In the era of an innovation-driven digital economy, whether digital innovation narrows or widens regional income disparities remains a controversial issue. This study constructs a comprehensive evaluation index system to measure digital innovation and empirically examines the impact mechanism of digital innovation on regional income disparities in China from an economic perspective by employing panel regression, the spatial Durbin model, and the panel threshold model. A novel and key finding is that the marketization level acts as a critical threshold variable in the relationship between digital innovation and regional income disparities. Specifically, when the marketization level is below a certain threshold, digital innovation tends to widen regional income disparities; once it exceeds this threshold, digital innovation plays a significant role in narrowing such disparities. Moreover, the development of digital innovation has a significant narrowing effect on regional income disparities. Compared with its local impact, digital innovation can exert a more important effect on reducing income disparities in neighboring regions through significant spatial spillover effects. Accordingly, this paper puts forward targeted policy recommendations, including differentiated development strategies, enhanced spatial coordination, and accelerated digital innovation.
There is notable variability in carbon emission reduction efforts across different provinces in China, underscoring the need for effective strategies to implement carbon emission allowance auctions. These auctions, as opposed to free allocations, could be more aligned with the principle of "polluter pays." Focusing on three diverse regions - Ningxia, Beijing, and Zhejiang - this study employs a system dynamics simulation model to explore markets for carbon emissions and green certificates trading. The aim is to determine the optimal timing and appropriate policy intensities for auction introduction. Key findings include: (1) Optimal auction strategies differ among the provinces, recommending immediate implementation in Beijing, followed by Ningxia and Zhejiang. (2) In Ningxia, there's a potential for a 6.20% increase in GDP alongside a 21.59% reduction in carbon emissions, suggesting a feasible harmony between environmental and economic objectives. (3) Market-related policy variables, such as total carbon allowances and Renewable Portfolio Standards, significantly influence the optimal auction strategies but have minimal effect on carbon auction prices.
In the implementation process of economic and environmental policy, a key concerned problem is the inability of some local officials to faithfully implement environmental policies made by the central government in China, as well as many other developing countries. In this paper, a multitask principal-agent model is established to make a comprehensive comparison on the role that the current incentive mechanism (CIM) and the long-term performance-oriented incentive mechanism (LTPOIM) play in policy implementation. In addition, both the incentive effect and the choice of incentive intensity in the LTPOIM are investigated. The results provide the insight that local officials may trade off the efforts of environment protection for economic growth in the CIM. However, local officials are incentivized to allocate higher efforts toward the implementation of environmental policies (IENP) to strengthen environment protection, or invest higher efforts toward IENP and the implementation of economic policies (IECP) to pursue the win-win situation for economy and environment in the LTPOIM. Besides, the chance of distributing higher efforts toward IENP and IECP in the case of complement tasks is higher than that in the case of substitute tasks. The optimal incentive intensities of long-term performance in the case of complement tasks are higher than those in the case of substitute tasks.
在推进碳达峰碳中和的进程中,数字金融的融资作用不可或缺.在此背景下,厘清数字金融对碳减排的空间影响效应具有重要意义.基于 2012-2019 年中国 30 个省市自治区面板数据,构建空间杜宾模型探究数字金融对碳排放强度的直接效应与空间溢出效应,并分析财政分权在数字金融影响碳排放强度中的调节作用.研究表明:数字金融的发展能够抑制本省碳排放增加,且该影响具有显著正向溢出效应,降低周边省份碳排放强度;财政分权削弱本省与周边省份数字金融对碳排放强度的抑制影响,具有负向调节作用.据此提出支持各省数字金融基础设施建设、推动各省间数字金融与碳减排交流合作、合理优化政府权责与政府财政分权体制等相关建议.
为了制定合理的奖惩政策抑制企业策略性环境治理行为,基于动机—行为—绩效分析框架,构建地方政府与企业的演化博弈模型,探讨政府奖惩组合政策对企业策略性环境治理行为演化的影响,分析不同奖惩组合政策下系统实现演化稳定状态的条件,以及最优奖惩组合政策下各参数变化对企业实施前瞻性环境治理概率的影响.研究表明:当政府实施静态惩罚和静态补贴组合政策时,系统无法渐进稳定于中心点;当实施动态惩罚和静态补贴、静态惩罚和动态补贴、动态惩罚和动态补贴3种组合政策时,系统存在演化稳定策略.当企业因前瞻性环境治理获得的声誉收益小于某阈值时,动态惩罚和静态补贴为最优奖惩政策;当声誉收益大于该阈值时,动态惩罚和动态补贴为最优奖惩政策.地方政府对企业前瞻性环境治理行为的补贴金额过高,补贴激励效应会扭曲,补贴效应出现反转.
