This article examines the mechanisms by which public procurement influences regional development in the Russian Federation and develops practical recommendations for enhancing this influence in the current context of sanctions and the need to achieve technological sovereignty. The study identifies four groups of Russian regions based on their level of involvement in the public procurement system: leading regions (Moscow, St. Petersburg, and the Moscow and Leningrad regions), industrially developed regions (Tatarstan, Sverdlovsk Region, Krasnoyarsk Region, etc.), regions with an average level of participation, and outsider regions. It is shown that the existing regional differentiation creates a vicious circle: regions with low levels of participation are deprived of development impetus, further reducing their competitiveness. Key barriers for regional producers are identified, and measures for improving legislation and developing institutional support for public procurement in the regions are systematized. Recommendations have been developed for federal, regional, and municipal authorities, as well as for the business community, to mobilize the potential of public procurement for regional development. The study found that public procurement represents a powerful, yet underutilized, tool for regional development. Given sanctions restrictions and the need for import substitution, the role of public procurement as an economic policy tool is significantly increasing. Implementing the proposed recommendations will achieve significant economic, social, and strategic benefits. Transforming the public procurement system into a driver of regional development requires the concerted efforts of all levels of government and the business community.
This article examines the transformation of operational processes at Russian industrial enterprises under the influence of measures to localize production, driven by the need to counter external sanctions pressure on the Russian Federation, which has significantly intensified since February 2022. Anti-Russian sanctions imposed by the "collective West" are aimed at damaging the Russian economy, weakening it, and, ultimately, undermining national sovereignty. Therefore, production localization policies, including those implemented not only at the national level but also at individual industrial enterprises, should be considered not only from a purely economic perspective but also from the perspective of ensuring the sustainability, continuity, and economic security of business activities. The aim of this article is to analyze the impact of production localization, initiated by external sanctions, on the operational processes of Russian industrial enterprises and to identify approaches to managing industrial operations in this new environment. This requires a revision of traditional approaches to operations management. The study analyzes the specifics of localization as a tool for achieving the technological sovereignty of the Russian Federation. Key areas of change in operations management are identified: supply chain reconfiguration, changing approaches to inventory management, transformation of production systems, and digitalization of management processes. Directions for the development of operations management theory are proposed in the context of new economic realities associated with the priority of production localization.
Aim. The article aims to formulate the prerequisites for the successful implementation of strategization in media enterprises.Objectives. The work outlines general approaches to strategic management in modern conditions, substantiates the key principles for developing strategies tailored to media enterprises, and proposes a set of actions for the preliminary stages of developing a media enterprise strategy.Methods. The research employs a systems approach, literature analysis, and the principles of historicism and industry-specific management of strategic development.Results. The work established that the key principles of developing a system of media enterprise strategies include the principle of subordination which implies a hierarchy of the enterprise’s strategies, the principle of variability which implies the possibility of several alternative options for the direction of the enterprise’s development at each management level, the principle of interdependence which consists in the fact that the enterprise’s strategies represent an integral whole which parts differ in the level and direction of concretization of the basic direction of the highest order.Conclusions. Either goal setting or analysis as the primary stage is typical for different stages of the enterprise’s life cycle. Their order is chosen according to the situation. At the stage of formation of a media enterprise, it is advisable to conduct analysis first, and goal setting should be performed at subsequent stages of its life cycle. At the same time, such a sequence does not affect the content of these stages.
