Digital transformation in public administration is often claimed to generate public value, yet its linking mechanisms remain contested. This study proposes the Public Value Mediation Model in Digital Service Transformation, positioning citizen satisfaction as a transmission mechanism between technological improvements and the formation of perceived public value, as a conceptual contribution to the adaptive governance paradigm, in which adaptivity indicators are operationalized through service responsiveness and flexibility. Departing from Moore's (1995) normative approach, this study operationalizes public value as citizens' subjective assessments of service quality. The study employs an explanatory quantitative design, using a survey of 220 digital service users in Malang City, selected to represent a mid-sized city with measurable digital divides, relevant for testing the limits of digital efficiency claims under uneven infrastructure conditions, with 27 five-point Likert items. The dependent variable is operationalized as a composite public value score. Analysis employs Ordinal Logistic Regression; mediation was tested using the Sobel test, chosen for its suitability with ordinal data, despite its sensitivity limitations compared to bootstrapping. Results show that accessibility (β=0.298, p<0.01) and response speed (β=0.314, p<0.001) significantly enhance satisfaction, which in turn strengthens public value (β=0.382, p<0.001), with 40% partial mediation (Nagelkerke R²=0.642). Critical finding: participation dimensions consistently scored lower than efficiency, indicating a significant efficiency–participation trade-off evidence that digitalization has yet to expand the democratic space of public services. Technological innovation does not automatically generate public value without meaningful citizen experience and attention to the digital divide.

This study aims to analyse how SPBE is implemented in the Ministry of Manpower of the Republic of Indonesia as a central agency and in the Manpower Office of Banten Province as a regional agency, and to explain the dynamics and consequences of this implementation using public policy implementation theory. Methodology A qualitative case study design is employed, combining in-depth interviews with policymakers, implementers, and users. Findings The findings show that SPBE has driven the adoption of various digital applications and has begun to change work patterns from manual to digital in both central and regional offices. However, implementation is still characterised by fragmented systems, limited interoperability between central and local platforms, rigid digital procedures, uneven socialisation, and the persistence of manual routines. These patterns reveal gaps between formal policy standards and actual performance. Conclusion The study implies that strengthening SPBE requires better integration between central and regional systems, design digital services that are simple and user-friendly, improve coordination and digital skills, and manage SPBE by involving many actors, not just through top-down instructions.
The tourism industry has become one of the potential revenue sources for local governments in many regions. It may transform the local economy from a traditional-based one into a promising economic welfare for local society, but on the other hand, it may also become a threat to the risk of environmental degradation. This study evaluates the implementation of the Tourism Development Master Plan (TDMP) in Merauke Regency, Indonesia, with a specific focus on balancing increased tourist visits and environmental sustainability. It uses a qualitative approach employing interviews with several key informants and FGD involving multiple stakeholders. The findings of this study reveal critical gaps between policy planning and execution. It confirms that although the TDMP presents clear economic opportunities, its implementation is hindered by limited coordination, unequal benefit distribution, and weak environmental safeguards. Furthermore, conflicting interests between development actors and the NPA have further contributed to fragmented policy outcomes. Therefore, it suggests the need for integrative governance, enhanced institutional capacity, and inclusive participation to align economic objectives with ecological protection under the eco-tourism policy framework.

