The article examines the adaptation of public institutions in small territorial communities of Ukraine to European standards of governance. It analyzes the impact of the 2020 reform, the war, and demographic changes on institutional capacity and the quality of public services. The role of digitalization, the principles of good governance, and inclusive approaches in the modernization of community management is explored, along with the significance of the resource environment, particularly the agricultural sector, for management efficiency and the implementation of European practices. The importance of a comprehensive approach, strategic planning, and external support for sustainable development and post-war recovery of small communities is emphasized.
The article examines consumer needs as an object of economic analysis, public statistics, and decision-making in public administration. The use of micro- and macroeconomic tools, index analysis, purchasing power indicators, and a correlation approach for assessing the dynamics, structure, and affordability of population needs is substantiated. The transformation of consumer needs in Ukraine under wartime conditions and recovery processes is analyzed based on RDNA5, World Bank, Eurostat, Info Sapiens, and other analytical sources. The role of public authorities and local self-government bodies in shaping citizen-oriented policy is identified. Approaches to the use of statistical data and economic indicators in public decision-making are proposed.
The purpose of this article is to assess the extent to which the activation of innovation and investment activities contributes to the restoration of the economic potential of enterprises in Ukraine under the conditions of transition to Industry 5.0 standards and the implementation of circular economy principles. The focus is placed on Ukrainian enterprises as the object of the study, considering sectoral differences and the specific challenges caused by the ongoing war. The task is to present a methodological approach that will allow us to present how to assess the significance of the influence of certain areas in the activation of innovative and investment activities of an enterprise on the restoration of economic potential. The principles of Industry 5.0 and the circular economy are also taken into account. As a result, the method of pairwise comparison was chosen and, by involving experts, to determine the most significant factors of the activation of innovative and investment activities of an enterprise that affect the restoration of economic potential, taking into account the standards of Industry 5.0 and the circular economy. The results may have practical significance in further use within the activities of enterprises of Ukraine and beyond. This article examines the impact of activating innovation and investment activities on the restoration of economic potential of Ukrainian enterprises amid the transition to Industry 5.0 and the adoption of circular economy principles.
Tourist activity has a positive effect on the socio-economic condition of the territories. In recent decades, the field of tourism has been constantly developing and brings tangible profits, it makes up a significant share in the national economies of the countries of the world. The movement of large masses of people-participants in the tourist process creates an additional burden on local natural resources, in addition, the amount of waste increases, the environment is polluted. Rural green tourism in Ukraine is just beginning and does not yet have the usual characteristic features of this activity, which are defined by WWOOF. National regulatory and legal provision of rural tourism in Ukraine is imperfect, and a special law regulating this sphere is at the stage of development. The lack of state regulation creates a number of problems, including illegal tourism, which is widely practiced, especially near large cities, on lands that already belong to rural territorial communities. Unorganized tourists burn bonfires that can cause fires, cut down valuable tree species, build illegal structures, arbitrarily seize land plots, etc. Rural residents, on the territory of whose communities large tourist complexes are located, become very dependent on the monoeconomy, during periods of unfavorable weather conditions, the incomes of these households drop significantly. Therefore, promoting the diversification of economic activities is essential. A comparative analysis of two mountainous areas -Skolivskyi and Turkivskyi - revealed that regions receiving greater investment in tourism development tend to demonstrate significantly stronger socio-economic performance. Simultaneously tourism stimulates the development of other, even not related to tourism, spheres of economic activity in rural areas.
