为了快速准确地检测出短路故障,并使故障限流器快速投入运行,提出了一种基于三相电流平方和比值的短路故障快速检测方法.该方法利用前后时间窗内三相电流平方和均值之比作为故障检测量,在三相短路故障时不受故障初相角影响,不受谐波影响.基于PSCAD/EMTDC仿真平台,建立了500 kV输电线路模型,合理选取了该方法的整定值与闭锁值.考虑不同故障类型、不同故障初相角、不同过渡电阻、空载合闸、谐波及噪声等因素,验证了该方法的快速性及有效性.在各类故障工况及干扰工况下,比较了该方法与常用三种检测方法的性能差异.仿真结果表明,该方法性能良好,能够快速可靠地检测出短路故障.
日前,国家医疗保障局等9部门印发《关于国家组织药品集中采购和使用试点扩大区域范围的实施意见》,意味着试点工作进入新阶段.作为2018年12月6日“4+7”试点和2019年9月24日“4+7”扩围两批次药品集中采购信息公开大会的现场见证者,笔者拟谈该项工作对于深化医改和医药行业的影响,以及健康中国战略中的价值思考.
目的 建立武冈市农村地区心脑血管疾病(cardio-cerebrovascular disease,CVD)住院病例的预测模型,并对CVD住院病例的变化趋势进行预测分析,为医院合理配置CVD科室医疗资源提供参考依据.方法 利用Stata 14.0软件对武冈市2013年1月~2016年12月农村地区CVD住院人次月度数据构建季节性自回归移动平均混合模型(seasonal autoregressive integratedmoving average model,SARIMA),并对2017年武冈市农村地区CVD住院病例进行预测分析.结果 通过模型构建最终拟合的CVD住院病例预测模型为SARIMA(2,1,1)x(O,1,0)12.Ljung-BoxQ检验结果显示残差序列为白噪音序列(Q=11.12,P=0.680),说明所建模型拟合度较好,且2017年的预测结果与观测结果基本一致,总体相对误差在-1.2%左右.预测结果显示,夏季为每年CVD住院高峰期.结论 SARIMA模型可以对武冈市CVD住院病例进行较准确的短期预测,医院可以根据不同月份CVD就医需求合理配置院内CVD科室医疗资源.
In order to effectively support the product variant design and the mass customization design, the generalized modules in the product platform were divided into six parameterized models based on different attributes, mining inclusive relationship among these parameterized models. The inclusive relationship analysis mainly includes four steps: 1) Various types of codes were extracted from generalized modules as the code segments, and the serial number of components was used as the transaction to construct the transaction data table; 2) The transaction data table was converted to 0-1 matrix and the frequent item sets was obtained by the Apriori algorithm; 3) The confidence scores in the frequent k-item sets were compared to get the strong relationships; 4) The relationship among the parameterized models was obtained. Finally, the feasibility and effectiveness of the proposed method were verified by a case study of valve. The results show that the inclusive relationship analysis is conducive to rapidly reuse products and process resources, to facilitate the accurate and inaccurate product and process configuration, and to promote the effective implementation of enterprise mass customization strategy.

The government affairs system is an OLAP/OLTP(on-line analysis processing/on-line transaction processing)hybrid system,with characteristics of intensive I/O,heavy transaction load,a huge amount of data,and the need to long-term preservation of user service information.Aiming at the problem of bottleneck between network and I/O caused by traditional storage model,on the basis of Oracle Exadata,a vertically integrated storage system architecture with a number of intelligent access technology was put forward,which can improve access performance by 10 times to 100 times for high load hybrid government affairs applications system.

Disturbance,high complexity and derivatives are main features which are different from normal emergencies of unconventional emergencies.In response to these characteristics,studying the evolution model of unconventional emergencies to control the complexity and development trend of event handling process has become a hot research problem.In this paper,the authors propose the NFA(Nondeterministic Finite Automation) evolution model and the corresponding evolutionary algorithms of unconventional emergencies,the evolution rules in the form of description,and the event handling scheme selection and resource scheduling functions.Examples show that the NFA model can describe not only the evolution of events,but also the relationships between handling process,scheme selection and resource scheduling.Compared with other existing models,its computability is the most important feature.
我国企业在政治参与过程中,由于贪婪、过度竞争与不正当竞争,以及制度漏洞等多方面的原因,出现了大量的"权钱交易"、"权色交易"等企业不当政治行为.我国企业不当政治行为主要有五种类型:直接贿赂型、吃喝玩乐型、变相贿赂型、隐瞒欺骗型和舆论导向型.这些企业不当政治行为出现的原因包括:受潜在巨大利益的驱使,企业逐利的天性,竞争模仿的压力,通过"正当渠道"维护自身利益的困难,以及现有法律制度的漏洞与不完善.而通过完善现有法律制度,加快制定"阳光法案",加大执法监督力度,提高企业不当政治行为成本,疏导企业的政治参与渠道,加大行政改革力度,减少政府对市场的干预,积极倡导企业自律,可以有效地防止企业不当政治行为的发生.

Most of the current framework for Web services are based on keyword matching, Web services which contains semantics multiplicity still cannot realize service discovery and bind automatically. To solve the lack of efficient discovery mechanism for Web service, a semantic web technology based Web services discovery approach is presented. A semantic based index in the services registry to improve the lower matching efficiency of traditional services semantic matchmaking model is built. The multilayer flexible matchmaking mechanism according to the model is also proposed in the paper. The mechanism fully utilizes the semantic information to improve the accuracy of services matching.
Due to the loophole and imperfectness in present institutions,business political bribery occurs frequently in political field.Based on the institutional theory,this paper discusses the causes and governance of business political bribery.We consider that the loophole and imperfectness of present institutions,including forceful institution,social moral institution and culture-cognitive institution,is the main cause of business political bribery.As a result,some institutional construction proposals are put forward as the countermeasures against business political bribery.
Because hot problem intelligence spans a long period of time and contains much repeated intelligence,dated intelligence,huge amount of information that has no practical value,this paper put forward a new hot problem intelligence obtaining model and a ratings-filter algorithm to get rid of coarse and false information while keeping refined and true intelligence.Firstly unordered but related intelligence was arranged to be structural,and then SVM(space vector model) was applied to make a new feature selection method according to the specificity of hot problem intelligence.This method took into consideration repeated parameter and outdated parameter in calculating the similarities between feature vectors,thus intelligence could be optimized.The experiment results showed that the filtering algorithms could effectively remove repeated information and outdated information from the original intelligence library,and the remaining piece number of intelligence information was about 59% of the original number.
