
Subject. This article discusses the approaches to the regulation and development of the crypto asset market in the EAEU countries. Objectives. The study aims to reveal the features of crypto assets regulation and taxation in the EAEU countries, to determine the measures taken by regulators and their impact on the development of the cryptoasset market. Methods. For the study, I used the methods of scientific cognition, comparison and generalization, and the analytical method. Results. The article reveals the most important aspects of regulating the market, and identifies the main factors that restrain and stimulate the development of crypto activities in the EAEU countries. Conclusions. Digital transformation of financial systems necessitates revising approaches to the regulation of crypto assets in countries with developed market economies. Crypto activity is increasingly crossing the legal sphere, the crypto infrastructure is developing. The Alliance countries need to harmonize legislative acts regulating crypto-asset circulation and implement unified rules for their circulation that correspond to modern realities.
Subject. This article discusses models of innovative cooperation between Russia and Mongolia. Objectives. The study aims to identify problems in optimizing innovative cooperation between Russia and Mongolia, and to propose recommendations for identifying the most successful and promising models of their innovative cooperation. Methods. For the study, we used the methods of forecasting and innovative crisis management based on a systemic-information approach. Results. The article carries out an assessment of the current state of innovative cooperation between Russia and Mongolia, and analyzes the tasks and models of this cooperation. It also proposes recommendations for optimizing cooperation between the two countries. Conclusions. The current state of Mongolian-Russian cooperation in the field of science and innovation, in terms of quantitative and qualitative parameters, does not satisfy either side and requires optimization.
Subject. This article focuses on the subregional formations as a form of inter-municipal cooperation, ensuring a connection between regional priorities and local specifics. Objectives. The study aims to develop the conceptual foundations of subregional strategizing, allowing a transition from a compensatory to a stimulating model of managing the region's economic space. Methods. For the study, I used the methods of theoretical analysis and synthesis to distinguish the concepts of Agglomeration and Subregion, as well as a comparative analysis of domestic and foreign practices of inter-municipal cooperation. Results. The article identifies key differences between agglomerations and subregions, and summarizes the Russian and European paradigms of subregional development. It also proposes conceptual principles of subregional strategizing. Conclusions. A transition from transfer dependence to a stimulating management model is necessary, along with a synthesis of vertical coordination and horizontal cooperation. The research results can be helpful in the activities of state authorities when developing and implementing spatial development strategies, as well as in creating mechanisms for intermunicipal cooperation.
Subject. This article focuses on the problem of compensating for socioeconomic costs arising from the introduction of environmental restrictions. Objectives. The study aims to analyze existing compensation mechanisms and justify an integrated approach to their development and application to ensure social justice and long-term sustainable development. Methods. For the study, I used the methods of systematizing scientific literature on the economics of natural resource use, ecological economics, and political ecology. Results. The article identifies and characterizes key compensation instruments. It also determines the advantages and disadvantages of various approaches. Conclusions. An effective compensation policy should strategically combine different mechanisms adapted to the local context, creating positive incentives for community participation in the activities. The results of the study can be helpful for government authorities when forming and implementing environmental and socio-economic policies aimed at ensuring ecological safety and a just transition.
Subject. This article focuses on theoretical and methodological approaches to assessing the effectiveness of implementing innovations and digital technologies in mechanical engineering enterprises. Objectives. The study aims to develop a methodological approach to assessing the effectiveness of implementing innovations and digital technologies in mechanical engineering, serving as a basis for introducing logistics management methods under conditions of unstable demand and market transformation. Methods. For the study, I used the methods of theoretical generalization and comparison, system-structural and formal-logical analysis, as well as methods of synthesis and classification, tabular and graphical techniques for data visualization. Results. The article identifies significant limitations of traditional methods for evaluating effectiveness, and develops a conceptual model of integrative assessment that takes into account the synergistic and ecosystem effects of digitalization. Conclusions. The proposed integrative approach allows for taking into account the shortcomings of existing methodologies by systematically considering resource capabilities, and the influence of market conditions. Mechanical engineering enterprises can use the results for a comprehensive assessment of the innovative projects effectiveness, and for justifying the implementation of modern logistics management methods.
Subject. This article discusses institutional mechanisms for resolving ecological and economic contradictions in Russian agro-industrial complex in the sustainable development goals context. Objectives. The study aims to identify ways to form a green economy adaptive model in the Russian agro-industrial complex, taking into account regional specifics and contradictions of the global sustainable development agenda. Methods. For the study, we used general scientific methods (theoretical analysis, logical and analytical approaches), the institutional approach, strategic and comparative analyses, and graphical methods for visualizing structural interconnections. Results. The article reveals the terminological vagueness of the green economy key concepts, and proposes a hierarchical structure of the conceptual field. It also develops a multi-level scheme for integrating the activities of the agro-industrial complex with the sustainable development goals. Conclusions. The authorities can use the research findings for the agro-industrial complex sustainable development and the formation of institutional support for green transformations. The conclusions emphasize the importance of targeted institutional reforms to achieve synergy between environmental safety, social well-being, and economic efficiency.