The article examines the economic and demographic factors characterizing the population. The population is the main carrier of the labor resource and entrepreneurial spirit. Thanks to its knowledge, skills and abilities, the economic resource of labor acquires special importance in the modern conditions of the knowledge economy. It becomes the most important of all factors of economic growth and development. An economically active population directly affects the functioning of the labor market in the economic system. The economic activity of the population depends on the processes of reproduction and migration. The level of employment, age and social structure of labor resources affects the country’s labor supply. All this determines the relevance of the research topic and requires a detailed analysis of problems related to the peculiarities of the functioning of the domestic labor market in the modern market economy. During the war in Ukraine, the labor market is faced with many problems that require urgent study and solution: population decline, birth rate reduction and death rate increase, aging of the nation, increase in unemployment rate, intensification of migration flows, etc. This situation is aggravated due to the reduction of production, the closure of many firms due to military operations. External forced migration has intensified in Ukraine, which causes significant psychological problems: anxiety, depression, fear, despair. It differs from labor migration in terms of duration and structure. Reconstruction and restoration of Ukraine after the war will require, first of all, human capital with its physical and mental abilities, powerful intellectual potential. It is extremely important to return migrants to their homeland, to include them in the economically active population of our country and to create a gross domestic product. In addition to migration policy, labor market regulation by the state should include appropriate demographic policy, employment policy, as well as social and personnel policy. The active policy of the state in the labor market involves the development of a mechanism for institutional, informational and legal support for the implementation of a unified strategy for human resources management.
The article presents an econometric analysis of the impact and elasticity of human resources outflow and remittance with economic growth in Ukraine. It is proved that remittance (1) has a direct relationship with economic activity rate, (2) a cyclical and multiplicative relationship with the inflationary process, and (3) an indirect effect on capital investment. It has been established that migration favorably affects the financial well-being of households and is an effective measure for accumulating investment capital and savings. The trigger for economic growth in the vector of ‘migration – remittance’ is the development of the migration capital market by increasing the investment capacity of remittance’, ensuring the target remittance orientation to the small and medium-sized business sector, guaranteeing market stability (security of remittance) and developing financial inclusion.
The financial self-sufficiency of communities determines their ability to create additional jobs, attract investment resources, offer quality social services, and improve the population’s living standards and well-being. The study aims to identify the casual relationships between financial self-sufficiency and local economic development of Ukrainian territorial communities during economic instability. The paper used integrated assessment based on a spatial approach (identifying the level of local economic development), indicative method (calculating empirical values of financial self-sufficiency of communities), VEC model (analyzing the sensitivity of local economic development to changes in financial self-sufficiency), balanced multi-component regression method (modeling the relationship between local economic development and financial self-sufficiency). Data were gathered on all territorial communities of Ukraine in 2021. The results show that the highest level of local economic development was observed in Dnipropetrovsk oblast (empirical coefficient equal to 0.855), high levels in Kharkiv, Zaporizhzhia, Odesa, Kyiv, and Poltava oblasts (0.787; 0.687; 0.684; 0.663 each, respectively), and moderate levels in Zakarpattia (0.448) and Kirovohrad (0.433) oblasts. With increased financial self-sufficiency, local economic development can exceed 2%; a 1% increase in the decentralization of tax revenues and expenditures simultaneously leads to an increase in the attractiveness of the investment climate as an indicator of local economic development (2.3-6.6%). The study proves that the territorial communities of the regions characterized by a low level of local economic development demonstrated higher values of decentralization of interbudgetary revenues than those with higher values of local economic development.
