’ contributed only 17%. Respondents believed that ILSMPs have played a considerable causal role in improving wellbeing, by positively changing factors most important to them. Specifically, 73% of perceived causal links were related to improvements in the ‘Country and Culture’ and 23% to ‘Community and Society’ domain. We thus conclude that land management for Indigenous people is much more than ecological or environmental management with ILSMPs, perceived to cause a wide range of cultural and social benefits. We also propose ways in which the future design of such programs could be improved to further increase benefits.
The challenge of aggregating research information for Torres Strait exists. Currently, research is often done in isolation. Now, more than ever, the aggregation of Torres Strait research information is needed to address climate change. Information aggregation leads to informed agency. Informed agency leads to best possible climate change policies and actions. Information markets can facilitate informed agency and climate change project selection and valuation. We demonstrate the benefit of employing a particular information market approach to facilitate informing agents in a real world workshop setting. The workshop considers how best to address the Torres Strait climate change problem. Our a priori theoretical model motivates a specific hypothesis on the functional form of information uptake by agents (workshop participants). Analysis of collected data supports our hypothesis. The information market implies a valuation of climate change project information. It is estimated to be as valuable as a typical flood insurance premium.
[Extract] Researchers and communities are seeking strategies to manage complex challenges regarding positive health for Torres Strait Islanders – a ‘wicked problem’ for which there is no straightforward solution.1 Proposed models for Torres Strait Islander‐driven research and policy analysis are not new.2 Yet a coordinated model for achieving synergy of multidisciplinary teams and stakeholders for environment, health and wellbeing has remained elusive. Partnerships between researchers and communities are typically limited by project scope and funding duration. Research capacity‐building efforts have focused on individual researchers. This has successfully produced a new generation of Torres Strait Islander researchers across disciplines, including Meriba buay‐ngalpan wakaythoemamy (also known as the Torres Strait Islander Researchers’ Community of Practice or CoP). However, support for local community organisations to drive their own long‐term research agenda is found wanting. Given Torres Strait Islanders’ previous and current calls for autonomy, the community itself is best positioned to determine key priorities and to understand the context for decision making.3-5 How can Torres Strait Islander communities leverage research that properly informs decision‐making and action towards positive health and wellbeing?
The first community of practice of Torres Strait Islander researchers in Australia was established to ensure knowledge translation efforts are effective in addressing the gap between "what is known" and "what is currently done" in policy and practice settings in the region. The scoping review involved a search of publicly accessible and relevant online databases and a rapid appraisal of systematic reviews and scoping studies of knowledge translation models and frameworks. The search identified 156 knowledge translation models and frameworks, of which 15 models and frameworks were selected for analysis. Selected models described knowledge use in terms of characteristics about the individual or the individual's context. Surprisingly, given the growth in information about knowledge translation and research impact, there appear to be very few knowledge translation models and frameworks that were framed from the perspective of the knowledge user, and there was no model or framework that was a stand-alone pull approach.
Researchers worldwide are increasingly reporting the societal impact of their research as part of national research productivity assessments. However, the challenges they encounter in developing their impact case studies against specified government assessment criteria and how pitfalls can be mitigated are not reported. This paper examines the key steps taken to develop an Aboriginal Family Wellbeing (FWB) empowerment research impact case study in the context of an Australian Research Council (ARC) pilot research impact assessment exercise and the challenges involved in applying the ARC criteria. The requirement that researchers demonstrate how their institutions support them to conduct impactful research has the potential to create supportive environments for researchers to be more responsive to the needs of users outside academia. However, the 15-year reference period for the associated research underpinning the reported impact and the focus on researcher's current institutional affiliation constitute potential constraints to demonstrating the true impact of research. For researchers working with Indigenous people, relationships that build over long periods of time, irrespective of university affiliation, are critical to conducting impactful research. A more open-ended time-frame, with no institutional restrictions for the 'associated research' provides the best opportunity to demonstrate the true benefits of research not only for Indigenous people but for Australian society more broadly.