Urban flooding has become increasingly frequent due to rapid urbanization, climate change, and the limited capacity of drainage infrastructure, prompting growing scholarly attention to the effectiveness of drainage revitalization policies across countries. However, the literature examining the relationship between policy implementation and flood management effectiveness remains fragmented across different disciplines and methodological approaches, and has not yet been systematically synthesized. This study aims to identify, evaluate, and synthesize scientific literature on the effectiveness of flood management through the implementation of drainage revitalization policies, using a Systematic Literature Review (SLR) approach based on the PRISMA 2020 framework. Literature searches were conducted in Google Scholar, ScienceDirect, MDPI, and Scopus databases using the keywords policy implementation, drainage revitalization, flood management effectiveness, and flood management policy implementation, resulting in 41 relevant articles selected from an initial pool of 312 studies after undergoing the stages of identification, screening, eligibility assessment, and inclusion. The synthesis identified four major themes influencing flood management effectiveness through drainage revitalization: governance and institutional coordination; technical and infrastructural capacity; community participation and social adaptation; and approaches based on natural processes and geomorphology. The findings indicate that the success of drainage policies is consistently determined by the quality of implementation, particularly communication, resources, implementers' disposition, and bureaucratic structure, as proposed by Edwards III (1980), rather than solely by the scale of investment in physical infrastructure. This study concludes that flood management effectiveness results from a multidimensional interaction among policy quality, infrastructure performance, and institutional capacity. Therefore, future evaluations of drainage policies should integrate these three dimensions simultaneously to achieve more effective and sustainable urban flood management.
This study examines the implementation of the Electronic Traffic Law Enforcement (E-TLE) system in South Sumatra, Indonesia, as a means to modernize traffic law enforcement and address longstanding challenges in managing road violations. Grounded in qualitative research, the study explores the technological and human resource dimensions critical to E-TLE's success, including stakeholder collaboration, public compliance, and institutional responsiveness. Using Grindle's policy implementation framework, the research highlights the interplay between policy design, political context, and societal reception, emphasizing the need for robust communication strategies and infrastructural improvements. Findings reveal that while E-TLE has enhanced efficiency in traffic law enforcement, challenges such as public unfamiliarity and resource limitations persist, necessitating targeted interventions to ensure sustained success.
The COVID-19 pandemic has posed unprecedented challenges for village governments in developing countries, forcing them to safeguard both social welfare and economic stability under conditions of uncertainty. While adaptive governance has been widely studied in urban and environmental contexts, its application at the micro level of village-owned enterprises (BUMDes) remains underexplored. This study investigates how adaptive governance practices supported the empowerment of BUMDes Makmur Sejahtera in Wonorejo Village, East Java, during the pandemic, and the extent to which these practices contributed to increasing village-generated revenue (PADes). Employing a descriptive qualitative single-case study, data were collected through in-depth interviews, participatory observation, and document analysis, and analyzed using Miles and Huberman’s interactive model. The findings reveal that adaptive governance was manifested through participatory recruitment, continuous capacity building, and flexible cross-sector collaboration. As a result, BUMDes contributions to PADes increased from IDR 40.9 million in 2020 to IDR 60.7 million in 2021, positioning Wonorejo among the top-performing villages in Kediri Regency. However, structural limitations persist, including the absence of a merit-based recruitment system and the lack of formal partnership agreements. This study extends the literature on adaptive governance by demonstrating its relevance in strengthening institutional resilience at the village level. It also offers policy implications for institutionalizing adaptive practices through regulatory reforms, formalized partnerships, and integration with broader post-COVID rural resilience and SDG agendas.