Aim. The work aimed to develop an approach to solving import substitution problems and achieving the technological sovereignty in Russia based on the activation of interorganizational interaction. Objectives. The work seeks to analyze the directions and results of the impact of sanctions of the collective West on the Russian economy; to reveal the relationship between sanctions and import substitution, as well as the achievement of technological sovereignty; to develop an organizational mechanism for solving import substitution problems using the opportunities of interorganizational interaction and creating strategic alliances of companies. Methods. The study is based on theoretical developments in the field of management theory, the economic integration theory, as well as on the study of the possibilities of practical application of management tools for import substitution and achieving technological sovereignty under sanctions. The empirical analysis was performed taking into account the Federal State Statistics Service data. The authors used methods of institutional analysis, content analysis, organizational design, index method, special methods for assessing efficiency, as well as expert and situational approaches. Results. It was established that, in addition to the traditional method of solving import substitution problems from above, which has largely exhausted its potential, import substitution from below is becoming more productive, which is based on the activation of entrepreneurial initiative by creating intercompany alliances focused on import substitution and technological sovereignty. This approach does not exclude state participation through partnerships with intercompany alliances, which can take on the role of a collective private partner in projects aimed at solving import substitution problems and achieving technological sovereignty. Conclusions. In the context of geopolitical tension and geoeconomic instability caused by sanctions, the current state of production chains in the Russian economy poses a threat to the sustainability of economic development and national economic security. Taking measures to ensure import substitution and achieve technological sovereignty in this regard is becoming a priority. However such measures initiated by the state are not always sufficiently effective, since they are not supported by initiatives from the private sector, which is determined by the conflict of economic interests of the state (public interest) and business (private interest). Under these conditions, the projects to localize key stages of production chains in the country can only be implemented with guarantees of stable financing and future procurements of import-substituting products through the activation of inter-organizational interaction.
Relevance. In many macro-regions of the world, a decrease in the carbon intensity of production has been observed in recent years, but in absolute terms, global carbon emissions have not decreased. This requires an indepth scientific analysis. The purpose is developing a methodological approach for conducting a macro-regional dynamic analysis of the relationship between economic growth and carbon emissions based on spline modeling tools and testing it on materials from Russia and the USA. Objectives: Analyze the general relationship between economic development and carbon emissions; develop an economic and mathematical approach for macro-regional dynamic analysis of the relationship between economic growth and carbon emissions; test this approach on materials from Russia and the USA; identify macro-regional features of the relationship between economic growth and carbon emissions and explain them. Methodology. The methods of monographic and retrospective analysis, methods of comparing economic and environmental phenomena and processes, methods of quantitative economic and mathematical analysis and spline modeling were used. Results. The article tests a new method for economic science of interpolating data using cubic splines. The accuracy of the constructed model allows us to turn to the dynamic analysis of trends - fluctuations in the growth rate in times of crisis. The method is based on the method of analytical description of speed, well-known in classical mathematics - differentiation of the model constructed by spline interpolation. In the article, the transformation of the relationship between the rate of GDP growth and carbon emissions is studied using the example of Russia and the USA using speed curves. Conclusions. It has been established that carbon emission trends may differ significantly across different macroregions. The dynamic analysis conducted in the article revealed differences in carbon emission fluctuations occurring against the backdrop of accelerating or decelerating GDP growth in countries with different levels of development. The GDP growth trend in Russia and the United States slowed down or showed a decline during crises. It was under the influence of crises that the correlation between GDP production trends and carbon emissions could change.
This article examines the specific features of regional development in the Russian Federation, considering spatial differentiation. To give the study a concrete character, the applied part of the research utilized statistical data for the Northwestern Federal District. The article examines the theoretical and practical aspects of the formation and implementation of regional policy in the current context, necessitating the need to account for and mitigate the asymmetry of spatial development. The focus on regional differentiation stems from the fact that significant differentiation is positioned as a threat to the country's economic security, which has become increasingly important under the pressure of external sanctions. The authors explore the concept of "regional policy" as a key instrument of public administration of territorial development. They define the goals, objectives, forms, and methods of its implementation, and analyze the regulatory framework governing the interaction between the federal center and the constituent entities of the Russian Federation. Particular attention is paid to the experience of implementing state strategies and regional development programs in the Northwestern Federal District, which demonstrates an example of an integrated approach to equalizing the socioeconomic development of regions. The paper presents statistical data characterizing the level of interregional disparities and identifies institutional issues affecting the effectiveness of regional policy. It concludes that there is a need to strengthen interlevel coordination, improve program-targeted planning mechanisms, and expand state support instruments for the regions.