从数字基础设施、数字发展软环境、数字产业化、产业数字化、治理数字化五个方面构建福建省数字经济发展评价指标体系,综合应用基于灰关联度的改进G1法等方法对2021年福建省数字经济发展水平进行评价.研究结果表明:福州和厦门数字经济发展水平位居前两位,属于领跑者队列;泉州和莆田位居第三、四名,属于加速者队列;龙岩、南平、漳州、宁德、三明属于起步者队列.福建各设区市数字产业化发展最不均衡,治理数字化发展最均衡.数字经济发展指数与产业数字化的相关程度最高,与数字基础设施的相关程度最低.福州、厦门、泉州在一级指标的得分均排在前列,莆田在数字发展软环境和数字产业化方面仍有较大提升空间.
[目的/意义]认识研发经费投入、异质性区域经济产业环境对区域创新质量的影响机制,是有效配置创新资源的重要基础.[设计/方法]在综合评价区域创新质量的基础上,利用面板回归模型,分析四类不同来源的研发经费投入对区域创新质量的影响;利用面板门槛回归模型,以区域经济产业环境为门槛变量,研究企业研发经费投入与区域创新质量的非线性关系.[结论/发现]企业研发经费投入促进区域创新质量的提升,但具有显著的短期效应,政府研发经费投入短期内对区域创新质量具有显著的负影响,国外和其他来源的研发经费投入具有多样化的影响.区域经济发展水平、产业结构、产权结构和对外开放程度等具有显著的差异化影响效应,应基于区域经济产业环境异质性特征制定研发经费投入策略,以更有效地提升区域创新质量.
To promote energy conservation and emission reduction, China recently implemented a tradable green certificate market on the basis of the carbon emissions trading market. As an energy-intensive industry, the power industry is one of the leading contributors to carbon emissions in China. It is also the main participant in both the tradable green certificate market and the carbon emissions trading market. How to deal with the integration impact of the green certificate market and the carbon emissions trading market becomes a great challenge for the Chinese power industry. To improve sustainable development of Chinese power industry considering the integration impact of the green certificate market and the carbon emissions trading market, we established a simulation model based on system dynamics theory and scenario design method. The results of the study show that: (1) the implementation of tradable green certificate and carbon emissions trading mechanisms helps to control carbon emissions of the power industry, and to promote national targets of carbon emission reduction in China, (2) the optimization of electric power structure is positively related with renewable portfolio standard, and (3) the increase in the investment of renewable energy power generation technology not only brings large profit margins to power companies but also promote the achievement of sustainable development goals at the national level.
针对企业绿色发展中政府、企业和高管之间的双重委托代理关系,构建多任务的双重委托代理模型,得到政府激励企业节能减排、企业激励高管兼顾生产和节能减排两项任务的最优契约形式,通过数理推导和数值仿真相结合的方法分析各因素对企业对高管的最优激励强度、企业对高管的相对激励强度和政府对企业的最优激励强度的影响.结果表明,两项任务间的可替代程度、高管付出努力的成本系数、生产任务方差、节能减排任务方差、高管风险偏好都会影响最优激励契约的设计.两项任务间的可替代程度会直接和间接影响企业对高管的相对激励强度、政府对企业的最优激励强度,两项任务的方差比值会间接影响企业对高管的相对激励强度,而企业对高管的相对激励强度会间接影响企业对高管的最优激励强度.
以新发展理念为指引,基于系统论思想,构建县域高质量发展评价指标体系,分析2015-2019年马尾区高质量发展水平,识别影响马尾区高质量发展的关键因素.研究表明:马尾区综合质效、城乡发展、共享发展三个子系统的发展水平较高,创新发展子系统发展水平较低,开放发展和绿色发展子系统发展水平分别呈现"先高后低、先低后高"的特征.马尾区高质量发展处于良好水平,创新型人才缺乏、第三产业产值占GDP比重偏低、居民人均可支配收入仍待提高是其发展短板.应通过全面增强创新活力、加快构建现代产业体系、纵深推进改革开放、扎实推进生态文明建设、不断增进民生福祉来提升高质量发展水平.
