In recent decades, governments have invested in strategic territories focused on knowledge production and application, which are strategic for socioeconomic development, particularly in urban areas. However, conceptual and terminological diversity hinders aspects such as the systematization of the literature, the advance of theoretical conceptualizations, and the formulation of coherent policies, especially in the context of socio-environmental challenges. In this study, with the aim of consolidating this literature, we have conducted a systematic review with bibliometric and content analysis, examining publications on eight denominations associated with these territories. The literature reveals the existence of an established field, nonetheless themes and denominations are still dispersed in the corpus. Among 400 authors, 339 published a single article, and only 13 authors have three or more studies in the sample. We identified a core of 11 journals that concentrate 73 of the 214 analyzed texts. We propose the term “knowledge territories” as an umbrella concept. A total of 114 case studies were identified. Governance is the most recurrent dimension (53% of the texts). Topics such as climate change and food production are rarely explored, as do the cases analyzed in the context of semi-peripheral and peripheral countries, indicating gaps and opportunities for future research.
En este artículo se examinan las políticas de Ciencia, Tecnología e Innovación (CTI) de Argentina durante los veinte años recientes y se discuten las tensiones entre discursos y prácticas en la historia presente. Para ello se abordan los planes nacionales, sus prioridades y posteriormente su aplicación. De esta forma, se analiza su financiamiento, recursos humanos involucrados, así como los principales programas e instrumentos utilizados. Las conclusiones destacan que, si bien las políticas de cti se adecuaron en el tiempo, realizándose procesos de aprendizaje y acumulación de capacidades (científicas, de política y de gestión), aún queda un largo camino por recorrer para superar muchas de las falencias señaladas hace seis décadas por referentes del Pensamiento Latinoamericano en Ciencia, Tecnología y Desarrollo (Placted).
This article offers a comprehensive examination of perspectives on university-industry interactions in Latin America. Distinguishing itself from international reviews, the study employs a systematic review of 274 articles across Scopus, Scielo, and Dialnet databases. The research addresses the temporal evolution, disciplinary fields, conceptual approaches, methods, and prevailing topics in the region. Findings reveal a focus on management, economics, business, social sciences, and engineering disciplines. Qualitative methods dominate, while theoretical-conceptual approaches encompass meso-institutional and micro-interactional levels. Key research themes include collaboration results, knowledge transfer, innovation, technological transfer, and collaboration barriers.
The CIAA project was launched in Argentina in 2013 as a collaborative effort between academic and industrial sectors. The project is centered around a "free" hardware design concept and involves the Embedded Systems Laboratory at the Faculty of Engineering of the University of Buenos Aires (Fiuba UBA), the Argentine Association of Embedded Software (ACSE), and the Chamber Argentina of Electronic, Electromechanical and Lighting Industries (CADIEEL). The primary objective of the project is to foster national technological advancement. The projects' origins, progression, various platform iterations, and key contributors are all characterized using a qualitative methodology, with an emphasis on examining the projects' territorial network expansion. Ultimately, the CIAA project aims to contribute to ongoing discussions surrounding the production of "open" technological knowledge in Argentina.
La adopción de las nuevas tecnologías 4.0 -inteligencia artificial, Big Data, computación en la nube, Internet de las cosas, robótica avanzada, entre otras- está transformando radicalmente los sistemas productivos de los países centrales. Sin embargo, los alcances de la difusión de estas tecnologías en países periféricos como la Argentina no son homogéneos. Su impacto sobre las Pequeñas y Medianas Empresas (PyME) se caracteriza por un escaso conocimiento de las nuevas tecnologías, insuficientes recursos financieros para adoptarlas, y una baja disponibilidad de fuerza de trabajo capacitada. En este trabajo se analizan las principales políticas nacionales y provinciales orientadas a la difusión de las tecnologías 4.0, en particular aquellas que se centran en la promoción de organizaciones intermedias orientadas a las PyME, tales como los Centros Tecnológicos (CT).