Penguntipan brondolan kelap sawit secara manual memakan waktu yang relatif lama serta membuat para pekerja merasa lebih lelah karena harus terus membungkuk selama proses penguntipan yang mengakibatkan produktivitas kerja dan hasil panen menurun, hal ini dapat diatasi dengan menggunakan alat brondolan, masalah yang ditemui dilapangan adalah alat brondolan yang telah ada dan digunakan oleh berbagai industri kelapa sawit di Kalimantan Selatan dirasa masih belum maksimal dari segi kemudahan penggunaan, ukuran, bentuk dan biaya, oleh karena itu melalui penelitian ini dilakukan pembaharuan desain alat brondolan kelapa sawit dengan metode DFM (Design for Manufacture). Hasilnya setelah dilakukan analisis menggunakan metode DFM (Design for Manufacture), alat brondolan yang didesain dan dibuat memiliki keunggulan tidak lagi menggunakan sistem lempar namun menggunakan metode menguntip yang akan meningkatkan proses pengambilan brondolan sawit. Alat ini didesain dengan mengedepankan keringkasan dalam hal penggunaan dan easy assemble, agar mudah melakukan penggantian part yang mengalami kerusakan. Administrative services refer to kind of service that cannot be separated from activities in higher education that are often utilized by students. From the beginning of enrolment to graduation, administrative activities are certainly inevitable for students. The main purpose of this research is to analyze the level of importance and performance of the quality of administrative services in higher education implemented at the Faculty of Administrative Sciences, Universitas Brawijaya. The method used is quantitative method with survey research type. The population sampling was 4,164 students, then based on the Krejcie & Morgan sampling technique, a sample size of 354 students was obtained. Data collection was carried out by distributing questionnaires and processed according to the results which were then tabulated in the Importance Performance Analysis quadrant. The results of this study are: (1) Registration effectiveness dimensions and registration and financial aid effectiveness dimensions are in accordance between interests and performance; (2) Student-centered dimensions and excellent service dimensions are considered less important by students and their performance is still lacking; (3) Academic service dimensions are considered less important by students and their performance is excessive; (4) The requirement for continuous monitoring and evaluation of staff in charge of administrative services.
Until now, taxes are still the main instrument in fiscal policy in Indonesia. Meanwhile, zakat, which has considerable potential, has not yet become an instrument of fiscal policy. Maximization and efficiency can be achieved if the synergy of zakat and taxes is maximized. This study, it will examine how the synergy of zakat and taxes is when viewed from the objectives of fiscal policy, namely maintaining stability and developing the country's economy, improving the quality of human resources, maintaining price stability, and increasing investment. Qualitative methods were used in this study and library research as an exploratory approach and study. The results of this study are: First, the synergy of zakat and taxes can complement each other and can help achieve fiscal policy goals, and can reduce the risk of problems that can come at any time, such as inflation and economic recession. Second, zakat and taxes both have the same potential and can synergize together in helping achieve fiscal policy goals.
Introduction: This study aims to determine the strategy for implementing policies for the Sorong Special Economic Zone, which is located in the Province of Southwest Papua-Indonesia, through a science-based public policy approach using the perspective of experts' opinions. Methods: The methodology consists of qualitative research and uses the Analytical Hierarchy Process (AHP) method in the analysis process. Qualitative analysis is used to identify factors and sub-factors that influence policy implementation through a synthesis of several policy implementation theories. Meanwhile, the AHP method was used to determine the experts' choices regarding alternative strategies for implementing SEZ policies in Sorong. Result and Discussion: The results of the research show that communication and the level of technical difficulty of problems are factors and sub-factors that greatly influence the SEZ policy implementation process in Sorong. Conclusion: The best strategy for implementing the SEZ policy in Sorong is to use optimistic alternatives implemented through a different approach, considering cultural factors in the implementation process and having an adaptation strategy to face changes in the situation and conditions of the global economy in the future to maintain the sustainability of the policy.
The Special Economic Zone policy in Indonesia is carried out to accelerate the growth and development of regional economies by establishing new economic growth centers to attract investment. However, of the 19 SEZs built, only 4 have successfully operated, while the other 15 SEZs have yet to operate optimally. The Sorong SEZ is one SEZ that has yet to run optimally or is not even operating. This paper uses a descriptive analysis approach to explore the problems and obstacles faced by the Sorong SEZ. The results of the study indicate that in addition to the characteristics of the problem, policy content, resources, bureaucratic structure, disposition, communication, and environmental conditions, there are cultural conditions that also significantly influence the process of implementing the SEZ policy in Sorong.