国家级经济技术开发区高质量发展系统是由综合质效、创新发展、区域带动、绿色发展、开放发展等五个子系统构成的有机整体.基于新发展理念,构建国家级经济技术开发区高质量发展评价指标体系,运用基于靶心距的系统协调度模型,对福建省国家级经济技术开发区高质量发展水平进行测度,具有现实意义.评价结果表明:福州、厦门、泉州等市国家级经济技术开发区的高质量发展水平高于宁德、龙岩、漳州等市.厦门海沧台商投资区、东侨经济技术开发区处于高水平低协调发展状态,泉州台商投资区、漳州招商局经济技术开发区、东山经济技术开发区处于低水平高协调发展状态.开放发展、绿色发展子系统是福建国家级经济技术开发区高质量发展的薄弱点,开放发展子系统是发展最不平衡的子系统.
There are lack of indicator system and method to measure high-quality development. According to the new development concept and the system theory, we put forward that high-quality development system should be a system that not only realizes the development of subsystems at a high level but also achieves coordinated development among subsystems. Evaluation index system of China's high-quality development is established from the five aspects such as innovation development, urban-rural coordination, ecological environment, opening to the outside world and people's livelihood. The improved G1 method based on grey correlation degree and coordination degree model based on bull's-eye distance are applied to analyze high-quality development level of China's 30 provinces in 2016. The results show that the high-quality development among provinces is imbalanced, and presents the obviously spatial pattern of east high and west low. Parts of provinces are in the high development but low coordination state, or in low development but high coordination state. Opening to the outside world and ecological environment subsystem are the weak spot of high-quality development system. Opening to the outside world subsystem is with the most imbalanced development, followed by innovation development subsystem.
According to the thought of system theory, regional innovation ecosystem consists of four subsystems: the subsystem of regional innovation resources, the subsystem of innovation resources flow, the subsystem of basic environment for innovation, the subsystem of policy environment for innovation. The evaluation index system is established to reflect the diversity of innovation agents, the flow of innovation resource, and the complexity of innovation environmental that highlighting the policy environment for innovation. Improved G1 method based on grey relational degree, the coordination degree model based on bull's-eye distance and the contribution algorithm of grey target are jointly applied to analyze coordinated development degree of innovation ecosystem for China's 30 provinces, autonomous regions and municipalities in 2016, and identify the key influencing factors of coordinated development. The results show that the coordinated development level of regional innovation ecosystem is not so high, and presents the obviously spatial pattern of east highest and west lowest. Nationwide, the subsystem of regional innovation resources is the most weak and unbalanced-development subsystem, the subsystem of innovation resources flow is the last but one subsystem. Talent resources, technology flow, fund flow, firm agglomeration condition, legal policy are the important influencing factors of coordination development.

G20已认识到基础设施互联互通对推进经济持续复苏和增长的重要作用.但现有的基础设施互联互通机制不够完善,G20基础设施互联互通面临诸多的现实困境.本文认为G20应通过营造良好的投资环境,构建共赢合作模式,拓展融资模式,增强相互信任和完善互联互通整体框架,推进基础设施互联互通机制创新,突破基础设施互联互通建设困境.中国作为最大的发展中国家和新兴经济体国家,应积极推动G20基础设施互联互通机制创新,开创G20基础设施互联互通的新局面.
Based on Organization Evolution Theory, knowledge diffusion performance of innovation network is studied from the perspective of environmental choice and organization adaptation in our work. A new knowledge diffusion model based on multi-agent simulation is put forward to solve the defects of the existing ones without regard to how competition-cooperation degree between agents and different organization learning patterns jointly impact on knowledge diffusion of innovation network. A series of conclusions are obtained through simulation experiments. These conclusions are verified by the longitudinal development of Liushi innovation network for low-voltage apparatus.

Time-variant elasticity production function is introduced to estimate OEMs' time-variant value output elasticity coefficients of production resources, R&D resources, brand and marketing resources. OEMs' upgrading path is identified by comparing time-variant value elasticity coefficients which embody value creation potential of different resources. The proposed method is applied to identify upgrading path for three typical OEMs of furniture industry in China. The results demonstrate that the method is effective and practical.