Upon carrying out an analysis of problems related to the acquisition and development of digital competencies by employees, the authors present recommendations for overcoming these problems in the context of Industry 5.0. The empirical study, conducted with the participation of the co-authors of the article, was in the form of an analysis of the experience of implementing elements of the digital assistants concept in various regions of Russia. The theoretical foundation was based on the use of classical methods of comparative, retrospective, institutional and competence analyses, as well as the study of best practices in managing digital development in the context of Industry 4.0 and Industry 5.0. The analysis revealed that insufficiently formed and developed digital competencies of employees are one of the most serious and insurmountable obstacles on the path to achieving the goals of modern Russian organizations. The approach traditionally used to solve these problems, based on training employees using standard methods, does not give the desired result, which is determined by existing resource constraints. The author's approach to solving the aforementioned problems is proposed, based on the creation of regional and/or university centers for training digital assistants. A general description of the concept of "digital assistant" is presented, the author's organizational and managerial approach to the definition and development of digital competencies of workers in the conditions of Industry 5.0 using digital assistants is suggested. For the first time, this study proposes an original author's holistic approach to the definition and development of digital competencies of workers in the conditions of Industry 5.0, suitable for use at the regional level by replicating its application, which has not yet been described in sufficient detail in the literature.
The emergence of new computer technologies has made it possible to study (visualize) virtually any complex phenomena and processes literally on the display screen. The development of economic and mathematical modeling is influenced by the latest mathematical methods of nonlinear dynamics applied to any field and subject of research. The methods of classical statistics for forecasting economic time series are based on the mathematical apparatus of econometrics. This basing is carried out under the assumption that the observations making up the predicted time series are independent, due to which the necessary subordination to the normal law is satisfied. The latter, however, is the exception rather than the rule for financial and economic time series that have so-called long-term memory. The problem of forecasting and the closely related problem of assessing future economic risks in the conditions of turbulence in the development of the Russian economy, which has manifested itself in recent years, have become especially acute. In the conditions of observed turbulence, economic dynamics become poorly predictable by traditional methods and nonlinear. The direction (growth or decline) of indicators often changes. The research presented in the paper was carried considering the fact that by now there are no complete theories of forecasting time series with memory, which determines the relevance and need to develop new mathematical methods and algorithms to identify the possible predictability of time series with memory and build adequate predictive models. All of the above points to the relevance of developing a qualitatively new methodological approach that ensures the formation of informed management decisions in conditions of uncertainty and risk. The object of the study is time series of economic indicators. The subject of the study is the mathematical, statistical and instrumental apparatus of systems to support management decision-making and forecasting in the economy. The article describes the procedure for constructing models and presents the results of their testing for a linear cellular automaton, the exponential smoothing method, and the Holt–Winters method. During the study, large volumes of data were processed. At the same time, daily, weekly and seasonal indicators are considered. This made it possible to adequately describe and predict the nonlinear dynamics of time series. Using all three levels of analysis simultaneously allows you to get a more complete understanding of the dynamics of time series indicators. In the article, the proposed tools are tested using the example of platinum prices. The developed economic and mathematical apparatus is also applicable to other time series characterizing certain economic variables.
Human-centric technologies are one of the emerging trends in technological progress. The problems of its formation have not been studied well enough at the moment, which opens up a field for scientific research. In particular, the question of the impact of human-centric technologies on the economic and non-economic life of society remains open. Empirical methods of scientific research are used, in particular, to give disclosure the phenomena of scientific and technological progress at the present stage in the context of the study of human-centric technologies, and include observation, description, and measurement. As a result, it was possible to form and apply a basic approach to assessing the impact of human-centric technologies on economic and social life. The characteristics of their basic directions of development are given. The authors substantiate and finally formulate the conclusion that the formation of human-centric technologies is based on subjective and economically supported objective factors.