This research discusses implementing tourism development policies in Merauke Regency, explicitly focusing on Wasur National Park. This study identifies strategies and efforts made by the local government in developing natural tourism attractions in the Wasur National Park area to improve the welfare of local communities and expand the tourism sector's contribution to Regional Original Revenue (PAD). The analysis includes public policy dimensions, organizational structure, and the roles of actors and stakeholders involved in policy implementation. Combining primary and secondary data, this article provides in-depth insights into the challenges, successes, and impacts of tourism development policies in Wasur National Park, highlighting the importance of inter-agency coordination and community participation in achieving regional development goals through the tourism sector.
The nexus between economic growth and national income is very critical driven by the nation’s growth performance and its citizens’ improvement standard of living. This study aims to analyze the role of zakat, infaq and shadaqah in Indonesia’s economic growth from the Islamic perspective. By utilizing secondary data from Bank Indonesia, Central Bureau of Statistics, and BAZNAS this research employs the 2SLS (Two-Stage Least Square) method to estimate structural coefficients. The result found that generaly, zakat, infaq and shadaqah (ZIS) and consumption significantly contributed to economic growth from several variables like net exports, investment, and government during period 2001-2020. This research contribute to highlighting the significant impact of ZIS on national income and societal consumption, this study also provide result of study aimed at enhancing economic growth and ensuring the equitable collection and distribution of ZIS funds.
This study reveals stakeholders' perceptions regarding electronic services in two local government cities, evaluates their impacts, and identifies existing opportunities and challenges. As a result, respondents indicated they are satisfied with the quality, responsiveness, accessibility, information disclosure, stakeholder perceptions, and effectiveness of electronic services. However, when the perception as an intermediary is considered, this factor gives meaning to the effectiveness of e-ser vices. These findings provide valuable insights by offering an in-depth understanding of the factors influencing decision-making processes, social interactions, and the dynamics underlying the relationships between various stakeholders in the context studied. Local governments as providers of public services cannot be satisfied with just evaluating from one internal perspective; the perceptions of external stakeholders, including citizens, business actors, and community organizations, must be a key element in measuring the success and effectiveness of the services provided. In countries where local cultural attitudes are still very strong, the community's cultural values play a significant role in shaping the interactions and relationships between citizens and the local government. These values influence people's perceptions of government policies and services and determine their trust, participation, and support for government initiatives and programs launched.
Objectives: This research is entitled Determinants of Demand and Supply to Increase Visits in a Sustainable Way Using Principal Component Regression Analysis. Tourism is important where Malang Regency has attractive natural resource potential, and a very strategic geographical location surrounding two cities, namely Malang City and Batu City, surrounded by western and southern routes, and has an interesting culture so that tourism development is different. from the other. Visits of tourists, especially foreign tourists who have been unstable in the last two years have decreased. Limited use of technology in management and development. Method: Research data collection technique with a quantitative descriptive method with the Principal Component Regression Analysis tool. Meanwhile, supply tourism has a very high appeal, such as an attractive tourist attraction. Results: Based on the aspect of accessibility, they tend to have important infrastructure and access but have not been managed optimally, besides that there are still many traditional promotions and management that have caused tourist visits to be not optimal and the quality of human resources still needs to be improved. Conclusions: Based on the research results, it is known that in terms of tourism supply, the biggest factors influencing tourist attractions are attractions and amenities. Meanwhile, from the tourism demand side, these are preference and motivation factors which are influenced by changes in consumer behavior. The results of this study are expected to be input in developing tourism in Malang Regency which can increase tourist visits thereby increasing economic growth and sustainable community welfare.
The competence of educational personnel in educational institutions plays a crucial role in determining student satisfaction. This is because the competencies of educational personnel in educational institutions are not only related to knowledge and skills in the academic field, but also interpersonal abilities, communication skills, and a willingness to continue learning and developing. This research aims to analyze how much influence the competence of educational personnel has on student satisfaction. The method used is a quantitative method with a type of survey research. The study population consisted of 4,164 students, a sample size of 354 students was obtained. Research data were collected through the dissemination of questionnaires to respondents and then analyzed using SEM-PLS with the help of the SmartPLS application. The results showed that 71.5% of the competency elements of education personnel had a positive and significant influence on student satisfaction. One of the interesting findings of this study is that the personality competence indicator related to the item of consistency in speaking and conveying information obtained the lowest assessment score. This shows that there is a gap in the consistency of communication provided by educational personnel to students. Students may get different information depending on the day and the officer they meet, which can impact their learning experience. Based on these findings, it can be concluded that competency development patterns tailored to individual needs can be an effective strategy in improving certain aspects that influence student satisfaction.
