Die angespannte Cybersicherheitslage, die anhaltende Pandemielage sowie die Digitalisierung der Gesellschaft verdeutlichen, dass sich die gesamte föderale Verwaltung Deutschlands den Herausforderungen eines kontinuierlichen Betriebs der digitalen Infrastruktur stellen muss. Gleichzeitig trägt die Verwaltung nicht nur für ihre eigenen Dienstleistungen Sorge, sondern auch dafür, dass Unternehmen der Daseinsvorsorge unterbrechungsfreien Betrieb sicherstellen. Die kritischen Infrastrukturen der Öffentliche Verwaltung und der Daseinsvorsorgeträger müssen gemeinsam agieren, um die Daten von Bürgern, Wirtschaft oder auch Kunden angemessen zu schützen, und um somit die Versorgungssicherheit mit kritischen Dienstleistungen sicherstellen zu können.
Die Digitalisierung ist Teil unseres Alltags geworden und der Umgang damit Routine. Fassbar wird der Wandel in unseren Kommunikationsformen. Ihre Gebrauchsbedingungen verändern sich. Das wird nicht ohne weiteres bewusst, denn wir übertragen vertraute Praktiken auf die neuen Situationen. Damit wird die Gültigkeit bestehender Deutungsmuster unterstellt, was aber zu hinterfragen ist. Am Fall der digitalen Lehre lässt sich das Phänomen immer wieder beobachten. Das wirft eine Reihe von Fragen auf, denn es geht dabei nicht nur um die Praktikabilität bisheriger didaktischer Konzepte. Digitalisierung nimmt umfassend auf die Pragmatik und Semantik Einfluss. Das digital Vermittelte fordert zum Nachdenken über die damit verbundenen Kontextualisierungsstrategien in der Wissenschaft und beim Reden darüber besonderns in der Lehre heraus.
The interaction between security management in public and private organisations includes complex challenges. In particular in critical infrastructure sectors, there is a need for instruments that enable the holistic and overarching management of private and public providers. Cross-organisational structures and processes should be defined, but are difficult to establish in federal governmental structures due to different legislative levels and scopes. The paper investigates this challenge using Germany and the Free Hanseatic City of Bremen as example. The study proposes the development of an “Enterprise Architecture Framework” integrating and overarching the organizational structurers for both, a federal state, its municipalities and the (private) critical infrastructure providers in these municipalities. The main contributions of this paper are based on the results of an interview study. The interview partners were representatives of enterprises and public bodies covered by the federal IT security regulations. The contribution of the paper is the identification of security management challenges for services of general interest and how to increase the resilience of public service providers. Cybersecurity management in the context of public institutions is in focus.
Der Beitrag identifiziert die in der Informatik weit verbreiteten Entwurfsmuster als Mechanismus zur Lösung wiederkehrender Probleme und überträgt diesen in den Bereich der ethischen Gestaltung von Informationssystemen. Er diskutiert Mechanismen zur Auswahl und Anwendung ethischer Prinzipien und leitet exemplarisch sechs Muster ab, mit denen ethische Probleme bei Assistenzsystemen behandelt werden können. Im Brennpunkt steht dabei die Frage, wie unterschiedliche Grade von Selbstbestimmung einerseits und Unterstützung oder Fremdbestimmung durch technische Systeme andererseits im Design und in der Nutzung dieser Systeme gedanklich sortiert werden können.
In contrast to network neutrality, application transparency has so far received little scientific or media attention. Consequently, little is being done to ensure that Internet users understand how the information they receive may have been manipulated, let alone ensuring that they know whether they really are being given the information they asked for. We initiate a discussion of this problem by attempting a definition of application transparency, describing a categorization system for the reasons behind application manipulation, presenting and analysing some real-world examples of unexpected service behavior, and finally providing suggestions for achieving true application transparency.
Wir stellen ein neues Konzept für das wissenschaftliche Publikationswesen vor. Unsere Vision ist im Kontext eines dreistufigen Phasenmodells digitaler Disruption von Geschäftsprozessen angesiedelt. Die erste Phase besteht dabei aus Technologie ohne Prozessanpassung. Die zweite Phase umfasst eine Prozessanpassung unter der Kontrolle von Intermediären und führt zu unerwünschter aber schwer vermeidbarer Zentralisierung. Die dritte Phase durchbricht schließlich die Vormachtstellung intermediärer Institutionen und nutzt dazu die disruptiven Möglichkeiten der Blockchain-Technologie. Die Anwendung dieser Technologie erlaubt eine Veränderung der Geschäftsprozesse bestehender Zeitschriften, macht die Rolle des Verlags als Intermediär überflüssig und verspricht eine Lösung des Problems der Kostenexplosion in der wissenschaftlichen Literaturversorgung. Wir stellen Ergebnisse einer theoretischen Machbarkeitsstudie vor, präsentieren eine erste Implementierung als Proof-of-Concept und diskutieren weitere mögliche Realisierungsformen unseres Ansatzes.