Financial resilience is the basis of economic development as it determines the ability of the financial system to efficiently perform its functions and ensure optimal resource allocation and the normal course of economic processes under the impact of macroeconomic shocks and endogenous risks. The article aims to assess financial resilience as a systemic component of ensuring the economic development of Ukrainian regions. The research methods include systemic and structural analysis (building an information and analytical model for studying financial resilience), clustering (grouping regions by the criterion of economic development), and risk theory and analysis of variance (identifying potential zones of financial resilience and its components). Data from the regions (oblasts) of Ukraine for 2015–2021 serve as the information and analytical basis of the study. The article reveals that in 2021 regions with better financial resilience (Zhytomyrska, Dnipropetrovska, Kyivska, Lvivska, Odeska, Kharkivska, Cherkaska, and Volynska oblasts) take leading positions in terms of economic development and more efficient use of exogenous and endogenous financial resources than the regions with low financial resilience (Chernivetska, Vinnytska, Khmelnytska, Donetska, Ternopilska, and Ivano-Frankivska oblasts). The study proves that enhancing financial resilience is a trigger and foundation for ensuring economic growth in the regions, especially amid macroeconomic shocks. Balancing the need to use financial resources to restore the economy (growth of production, consumption, and employment) while reducing the dependence of regional economies on external financial sources should become the main vector of policy to ensure the financial resilience of Ukrainian regions. Over the last decade, Ukrainian higher educational institutions have faced extraordinary and even dire circumstances three times: russia’s attack on Ukraine in Donbas and occupation of Crimea (2014); a total lockdown caused by a pandemic due to the spread of the coronavirus disease (COVID-19) (2020); russia’s full-scale war against Ukraine (2022). Each time, Ukrainian higher educational institutions had to reformat the educational process to meet the challenges of the time. Lviv region began accepting internally displaced people from Donbas and Crimea in 2014. In this regard, Ivan Franko National University of Lviv (Lviv University) has established itself as one of the regional leaders. The spread of the COVID-19 pandemic required the immediate organization of distance learning and, therefore, the improvement of information and technical support. russian crimes against humanity in 2022 caused an enormous wave of internal displacement of citizens. Employees and students of Lviv University have been helping internally displaced people with housing, food, and basic necessities since the beginning of the full-scale war; they have also assisted refugees at checkpoints along the Ukrainian-Polish border. Over a hundred University students and employees serve in the Armed Forces of Ukraine. Those who remain at home work hard to bring victory over the enemy closer. They are volunteering, fundraising, arranging humanitarian aid, cooperating with international charitable organizations, etc.Under difficult wartime conditions, the University’s academic community continues to fulfil its primary mission: to provide modern, high-quality education.
Tinization of the economy is one of the key problems of economic development. In the conditions of intensive methods of economic development, the problems of shadowing are a priority. To ensure effective state management of economic systems, it is expedient to determine factors influencing the processes of detinization of the economy, which will allow ensuring qualitative transformations of the system. The article analyzes the set of influencing factors based on the analysis of literary sources and statistical data of international organizations. The analysis made it possible to determine research priorities, including entrepreneurial and investment activity, development of an effective regulatory and legal system, implementation of innovations aimed at the qualitative transformation of economic systems, and increasing their profitability and liquidity. The article mathematically substantiates and confirms the hypothesis regarding the influence of a set of factors on the processes of detinization of the economy. Since economic systems are developing in the conditions of the digital space, numerous of recommendations have been developed aimed at building transparent and effective regulatory systems of state management of the economy, aimed at forming prerequisites for the detinization of the economy. The impact of the process of detinization on ensuring economic development is proven. Therefore, the practical implementation of the research results is aimed at forming stable prerequisites for ensuring the development of economic systems at the global and national levels.