The study aims to form a structured understanding of approaches to the strategic partnerships success assessing, and develop clear recommendations for selecting and adapting evaluation systems depending on the alliance specifics. Methods. For the study, I used the methods of systematization and classification, comparative, logical, and structural-functional methods, modeling, and abstraction. Results. The article systematizes methods for assessing the effectiveness of strategic alliances into key approaches, and identifies specific criteria, strengths, and limitations for each approach. It also formulates contextual recommendations for adapting the evaluation system depending on the alliance type. Conclusions. The study emphasizes the central role of relational and strategic criteria as a basis for long-term effectiveness. The practical significance lies in providing managers with a structured toolkit for diagnosing and improving the partnership performance. The developed recommendations allow managers to configure the system of indicators, which directly contributes to reducing the risk of failure and increasing the manageability of cooperative strategies.
Subject. This article focuses on the achieving sustainable development goals in the context of conflict between the ''Collective West'' and the ''Global South''. Objectives. The study aims to examine the problems of achieving sustainable development goals and the relevance of their transformation. Methods. For the study, I used the methods of analysis and synthesis, a review of scientific sources, analysis of statistical data and forecasts. Results. The article considers a theoretical discussion regarding the significance of sustainable development goals and the problems in their achievement. Conclusions. The contradictions of sustainable development goals, their insufficient harmony and research, as well as the intensification of geopolitical confrontation, have led, at best, to moderate progress in achieving a number of sustainable development goals, and, at worst, to a significant regression in their achievement.
Subject. This article discusses adaptive control systems development in a changing economic environment, and approaches to risk management. Objectives. The study aims to develop a practice-oriented methodology for building a forecasting system aimed at reducing operational risks. Methods. For the study, we used mathematical modeling, and systems approach to the forecasting system architecture development. Results. The article proposes a methodology for building an intelligent forecasting system, and describes the system architecture, including modules for data collection, analysis, forecasting, and risk management. Conclusions. The integration of the forecasting system into the risk management framework is a key condition for improving the economic security of an enterprise. Forecasts based on deep learning models showed the best results, confirming the need for their implementation in the management process.
Subject. This article focuses on the effectiveness evaluation of the system for training and promoting managerial personnel of hotel enterprises. Objectives. The study aims to reveal the essence of the human-centered conceptual model Co-investment, substantiate a set of assessment criteria, and evaluate the effectiveness of implementing the proposed model in the system for training and promoting managerial personnel. Methods. For the study, we used the methods of content analysis of literary sources and hotel documentation, comparative analysis, as well as survey and psychological testing techniques. Results. The article shows that the effectiveness of implementing the model is ensured by the hotel business specifics and focus on the values of partnership between the manager and the owner of the enterprise in conditions of an innovation-oriented economy and socioeconomic instability. Conclusions. A criterion-based assessment of the proposed algorithm demonstrates its scientific and practical effectiveness and the possibility of its use in human resource management of various accommodation facilities. When forming a qualitatively new adaptive mechanism of hotel management, the core directions for the training and promoting managerial personnel should be the equal partnership of the manager and business owner.
Subject. This article discusses the use of proxy indicators, their role and significance in the modern economy, as well as practical implementation. Objectives. The study aims to develop and implement a methodology for the systemic analysis of the low-carbon level economy based on the use of proxy indicators. Methods. For the study, we used the general scientific methods of analysis and synthesis. The main sources of information were analytical reports, databases, and scientific articles. Results. The article proposes a toolkit for assessing the level of low-carbon economy. Conclusions. The considered proxy indicators can help in assessing the level of low-carbon economy, contributing to informed decision-making in the field of carbon emission reduction policy development and achieving sustainable development goals.
Subject. This article discusses the influence of knowledge generation, and two fundamentally different types of innovations on the dynamics of economic systems evolution. Objectives. The study aims to substantiate the possibility of implementing the idea of "innovation-based economic growth" proposed by J. Mokyr using economic-mathematical models. Methods. For the study, we used a methodological approach to construct economic-mathematical models of economic growth by analogy with the evolutionary development of biological populations, using the example of the СOVID-19 coronavirus, and the theory of Kondratiev long waves. Results. The article reveals the effectiveness of a model with two fundamentally different innovation types regarding their impact on the dynamics of economic development processes. Expanding access to natural resources leads to the natural formation of Kondratiev cycles. Conclusions. The evolutionary model allows explaining the automatic capital transfer from agents with below-average economic innovativeness to agents whose innovativeness is above the average.