El proyecto CIAA es una experiencia innovadora de diseño de hardware “libre” en Argentina. Se origina en 2013 como una iniciativa conjunta entre el sector académico y el industrial –el Laboratorio de Sistemas Embebidos de la Facultad de Ingeniería de la Universidad de Buenos Aires (Fiuba UBA), la Asociación Argentina de Software Embebido (ACSE), y la Cámara Argentina de Industrias Electrónicas, Electromecánicas y Luminotécnicas (CADIEEL)-. Entre sus principales propósitos se destaca el de impulsar el desarrollo tecnológico nacional. El trabajo utiliza una metodología predominantemente cualitativa para caracterizar los orígenes del proyecto, las etapas que atravesó, las diferentes versiones de la plataforma y los principales actores intervinientes. Todo ello en pos de explorar la forma en que ese desarrollo se constituyó en una red expandida en términos territoriales. El objetivo último es contribuir al debate sobre la producción de conocimiento tecnológico “abierto” en Argentina.
This study deals with the founding group of researchers of INCUINTA of the National Institute of Agricultural Technology (INTA). INCUINTA is an incubator that seeks to contribute to the transfer of knowledge to companies with national capital and to the creation of technology-based companies by developing the interface areas between the research and industrial production. This article analyzes the links established by said group belonging to INTA's Institute of Virology with actors from the productive sector and the scientific-technological sector. The objective is to address the relationship between these interactions and the ways of conceiving the social utility of the knowledge of the group members over time. A qualitative methodological strategy is used based on the analysis of interviews and documentary sources. The links are characterized according to how knowledge flows between the group and the companies and scientists with whom the group interacts. It was found that the interactions sustained by the group occupied a significant place in the changes of social utility knowledge conception.
Este artículo constituye un ensayo de interpretación que, por un lado, analiza en paralelo las políticas universitarias y de ciencia y tecnología en la Argentina de las últimas dos décadas hasta la irrupción de la pandemia de la covid-19. Y por otro, describe y caracteriza de manera tentativa las distintas respuestas y acciones desarrolladas por las universidades nacionales y los organismos estatales de ciencia y tecnología frente a la emergencia sanitaria. En esta dirección el trabajo recorta dos grandes dimensiones de análisis, por un lado, las tendencias de cambio estructurales en cada uno de los sectores (expansión, estructuras, financiamiento) y, por otro lado, en las orientaciones de política (discursos, instrumentos, gobierno).
Desde finales de la década de los noventa, muchas universidades del país han experimentado transformaciones en la producción de conocimientos principalmente promovidas por la creación de políticas orientadas a la atención de demandas sociales externas y a una mayor vinculación con actores sociales no académicos (Arocena y Sutz, 2000; Sutz 2005; Unzué y Rovelli, 2017). La propuesta del año 2012 del entonces Ministerio de Ciencia, Tecnología e Innovación Productiva (MINCYT) de crear un banco de proyectos orientados a contemplar necesidades socio-productivas específicas requeridas por adoptantes concretos constituye un ejemplo de ello y plantea un nuevo desafío a las Instituciones de Educación Superior. En el caso particular de la Universidad de Buenos Aires (UBA), esto alentó a la realización de una convocatoria de Proyectos de Desarrollo Tecnológico y Social (PDTS) en el año 2012. Este trabajo se propone analizar los resultados y el desempeño de dichos proyectos, que finalizaron en el año 2015.

The article is devoted to analyzing the role of the state as one of the key elements that explains the divergent path taken by the shipbuilding industry in Argentina and Brazil. It describes the development and recent evolution of the naval sector in both countries, being outlined historically the origin, growth and peak of the sector, and also the changes that have occurred since the 1990s. On the other hand, it is performed a balance of the role of the state intervention in the dynamics acquired by the naval industry of these two Latin-American countries. The development of the shipbuilding industry in Argentina and Brazil presents important similarities in its beginnings, fundamentally regarding the state policies of promotion put in practice. Among the differences stands out the dissimilar role of the state companies of each country in generating the principal demand of the sector.
