What if we could start over and build the Internet from scratch? How could it be rebuilt or reimagined as more equitable and just? For more than eight years, Britt S. Paris investigated alternative Internet infrastructure projects, conducting interviews, site visits, and policy analysis. In this expansive and interdisciplinary study, Paris critically examines the myriad and contradictory promises, utility, and obstacles to building a completely new Internet. Radical Infrastructure locates and analyzes the boundaries of how people and groups imagine, build, deploy, maintain, and use the Internet as they survive—and even dare to thrive in—challenging political, economic, and environmental contexts. Ultimately, Paris encourages active reflection among scholars, policymakers, and activists and reveals more grounded imaginaries, tactics, and opportunities for future people-centered projects.
Observed climate change has significantly impacted land transportation infrastructure, including roads, railways, bridges, seaport facilities, runways, and other components. It also affects traffic management and the efficiency of the transport system, influencing maintenance costs, travel safety, and traffic flow speeds. This issue is particularly critical for the Arctic Zone of the Russian Federation (AZRF), which is undergoing rapid economic development. Despite its expanding technological infrastructure, the region remains highly vulnerable to the impacts of climate change. A comprehensive assessment of these environmental risks is essential to ensure sustainable regional growth. Observed and projected changes in temperature and humidity generally have adverse effects on the condition and operation of transportation infrastructure. The primary types of negative impacts linked to climate change have already emerged, and these trends are expected to intensify by the mid-21st century. This paper analyses projected climate change in the Western Russian Arctic for 2023–2064. Using the CNRM-CM6-1-HR model from Phase 6 of the Coupled Model Intercomparison Project (CMIP6), it evaluates three socioeconomic scenarios (SSP1-2.6, SSP2-4.5, SSP5-8.5). The results are compiled in an electronic atlas mapping the projected distribution of air and soil temperature, total precipitation, wind speed, and snow cover thickness. Analysis of projection revealed non-linear climate model variations, where parameter values can overlap across scenarios and change rates can be unexpectedly higher in optimistic pathways. These projections, assessed against a 1980–1989 baseline, were visualised in regional maps to detail hydrometeorological changes for 2023–2064. This analysis of regional climate change is vital for sustainably managing railway infrastructure. The results highlight a heterogeneous Arctic climate and identify potentially hazardous phenomena expected to increase in frequency and impact.
Introduction. The use of polymer composites as structural materials for bridge superstructures represents a promising area for scientific research and development, particularly in challenging climatic and geological engineering conditions. The aim of the work is to identify methods for increasing the efficiency of using polymer composite materials in bridge span structures based on the study of their physico-mechanical char acteristics as part of experimental studies. Methods and materials. The relevance of this research stems from the need to develop a structurally similar model of a bridge superstructure made of polymer composite materials that meets modern stability and safety requirements, thereby facilitating infrastructure development in remote northern regions. The variety of fibers, matrix materials and reinforcement schemes used in the creation of polymer composite structures makes it possible to control characteristics such as strength, rigidity, operating temperature and other physical and mechanical properties of materials. Results and Discussion. The study included a brief overview of the components of polymer composite materials and the development of a testing program, which led to the production and testing of a batch of flat samples using domestically produced materials. Selecting the composition, adjust ing the component ratios and improving the composite's macrostructure allows for optimal performance characteristics depending on the requirements. Conclusion. Tests of flat FRP samples aimed at determining the values of their physico-mechanical, strength and deformation characteristics have been carried out. The test results obtained for FRP are comparable to those of traditional structural materials. The expediency of using fiberglass in highly loaded structural elements is substantiated, which demonstrates the potential for developing a bridge superstructure design from FRP. The prospects for further research based on computational and experimental analysis of nodal connections of elements from FRP are outlined.
This article examines the influence of jet grouting on the stability of a transportation facility located within a permafrost zone. The effectiveness of the procedure in the cryolithozone, as well as its impact on the strength and deformation properties of foundation soils, is evaluated. Numerical modeling is employed to assess the influence of jet grouting on potential embankment deformations.
Обоснование. Актуальность исследования обусловлена необходимостью оптимизации эксплуатационных расходов на содержание устройств сигнализации, централизации и блокировки (СЦБ) на малодеятельных участках железных дорог. Такие участки, характеризующиеся грузонапряжённостью менее 15 млн. ткм/км в год, составляют значительную часть сети Российской Федерации, однако традиционные системы планово-предупредительного ремонта, ориентированные на интенсивно эксплуатируемые линии, приводят к неоправданно высоким удельным затратам, несоответствию периодичности обслуживания фактическому темпу старения оборудования и избыточному количеству выездов персонала. Современные тенденции требуют перехода к обслуживанию по фактическому состоянию с использованием методов прогнозной аналитики. Отсутствие комплексных технологических моделей, адаптированных к условиям малодеятельных участков, определяет необходимость разработки научно обоснованного подхода, обеспечивающего баланс между экономической эффективностью и требуемым уровнем безопасности движения. Цель – разработка технологической модели организации эффективного обслуживания устройств СЦБ на малодеятельных участках железных дорог, основанной на принципах прогнозирования отказов и рационального распределения ресурсов, позволяющей снизить эксплуатационные затраты при сохранении или повышении надёжности и безопасности движения. Материалы и методы. Исследование базируется на статистическом анализе 2348 записей об отказах устройств СЦБ на малодеятельных участках за период 2020–2023 гг., классифицированных по типам устройств и характеру неисправностей. Для описания закономерностей возникновения отказов применено модифицированное распределение Вейбулла, учитывающее сезонные колебания и интенсивность эксплуатации. Методы нелинейной и динамической оптимизации использованы для определения рациональных межремонтных интервалов. Разработана имитационная модель системы обслуживания, выполнено 2000 прогонов для различных сценариев (доверительная вероятность 95%). Экономическая эффективность оценивалась методами дисконтирования денежных потоков (NPV, IRR, срок окупаемости). Исходные данные для расчётов соответствуют типовому малодеятельному участку протяжённостью 50 км с конкретным перечнем устройств и стоимостью работ. Результаты. Предложенная технологическая модель, включающая дифференцированный подход к обслуживанию по классам критичности и алгоритм оптимизации межремонтных интервалов, позволяет увеличить средний интервал обслуживания на 57,8 % (с 90 до 142 дней), сократить количество внеплановых отказов на 38,9 % и среднее время восстановления на 45,2 %. Коэффициент готовности системы может повыситься с 0,980 до 0,991, что соответствует снижению времени простоя на 55 %. Годовые эксплуатационные затраты могут снизиться на 20,5 % (2,7 млн руб. для участка 50 км) при расчётном сроке окупаемости капитальных вложений 1,6 года. Разработанные модели и рекомендации могут быть тиражированы на других малодеятельных участках железных дорог.
