The Politécnico Grancolombiano is a private University institution in Bogotá, Colombia. Its campus is located in the mountains of the city of Bogotá. It was founded on March 23, 1980 by banker and financier Jaime Michelsen Uribe, with support from Bancolombia and leading companies of the Grancolombiano Group.
El presente artículo analiza la formalización institucional de la gobernanza algorítmica en seguridad pública en Colombia a partir de un corpus documental integrado por normas, políticas públicas y documentos institucionales de acceso público. Su objetivo es examinar cómo estos instrumentos configuran –o dejan indeterminados– mecanismos de decisión, coordinación interinstitucional y rendición de cuentas asociados al uso de sistemas algorítmicos y analítica de datos. El estudio adopta un diseño cualitativo basado en análisis documental sistemático de disposiciones constitucionales y legales, instrumentos nacionales de política pública sobre transformación digital e inteligencia artificial, y familias documentales sectoriales y territoriales relacionadas con modernización tecnológica, interoperabilidad, gestión de información, protección de datos y seguridad pública durante el período 2018-2025. La estrategia de análisis se organizó mediante una matriz categorial en tres dimensiones –decisión, coordinación y rendición de cuentas– y una codificación de unidades documentales de sentido, en la que se diferenciaba la evidencia observada, la inferencia analítica y el límite interpretativo. Los resultados muestran que, en el corpus analizado, la gobernanza algorítmica en seguridad pública aparece como una formalización indirecta y desigual: mientras que la interoperabilidad, el uso estratégico de los datos y la gestión de la información tienen mayor visibilidad documental, los mecanismos sectoriales de supervisión humana significativa, trazabilidad funcional, auditoría algorítmica y atribución de responsabilidades permanecen menos desarrollados. El artículo sostiene que el principal desafío no consiste únicamente en ampliar capacidades tecnológicas, sino también en fortalecer arreglos institucionales que articulen eficiencia operativa, protección de derechos y control democrático.
RISE model has been applied in 148 organizations of different sizes and economic sectors in Colombia. This model is composed of nine factors (Innovation, sustainable production, leadership and strategic direction, collaborative processes, organizational culture, recognition, new markets, technology and financial indicators), four dimensions (analyzed in each factor): Social, environmental, managerial and economic, and these dimensions are described in 48 variables, among which is Leadership developed under the concepts of Corporate Governance, Knowledge Management and Corporate Strategies.The objective of this chapter is to present the analysis of the variables in the light of the RISE model, which best explain strategic leadership in Colombian companies. The data from the 148 organizations as a convenience sample using multiple regression analysis” and six (6) variables were obtained of the 48 that make up the model, which explain between 71.7% and 70.5% of the managerial decision to improve leadership that facilitates the achievement of organizational goals.
Introduction: Smart Cities (SC) are located at the intersection of the innovation economy and the urban economy, where digitalization and data analysis are transforming productivity and public management models. This phenomenon redefines governance dynamics and demands new strategies for territorial development. Objective: The objective of this study is to analyze the main research trends on SC from an economy-urban perspective, with a special emphasis on Latin America. Methodology: A mixed approach was used, combining bibliometric analysis of publications indexed in Scopus and critical review of more than 60 recent articles to characterize thematic and productive evolution. Results: The results show an annual growth of 37.7% in academic production between 2018 and 2024, with China and India standing out. Research areas include the Internet of Things (IoT), blockchain, sustainability, and urban planning. In Latin America, scientific participation is 5% with an emphasis on governance, inclusion, and digital and institutional gaps. Discussion: Studies indicate that the SC paradigm is growing rapidly, although still in the process of consolidation, particularly in regions with unequal capacities. Conclusions: Strengthening CS in Latin America requires improving ICT infrastructure, promoting collaborative governance, and developing indicators focused on people and territory.
This article analyzes the role of the JACs in the fiscal control of contracting for the School Feeding Program in Colombia during the period 2020-2025. The research is based theoretically on the following authors: Cunill (1991); Gómez Acevedo (2025); Casas Silva (2023); Velásquez (2003); Gaibor Costta (2023); Granados Estrada (2022); Porto Gutiérrez (2016). The research is developed through a mixed methodological approach that combines document analysis, regulatory review, case study, and statistical analysis. Using qualitative and quantitative instruments including document analysis and semi-structured interviews, it examines how community participation can strengthen the transparency, efficiency, and effectiveness of the program. The results reveal that, although there is a regulatory framework that facilitates the participation of the JACs, challenges remain related to technical capacities, access to information, and mechanisms of reaaccountability. This research aims to strengthen citizen participation through the JAC, which can contribute significantly to improving fiscal control and the quality of the PAE.
This Plan is the public policy instrument for citizen security and coexistence that allows to all those involved in the municipality of Turbaco, to strategically define the issues, risks, strategies, resources, indicators, and goals for the four years of the administration of this municipality (2024-2027). This chapter explains how this plan was developed, highlighting its alignment with the vision and mission of the Municipal Development Plan, guided by for the documents, policies and representatives of the national government of Colombia.
