本文对我国开放政府数据研究领域科研项目立项情况进行全面调研,共搜集到110项已立项的科研项目.经研究分析,发现开放政府数据研究在科研立项上呈现典型的区域特点、团队特点和学科特点,首先立项项目集中于经济发达、研究机构聚集、政府开放数据建设先进的区域,其次研究团队呈年轻化态势且成长快速,最后在学科上呈现图书情报学、公共管理学和法学多学科交融的特点.开放政府数据领域研究主题聚焦于政策解读与经验借鉴、数据质量与共享利用、数据能力与开放能力、平台建设与评估评价,其研究新态势包括隐私风险成为关注热点、价值开发释放数据要素原动力、重点关注可持续发展的数据生态系统.
文章在逻辑框架法和文献回顾的基础上,构建了包含3个一级指标、7个二级指标和19个三级指标的城市开放政府数据平台服务绩效评估体系;借助层次分析法辅助软件yaahp确定各项指标的权重,依据该体系并使用模糊综合评价法对广东省8个城市的开放政府数据平台的服务绩效展开评估,并与北京市和上海市的评估结果进行比较.研究发现:10个城市的综合得分呈现出明显的三个梯队,第一梯队是北京和上海,第二梯队是广州、深圳和东莞,第三梯队是揭阳、肇庆、湛江、梅州和阳江.
[目的/意义]英美政府公共安全领域的数据利用实践证明,开放相关数据有利于维护城市治安,提高公民生活安全,可为我国在该领域发展提供借鉴.[方法/过程]研究以英美该领域数据为基础,对其开放数据的发布机构、开放等级、开放平台等展开全面的调研,并着重分析公共安全数据的应用案例.[结果/结论]认为通过描绘全国在线犯罪地图、开发犯罪查询移动客户端和保护个人与地点隐私,是我国初步开放公共安全领域数据的关键举措.
Senescence is an independent risk factor for the development of cardiovascular disorders. A number of studies have suggested that oxidative stress is the primary cause of endothelial cell senescence which is the basic of endothelial aging. The goal of the present study was to investigate the role and the underlying mechanisms of NO in regulating endothelial cell senescence. Endothelial senescence was judged by senescence-associated beta-galactosidase assay (SA-beta-gal) and PAI-1 protein expression. The senescence of human umbilical vascular endothelial cells (HUVECs) was induced by H2O2. NO donor SNP could effectively decrease the generation of intracellular reactive oxygen species (ROS), SA-beta-gal activity, and PAI-1 protein level. Mechanistically, biotin switch assay and western blot revealed NO donor increased cytoplasm and nuclear p65 S-nitrosylation, and decreased cytoplasm and nuclear NF-kappa B p65 protein level. Furthermore, the effects of pcDNA-eNOS on senescence cells revealed that NO mediated cell senescence through S-nitrosylation of NF-kappa B, and inhibited NF-kappa B p65 related inflammatory signaling pathway and production of reactive oxygen, which may contribute to the endothelial dysfunction.