This research explores the intricate relationship between digitalization, economic development, and non-cash payments in the ASEAN-7 countries over a ten-year period from 2011 to 2020. Focusing on factors such as commercial bank branches, broad money, and inflation, the study employs panel data regression analysis to investigate their impact on automated teller machine (ATM) usage. The findings reveal that commercial bank branches significantly influence ATM usage, emphasizing the role of accessibility, services, and technological preferences. Broad money also shows a significant impact on ATM transactions, reflecting the interplay between fund availability and non-cash transactions. However, inflation does not exhibit a direct influence on ATM usage. The research underscores the importance of maintaining service quality and security in the banking sector to enhance digital financial inclusion. Future research opportunities include exploring diverse non-cash payment methods and extending studies to countries with significant global economic impacts. This research contributes valuable insights to policymakers aiming to enhance digital financial inclusion policies, ultimately fostering economic growth through the digital economy in the ASEAN-7 region.
The lack of stakeholder collaboration is considered one of the main triggers for unsustainable regional innovation. This phenomenon often occurs in archipelago countries due to limited access to information in the region. In this context, the current discourse between public administration scholars and policy practitioners emphasizes the importance of collaboration in policy innovation. This study aims to examine local government innovation policies in Indonesia, an archipelago country in Southeast Asia, with a focus on the policy formulation process which involves collaboration to produce innovative policies. This study uses a mixed methods research approach based on a sequential explanatory design consisting of two main stages. The first stage uses a quantitative method, followed by the second stage which uses a qualitative approach. The research data consisted of a combination of primary and secondary data obtained from questionnaires and semi-structured interviews. This data was analysed descriptively using NVivo software and supplemented with statistical analysis results. The results of this study confirm the existence of a pattern of dependence between collaborative actors, in which regional heads have a dominant role in the formulation of innovative policies. However, business actors, academics, and community leaders are rarely involved, indicating that they are highly dependent on regional leadership initiatives. As a result, the resulting innovation policies tend to be unsustainable. Therefore, this research suggests that collaboration forums become the main reference in building and creating sustainable regional innovations. This forum is expected to facilitate common aspirations and innovative arguments, as well as encourage the creation of broader innovative policies. In conclusion, the lack of stakeholder collaboration is one of the main obstacles to creating sustainable policy innovations in the regions. To overcome this challenge, collaboration forums are important to facilitate collaboration and active participation of various stakeholders. With stronger collaboration, it is hoped that sustainable innovative policies will be created, addressing regional problems, and improving people’s quality of life.
The biggest challenge in developing digital talent in tertiary institutions is viewing digital reform as a massive entity. Therefore, it is rare to focus on the values of developing digital talent for existing education personnel. Using a growth theory mindset, the research focuses on Working Period, Performance, and Qualification, to see the relationship with Talented education staff. The research uses a sequential explanatory design. The sample consisted of 29 ASNs in one of the faculties of a state university in Indonesia, with random sampling using the online Sample Size Calculator. Questionnaire data were analyzed by SPSS, while interviews with NVivo-12 Pro. The results reveal that both the Working Period, Qualification, and Performance variables correlate with the Talented education of staff. The direction of the relationship also has a positive (+) value. However, qualitative analysis revealed that the activities carried out were more directed at fulfilling the main duties and functions. Behind that, the biggest challenge for them is when dealing with students, who generally come from the digital generation. Therefore, digital reform in higher education also pays attention to developing digital talent for education staff.