In recent years, demand for energy, the main source of carbon emissions, has continued to increase against the background of GDP production growth. Ensuring a global transition to a low-carbon economy can be achieved by increasing the consumption of environmentally friendly energy. Crises have a noticeable impact on the development of the global energy system, slowing down economic growth and transforming the structure of consumed energy sources. Russia has been affected by several crises over the past two decades, which have led to disruptions in supply chains, volatility in energy prices, fluctuations in GDP growth and carbon emissions. The classical approach to the study of relationships suggests replacing empirical data with smoothed ones, abstracting from taking into account fluctuations caused by crises. The article examines the changes in the correlation between GDP growth trends and carbon emissions in Russia, which occur under the influence of crises. The article proposes a new method for studying relationships in economics, which refuses regression smoothing of data. Its conceptual basis is the interpolation of data by a cubic spline, which preserves all changes in the dynamics of processes without distortion. Correlations are searched for between trends -fluctuations in the rate of GDP growth and carbon emissions. The method is based on a natural mathematical method of analytical description of velocity – differentiation of spline models of GDP growth dynamics and carbon emissions. Fluctuations in the growth rate reveal the evolution of the parameters of the relationship between trends in the rate of GDP growth and carbon emissions under the influence of crises.
The Russian economy today faces serious problems due to external sanctions, which are aimed at weakening it in every possible way. This leads to the emergence of new and aggravation of existing problems in the field of ensuring the economic security of enterprises. Activities to manage the processes of protecting the economic interests of enterprises in these conditions need to be intensified. The functioning of the enterprise’s internal control system plays a significant role in this. Purpose of the study: to analyze the functioning of the enterprise’s internal control system in the context of solving the problems of ensuring its economic security. Research methods: analysis of the dynamics of risks and threats to the economic security of enterprises, functional analysis, methods of structural and comparative analysis, the study is based on the ideas of integrating enterprise management, which implies the integration of its various subsystems, in particular, internal control systems and ensuring economic security. The article substantiates the need to introduce and develop internal control at an enterprise and examines the importance of the internal control system as a factor in increasing the economic security of an enterprise. The main objectives of the economic security of an enterprise in this context are identified as: timely identification and prevention of adverse events in the activities of the enterprise; ensuring compliance with current legislation; asset protection; control of the reliability of the reporting provided; carrying out analysis of the processes of economic activity of the enterprise. These tasks correlate with the tasks of the enterprise’s internal control system.
Relevance. In the context of the formation of a multipolar world and the increasing sanctions pressure from unfriendly countries, Russia needs to adjust the models of integration into the system of world economic relations. In this context, an in-depth analysis of the mechanisms of internationalization, globalization and regionalization is required. The purpose is to consider the peculiarities of the impact of globalization and regionalization processes on national economies, taking into account the transformation of their internationalization models. Objectives: to consider the concepts of internationalization, regionalization and globalization, to identify their relationship; to identify the advantages and disadvantages of globalization, on the basis of which to describe the directions of transformation of forms of internationalization of economies; based on the analysis of available statistical data, to identify promising areas of integration of the national economy into the system of world economic relations. Methodology. The methods of quantitative and qualitative analysis, monographic and retrospective analysis, methods of comparing economic phenomena and processes, methods of abstraction, generalization of analyzed economic information are used. Results. The internationalization of national economies is a long-term sustainable trend. Their development is confirmed by sufficiently convincing quantitative data. Recently, the dynamics of the corresponding time series has become unstable, volatile and turbulent, with a tendency to decrease the level of indicators. There are transformations of the processes of globalization and regionalization, they acquire not only a new quality, but also institutional consolidation. Conclusions. The traditional model of globalization has exhausted itself. Due to the formation of a multipolar political and economic global space, in addition to the "center" and "periphery", countries of the "semi-periphery" stand out in it. They have sufficient economic sovereignty to refuse to participate in globalization projects, the balance of effects of which for these countries becomes negative. Russia is one of these countries. An additional incentive for reconfiguring the Russian model of internationalization of the economy is the anti-Russian sanctions imposed by the countries of the "center". In this regard, it is necessary to open up new opportunities for the national economy to integrate into the global economic space based on models of regionalization and glocalization.