The relevance of the article is due to the fact that the administrative contract is one of the important tools of public administration, since its use is aimed at the implementation of the main functions of public administration: 1) its conclusion involves the selection of certain goals and the means necessary for their implementation, that is, actions that constitute the quintessence of the process planning; 2) it, in particular, serves to distinguish the competence of subjects of public-authority powers, determine the order of interaction between them, coordinate their actions, delegate public-authority management functions, and therefore, for organization; 3) it is used to motivate the implementation of the goals of public administration; 4) the terms of administrative contracts belong to the control standards used in the process of implementing the control function of public administration. The purpose of the article is to analyze the official definition of an administrative contract. In the process of realizing this goal, a systematic approach, methods of analysis and synthesis, and the method of expert evaluations have been used. The reasons for the appearance in the Code of Administrative Procedure of Ukraine of a definition of an administrative contract different from the one contained in the first edition of this code have been revealed. Attention is drawn to the most convincing critical assessments of the current definition of an administrative contract. Its definition proposed by O.V. Konstantyi has been analyzed. The following conclusions have been made: 1) an administrative contract is a bilateral or multilateral written agreement (agreement, protocol, memorandum, etc.), which is concluded on the basis and within the limits of the prescriptions of the law and formalizes the will of its parties, one of which is necessarily a carrier of public authoritative powers; establishes, changes, or terminates their mutual rights and obligations in the field of public-legal relations for the purpose of realizing a socially significant goal, which either reflects exclusively public interests, or, along with them, takes into account private interests; 2) this description of the essence of the administrative contract must be supplemented with an exhaustive list of its application areas. The relevance of the article is determined by the fact that in the process of scientific development of the public administration problems in Ukraine, it is necessary to focus on its Europeanization. The purpose of the article is to propose a vision of the system of principles of public administration in Ukraine in the context of its Europeanization. Systematic, complex and historical approaches, methods of analysis and synthesis were used to reach this goal. The article is aimed at studying the state of agricultural cooperation in Ukraine in a historical retrospective. It is shown that before the October Revolution of 1917, cooperation in the country successfully developed, was profitable and convenient for participants in cooperatives. The methods of pseudo-cooperation, which were practiced in the USSR and received the collective name "collectivization", are analyzed. It has been proved that collectivization and cooperation differ in essence; this is confirmed by the unprofitability of collective farms and the fact that they consistently received subsidies from the state. The main problems of agricultural cooperation in Ukraine from 1991 to the present time are revealed. The regulatory and legal support of this sphere and its change are analyzed, taking into account the international documents signed by Ukraine, as well as Ukraine's obtaining the status of a candidate country for joining the European Union. It is shown that at the present stage, under martial law, the functioning and development of cooperation is difficult, but there is reason to expect an improvement in the situation after the cessation of hostilities on the territory of Ukraine. The present paper substantiates the government transparency issue's importance as a fundamental principle of management and exercise of power on the local level. It must become a dominant one for Ukrainian urban territorial communities’ socio-economic development regulation under the condition of further steps implementation aimed at strengthening administrative and financial decentralization processes.We elucidate specific characteristics of government transparency measuring global practice, in particular, by applying a methodological approach to the city transparency index calculation, which has been conducted since the end of the 20th century by the NGO "Transparency International".We formulated and tested hypotheses about the relationship presence between government transparency level, income from the payment of personal income tax and local tax by the population, as well as the number of people who voted for public budget projects. We chose Ukrainian cities with different ranking positions by the government transparency level to conduct a measurement.The study proved that the local government transparency level is an important factor in Ukraine’s urban territorial communities’ socio and economic development. We defined that cities’ industrial specialization and their economic diversification level do not influence significantly the correlation density between government transparency level and local budgets' revenues. Additionally, most cities, regardless of their size, are characterized by a high correlation between indicators of transparency and the public activity of residents. Also, we observed a tendency for citizens’ activity to rise in the most investigated communities.The obtained results demonstrated the need to choose a longer time lag to test the proposed hypotheses. Nevertheless, the proven hypotheses made it possible to identify problems in ensuring the transparency of territorial communities’ authorities and to formulate proposals for improving public administration efficiency.