Neoclassical valuation methods often measure the contribution that non-market goods make to utility as income compensations. This circumvents Arrow's impossibility (AI) –a theoretical proof establishing the impossibility of social preferences – but those methods cannot be used in all settings. We build on Arrow's original proof, showing that with two additional axioms that allow for social learning, a second round of preference elicitation with a social announcement after the first, generates logically consistent social preferences. In short: deliberation leads to convergence. A ‘web-game’ aligning with this is trialed to select real world projects, in a deliberative way, with the board of an Australian Aboriginal Corporation. Analysis of the data collected in the trial validates our theory; our test for convergence is statistically significant at the 1% level. Our results also suggest complex social goods are relatively undervalued without deliberation. Most non-market valuation methods could be easily adapted to facilitate social learning.
OBJECTIVE:Identifying preventative approaches to substance use in Indigenous communities is the foundation for developing evidence-based responses. This study reports the findings of a systematic review of the published literature evaluating the impact of substance use programs on Australian Indigenous youth. METHODS:Evidence about the impact of substance use programs for Indigenous young people was identified from a systematic review of the literature conducted according to the Preferred Reporting Items for Systematic reviews and Meta-Analyses guidelines. RESULTS:Only four original studies that met the inclusion criteria were identified, although a further 19 papers that described characteristics of programs that may be associated with improved outcomes were reviewed. CONCLUSIONS:Evidence relevant to the outcomes of demand control programs that target Australian Indigenous youth substance use is both weak and inconsistent. There is a need to support the type of evaluation activity required to better understand program effectiveness and build the Indigenous knowledge base. Implications for public health: These findings are discussed in relation to the development of evidence-based practice and the type of knowledge that is likely to be of most use to those seeking to address problems associated with youth substance use.
The valuation of ecosystem services to inform natural resource management and development has gained acceptance in many arenas. Yet, contemporary economic valuation is constrained to the appraisal of simple goods that generate benefits that accrue to individuals, neglecting complex goods that generate benefits that accrue to society more broadly. Methodological barriers to the valuation of complex social goods have led to their frequent omission from natural resource management deliberations. The prevailing valuation paradigm that focuses on simple individual goods may erode conservation efforts by crowding out the institutions and behaviours that support socially constructed ecosystem service values. Erosion of these values ultimately harms the environment and society as a whole. The institutionalisation of appropriate methods for estimating the value of complex social goods alongside existing methods for valuing simple individual goods within international conservation, development and policy-making discourses, is therefore an important evolution for sustainable natural resource management.
Economic modeling of decision markets has mainly considered the market scoring rule setup. Literature has made reference to the alternative, joint elicitation type decision market, but no in depth analysis of it appears to have been published. This paper develops a simple decision market model of the joint elicitation type, that provides a specific decision market nomenclature on which to base future analysis. A generally accepted prediction market model is modified, by introducing two additional concepts: “proper information market” and “relevant information”. Our work then provides original contributions to the theoretical discourse on information markets, including finding the sufficient and necessary condition for convergence to the best possible prediction. It is shown in our new prediction market model that “all agents express relevant information” is a sufficient and necessary condition for convergence to the direct communication equilibrium in a proper information (prediction) market. Our new prediction market model is used to formulate a simple decision market model of the joint elicitation market type. It is shown that our decision market will select the best decision if a specific selection and payout rule is defined. Importantly, our decision market model does not need to delay payment of any contracts to the observation of the desired outcome. Therefore, when dealing with long-term outcome projects, our decision market does not need to be a long running market. Future work will test for the statistical significance of relevant information (identified as important in our idealized decision market model) in laboratory and real world settings.
There is a lot of interest in developing northern Australia while also caring for the unique Australian landscape (Commonwealth of Australia 2015). However, trying to decide how to develop and protect at the same time can be a challenge. There are many modelling tools available to inform these decisions, including integrated models, frameworks, and decision support tools, but there are so many different kinds that it’s difficult to determine which might be best suited to inform different decisions. To support planning and development decisions across northern Australia, this project aimed to create resources to help end-users (practitioners) to assess: 1. the availability and suitability of particular modelling tools; and 2. the feasibility of using, developing, and maintaining different types of modelling tools.