In modern conditions, such qualities of commercial real estate objects as energy efficiency, accessibility, safety and environmental friendliness are becoming important. Preliminary analysis has shown that the focus on such factors in the creation and redevelopment of commercial real estate intensifies the process of development of urban areas adjacent to this object. The objectives of the study are to analyze the influence of factors of economy, environmental friendliness and accessibility of commercial real estate on the standard of living of the population based on the construction of regression models for the secondary residential real estate market. The following research methods were used in the work: analysis and synthesis, correlation and regression analysis. The result of the work was an assessment of the impact of the qualitative characteristics of a commercial real estate object on the standard of living of the population of the surrounding urban areas and the dynamics of their sustainable development.

That is why achieving commercial success in it largely depends on the ability of trade organizations to analyze and optimize their activities based on the data provided by web analytics services. The article highlights the importance of web analytics for evaluating and improving the performance of an online store. The opportunities provided by the two leading tools in this area, Google Analytics and Yandex Metrica, are reviewed. The focus is on conversion analysis, understanding the target audience and optimizing marketing efforts. The article offers a comprehensive approach to the use of web analytics in order to increase economic efficiency and ensure sustainable growth of economic performance indicators of an online store.
Aim. To develop a methodology for assessing technological sovereignty in the context of ensuring Russia’s economic security under sanctions. Objectives. To analyze domestic theoretical developments in the field of technological sovereignty research; to identify the relationship between political and economic turbulence caused by sanctions, technological sovereignty and national economic security; to describe the author’smethodology for assessing technological sovereignty in the context of ensuring Russia’s economic security under sanctions. Methods. The study used general scientific methods of analysis, synthesis, analogies, expert evaluations. Special methods, including content analysis of economic publications, index method, economic and statistical modeling, structural analysis of economic indicators, methods of multi-criteria decision-making, scaling of economic indicators, etc., were applied. Results. Based on the results of the research, a new methodology for assessing the level of technological sovereignty as an element of national economic security under the impact of non-economic shocks has been developed. The methodology is realized by working out the following actions: 1) selecting the industry to assess the level of technological sovereignty (at this step of the methodology it is recommended to select only critically important industries); 2) decomposition of technologies used in the industry (for this purpose it is recommended to use the taxonomy of technological sovereignty projects of VEB.RF); 3) expert assessment of the level of technological independence of primary processes (the assessment is carried out on a ten-point scale, where 0 corresponds to full technological import dependence, 10 - to full technological import-independence); 4) assessment of the level of technological independence of primary processes (the assessment is carried out on a ten-point scale, where 0 corresponds to full technological import dependence, 10 - to full technological import-independence); 4) assessment of the level of technological sovereignty of primary processes). Conclusions. Technological sovereignty in the conditions of increasing anti-Russian sanctions and political and economic turbulence serves as an important element in the system of ensuring national economic security. To assess the level of technological sovereignty the corresponding methodology is proposed. The results obtained from its application allow to develop and implement a set of measures to maintain technological sovereignty at the necessary level.
In the modern Russian socio-economic system, there is an objective increase in uncertainty and turbulence, which requires adequate management responses. In connection with the sanctions pressure, in agriculture the strategy of reducing the risks of import dependence is becoming a stimulating factor for development. The study was conducted on the example of grain production development, which has some specifics from the standpoint of management and, in particular, risk management. The purpose of the study is to generalize approaches to risk management in an uncertain and turbulent external environment and to develop on this basis a risk distribution scheme between management entities in the risk management system adapted to the specifics of grain production. It is shown that the increase in the values of economic indicators of grain production is influenced by natural and climatic conditions, they determine the quality of grain products, costs and the complex of applied agrotechnological measures. In addition to the observed "standard" variability of natural and climatic conditions, the study also identifies extreme risk events that require forecasting and consideration when managing grain production. Also, risks in the considered sphere are caused by diversity and interdependence of such factors as natural and climatic, soil, technological, economic, social, legal, etc. In their mutual interweaving, these factors determine annual fluctuations of economic indicators (yield, gross harvest, sown area) in grain production in Russia. As a result of the study, it was established that risk management procedures in the sphere of grain production should be carried out according to the hierarchical principle with the allocation of at least two levels: the coordinating level - the executive level. Based on this idea, an industry structural and functional model of risk management at various levels of decision-making has been developed. This model has the property of dualism: some levels are simultaneously coordinating, offering strategic solutions to lower levels, and executive - for higher structures. Implementation of the developed model in the practice of risk management in grain production will increase its sustainability and predictability.
