The article explores the theoretical, methodological, and applied principles of formation and implementation of state policy to ensure the financial sustainability of the health care system in indeterminate conditions. The relevance of the topic is determined by the fact that the health care system functions under the influence of a consistent layering of pandemic, military, macroeconomic, and technological shocks, which requires rethinking approaches to state financing, budget response, and managerial adaptability. The purpose of the study is to develop a theoretical and methodological basis and applied tools for assessing the financial sustainability of the health care system and developing proposals for improving state policy in this area. As a result, an integral index of the financial sustainability of the healthcare system was constructed, the impact of macroeconomic and crisis factors on its dynamics was assessed, and basic, stressed, and adaptive scenarios for our country for 2026–2030 were formed. It was proven that the sustainability of the healthcare system is determined not only by the scale of public spending, but also by the structure of funding sources, the level of direct financial burden on the population, the stability of the healthcare budget priority, and the ability of the state to implement technologies based on artificial intelligence in the management of financial flows. The practical value of the work lies in the possibility of using its results by state authorities to improve budget policy, develop a program of medical guarantees, and form adaptive mechanisms to ensure the financial sustainability of the healthcare system.
Purpose. The aim of the study is to determine the impact of social and labour relations on the formulation of cost management strategies for enterprises in the agro-industrial complex and to substantiate approaches to improving the efficiency of labour resource utilisation within the strategic cost management system. Methodology. The study utilises a range of general scientific and specialised methods, including analysis and synthesis, the systems approach, comparative analysis, and the synthesis of academic sources and practical experience regarding the operations of agribusiness enterprises. To substantiate the proposed approaches to cost management, methods of strategic analysis of social and labour relations and assessment of the effectiveness of motivational mechanisms were applied. Findings. It has been established that social and labour relations are an important factor in the formation of an effective cost management strategy for agribusiness enterprises. The main factors influencing personnel costs have been identified, in particular the level of remuneration, employee productivity, vocational training and social security. The feasibility of integrating the system for managing social and labour relations into the process of strategic cost management has been substantiated. Directions for improving the effectiveness of cost management through the improvement of labour relations, the development of corporate culture and the enhancement of staff qualifications have been proposed. Originality. The scientific novelty of the study lies in the development of an approach to integrating social and labour relations into the cost management system of agribusiness enterprises through the introduction of a hybrid staff motivation system, which combines key performance indicators (KPIs), piecework pay and cost indicators. The study proposes the use of ‘cost-reduction’ KPIs, digital monitoring of staff performance and the seasonal adaptation of incentive mechanisms to ensure increased labour productivity and a reduction in production costs. Practical value. The practical significance of the research findings lies in their potential use by managers of agribusiness enterprises to improve cost management systems, enhance the efficiency of labour resource utilisation, develop modern incentive mechanisms and strengthen the competitiveness of enterprises. The proposed approaches can be utilised when developing sustainable development strategies for agribusiness enterprises in the context of the digital transformation of the economy.
This research investigates the vulnerabilities of Ukraine's energy landscape to climate-driven hazards and explores potential mitigation strategies. It assesses how global temperature increases affect power production, distribution, and demand, alongside the robustness of the grid and the reliability of energy supplies. Specific risks for thermal, nuclear, and renewable energy subsectors, along with electricity transmission and distribution systems, are analysed. Key essential actions for improving climate durability are outlined, encompassing the upgrading of infrastructure, the adoption of sustainable energy technologies, the creation of localized power networks and intelligent grids, and the application of hazard control frameworks and economic incentives. Particular attention is given to practical examples concerning localized adaptation initiatives (namely the Lviv territorial community) and to a comprehensive approach aimed at fortifying the stability of the national energy system to climate-related and security challenges.
The aim of this study was to evaluate the effect of inactivated glutathione yeast EnzActive Protein on body weight gain dynamics and feed conversion ratio in meat-and-egg type Manchurian quails under commercial rearing conditions. The experiment was carried out on three groups of quails (15 birds per group) formed by the principle of analogues: control (basal diet), trial 1 (basal diet + 0.3 kg/t EnzActive Protein) and trial 2 (basal diet + 0.5 kg/t). Starting from day 20 of age, birds received the respective diets until day 47. Live body weight was recorded weekly; absolute and average daily gains as well as feed conversion ratio were calculated for each growth period and for the overall experimental period. Feeding inactivated glutathione yeast did not cause any adverse clinical effects and was associated with a marked stimulation of growth performance. As early as day 27, body weight in the supplemented groups exceeded the control by 6.9–10.6%, whereas on days 34 and 47 this difference increased to 18.6–25.2% and 23.6–39.8%, respectively (P<0.001). Average daily gains remained consistently higher in both experimental groups throughout the study, and during the peak growth phase (days 27–34) they were almost twice as high as in the control. Feed conversion ratio improved by 8–24% in individual periods, and over days 20–47 the amount of feed required per kilogram of gain was lower in the supplemented birds, with the most pronounced effect at the dose of 0.5 kg/t. These results indicate a clear dose-dependent productive response to EnzActive Protein and support its economic and practical suitability as a functional feed additive for meat-and-egg type quails.
The article examines the theoretical and practical aspects of strategic management of agricultural enterprises under martial law conditions. It is determined that the agricultural sector of Ukraine operates under significant transformational challenges caused by military actions, destruction of infrastructure, disruption of logistics chains, limited access to financial resources, labor shortages, inflationary processes, and instability in domestic and foreign markets. These factors significantly affect the efficiency and competitiveness of agricultural enterprises and require the implementation of adaptive management approaches. The study identifies the main risks and threats affecting the stable functioning of agricultural enterprises in crisis conditions. Particular attention is paid to logistical difficulties, rising production costs, declining investment attractiveness, energy supply problems, and changes in export opportunities. It is substantiated that effective strategic management during wartime should be based on flexibility, rapid adaptation to changes in the external environment, diversification of production and distribution channels, as well as strengthening the economic resilience of enterprises. The article emphasizes the importance of implementing crisis management mechanisms, digital technologies, innovative management tools, and modern information systems to improve the effectiveness of managerial decision-making. The role of strategic planning, risk management, resource optimization, and financial sustainability in ensuring the continuity of agricultural production is highlighted. The necessity of state support, international cooperation, and investment stimulation for the recovery and development of the agricultural sector is also substantiated. Practical directions for improving the efficiency of agricultural enterprises under current economic conditions are proposed, including diversification of activities, implementation of energy-saving technologies, development of export potential, strengthening food security, and enhancing competitive advantages in domestic and foreign markets. It is concluded that strategic management is a key factor in ensuring the resilience, adaptability, and long-term development of agricultural enterprises under martial law conditions.