Abstract. The article proposes scientific and methodological provisions for formation of the management model for innovative development of the economy of Ukraine on the basis of the general concept of socio-economic systems, taking into consideration the prerequisites and principles of a single system for implementing the goals of the model. Such a model includes the concept of innovative development, innovation strategies, innovation policy, and the mechanisms for innovative development management. It has been established that the formation of an effective management model of innovative development of the economy of Ukraine on the basis of adaptability and ability to provide a synergistic effect is possible provided striking the balance between the components with different potentials with a focus on natural potential. It has been identified the criteria for assessing the effectiveness of the management model for innovative development of the economy of Ukraine, which characterize the achievement by the country of a certain level of equipment and technology, the level of economic growth, welfare, and health of the population, intellectualization of society, environmental and economic security, etc. Further stages of decentralization in Ukraine and its impact on the economic development have been identified as follows: 1) deconcentration of power and resources; 2) adherence to the principles of the devolution of power; 3) power and resources will be distributed between traditional public authorities (state and self-governing) and market and public structures; 4) introduction of the newest models of public management of the economy. The priority tasks and features of the management model for innovative development of the economy of Ukraine in the context of decentralization are: 1) need to conduct research that will promote the use of opportunities for the progressive development of genetic research, combining an effective management system and technologies that complement the relevant achievements of genetics; 2) reducing the time for funding research, adapting the positive experience of highly developed countries; 3) formation of organizational and institutional structure aimed at simplifying the process of formation and implementation of economic innovations in Ukraine. It is proved that the greenhouse of Podillia Botanical Garden of Vinnytsia National Agrarian University is the place intended for landscaping having over 90 species of exotic plants as well as water devices and small architectural forms that are represented on a limited area. The main purpose of the greenhouse is not only the aesthetic satisfaction of guests and residents of the city and outdoor activities in any season of the year, but also the reproduction and introduction of plant species from other climatic zones. For the first time, a modern assessment of the assortment of greenhouse plants of Podillya Botanical Garden of VNAU has been conducted, according to which there are 44 families, 88 genera and 94 plant species in the greenhouse. It is found that the main components of the greenhouse are the species belonging to different families and differing in the requirements necessary for their growth and development. The assortment of species presented in the greenhouse is extremely wide. It is established that plants belong to different climatic zones according to their requirements for the habitat. Therefore, to ensure their ornamentality and excellent growth in the greenhouse, it is necessary to provide adequate conditions. It has been investigated that plants of different natural habitats are randomly arranged in the greenhouse without a certain order or systematization. In the greenhouse of the Botanical Garden, species of introduced plants differ by their respond to the temperature acceptable for their normal growth and development, so they should be placed in groups or collections, e.g. a plant zone of Tropics, a plant zone of Subtropics, a plant zone of dry Subtropics, a plant zone of the Mediterranean, and a plant zone of Asia. Considering a small number of the representatives of dry Subtropics in the greenhouse of the Botanical Garden, the collection of succulents must be replenished and florarium and cactusarium must be established.
The main mistakes in understanding the importance of swamps for humankind are highlighted. In historical retrospect, different approaches to the development of wetlands were shown, the inexpediency of their total drainage in the former Soviet Union was revealed, as well as the erroneous popularity of this method in other countries, in particular, this applies to the "Vorpommern-Initiative Paludikultur" and "Gidrovia" projects. The hypothesis of an increase in oxygen in the air due to the disposal of organic carbon in wetlands is shown. The types of swamps that exist in Ukraine are given on the example of the Zhytomyr region. The main benefits that can be gained from the use of these elements of the landscape were noted. Determining the circumstances of occurrence in certain areas of each individual swamp was emphasized, ensuring its further optimal use. It was shown how the drainage of Iran's swamps led to anthropogenic desertification of lands. The importance of such a natural resource as peat for the economy of Ukraine was explained, the main areas of its application were shown, which include: medicine, cosmetology, energy, chemical, woodworking, paper industry, metallurgy, agriculture. Ukraine's participation in international agreements and conventions aimed at protecting wetlands was analyzed. Since Ukraine's independence, it has been proven that activities to preserve wetlands as a unique part of the hydrosphere have intensified significantly. The European Union's approaches to wetland conservation have been outlined, and it has been shown that this problem is taken into account in the formulation of the Community budget to encourage farmers to save the country's wetlands. Innovative methods of use and restoration of bogs were investigated; in particular, achievements of selection and agricultural technologies in this direction are meant. The importance of preserving wetlands because of the state of ecology in Ukraine was proved, and the need to study the best ways they used in EU countries for their further application in Ukraine.