The purpose of the study is to identify the circumstances under which a supplier can be included in the register of unfair suppliers undeservedly. The author has set a number of tasks: to consider the concept of public contract; to determine the problems of correct fulfillment of obligations under the concluded public contract; to analyze the practice in relation to the participants unjustly included in the register of unfair suppliers. In the process of the research general scientific and special scientific methods were used, including dialectical, systemic, historical, comparative, system-structural, formal-legal, historical-legal, comparative-legal, as well as other methods of scientific cognition, addressed to legal technique. As a result, it is revealed that there may be circumstances in which a participant is included in the register of unfair suppliers undeservedly, but the procedure for protection of such supplier is problematic due to the lack of a complete and updated list of “valid” reasons for non-fulfillment of obligations. In particular, the case studies related to the fulfillment of suppliers’ obligations under state contracts during the period of mass introduction of anti-Russian sanctions are considered. Cases in which it is possible to justify the supplier’s actions were identified. It is recommended to modernize electronic auction sites, as well as to expand the list of “valid” reasons for violations of the terms of the state contract.
Aim. To study the impact of investment on economic growth and ensuring economic security in modern Russia, developing under the conditions of economic sanctions from the countries of the “collective West”.Tasks. To describe the impact of sanctions on the Russian economic system, to assess their impact on national economic security. To study investment activity in Russia in the medium term, including its transformation in the conditions of non-economic shock caused by sanctions. To offer recommendations for improving the state investment policy.Methods. In preparing the article we used general scientific methods of research (comparative, retrospective, macroeconomic analysis), as well as special methods of economic and mathematical modeling, forecasting, statistical data analysis, and expert assessments.Results. Anti-Russian sanctions have caused a number of new challenges and complex threats to national economic security. The sanctions caused a macroeconomic shock. But, despite the volatility and volatility of GDP, the Russian economy is experiencing a trend of long-term growth, which indicates the presence of sufficiently effective mechanisms for preserving national economic security. At the same time, this growth is rather sluggish, it is necessary to launch mechanisms for its acceleration, which is difficult in the conditions of external sanctions restrictions. The basis for success in economic growth is high investment activity. Its stimulation should become one of the priorities of Russia’s current economic policy. Despite the political and economic turbulence caused by the sanctions and the general contraction of the economy, investments, contrary to expectations, did not decline in Russia in 2022, although their growth rate slowed down. At the same time, the structure of investments has changed unfavorably. The author’s study reveals atypical behavior of investments in Russia under the shocks of 2020 and 2022: the growth rate of investments slowed down, but at the same time they grew in absolute terms in both actual and comparable prices, despite the general crisis in the economy. This creates preconditions for future growth. Apparently, Russian investors did not revise their plans, remaining confident that external sanctions will not only be successfully overcome, but may also give a new impetus to the development of domestic production, as it happened with agricultural production after the food embargo introduced in 2014. This indicates high confidence of national business in the policy pursued by the authorities. In order to maintain the sustainability of socio-economic development and the realization of national economic interests, it is important to achieve a steady decline in investment activity and prevent the curtailment of investment. This is possible only through the creation by the state of such an investment environment, such conditions that are understandable and attractive for the business community and arouse its confidence.Conclusions. The impact of sanctions on the Russian economy is immediate and prolonged. The Russian economy has successfully coped with the initial sanctions shock. But the delayed effects of sanctions remain, they act as a significant threat to national economic security, which makes it necessary to strengthen measures to counteract them and preserve economic stability. The investment policy of the state has a significant role in solving these problems, which is considered in the article as a tool to overcome the threats to national economic security caused by sanctions. Investment activity of private business in the new conditions requires state support, the article reveals the directions and conceptual provisions of such support.