Die Blockchain-Technologie hat in den letzten zwei Jahren besondere Sichtbarkeit erworben. Sie verspricht, Zahlungs-Dienste und viele weitere Bereiche nachhaltig zu verändern. Bisher konnten noch nicht alle Versprechungen eingelöst werden und eine Reihe neuer Fragen sind entstanden, die in einer Welt omnipräsenter Blockchain-Dienste beantwortet werden müssen. Mit Hinblick auf die öffentliche Begeisterung an dieser Technologie erscheint aber auch eine Technologiefolgenabschätzung sinnvoll. Es werden infrastrukturelle Probleme untersucht, die sich aus den spezifischen Validierungs-Strategien einzelner Formen der Blockchain ergeben. Der Beitrag geht auf Fragen im Umfeld von Privatheit und Datenschutz ein. Schließlich werden gesellschaftliche Auswirkungen der Blockchain untersucht. Das Ziel ist die Sensibilisierung für eine Reihe von Problemen aus einem breiten Einsatz der Blockchain-Technologie.
Current web technology allows the use of cryptographic primitives as part of server-provided Javascript. This may result in security problems with web-based services. We provide an example for an attack on the WhisperKey service. We present a solution which is based on human code reviewing and on CVE (Common Vulnerabilities and Exposures) data bases. In our approach, existing code audits and known vulnerabilities are tied to the Javascript file by a tamper-proof Blockchain approach and are signaled to the user by a browser extension. The contribution explains our concept and its workflow; it may be extended to all situations with modular, mobile code. Finally, we propose an amendment to the W3C subresource recommendation.

The popularity of online collaboration on lecture content has been growing steadily over the last few decades because of its potential to enhance the overall learning experience. We propose a didactical approach of online collaboration where the students and the teachers can collaborate seamlessly on the lecture contents. The approach, which we call Multiscript (MS), offers two methods of online learning on one collaboration platform. In MS, we call one method the outside of class Multiscript (OMS) and another, the inside of class Multiscript (IMS). OMS is a form of distance online learning where the students can collaborate on the lecture contents while being outside of class, whereas IMS allows online collaboration among the students and the teacher during the lecture. In OMS, the teacher can share the slides along with audio annotations for each lecture slides and/or a single recorded audio for the whole lecture. The students can access the slides and discuss (via text and audio chat) with their fellow classmates about the slides and annotate them, post feedback about the slides and ask questions to the teacher directly via MS. In IMS, the students can create annotations for the slides and post feedback to the teacher about the slides. We design MS in such a way that it can be accessed by using just a web browser on any PC, tablet or mobile device.
We study the long-term effects of an audience response system (ARS) on the approach to learning of computer science students. The ARS Tweedback is used continuously throughout a one-term freshman lecture series on communications. ARS use is accompanied by three series of questionnaires for determining learning styles. The results are evaluated and interpreted. Conclusions are drawn for long-term effects of using these particular digital learning systems.
Authcoin is an alternative approach to the commonly used public key infrastructures such as central authorities and the PGP web of trust. It combines a challenge response-based validation and authentication process for domains, certificates, email accounts and public keys with the advantages of a block chain-based storage system. As a result, Authcoin does not suffer from the downsides of existing solutions and is much more resilient to sybil attacks.
Online collaboration on lecture contents has gained much popularity, over the few decades, due to its potential to enhance the learning experience. We propose a novel idea of an online collaboration platform, called Multiscript (MS), for the students and the teacher, on classroom lectures. MS combines two online learning approaches into a single collaboration platform. One approach, called outside-of-class-Multiscript (OCMS), is a variant of distance online learning which is applicable for the students who want to discuss the lecture slides outside of class due to certain reasons. Another approach, called inside-of-class-Multiscript (ICMS), allows online collaboration among the students and the teacher while the lecture is going on. One of the biggest challenges teachers are facing is the inability of students to interact with each other. The instructor may ask for students' opinion, their ideas and whether they agree or disagree on a given problem or statement, without getting any feedback. However, some students have communication difficulties, and those who can have the correct answer may feel uncomfortable, and therefore the class will miss a good learning opportunity. Our objective is to create real-time multiple choice question system with an interactive and fun learning environment to increase the productivity of the maximum number of students.
Large audiences complicate interactions between lecturer and individual students. Because students differ in their individual qualities, all of them have their own individual needs and challenges - at different topics and at different points in time. We reviewed current academic teaching processes in their way of presenting and consuming lecture material. Based on our findings, we implemented InterLect to observe studentsâ perception of lecture material and to examine their conflicts and needs during the lecture. These needs help us to improve the awareness on comprehension and determination of appropriate learning activities, so students are able to increase their benefit from the teaching content.
Classroom Response Systems (CRS) support teachers getting feedback from their students during their lessons, mostly in lessons with large audiences. While this technology is used more and more, it is less known how students really use CRS for feedback. Moreover the aspect of social communication is mostly underestimated. Our research focus on the social communication in modern CRS and provides grounding in the combination of them. We will show how social communication influences learning and feedback. Furthermore we present a classification of CRS learner types based on the results of an evaluation, including the answer which learner type benefits the most of a CRS. In Addition we present a conceptual and technical design of a Social CRS, which is aware of social communication and these learner types.