Subject. This article discusses the demographic development analysis of countries of the world. Objectives. The study aims to identify demographic trends in various States, including the Russian Federation. Methods. For the study, I used the methods of induction, deduction, statistical and multivariate analyses, and classification. Results. The article identifies a variation in the population growth rate in different countries and a pronounced deformation of the gender structure in Russia. It also carries out an integrated assessment of demographic development, and considers the practice of implementing family policy mechanisms in countries with demographic problems. Conclusions. Many countries around the world have faced negative demographic trends, which are mainly characteristic of developed countries. These problems require a comprehensive approach to their solution. The principles of fertility policy in different countries can be adapted to the Russian reality to achieve the strategic goals of the socioeconomic development of the Russian Federation.
Subject. This article discusses the impact of changing conditions in the external and internal environment on the financial and economic performance of PAO Inter RAO in 2020–2024. Objectives. The study aims to analyze the features of the operation of Russia's largest energy company, PAO Inter RAO, in the context of economic transformation. Methods. For the study, we used the methods of horizontal and vertical analyses, comparative analysis, and ratio analysis of the company's indicators. Results. The article reveals that despite the introduction of extensive economic restrictions since 2022, PAO Inter RAO demonstrates a high degree of resilience. Conclusions. The combination of changes in revenue structure, investment and dividend policy, as well as liquidity management, forms a sustainable adaptive trajectory under conditions of external shocks and increasing geoeconomic pressure.
Subject. This article focuses on the savings and investment behavior of Russian households. Objectives. The study aims to conduct a comprehensive analysis of the investment behavior of Russian households to identify structural shifts, and assess their impact on the internal stability of the economy. Methods. For the study, I used the methods of structural and dynamic analyses in combination with artificial neural networks, and cluster analysis to identify stable behavioral patterns. Results. The article identifies a qualitative transformation in the financial behavior of Russian households. It also uncovers complex nonlinear dependencies and identifies recurring behavioral patterns associated with phases of the economic cycle and external shocks. Conclusions. There are deep contradictions between favorable aggregated indicators and financial polarization, where progressive trends are characteristic only of a part of the population, creating significant macrofinancial risks and requiring selective regulation. The study's results are applicable to the development of monetary, macroprudential, and social policies that strengthen financial resilience and reduce systemic risks.

The study aims to examine the theoretical foundations of central bank digital currencies, their features, advantages, and potential risks. It also aims to compare implementation approaches of such digital currencies in different countries, and analyze their technological aspects of implementation. Methods. For the study, I used the methods of analysis and synthesis. Results. The article examines advantages and potential risks of central bank digital currencies. It also analyzes approaches to the central bank digital currencies implementation in different countries, including China, Sweden, the Bahamas, and Nigeria. Conclusions. A careful approach is necessary when choosing a central bank digital currency model, taking into account the specifics of the national economy and financial system of each country. The article proposes a hybrid approach to building a digital currencies international settlement system for Russia.

The study aims to identify trends and problems in achieving sustainable development goals in modern conditions. Methods. For the study, I used the methods of analysis and synthesis, as well as a review of scientific sources, statistical data, and forecasts. Results. The article examines the theoretical discussion regarding sustainable development goals achievement, and explores the practical results of their achieving. Conclusions. Interim results show the insufficiency of efforts by a number of countries to maintain economic development and a low likelihood of achieving the SDGs by 2030.
Subject. This article focuses on the interaction between internal affairs bodies and enterprises in the field of comprehensive security as a special type of institutional relationship. Objectives. The study aims to develop and substantiate an integral system of quantitative indicators that allows an objective assessment of the level, structure, and dynamics of interaction. Methods. For the study, I used the methods of questionnaire surveys, analysis of evaluative judgments, and methods of system and institutional analyses. Results. The article develops a comprehensive system of indices reflecting the key parameters of interaction, and forms an integral interaction indicator that provides the possibility of comparative assessment of partnerships between different entities and the identification of stable trends in its development. Conclusions. The interaction between law enforcement agencies and enterprises is in a transitional phase and is characterized by institutional asymmetry and an insufficient level of trust. The proposed system of indicators improves the accuracy of monitoring and forms the basis for building an economically sustainable partnership model in the field of comprehensive security.
Subject. This article discusses approaches to assessing fire damage in the context of evaluating the territories economic security. Objectives. The study aims to formalize a comprehensive methodology for assessing fire damage for various types of territories in the Russian Federation using tools of socioeconomic zoning. Methods. For the study, we used a systems approach, methods of economic ranking of territories, analysis of statistical data, comparative analysis of existing damage assessment methodologies, and socioeconomic zoning. Results. The article reveals that there is no universal methodology for all types of territories. The use of the authors' toolkit makes it possible to increase the accuracy and reliability of the assessment, which is confirmed by the results of the practical application of the methodology. Conclusions. The formalized comprehensive methodology increases the transparency, reproducibility, and managerial applicability of fire damage assessment. One can use it for planning prevention, recovery, and resource allocation taking into account the economic safety of territories.
