高等教育进入以制度建设为引领和保障的新阶段，而章程建设是现代大学制度建设的重要内容和基本体现。自教育部2011年颁布《高等学校章程制定暂行办法》以来，大学章程建设作为专家、学者热议的话题再一次进入人们的视野。本文主要探讨当前我国大学章程建设的现状，希望能对我国大学章程建设之路提供有益的帮助。

objective To further understand the epidemic characteristics of human brucellosis in Chifeng area, suitable for the actual local control measures and strategies. Methods By consulting literature, data collection, statistical analysis was performed on 1970 human brucellosis in Chifeng area in 2012. Results In 1970-2012 in Chifeng City, reported a total of 11 620 cases of brucellosis, distributed in 12 banner(county, district); brucellosis epidemic situation from 1972-1999 twenty years stable at a low level, to 2000-2008 incidence has increased year by year, to 2009 reached the highest level in history; the onset time of brucellosis in Chifeng the city mainly concentrated in the March、April、May、June; the incidence of five area high for Hexigten Banner, Linxi County, Bahrain Right Banner, Bahrain Left Banner, banner, Hexigten Banner's highest incidence reached 2554 cases; the age of onset in young adults, with farmers, herdsmen. Conclusion The epidemic range of human brucellosis in Chifeng city increased year by year, forming a pop from northwest to Southeast, accelerated by the pastoral areas to rural and pastoral farming trend; brucellosis formed weakened younger age of onset, occupation characteristics, characteristics and the herdsmen, occupation groups to contact and consumption of animal products in recent years, the world population transfer; brucellosis epidemic reached historic highs, the highest incidence of 39.22/10 million. Brucellosis has become one of the major public health problems facing Chifeng area.

Objective To carry out targeted prevention and treatment by studying on the prevention and control of brucellosis information Chifeng City in 2008. Method The information of brucellosis prevention and control was collected and trends and influencing factors analyses were conducted. Results 5360 blood samples were collected,1136 cases of patients were reported,of which the positive rate was 21.19%. Conclusions Movement of livestock without quarantine and immunization,livestock management methods,industrial structure adjustment and poor awareness of personal protective brucellos are the major factors of brucellosis outbreak.The comprehensive brucellosis prevention and control measures are still carried out currently and adopting new measures to control the epidemicin new suitation.

根据国家和军队建设的需要,经党中央国务院批准,学院作为独立设置的本科院校,由军队移交吉林省政府管理,正式纳入国民教育序列.这次移交转隶,是学院发展史上的重大变革,不仅仅是一种军地关系的转变,学院的组织结构、办学宗旨、组训方式、招生对象、培养目标、规模层次都发生了实质性的变化,我们站在一个新的历史起点,学院面临着新环境、新任务、新机遇.有竞争激烈、经验不足的巨大挑战,也有市场开阔、机制灵活的发展契机.在这个重要的历史时刻,需要我们全院教职工学习党和国家有关高等教育的政策法规,认真思考、精心谋划,以对党的事业高度负责的精神,抓住机遇,开拓进取,认真规划学院未来,理清办学思路,把学院建设成为省内一流的医学院校.

学员管理是院校工作的一个重要组成部分.严格有效地管理,是培养高素质学员必不可少的条件之一.系队干部是从事学员管理的主体,应该认真学习管理理论,树立新的管理观、管理价值取向和管理信念.在科技进步、经济发展、文化创新、社会前进、国家正处于深化改革的历史时期,管理工作的对象及方法等都发生了巨大变化,管理理论只有跟上时代发展的脚步,才能发挥强有力的指导作用.努力探索新形势下学员管理工作的特点和规律,是我们当前面临的一个重要课题. 1 管理工作重在育人 培养高素质人才是军校教育的最终目标,是管理工作的最高追求境界,是我们管理者的根本职责.我们应该在实践中培育和确立这种管理理论,着眼于学员成才,积极改变管理观念,探索管理模式.而更新对人的管理观念是至关重要的,因为不同的管理观念决定着不同的管理方式,导致不同的管理模式,支配不同的管理行为.端正对人的管理观念,是顺利开展管理活动的前提.

目的:探讨环境温度变化对低压、缺氧动物体温的影响,为高空实验中条件的选择提供科学依据.方法:在自制小动物温控低压舱内,模拟升空上升、下降速度为30 m·s-1,测量大鼠在10℃及20℃条件下,平地、3 000 m及5 000 m停留时的体温.结果:在模拟平地、海拔3 000m和海拔5 000 m的不同高度下,10℃组大鼠体温明显低于20℃组(P＜0.05或P＜0.01);随着高度上升,体温下降的绝对值增大.结论:模拟平地、海拔3 000 m和海拔5 000m实验条件下,在同一高度下,实验大鼠的体温随着外界温度的降低,体温降低;随着高度上升,由于低压缺氧引起外周血管扩张,致使体温降低更加明显.
